Lings Primary School is located off Hayeswood Road, Northampton as shown on the location plan enclosed in Appendix A. 1.2 The objective of this report is to provide the Planning Authority and Local Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed school extension for a planning application. 1.3 This report was scoped with Mr R. Sim-Jones of Northamptonshire County Council, the Local Highway Authority, who advised that a Transport Statement would be the appropriate level of assessment for the proposed extension of Lings Primary School. 2.0 Site Description and Proposed School Extension 2.1 Lings Primary School is located off Hayeswood Road, Northampton as shown on the location plan BCAL Dwg No 4875-10 enclosed in Appendix A. The school is located in the east of Northampton in a predominately residential area. 2.2 Lings Primary School is for pupils aged from 4 to 11 years, and currently has 210 pupils. It is proposed to expand the school from a 1 to a 2 form entry. An additional form for the school will result in a proposed capacity of 420 pupils. The proposed extension is shown on the Architecture Initiative Dwg No LG-04 Job No AI_2058 enclosed in Appendix B. 2.3 Lings Primary School currently has 22 full time and 10 part time staff. As a result of the extension the staff numbers will increase to 44 full time and 20 part time members. O:\\projects\4800\4875\Technical\Reports\4875R010 - Lings Primary School\4875R010A TS.pdf 3 4875R010A Transport Statement Extension of Lings Primary School, Northampton October 2012 3.0 Surrounding Highway Infrastructure 3.1 The surrounding highway infrastructure is shown on BCAL Dwg No 4875-102 in Appendix C. The main point of entry into the school is a shared pedestrian/vehicular access which is located off Hayeswood Road. Hayeswood Road is 7.3m wide and bound by a 1.8m wide footway on the southern (school side) of the carriageway. Hayeswood Road is subject to a 20mph (32kph) speed restriction, has traffic calming measures and the added benefit of street lighting. 3.2 Hayeswood Road has two zebra crossings located adjacent to the school’s northern site boundary. 3.3 The school’s main entrance is covered by the white no-parking zig-zag road markings associated with the pedestrian crossing to the west of the school access. 3.4 Hayeswood Road connects with the other highway networks Billing Brook Road in the westbound direction and Lings Way in the eastbound direction. Billing Brook Road is a north/south route for vehicles travelling to and from Weston Favell Shopping Centre. Lings Way connects local residential areas to the wider highway networks the A5076 Talavera Way and the A4500 Wellingborough Road at its northern and southern extents respectively. 3.5 There are bus stops located within a 225m radius from the school’s main pedestrian/vehicular access on Hayeswood Road and Billing Brook Road. 3.6 The surrounding road network is subject to a 20mph (32kph) speed restriction which is denoted as an ‘Advisory Cycle Route’ which provides adequate links for those cyclists predicted to be generated from the school’s expansion. The sustainable transport facilities within close proximity to the school can be seen on BCAL drawing no 4875-103 enclosed in Appendix C. 3.7 The area surrounding the school benefits from numerous footways giving access to the adjacent residential area. 3.8 If a 1m width of both footpaths either side of the carriageway are utilised at 25 pedestrians per minute a 2FE school (420 pupils + 354 parents) will take 8mins to pass a distance of 73m. It should be noted that this is a very conservative value as it assumes all parents walking alongside their children. We therefore consider that footways within the vicinity of the school appear to be of sufficient width to provide adequate facilities for pedestrian users at the school. 3.9 The footways within the vicinity of the site have dropped kerbs and tactile paving at appropriate locations. Vehicular traffic for this point of entry is generally used by staff and visitors only; however, parents are allowed to drop off for morning clubs. 4.2 The school currently has six pedestrian only accesses. These include 3 adjacent the western site boundary opposite House No’s 5 and 8 Nethermead Court; 1 adjacent the southern site boundary opposite House No 34 Hangerfield Court and 2 adjacent the eastern site boundary opposite House No’s 40 and 41 South Paddock Court. 4.3 Lings Primary School currently has no cycle parking spaces. As a result of the proposed 10 cycle parking spaces will be provided. 4.4 The existing school has 25 car parking spaces including 3 disabled spaces, and there is also a space for a minibus. As a result of the expansion, car parking spaces will increase to 25 spaces plus 3 disabled spaces. O:\\projects\4800\4875\Technical\Reports\4875R010 - Lings Primary School\4875R010A TS.pdf 5 4875R010A Transport Statement Extension of Lings Primary School, Northampton October 2012 5.0 Vehicle Movement Observations 5.1 Vehicle movements on Hayeswood Road, Poppyfield Crescent, Nethermead Court, Hangerfield Court and South Paddock Court were observed at the school on 25th October 2012 between 8:00am and 9:00am. The school gates are opened at 8.45am and closed shortly after 9.00am. 5.2 Parents and guardians who drive their children to school tend to utilise Nethermead Court, Hangerfield Court and South Paddock Court as a drop off point or park. No vehicles were observed parking on Hayeswood Road or Poppyfield Crescent. 5.3 The number of vehicles observed was low. Parents/guardians dropping children off tended to park close to the pedestrian access leading into the school. Vehicles tend to park in vacant parking spaces or in front of garages but do not impede drives. 5.4 As would be anticipated there was a low number of vehicle movements on Hayeswood Road during the morning peak hour due to the traffic calming and alternative local routes. Observed traffic flows on the residential roads was equally low. Traffic was generally free flowing with no observed conflicts or safety issues. 5.5 There were no observed traffic movement issues which we believe could be significantly exacerbated by the proposed extension of Lings Primary School. Details are correct at the time of writing the report. The location of sustainable transport facilities and walking/cycling distances are shown in Appendix C.
