    Report on the General Synod July 2017 Sessions at York. Introduction and welcomes. It is customary to invite several Anglican and Ecumenical guests to General Synod, of whom one is invited to address the Synod on behalf of all. The greeting this time was given by the Rt Revd Dr Matti Repo, Bishop of Tampere in the Evangelical Lutheran Church of Finland, who was welcomed and thanked by the Archbishop of York in, presumably, Finnish! Another guest of note was the Bishop of Edinburgh, the Rt Revd Dr John Armes, whose presence was felt by some to be controversial because of the Scottish Episcopal Church’s recent decision to approve same sex marriage. A letter in the Church Times suggested that a small number of synod members might stay away because of this but all were present, and a prolonged round of applause indicated that the majority were pleased to welcome Bishop John. Business Committee. Sue Booys the chair of the BC took time to shape the pattern of this Synod using the London agenda as a blue print. No more food at Fringe meetings! The main business of the day (Friday) was a debate on After the General Election, a still small voice of calm. She then told us about the Agenda for the next few days. It was recognised that there would be several presentations, maybe too many! The cost of synod was also raised and it was asked if it gave value for money. A theme of this synod would be engagement. We were told that Saturday evening would be the time for fringe meetings.

Rather we were to focus on the possibility and shape of a future relationship conducive to the mutual flourishing of the Church in the Islands and the wider Church of England. We were charged to consult with the ecclesiastical and secular authorities in the Islands, with the Bishop of Winchester, his staff and other interested parties. This we have endeavoured to do. In the Report which follows we have proposed a way forward which, I believe, honours the polity of the Church of England and in particular the enhanced level of accountability of its bishops in the light of recent legislation but which also recognises and respects the traditions, both legal and ecclesiastical, which obtain in the Channel Islands. Our recommendations for action are attached. I have been very fortunate to be joined in this Commission by Baroness Judith Wilcox and Sir Christopher Clarke. After a distinguished business and political career, Baroness Wilcox has been able to offer a shrewd analysis of the context for our work while Sir Christopher Clarke with his extensive experience as a former Judge of the Courts of Appeal in Guernsey and Jersey, and Lord Justice of Appeal, has contributed an invaluable legal perspective.

At Choral Evensong most of the service is sung by the choir on our behalf. We participate through our presence and our listening, that the words and the music might become a prayer within us and lift us to contemplate God’s beauty and glory. The service always includes one or more psalms. These ancient prayers, taken from the Old Testament, reflect the full range of human emotions and experiences; from the depths of anger, resentment, and abandonment to the heights of ecstatic joy and praise. They were used by Jesus, and have always been at the heart of the Church’s daily prayer. The Magnificat and Nunc dimittis, taken from the early chapters of St Luke’s gospel, reflect two responses to the Incarnation (God becoming fully human in Jesus Christ). Both speak of the fulfilment of God’s promises, not just to ‘Abraham and his seed’, but also ‘to be a light to lighten the Gentiles’ (all nations). With their themes of fulfilment and completion, these texts have been given central place for many centuries in the Church’s prayers for the evening and at the end of the day.

    382 ECCLESIASTICAL LAW JOURNAL THE GENERAL SYNOD OF THE CHURCH OF ENGLAND BRIAN HANSON Joint Registrar of the Province of Canterbury THIS REPORT COVERS TWO GROUPS OF SESSIONS IN JULY AND NOVEMBER 1999. The Synod met in residential session at York University in July and had a heavy programme of liturgical business in preparation for the authorisation of the new Service Book entitled Common Worship to replace the Alternative Service Book at the end of December 2000. By contrast the legislative items were fairly light. The Legislative Committee brought a report to Synod on the Churchwardens Measure and recommended its re-introduction in order that clause 9 could be withdrawn (which had caused difficulties for the Ecclesiastical Committee of Parliament) and a new clause on suspension substituted. The Synod agreed a new clause giving four grounds for suspension, namely (1) where the person has requested or consented to the suspension; (2) where the person is unable to carry out his duties by reason of absence, illness or incapacity; (3) where the person has been charged with an offence which is punishable with imprisonment or. if not so punishable, would on conviction disqualify that person from being chosen as churchwarden: and (4) where the person has been convicted of any offence which is punishable by imprisonment. The Synod also agreed a new clause requiring the House of Bishops to draw up principles of guidance for bishops exercising the power of suspension and a clause giving a right of appeal for a person who has received a notice of suspension to the Dean of the Arches and Auditor.

Resolution 2: Welcome to New Provinces - Hong Kong Sheng Kung Hui Resolved that the Primates having assented, this ACC-11 meeting in Dundee, Scotland, welcomes into membership of the Anglican Consultative Council the Hong Kong Sheng Kung Hui. Resolution 3: Standing Committee Report Resolved that the report of the Standing Committee of the ACC be received. Resolution 4: Inter-Anglican Finance Committee This ACC a. Receives the report of the Inter-Anglican Finance Committee; and b. Adopts the budget set out in the committee's report subject to the continuing monitoring by the Standing Committee as prescribed in the constitution; c. Recognises with gratitude the strong commitment of many of the member churches to the support of the Inter-Anglican budget and the generous support that has been given by the Compass Rose Society membership; d. Encourages the member churches to support the Inter-Anglican budget in the coming years; e. Acknowledges the generous support given by the Episcopal Church in the United States of America, the Church of England, the Anglican Church of Canada, Trinity Church, Wall Street, and others in assisting in areas not reflected in the core budget of the council. Resolution 5: Assessments This ACC asks the Joint Standing Committee to examine the present system for assessing the financial contribution from provinces and report to ACC-12 with recommendations on appropriate criteria on which to base assessments.
