The first known civilization in the region was that of the Thracians, whose culture reached a peak in the sixth century B.C. Because of disunity, in the ensuing centuries Thracian territory was occupied successively by the Greeks, Persians, Macedonians, and Romans.     FLOTILLA ADMIRAL GEORGI PENEV DEPUTY COMMANDER OF THE BULGARIAN NAVY Flotilla Admiral Georgi Penev Penev, Bulgarian Navy is a native of Provadia, Bulgaria, and was born on 19 August 1969. In 1989, he graduated from the Secondary Polytechnic School in Provadia, Bulgaria. Flotilla Admiral Penev graduated the Bulgarian Naval Academy in Varna where he got a Master Degree of Science in Navigation (1994). He was commissioned as Navigation Officer from the Bulgarian Naval Academy on August 1994. From 1995 to 1997, he served as Anti-submarine Warfare Officer onboard of KONI class frigate BGS SMELI in Varna Naval Base. His next seagoing assignment was Executive Officer of the KONI class frigate BGS SMELI from 1997 to 2003. In 2003, Flotilla Admiral Penev was selected to attend the Rakovski National Defence Academy in Sofia, and graduated in 2005. After his graduation, Flotilla Admiral Penev was appointed as Commanding Officer of the KONI class frigate BGS SMELI from 2005 to 2007. His next appointment was as Chief of Staff of the First Patrol Frigate and Corvettes Squadron in Varna Naval Base from 2007 to 2011. In 2011, Flotilla Admiral Penev was appointed as Squadron Commander of the First Patrol Frigate and Corvettes Squadron in Varna Naval Base. In 2013, Flotilla Admiral Penev reported as a student to the Rakovski National Defence College in Sofia and graduated in 2014.     Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.     Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. Bibliography 273 Abstract The nation-state is now the dominant form of sovereign statehood, however, a century and a half ago the political map of Europe comprised only a handful of sovereign states, very few of them nations in the modern sense. Balkan historiography often tends to minimize the complexity of nation-building, either by referring to the national community as to a monolithic and homogenous unit, or simply by neglecting different social groups whose consciousness varied depending on region, gender and generation. Further, Bulgarian and Serbian historiography pay far more attention to the problem of "how" and "why" certain events have happened than to the emergence of national consciousness of the Balkan peoples as a complex and durable process of mental evolution. This dissertation on the concept of nationality in which most Bulgarians and Serbs were educated and socialized examines how the modern idea of nationhood was disseminated among the ordinary people and it presents the complicated process of national indoctrination carried out by various state institutions.

Transnational methodology and models will be defined and implemented for flood risk assessment T and mapping. This results in proposals for flood mitigation measures, adjustments of spatial development plans, assessment tools for economic development in flood plains and raised aware- ness of flood risk of stakeholders, politicians, planners and the public. Spatial planning is very complex, regard- ing either its object: the flood risk management project and its environment (ecosystems, landscapes, socio-economics, etc.), or its process, which implies many actors, with different world’s representation and related interests, and who are individually attached to a specific territory. Spatial planning is nowadays an extremely sensitive issue, especially in Danube Catchment, where high population densities within some critical areas, harbors, old traditional settlements, and complex political influences and rela- tions, lead to a situation of permanent disputes regarding the use and destiny of lands.
