Cal OES COASTAL REGION Apartment/Construction Fire, Oakland, Alameda County On 07/07/17 at 0500 hours a fire broke out at a construction site at 2425 Valdez St in Oakland. The building, when completed, would have been an apartment and retail complex. Residents in nearby areas have been evacuated for safety reasons.

Evacuation Shelter • American Red Cross (ARC), St. Vincent de Paul, 2271 San Pablo Ave. Oakland • Feeding services will be provided by St. Vincent de Paul and ARC. • Evacuees number approximately 100 people. • Evacuees have approximately one dozen companion animals; primarily small dogs, which are being allowed at the shelter. • Shelter services will be provide for at least 48 hours, pending safe re-entry to their residential domiciles. • On 07/07/17 in the afternoon, only 10 individuals were believed to require sheltering. Overnight shelter population is unknown. • Cal OES Duty Officers continue to monitor the situation and provide updates as they are available.

3 SITUATION SUMMARY 2017 Statewide Winter Storms

Cal OES Coastal Region

Paul’s Slide, State Route 1, Monterey County Per Cal OES Coastal Duty Officer (CDO), as of 1300 hours on 05/25/17, Paul’s Slide on State Route 1 has been closed to all traffic. • Caltrans engineers report slide activity and the area has been closed in the interest of public safety. • Assessment will commence and further details will be provided once released.

Mud Creek Slide, State Route 1, Monterey County The Mud Creek area on State Route 1 sustained a major slide on the evening of 05/20/17, when over a million tons of rock and dirt fell down the slope continuing down to the ocean floor 250 feet off the shoreline. • The Mud Creek area is ¼ mile in length, made up of five slides, four of which fell during this single incident and consolidated into one slide. The remaining slide now extends 1,500 feet in length over State Route 1 and is about 35 to 40 feet deep. • Roadwork at Mud Creek was suspended and heavy equipment removed due to the threat of new slides and for safety of highway workers. Caltrans geologists and engineers plan to assess it further when this area stabilizes. • Estimated opening date is 06/01/18.

Pfeiffer Bridge Incident, Monterey County Highway Patrol (CHP) and Caltrans had a hard closure on the Pfeiffer Bridge on HWY 1 at mile marker 45.52 (SB Sycamore Canyon and the Bridge) due to a crack in the bridge. The bridge has been demolished so the road is closed and estimates for some access from the north is late September 2017. • Backup air medical transport plans have been developed for medical emergencies through Cal OES Law Enforcement Branch. • All businesses north of the Pfeiffer Canyon Bridge closure are open to the public. • Caltrans will continue the process of delivering construction materials and equipment to the site of the demolished bridge on HWY 1 via Nacimiento-Fergusson Road from Hwy 101 on Tuesday, 06/20/17. • Some equipment will begin moving out one piece at a time throughout the week. These convoys of equipment will be escorted by CHP. • Effective 07/01/17, there will be a shuttle available until the Pfeiffer Canyon Bridge reopens (estimated reopening date from Caltrans is September 2017) seven days a week, 1200-2000. North shuttle leaves every hour starting at noon. South shuttle leaves every 15 minutes from Loma Vista to Nepenthe. The last shuttle from north to south is at 1700 hours. The last shuttle from south to north is 1900 hours. • Pfeiffer Big Sur State Park will reopen to the public on 07/01/17 after an 11-month closure due to the and winter storms. • Julia Pfeiffer Burns State Park, Andrew Molera State Park, and Highway 1 at Pfeiffer Canyon Bridge remain closed.

Alamo, Vegetation Fire, San Luis Obispo / Santa Barbara Counties (Cont.) Dam On 07/08/17 at 0212 hours, Twitchell Dam personnel notified the California State Warning Center (CSWC) that the Alamo fire was on the upstream side of the dam and moving towards the downstream side. As a result, dam personnel activated their Emergency Action Plan activation (EAP) in response to the fire. • Twitchell Dam is an earth berm dam located in both San Luis Obispo and Santa Barbara Counties. • The gates are currently shut off and not conducting releases at this time. • The reservoir is 37% full and there is no threat of failure to the dam. • The CSWC made all notifications per Dam Incident SOP.

