ECONOMIA DELLA PALESTINA E SIONISMO NEL PENSIERO DI RICCARDO BACHI LETIZIA PAGLIAI * GIOVANNI PAVANELLI * SOMMARIO - Riccardo Bachi è stato uno dei più autorevoli e fecondi studiosi di statistica ed economia applicata in Italia fra le due guerre. Di famiglia israelita, egli fu anche appassionato cultore, dagli anni venti, della storia e delle tradizioni culturali del popolo ebraico, in particolare della comunità ebraica italiana dall’età moderna fino al XIX secolo. Convinto sostenitore dell’idea sionista, dedicò inoltre alcuni studi meditati all’analisi delle condizioni e delle prospettive economiche della Palestina, all’epoca retta dal mandato britannico e sede di una crescente e dinamica comunità di israeliti immigrati. Tale aspetto, in larga misura ignorato dalla storiografia, è oggetto del presente lavoro. Esso si propone di focalizzare l’attenzione sui suoi studi, con riferimento alle vicende economiche e culturali del popolo ebraico, alle prospettive di crescita economica e sociale della Palestina e all’attività di Bachi nell’ambito del movimento sionista tra le due guerre. In tale ambito si procederà anche a ricostruire le vicende legate alla sua estromissione dall’Università di Roma nel 1938 a seguito dell’adozione della legislazione antisemita da parte del regime fascista, alla sua attività di studioso a Tel Aviv negli anni drammatici del Secondo conflitto mondiale, al suo rientro in Italia nel 1946 e agli ultimi anni di attività scientifica e didattica. Zohar Shavit “Can It Be That Our Dormant Language Has Been Wholly Revived?”: Vision, Propaganda, and Linguistic Reality in the Yishuv Under the British Mandate ABSTRACT “Hebraization” was a project of nation building—the building of a new Hebrew nation. Intended to forge a population comprising numerous lan- guages and cultural affinities into a unified Hebrew-speaking society that would actively participate in and contribute creatively to a new Hebrew- language culture, it became an integral and vital part of the Zionist narrative of the period. To what extent, however, did the ideal mesh with reality? The article grapples with the unreliability of official assessments of Hebrew’s dominance, and identifies and examines a broad variety of less politicized sources, such as various regulatory, personal, and commercial documents of the period as well as recently-conducted oral interviews. Together, these reveal a more complete—and more complex—portrait of the linguistic reality of the time. INTRODUCTION The project of making Hebrew the language of the Jewish community in Eretz-Israel was a heroic undertaking, and for a number of reasons. Similarly to other groups of immigrants, the Jewish immigrants (olim) who came to Eretz-Israel were required to substitute a new language for mother tongues in which they were already fluent. ETHNICITY AND EDUCATION: NATION-BUILDING, STATE-FORMATION, AND THE CONSTRUCTION OF THE ISRAELI EDUCATIONAL SYSTEM GAL LEVY A THESIS SUBMITTED FOR PHD DEGREE THE LONDON SCHOOL OF ECONOMICS AND POLITICAL SCIENCE UNIVERSITY OF LONDON 2002 2 ABSTRACT The dissertation is about the ethnicisation of social relations in Israeli society and its reflection and manifestation in education. My main aim in this study is twofold: first, to offer a critical account of the development of ethnic relations in Israeli society and to examine the role ethnicity has played in the processes of nation-building and state-formation; and, second, to propose a history of the educational system in Israel which accounts for the role of education in creating and perpetuating ethnic identities. The first part of the dissertation consists of a critical reading of existing analyses of ethnicity in Israel. Its aim is to bring the state into the analysis of ethnic relations and demonstrate that such an approach is vital to the understanding of ethnic relations and identities. In the following part, I trace back the processes of nation-building and state-formation demonstrating how governments and major political actors became involved in the formation and re-production of ethnic boundaries within Israeli society. In these two parts, I am arguing against both functionalist and critical accounts of ethnicity in Israel, which tend to ‘essentialise’ ethnic categories and thus deny the political nature of ethnicity and its power as an organising basis for political action. In the third and major part of the dissertation, I seek to re-construct the history of the Israeli educational system within an understanding of ethnicity as a structural feature of state-society relations. -

