St Andrews CEVA Primary School is located off Ecton Brook Road, Northampton as shown on the Location Plan in Appendix A. 1.2 The objective of this report is to provide the Planning Authority and Local Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed school extension for a planning application. 1.3 This report was scoped with Mr Peter Moor of Northamptonshire County Council who advised that a Transport Statement would be the appropriate level of assessment for the proposed extension of St Andrews CEVA Primary School in an email to dated 24 December 2012. 2.0 Site Description and Proposed School Extension 2.1 St Andrews CEVA Primary School is located off Ecton Brook Road, Northampton as shown on the location plan BCAL Dwg No 4859-01 enclosed in Appendix A. The school is located to the east of Northampton in a predominantly residential area. 2.2 St Andrews CEVA Primary School is for pupils aged from 4 to 11 years. The school currently has capacity for 219 pupils. It is proposed to expand the school from a 1 to a 2 form entry. An additional form for the school will result in a proposed capacity of 420 pupils. The proposed extension is shown on the PHP Architects Proposed Site Plan Dwg No 4012-01 Rev P8 dated June 2012 enclosed in Appendix B. 2.3 St Andrews CEVA Primary School currently has approximately 9 full time and 29 part time staff. As a result of the proposed extension, staff numbers will increase and are likely to be in the order of 15 full time and 40 part time members. O:\\projects\4800\4859\Technical\Reports\4859R001A TS.pdf 3 4859R001A Transport Statement Extension of St Andrews CEVA Primary School, Northampton January 2013 3.0 Surrounding Highway Infrastructure 3.1 The surrounding highway infrastructure is shown on BCAL Dwg No 4859-02 in Appendix C. The main school access is a shared pedestrian/vehicular access which is located off Ecton Brook Road. In the vicinity of the school, Ecton Brook Road is a local distributor type road which is a 7.3m wide carriageway with 3.8m wide grass verges either side of the carriageway. There is a 2m wide footway on the west side (school side) of the carriageway which connects into the school’s pedestrian infrastructure. 3.2 Ecton Brook Road and the surrounding residential road network is subject to a 20mph (32kph) speed restriction, has traffic calming and the added benefit of street lighting. The traffic calming in the area denotes that the local highway network as an ‘Advisory Cycle Route’ which provides adequate links for cyclists within the area and those predicted to be generated from St Andrews CEVA Primary School’s expansion. These links include a recognised pedestrian/cycle way adjacent to the east site boundary of Ecton Brook Primary School, approximately 330m south of St Andrews CEVA Primary School. 3.3 Ecton Brook Road provides access to Ecton Brook Primary School, Brook Medical Centre, Ecton Brook Post Office as well as adjacent residential areas. The carriageway joins the A4500 Wellingborough Road in the northbound direction and the A5076 Great Billing Way in the southbound direction. 3.4 The A4500 Wellingborough Road and A5076 Great Billing Way junctions are approximately 600m and 525m respectively from the school’s main access. The A4500 Wellingborough Road is a main route used by persons travelling between Wellingborough and Northampton. The Great Billing Way leads towards Overstone Golf Course at its northern extent and meets the A45 Nene Valley Way trunk road at its southern extent. 3.5 The school’s main pedestrian/vehicular entrance is covered by three off “School Keep Clear” road markings. 3.6 There are recognised bus stops located on Overmead Road and both sides of Ecton Brook Road, with routes heading towards Northampton Town Centre and Brackmills. All recognised bus stops are within close proximity to the school’s main access. 3.7 The area surrounding the school benefits from numerous footways giving access to adjacent residential areas. 3.8 Footways within the vicinity of the school appear to be of sufficient width to provide adequate facilities for pedestrian users at the school. The footways within the vicinity of the site have dropped kerbs and tactile paving at the appropriate locations. The school currently uses two pedestrian points of entry and one shared pedestrian/vehicular access which are located off Ecton Brook Road. 4.2 The shared vehicular access permits vehicle entry into the staff only car parking area which has a total of 22 car parking spaces including 2 disabled spaces. As a result of the extension the car park will increase to a total of 42 car parking spaces including 2 dedicated disabled spaces. 4.3 Parents are allowed to use the staff car park between 0800 and 0830 as a drop off area for pupils attending Breakfast Club. 4.4 Kingswood Catering provide meals for the school and have therefore been given access to 2 car parking spaces during their times of operation. 4.5 There is a pedestrian only access adjacent to the south of the staff car park boundary allowing access towards the existing Library/ICT and main Assembly Hall. 4.6 The school has a pedestrian only access located at the southern site boundary to provide access to the Reception classes. 4.7 In the school Travel Plan, there is a proposal to have an additional pedestrian only access via the western site boundary, situated opposite House No 12, Normead Square NN3 5AB. This point of entry will lead towards the existing playground area. 4.8 The school’s current bike shelters provide storage for approximately 10 bicycles. Post expansion, this facility will be replaced with new cycle shelters capable of housing 20 bicycles. O:\\projects\4800\4859\Technical\Reports\4859R001A TS.pdf 5 4859R001A Transport Statement Extension of St Andrews CEVA Primary School, Northampton January 2013 5.0 Vehicle Movement Observations 5.1 Vehicle movements on Ecton Brook Road, Millbank, and Overmead Road were observed at the school on the morning of 16th January 2013. Observations were taken between 8.00 and 9.00 am. It should be noted that the weather was dry, misty and very cold. Snow had fallen within the previous two days, some footways had patchy snow cover but the major roads were clear and gritted. 5.2 Between 8.00 and 8.30 am, parents are allowed to drop pupils off to Breakfast Club within the existing school car park. Before 8.30 am there was no observed school related parking on any of the surrounding roads network.
