1.0 Introduction

1.1 This report comprises a Transport Statement in support of a planning application for the proposed extension of St Andrews CEVA Primary School. St Andrews CEVA Primary School is located off Ecton Brook Road, Northampton as shown on the Location Plan in Appendix A.

1.2 The objective of this report is to provide the Planning Authority and Local Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed school extension for a planning application.

1.3 This report was scoped with Mr Peter Moor of Northamptonshire County Council who advised that a Transport Statement would be the appropriate level of assessment for the proposed extension of St Andrews CEVA Primary School in an email to dated 24 December 2012.

2.0 Site Description and Proposed School Extension

2.1 St Andrews CEVA Primary School is located off Ecton Brook Road, Northampton as shown on the location plan BCAL Dwg No 4859-01 enclosed in Appendix A. The school is located to the east of Northampton in a predominantly residential area.

2.2 St Andrews CEVA Primary School is for pupils aged from 4 to 11 years. The school currently has capacity for 219 pupils. It is proposed to expand the school from a 1 to a 2 form entry. An additional form for the school will result in a proposed capacity of 420 pupils. The proposed extension is shown on the PHP Architects Proposed Site Plan Dwg No 4012-01 Rev P8 dated June 2012 enclosed in Appendix B.

2.3 St Andrews CEVA Primary School currently has approximately 9 full time and 29 part time staff. As a result of the proposed extension, staff numbers will increase and are likely to be in the order of 15 full time and 40 part time members.

3.0 Surrounding Highway Infrastructure

3.1 The surrounding highway infrastructure is shown on BCAL Dwg No 4859-02 in Appendix C. The main school access is a shared pedestrian/vehicular access which is located off Ecton Brook Road. In the vicinity of the school, Ecton Brook Road is a local distributor type road which is a 7.3m wide carriageway with 3.8m wide grass verges either side of the carriageway. There is a 2m wide footway on the west side (school side) of the carriageway which connects into the school’s pedestrian infrastructure.

3.2 Ecton Brook Road and the surrounding residential road network is subject to a 20mph (32kph) speed restriction, has traffic calming and the added benefit of street lighting. The traffic calming in the area denotes that the local highway network as an ‘Advisory Cycle Route’ which provides adequate links for cyclists within the area and those predicted to be generated from St Andrews CEVA Primary School’s expansion. These links include a recognised pedestrian/cycle way adjacent to the east site boundary of Ecton Brook Primary School, approximately 330m south of St Andrews CEVA Primary School.

3.3 Ecton Brook Road provides access to Ecton Brook Primary School, Brook Medical Centre, Ecton Brook Post Office as well as adjacent residential areas. The carriageway joins the A4500 Wellingborough Road in the northbound direction and the A5076 Great Billing Way in the southbound direction.

3.4 The A4500 Wellingborough Road and A5076 Great Billing Way junctions are approximately 600m and 525m respectively from the school’s main access. The A4500 Wellingborough Road is a main route used by persons travelling between Wellingborough and Northampton. The Great Billing Way leads towards Overstone Golf Course at its northern extent and meets the A45 Nene Valley Way trunk road at its southern extent.

3.5 The school’s main pedestrian/vehicular entrance is covered by three off “School Keep Clear” road markings.

3.6 There are recognised bus stops located on Overmead Road and both sides of Ecton Brook Road, with routes heading towards Northampton Town Centre and Brackmills. All recognised bus stops are within close proximity to the school’s main access.

3.7 The area surrounding the school benefits from numerous footways giving access to adjacent residential areas.

3.8 Footways within the vicinity of the school appear to be of sufficient width to provide adequate facilities for pedestrian users at the school. The footways within the vicinity of the site have dropped kerbs and tactile paving at the appropriate locations.

4.0 Site Access and Parking

4.1 The school has several pedestrian gates and one vehicular access point. The school currently uses two pedestrian points of entry and one shared pedestrian/vehicular access which are located off Ecton Brook Road.

4.2 The shared vehicular access permits vehicle entry into the staff only car parking area which has a total of 22 car parking spaces including 2 disabled spaces. As a result of the extension the car park will increase to a total of 42 car parking spaces including 2 dedicated disabled spaces.

4.3 Parents are allowed to use the staff car park between 0800 and 0830 as a drop off area for pupils attending Breakfast Club.

4.4 Kingswood Catering provide meals for the school and have therefore been given access to 2 car parking spaces during their times of operation.

4.5 There is a pedestrian only access adjacent to the south of the staff car park boundary allowing access towards the existing Library/ICT and main Assembly Hall.

4.6 The school has a pedestrian only access located at the southern site boundary to provide access to the Reception classes.

4.7 In the school Travel Plan, there is a proposal to have an additional pedestrian only access via the western site boundary, situated opposite House No 12, Normead Square NN3 5AB. This point of entry will lead towards the existing playground area.

4.8 The school’s current bike shelters provide storage for approximately 10 bicycles. Post expansion, this facility will be replaced with new cycle shelters capable of housing 20 bicycles.