12 WEATHER OF CONCERN Weather of Concern • An upper level high pressure system over California will continue to strengthen and expand westward producing widespread triple digit heat to portions of the interior and desert southwest. • Dangerous warning level and Gusty sundowner winds will develop over portions of Sothern California Coast, especially, near the foothills of the Santa Barbara South Coast.

13 WEATHER SYNOPSIS BY REGION NORTHERN CALIFORNIA Strong high pressure over the Great Basin will produce another very hot and dry day across the North Ops region again today. Thunderstorms are expected to remain to our south and east. SW-NW winds will gust to 25 mph over the higher terrain in the east and in coastal regions, with the exception of the east Bay Area and delta region where gusts to 35 mph are possible. Tonight and early Sunday dry offshore winds will gust to 30 mph over the higher terrain in Del Norte County. The high will shift southeast on Sunday and allow a Pacific low pressure trough to reach the northern CA coast and the Pacific NW. The trough will move slowly northeast, exiting the region by early Wednesday. Isolated showers and thunderstorms are possible in far northern areas Sunday through Tuesday. The trough will also bring a slight cooling trend and stronger winds, with SW gusts to 30 mph in northern and eastern areas. The high will build back over the Great Basin late in the week and bring a return to very hot and dry weather. However, there will be a slight chance of afternoon thunderstorms in far eastern and northern areas each day.

SOUTHERN CALIFORNIA ***Thunderstorms increasing this weekend becoming isolated Monday through Wednesday*** ***Record heat today*** Thunderstorm activity will increase over the mountains and deserts through Sunday as moisture increases in the southeast flow around high pressure centered over the Southwestern States. Some thunderstorms will be on the dry side today, but they will become wetter on Sunday. A weak disturbance in the flow may bring some shower and thunderstorm activity to the coastal and valley locations of Southern California tonight through Sunday night. There will be little change in the record heat today, with upper 80s and 90s across the mountains and 100 to 112 in the valleys. Minimum humidity will remain between 12% and 25% today. Temperatures will drop around 10 degrees Sunday away from the immediate coast and San Joaquin Valley as the strong high weakens. Temperatures will then cool a couple degrees each day Monday through Wednesday. Minimum humidity will be mainly between 15% and 30% Sunday through the middle of next week. Thunderstorm activity will become isolated and confined to the mountains and deserts Monday and then only isolated afternoon thunderstorms are expected over the Sierra Tuesday and Wednesday. High pressure will strengthen and shift west once again late next week bringing a return of hot conditions. There will most likely be no thunderstorm activity on Thursday before thunderstorms return to the mountains and deserts Friday. There will be westerly winds of 15 to 25 mph with gusts to 40 mph across the wind prone desert areas each afternoon and evening through the middle of next week.

15 Cal OES LAW ENFORCEMENT MISSIONS New/Closed Cal OES Missions 2017-LAW-36996, 7-7-2017 at 1219 Hours: The International Emergency Rescue Coordination Center (IERCC) advised of an SOS InReach device activation near Pyramid Peak in El Dorado County (38° 50' 49" N 120° 9' 39" W). The registered owner did not respond back to the IERCC after the activation. El Dorado County was notified and sent H40 to the area of Pyramid Peak to investigate. At 1222 hours, IERCC updated the coordinates to 38° 50’ 47” N 120° 9’ 28”W, showing some movement. At 1246 hours, the IERCC re-contacted the LDO and advised they made contact with the registered owner and it was an accidental activation, the subject was uninjured. Mission Closed.