04 FINAL Cohen:Layout 1 6/29/07 2:37 PM Page 81 Historical Studies in Education / Revue d’histoire de l’éducation ARTICLES / ARTICLES University vs. Society in a Period of Nation Building: The Hebrew University in Pre-State Israel Uri Cohen ABSTRACT This article examines the process by which the Hebrew University of Jerusalem was established, from 1925-1948, during the period of the British Mandate in Palestine. It finds that the World Zionist Organization was deeply involved in this project, viewing a university as an important building block in the creation of a Jewish nationality in the Land of Israel. But alongside this Zionist role, Jewish communities around the world, particularly in Europe and the United States, also played an important academic and financial role in the establishment of the Hebrew Uni - versity. This study reveals that, in contrast to the common pattern of close cooperation that is characteristic of relations between academic institutions and cohering national elites, the Hebrew University consistently pursued an academic policy that generated acute tension vis-à-vis the political leadership in Jewish Palestine. The University deliberately nurtured an elitist policy while rejecting attempts to make it service the general public needs, as defined by the local polit - ical leadership. Rather, the University saw its central role as being a “university for the dispersed nation,” that is, a university for all of the Jewish people. Jewish Immigration to Palestine in the Long 1920s: An Exploratory Examination By Jacob Metzer The Hebrew University of Jerusalem Abstract This paper provides an interim summary of a research effort aimed at filling some of the informational gaps that limited our ability to generate a detailed (quantitative) picture of Jewish immigration to Mandatory Palestine, particularly during the first decade of British rule. Concentrating on the long 1920s (1919- 1932), a new micro data set containing rich demographic details and other pieces of information of about 45,000 individuals (covering more than 40 percent of all the registered immigrants of the period) was constructed from hitherto unutilized archival sources. This data set provided the necessary basis for the explorative documentation and analysis of the paper, which focuses on the demographic characteristics, labor market skills, and entry categories of the immigrants in an international comparative context. In doing so, the paper offers tentative answers to some of the questions concerning the nature of Palestine's Jewish immigration over the investigated period and its varying profiles between the early, the mid and the late 1920s, while pointing to still unresolved issues awaiting further research. The purpose of the meeting was to discuss recent changes in fertility trends in the major regions of the world and in selected countries as well as their determinants. Such a discussion set the stage for the consideration of a new approach to the projection of fertility in the preparation of the official United Nations population projections. This belief is based on the fact that modern Italian Jews became less observant. From the nineteenth century onwards, Italian Jews attended synagogue less frequently, observed kashrut less stringently, and married Christians in growing numbers. Most scholars have concluded from these trends that Italian Jewish identity disintegrated. This article argues to the contrary. Using a wide array of sources, including Italian Jewish community archives, newspapers, memoirs, and oral histories, it shows that the Jews of modern Italy maintained their distinctiveness from non- Jews and invented entirely new forms of Jewish culture. -

People Who Count: Zionism, Demography and Democracy in Mandate Palestine By Nimrod Lin A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of History University of Toronto © Copyright by Nimrod Lin 2018 People Who Count: Zionism, Demography and Democracy in Mandate Palestine Nimrod Lin Doctor of Philosophy Department of History University of Toronto 2018 Abstract This dissertation examines the ways in which demographic knowledge shaped Zionist attitudes towards majority rule and minority rights in Mandate Palestine (1917-1948). In 1917, Jews comprised 10% of Palestine’s population; by 1947, their share of the population rose to 30%, almost entirely due to immigration from Europe. The Zionist Organization was aware of this trend and articulated its political demands in accordance with not only the current number of Jews living in Palestine, but also statistical projections of the number of Jews who would enter the country in the future. I argue that from a demographic-political point of view, the Mandate years should be divided into two periods. Between 1917 and 1937, the Zionist leadership successfully prevented the establishment of majoritarian self-governing institutions, and espoused the principle of mutual non-domination, which dictated that Jews would not rule over Arabs and vice versa. In practice, the Zionists advocated the creation of two separate autonomous national communities under British federal rule, or complete parity between Jews and Arabs in Palestine’s self-governing institutions. Although the British and the Arabs rejected both proposals, the Zionist leadership was able to prevent the creation of a joint political structure in which the Arabs would enjoy a clear majority. -