5.0 Vehicle Movement Observations

5.1 Vehicle movements on Ecton Brook Road, Millbank, and Overmead Road were observed at the school on the morning of 16th January 2013. Observations were taken between 8.00 and 9.00 am. It should be noted that the weather was dry, misty and very cold. Snow had fallen within the previous two days, some footways had patchy snow cover but the major roads were clear and gritted.

5.2 Between 8.00 and 8.30 am, parents are allowed to drop pupils off to Breakfast Club within the existing school car park. Before 8.30 am there was no observed school related parking on any of the surrounding roads network. From 8.30 am vehicles began to park on Ecton Brook Road to the south of the existing zig zag yellow hatched markings. At 8.40 am one vehicle had parked on Millbank. By 8.45 six vehicles were parked on Overmead Road and all available parking spaces on the school side of Ecton Brook Road between The Ecton Brook public house and Overmead Road were occupied.

5.3 By 9.05 am, the vast majority of the traffic associated with the school had left the area.

5.4 During observations, through traffic on Ecton Brook Road and Overmead Road was not restricted and generally flowed freely. Buses were not impeded. No cars were observed to park across private driveways.

5.5 Approximately half dozen later arriving vehicles dropped off within the bus bay on the west side of Ecton Brook Road adjacent to the school and one or two were observed making U turns within Ecton Brook Road. One vehicle was observed dropping off a pupil on the Ecton Brook Road pedestrian crossing route.

5.6 There were no observed traffic movement issues which we believe could not be avoided with more considerate driver behaviour. It was also observed that there is additional legal parking available along Ecton Brook Road, Overmead Road and Millbank which could be used by additional traffic generated by the school.

6.0 Sustainable Forms of Transport

6.1 The available sustainable transport infrastructure resources within the vicinity of the proposed extension are set out below. Details are correct at the time of writing the report. The location of sustainable transport facilities and walking/cycling distances are shown in Appendix C.

6.2 Walking

6.2.1 The surrounding local highway infrastructure is described in section 3.Walking distances, to various locations are shown on the plan enclosed in Appendix C.

6.2.2 Suggested acceptable walking distances for school journeys which were produced by the Chartered Institution of Highways and Transportation (CIHT) are shown in table 1below. It can be seen on the plan enclosed in Appendix C that a large number of residential dwellings are located within the CIHT acceptable walking distance of 1000m.

6.3 Cycling

6.3.1 The proposed extension will connect with the surrounding local highway infrastructure which provides adequate facilities for those additional trips predicted to be generated by the school extension. PPG 13 states that cycling has the potential to substitute the car for journeys less than 5km, it is shown in Appendix C that a significant number of residential dwellings are located within a 5km travel distance.

6.3.2 The School’s Travel Plan which is expected to take effect as of September 2013 states that ‘Bikeability Training – Level 1’ has already been provided for Years 5 and 6. Continuing this scheme has also been incorporated into the Travel Plan’s aims to ensure the promotion of sustainable transport.

6.4 Public Buses

6.4.1 The school is served by bus stops located on Ecton Brook Road - ‘Ecton Brook, adj St Andrews Primary School’ and ‘Ecton Brook, opp St Andrews Primary School’ approximately 50m and 100m respectively from the school’s main vehicular access. General bus service frequencies are set out in table 2 below. Full bus time tables and bus routes served by these stops can be found in Appendix D.

6.5 Trains

6.5.1 Northampton Railway Station is located approximately 7.4km in radial distance from St Andrews CEVA Primary School. Northampton Railway Station connects with Birmingham to the north and London to the south. Route bus 16 described above could be utilised to connect with the train station. The train routes served by Northampton Railway Station are shown on the route map enclosed in Appendix E. General train service frequencies are set out in table 3 below.

6.6 Motorised Two Wheeled Vehicles

6.6.1 The proposed site highway accesses and the existing surrounding highway infrastructure enable the use of motorised two wheeled vehicles as a means of transport to the site.

6.7 Disabled Access

6.7.1 The surrounding local highway network incorporates dropped kerbs at suitable locations to aid access to and from the school for disabled people. The extension will incorporate level thresholds and/or ramps to ensure that it is accessible to users with varying levels of disability and visual impairment in line with Building Regulations.

6.7.2 NCC Highways requested that the existing crossing point at the school vehicular entrance to the site be provided with three rows of tactile paving within the tarmac footpath.

6.8 Summary

6.8.1 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car.

7.0 Assessment of Vehicular Impact

7.1 This section will consider the vehicular impact of the proposed extension on the surrounding highway network.

7.2 The proposed extension will increase pupil numbers by 201 from 219 to 420.

7.3 The admissions arrangements for St Andrews include criteria that reflect the school’s church ethos, and the school takes pupils from a wider geographical area than those living closest to the school. Children of parents/guardians worshipping at or resident in the Ecclesiastical Parishes of Billing and Emmanuel (both in the Eastern District) have a higher priority than others from the wider borough. The school is located in a predominately residential area, with approximately 45% of the pupil population residing in Ecton Brook as stated in the school Travel Plan. It is therefore highly likely that the school expansion will continue to serve the local residential areas and that the travel pattern will remain similar both pre and post expansion.