2017-LAW-36960, 7/6/17 @ 1444 hours; The International Emergency Rescue Coordination Center (IERCC) advised of an SOS InReach device activation near Summit City Creek in Alpine County. The registered owner, a Kayaking tour guide, advised he had an injured kayaker who had dislocated his shoulder and needed medical assistance. IERCC notified Alpine County Sheriff’s Office directly who dispatched a helicopter to rescue the injured party. The injured person was located and taken to a local hospital for treatment. Mission Closed

Ongoing Cal OES Law Missions 2017-LAW-36966, 7/6/17, 1925 hours: The Air Force Rescue Coordination Center (AFRCC) advised of a PLB activation in the area of Santa Cruz near Big Basin Redwood State Park. Coordinates: 37° 10.7 N, 122°17.0 W. The registered owner is from New Zealand. AFRCC contacted New Zealand Rescue Coordination Centre who provided additional information on the registered owner’s itinerary. LDO notified Santa Cruz Sheriff Dispatch who assigned incident #68627 to the search. Santa Cruz Sheriff notified Big Basin Redwood State Park who dispatched rangers to search for the hiker. LDO continued to receive updated coordinates throughout the night and provided the coordinates to rangers. At approximately 2210 and 2300 hours, AFRCC began receiving miss passes or “no-detect” from the device indicating it had stopped transmitting. Per Park Rangers they had not located the hiker. Park Rangers searched throughout the night and checked camp registry with negative results. It was determined from Park Rangers, Santa Cruz Sheriff and LDO that the search would be suspended for the night and resume at day light. Update: 07/07/17 at 0500 hours, the search for the missing hiker has resumed. LDO has been in contact with Rangers and Santa Cruz Sheriff. Resources are being mobilized for a full search & rescue. The LDO has been in contact with the hiker’s family, New Zealand Search & Rescue, and the New Zealand Consulate as the hiker was a New Zealand citizen. Update: 1130 hours: LDO was notified that the missing hiker was alive and well. He returned to the hostel he was staying at. The hiker was lost and activated his PLB. However after having it activated for several hours, he turned it off and continued to make his way out of the mountains. All notifications to family, out of the Country contacts and the New Zealand Consulate have been made. Mission Closed

16 Cal OES RECOVERY 2017 Statewide Winter Storms Presidential Major Disaster Declarations for January/February Winter Storms – FEMA-4301-DR-CA, FEMA-4305-DR-CA, & FEMA- 4308-DR-CA • Assistance for emergency work and the repair or replacement of disaster-damaged facilities was approved for the following counties in at least one of the major disaster declaration: Alameda, Alpine, Amador, Butte, Calaveras, Contra Costa, El Dorado, Humboldt, Inyo, Kern, Lake, Lassen, Los Angeles, Marin, Mendocino, Merced, Mono, Monterey, Napa, Nevada, Orange, Placer, Plumas, Riverside, Sacramento, San Benito, San Diego, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Shasta, Sierra, Siskiyou, Solano, Sonoma, Sutter, Tehama, Trinity, Tuolumne, Yolo, and Yuba and the Tule River Tribe in Tulare County.

EMAC and Public Assistance - 2017 Winter Storms • Cal OES Recovery Division identified the need for Public Assistance subject matter experts to assist with the aftermath of the 2017 Severe Winter Storms. Accordingly, Cal OES requested assistance from other states through the Emergency Management Assistance Compact (EMAC) - the Nation’s mutual-aid system. New Jersey and Colorado provided personnel that arrived on Monday, 06/13/17. Both states along with other potential states will be providing support between now and the beginning of September at various Joint Field Offices throughout California. The goal is to assist those impacted counties in identifying disaster related damage and program eligibility. • See Cal OES Mission Tasking slide for Mission Tasking information.

17 Cal OES MISSION TASKING Cal OES Missions • 2017-SOC-36209: Two Public Assistance Coordinators from the state of New Jersey have been assigned to California through the Emergency Management Assistance Compact (EMAC) system • 2017-Cal OES-35819: Twelve Caltrans engineers requested to conduct damage and site inspections throughout the state for impacts related to 2017 February Winter Storms. The lead engineer will report to the Joint Field Office to coordinate the response.
