    January 2016 NEWS COVERAGE PERIOD FROM JANUARY 25TH TO JANURAY 31ST 2016 GOVT BURDENS GAS CONSUMERS WITH RS101BN TO FINANCE PIPELINES Dawn, January 29th, 2016 KHALEEQ KIANI ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet on Thursday decided to charge consumers of the two gas utilities Rs101 billion to partly finance pipeline network. At a charged meeting presided over by Finance Minister Ishaq Dar, the committee also approved Rs3 per unit reduction in future power tariff for industrial consumers previously announced by the prime minister in December. It also regularised import of first six cargoes of the liquefied natural gas (LNG) in April-May last year through a floating storage terminal, but deferred a final decision on LNG sales and purchase agreement between Qatargas and Pakistan State Oil (PSO) until Friday. “It was a bad day for member gas (Oil and Gas Regulatory Authority, or Ogra) Amir Naseem,” said a cabinet member who attended the meeting, adding that the finance minister lost his temper at the beginning of the meeting over Ogra’s written comments against petroleum ministry’s summary on Rs101bn financing arrangement for gas companies. Ogra earlier opposed the recovery of Rs101bn from consumers through tariff, saying the pipeline projects should be financed out of Gas Infrastructure Development Cess (GIDC) already being collected from consumers. The regulator believed that it could not allow under the GIDC law the “double taxation” through gas tariff. Consumers, who were already paying GIDC for pipeline infrastructure, could not be burdened again with financing for repayment of Rs101bn loan along with 17 per cent return on assets to be created by the gas companies through these loans.

    Bangladesh: Literary Responses to the Tragedy of 1971 Ahmad Salim Introduction To suppress East Pakistan‘s demand for political autonomy, Yahya Khan government launched a planned genocide on the 26 March 1971. In the following nine months, three million people were massacred; the largest number of people killed in the shortest span of time in human history. People from all walks of life were; students, teachers, professors, doctors, nurses, scientists, politicians, poets, artists, writers, government workers, military and paramilitary personnel, industrialists, shopkeepers, rickshaw pullers were executed. Innocent and unarmed villagers; men, women and children were rounded up, raped, mutilated and massacred by the West Pakistani troops. The outcome of this genocide was the Liberation War of 1971. On 16 December 1971, the Pakistani army occupation ended and they surrendered before the joint command of the Mukti Bahini (Freedom Fighters) and Indian Army. An independent and sovereign Bangladesh was born. Literature is often written in response to a specific occurrence and occasion. Writers and poets are called the ―conscience of the people.‖ We find mixed literary responses in Pakistan during the Tragedy of 1971 in East Pakistan. Renowned names such as Ahmad Nadim Qasmi, Mumtaz Mufti and Safdar Mir favoured the government‘s atrocities and brutality against the innocent Bengali people. Writers and poets sympathizing with the Bengalis and against the government‘s drastic action lacked courage to write their opposing views and remained silent. The truly exceptional thinkers like Faiz Ahmed Faiz, Habib Jalib, Ata Shad, Gul Khan Naseer, Ajmal Khattak, Ghani Khan, Sheikh Ayaz and Anwar Pirzado did not remain silent.

Trip overview: On this trip, with the overall goal of creating a global research platform for sustainable humanosphere research, I, along with Dr. Emiko Sunaga (Osaka University), who is currently dispatched overseas to conduct research related to this theme, worked together with prominent Pakistani research institutions to host an international seminar to present our research up to this point and to collect materials relevant to this research theme. 5. Trip Details I departed Kansai International Airport on February 14 and arrived in Lahore Airport that same evening. The next day (the 15th), I met with Mr. Aurangzeb Haneef, a teaching fellow at the Lahore University of Management Sciences (LUMS), at the hotel where I was staying. Mr. Haneef served as a counterpart to Ms. Emiko Sunaga and myself during a research presentation we made at an international conference on Islam hosted by LUMS in November of 2013. The purpose of the meeting was consultation related to the research presentation Mr. Haneef was scheduled to make at Kyoto University in March of this year.