7.4 A travel survey was carried out by the school in November 2012 to determine pupil transport modal statistics. The result shows that approximately 70% of pupils travel to school by car and 30% walk or travel using an alternative to the private car. The survey is shown in Appendix F.

7.5 The staff survey responses showed that 79% of people travel to and from school by car, whilst 21% walk or travel using an alternative to the private car; these are also show in Appendix F.

7.6 The questions and therefore the travel statistic data provided in the Travel Plan do not appear to allow for pupils arriving in shared cars. Therefore, we have made an allowance for the reduction in vehicular trips associated with pupils sharing vehicles. The allowance has been based on the numbers of pupils likely to be in families of more than one child and hence will be brought to the school as siblings in one vehicle. Hence, national statistics for family size have been obtained and these have been used in the calculation of the reduction in vehicle trips.

7.7 Based on the above recorded travel modal statistics, vehicle trip generation rates for the predicted 201 additional pupils will give (70% x 201) = 141 travelling to school by car and (30% x 201) = 60 walking or using an alternative means of transport to the private car. For the predicted 18 additional staff members, approximately (79% x 18) = 14 are expected to travel by car and remaining (21% x 18) = 4 walk or use more sustainable forms of transport.

7.7 Family type percentage statistics have been obtained from the Office for National Statistics for the period between 2001 and 2011 on the 17th January 2013. Table 4 below shows the percentage difference among all family type: one child, two children, three or more children.

7.8 Based on the above family type data, we can predict likely travel mode percentages for the different family types to be generated from the additional 201 pupils. Table 5 below illustrates a predicted trip generation for both the private car and sustainable transportation.

7.9 To calculate the predicted number of single vehicle trips to be generated by the school we have assumed that there will be no car sharing between families; and families with more than one child have siblings that are 2 years apart. For a two child family the sequence of potential car sharing is shown in table 6 below.

Therefore, 4 in 9 academic years (44%) of two child family vehicular trips represents single car occupancy; and 5 in 9 (56%) of two child family vehicular trips represents shared car occupancy.

7.10 For a three or more child family, the sequence of potential car sharing is show in table 7 below.

7.11 The proposed expansion of the school is therefore predicted to generate approximately 119 additional two-way pupil vehicle movements on the surrounding highway network for the AM peak hour. In addition to this we have estimated 14 additional staff trips.

7.12 Hence, the vehicular impact as a result of the proposed expansion is likely to be 133 two way trips in the AM peak hour period. Please note that this is a conservative estimate as we have not made any allowance for children of different families sharing a vehicle or for any one vehicle carrying more than two children at any given time.

8.0 Public Consultation

8.1 A public consultation regarding the expansion of St Andrews CEVA Primary School from a 1 form to a 2 form entry was undertaken with Northamptonshire County Council and held on site on November 6th, 2013. A total of 34 individuals attended, including pupils, staff, parents and local residents.

9.0 Recorded Accident Data

9.1 Recorded traffic accident statistics have been obtained from Northamptonshire County Council’s Interactive Mapping for the three year period prior to 10th January, 2013.An extract of the mapping is enclosed in Appendix G.

9.2 From the recorded accident data there have been no serious or slight injury accidents within close proximity to St Andrews CEVA Primary School.

9.3 Based on the obtained recorded traffic accident statistics, we do not consider there is a specific accident problem associated with the existing school vehicular traffic which the predicted increase in vehicle trips as a result of the proposed school expansion will have a significant adverse effect.

10.0 Conclusions

10.1 It is proposed to expand St Andrews CEVA Primary School from a 1 form entry to a 2 form entry school which could increase pupil numbers from 219 to 420. Staff numbers at the school would also increase by approximately 18.

10.2 As a result of the proposed extension the school’s car park will increase to 42 parking spaces including 2 dedicated disabled spaces. The school will also be provided with new cycle shelters capable of housing 20 bicycles. The parking layouts can be seen in PHP Architects Proposed Site Plan enclosed in Appendix B.

10.3 The vehicular impact as a result of the proposed expansion is likely to be 133 two way trips in the AM peak hour period. Please note that this is a conservative estimate as we have not made any allowance for children of different families sharing a vehicle or for any one vehicle carrying more than two children at any given time. We do not consider that the predicted increase in vehicles will have a significant adverse impact on the surrounding highway network.

10.4 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car.

10.5 There were no observed traffic movement issues which we believe could not be avoided with more considerate driver behaviour. It was also observed that there is additional legal parking available along Ecton Brook Road, Overmead Road and Millbank which could be used by additional traffic generated by the school.

10.6 Based on the recorded accident data we do not consider the predicted increase in vehicle trips will adversely affect the safety of the neighbouring roads or junctions.
