It outlines the key elements that the town should aspire to. The vision is required for the life of the Central Area Action Plan which will be up until 2026. Draft Vision By 2026, the Central Area of Northampton will be a place that: • Encourages and delivers sustainable development • Capitalises on its rich tapestry of architectural heritage, history and natural assets, particularly the River Nene, the Market Square, All Saints Church and Square and 78 Derngate • Maximises the opportunities offered by key retail areas including the Grosvenor Centre, St Giles Street and Abington Street, offering an exceptional shopping experience and choice for the community • Provides a safe, comfortable and appealing environment for people to walk or cycle through with places to stop, relax and interact • Continues to provide and build on a wide range of high-quality attractions and community facilities to serve the needs of residents and visitors such as Royal and Derngate Theatre and Northampton College • Is the location of choice for businesses and investors offering high quality employment opportunities • Provides a vibrant and enterprising environment enjoyed and aspired to by all sectors of the community who live, work and shop in the area, and for its visitors • Is accessible by all means of transport including improved accessibility from Castle Station CONSULTATIONand the provision of an efficient transport interchange Issue 1a: Do you agree with the contents (ideas) contained in the draft vision for Northampton Central Area? Yes No Don’t Know 3 September 2007 CENTRAL AREA ACTION PLAN – ISSUES AND OPTIONS DISCUSSION PAPER QUESTIONNAIRE Draft Spatial Objectives for the Central Area up to 2026 To successfully achieve the vision for the Central Area, the Council needs to identify strategic objectives. These broadly outline how the vision will be achieved. It is important that they are realistic and deliverable. Future policies and plans will be formulated from the strategic objectives. The Council intends to focus on five strategic objectives which are considered to be both achievable and deliverable. Strategic Objectives Strategic Objective 1: Central Area Development and Regeneration To accommodate, in a sustainable manner, high quality new developments which will ensure that the Central Area fulfils its role as a sub-regional centre. Strategic Objective 2: Accessibility and Transport Network To ensure that the Central Area is accessible by all means of transport to secure its economic success and vibrancy. Strategic Objective 3: Public Realm To provide a network of high quality streets and spaces that will encourage people to live, visit and invest in the Central Area. Strategic Objective 4: Community Regeneration To regenerate existing residential and local business communities within the Central Area through initiatives which will create sustainable and enterprising communities. These communities will contribute towards the vitality and prosperity of the town. CONSULTATION Strategic Objective 5: Conservation and built environment To retain and enhance the distinctive local character of the Central Area’s Conservation Areas and listed buildings. I am sure all members will join me in wishing him a full and speedy recovery and a quick return to the Guildhall. On 26th March we announced that the Borough Council is working with Local Government Shared Services (LGSS), the organisation set up to share services between Northamptonshire County Council and Cambridgeshire County Council, to explore the potential of joining the partnership. LGSS was set up more than a year ago to provide a wide range of support services for both local authorities. Since the establishment of LGSS, the two founding authorities have saved £11 million and to join the partnership could pave the way for savings for Northampton Borough Council in administration and other back office costs. The Borough Council is at an early stage in negotiations with LGSS and no decision has yet been made over which services could be included in any sharing agreement. LGSS provides a full range of back-office services, including IT, HR, finance, property and asset management and other services. The Northampton Alive Roadshow meetings have started with members of the Cabinet and myself going out and speaking to the public at a series of public meetings.

It combines a historic town centre, former village communities, modern housing areas and a diverse range of employers with parks and open spaces which extend right into the heart of the town. It is an environment of which we are proud. Almost thirty years ago Northampton was designated a new town and under the auspices of the Development Corporation, Northampton expanded significantly through the implementation of the Northampton Master Plan. The momentum of growth remains, but it is important to ensure that future development adds to the quality of the environment in Northampton. The adopted Local Plan forms the basis for all decisions relating to land use within the Borough. It reflects many comments and representations made during its preparation as well as taking on board the recommendations of a Planning Inspector appointed by the Department of Environment following a Public Inquiry into remaining objections. The Plan aims to guide the further expansion of Northampton. It seeks to conserve important open spaces, encourage a balanced mix of residential, business and leisure development and promote good sustainable transport initiatives. In essence it seeks to produce an environment which enhances Northampton for the benefit of all. In conclusion, I wish to pay tribute to the late Councillor Roger Alder who steered the Plan through the majority of its stages as chair of the Planning Committee.

    West Northamptonshire Joint Core Strategy Local Plan (Part 1) Adopted - December 2014 West Northamptonshire Joint Core Strategy Local Plan (Part 1) Adopted DEC 2014 1.0 Foreword The importance of "Strategic Planning" which shapes and makes the places in which people live, work and play cannot be overstated. The alternative would, in all likelihood, result in an uncoordinated approach through speculative developer-led planning and related applications. This West Northamptonshire Joint Core Strategy Local Plan is a key document in ensuring places are shaped and made in a way which meets the needs of the people of today whilst ensuring the needs of future generations are safeguarded. This Local Plan forms Part 1 of the suite of Local Plans in West Northamptonshire that will, together, guide the evolution of Northampton, Daventry and South Northamptonshire in the years that lie ahead. It provides a long-term vision for the area with an overall framework in which more detailed plans will be drawn up and decisions made. It contains a broad planning strategy aimed at meeting that vision, and contains core strategic policies, which the Partner Councils - Daventry District, Northampton Borough, South Northamptonshire and Northamptonshire County Councils - believe will provide sound guidance in the years ahead.     Executive Item No 18th July 2005 Portfolio: NORTHAMPTON CASTLE Directorate: Living STATION AREA: Author/Contact Officer: SITE DEVELOPMENT PRINCIPLES Noreen Banks Senior Planning Officer Tel: (01604) 837835 Purpose of Report The purpose of this report is to seek Committee endorsement on the principles of development opportunities and regeneration for Northampton Castle Station and its surrounding areas. These principles have been outlined in the interim statement attached to this Committee report . Recommendation(s) It is recommended that; • the contents of the interim statement attached be agreed and • the statement be submitted as part of the consultants brief to prepare a feasibility study and masterplan for the area Summary and Links to Corporate Plan The interim statement establishes the principles of development options which is envisaged to secure the sustainable redevelopment and regeneration of the site. It is anticipated that the principles and options, once translated into a masterplan, could significantly improve the physical characteristics of Northampton Station, meet current and future passenger demand, achieve a sustainable multi-modal network, and contribute towards the housing and employment requirements set out in Regional Spatial Strategy 8 and the Milton Keynes South Midlands South Regional Strategy. The Corporate Plan refers to the fact that Northampton is one of the areas chosen by the Government to deliver economic, social and housing growth under the Sustainable Communities Plan. The redevelopment of the Station and surrounding areas gives the Borough Council an opportunity to play a strong and influential role in securing the best outcome for the area and the town as a whole. The whole project has, to date, involved partnership working and communication between the Borough Council , County Council, the West Northamptonshire Development Corporation, Network Rail and Invest Northamptonshire.
