Nine Qatar banks among top 100 in Arab world

DOHA: Nine banks from Qatar rank among the top 100 Arab banks, with their combined assets worth a staggering QR800bn ($220bn), and they are embark- ing on ambitious expansion plans that include setting up branches in a number of western and Arab countries — among them the United States, France, China, Turkey, , Libya and Sudan. The banks plan to expand their activities locally as well. The nine Qatari banks are led by the country’s largest lender, Qatar National Bank, followed by Commercialbank, Qatar Islamic Bank, Rayan Bank, Doha Bank, IBQ, Alkhaliji, Qatar International Islamic Bank and Ahli Bank. What has emboldened the banks to take giant steps is the fact that a new law promul- gated recently permits the banking regulator, Qatar Central Bank (QCB), to increase its capital 10 times to QR50bn ($13.70bn). It is learned that some of these banks have already applied to the QCB to execute their expansion plans, and are negotiating with banking regulators in other countries to get a foothold in their territory and expand their activities in countries where they already have a presence. Obama picks John Kerry as new secretary of state Waiting WASHINGTON: US President Barack Obama yesterday nominated Senator John Kerry as his new secretary of state, as he began to reshape his national security team for his second term. Kerry, 69, a decorated Vietnam War vet- eran, defeated former presidential candidate and foreign policy sage, will succeed Hillary Clinton, who is stepping down after four years as the top US diplomat. “Over these many years, John’s earned the respect and confidence of leaders around the world,” Obama said at the White House as for visitors he announced Kerry’s nomination, his first second-term cabinet pick. “He is not going to need a lot of on the job-training.” “I think it’s fair to say that few individuals THE ISSUE know as many presidents and prime minis- ters or grasp our foreign policies as firmly as John Kerry.” saying that since Qatar’s Ministry of Awqaf “Fellow Qataris mostly prefer cookery and Kerry stepped up following the withdrawal and Islamic Affairs distributes such books astrology books.” Youngsters in the com- of UN ambassador Susan Rice, the early Many exhibitors seem to free of cost, there were hardly any buyers. munity mostly like novels. he Doha International Book Fair has been a dull affair this year, with Tfew visitors and meagre sales, which exhibitors and visi- tors blame on poor organisation and a dearth of books in languages other than Arabic. Considering the long duration of the fair, it is surprising that most of the exhibitors are com- plaining that it failed to meet their expectations in terms of sales, with many of them hardly selling a book in a day. The eleven-day event, which started on December 12 and ends today, has witnessed few book lovers visiting the vast Doha Exhibition Centre, where 419 publishers from 27 countries are offering books mostly in Arabic. While some blame the National Day celebrations for the meagre turnout, others say mediocre planning by the organisers has led to the dismal failure of the event this year. Aside from the fact that it was scheduled in the middle of the month, when people do not have much money to spend, there was obviously inadequate publicity for the fair, which has been running for 23 years now, participants said.

Poor sales “Sales this time are very bad compared to last year,” said a surprised Ahmad Saad of Dar Al Roqui, who said it was hard Some of the deserted stalls at the Doha International Book Fair at the Doha Exhibition Centre. Network to monitor quality of air in Doha

DOHA: Air pollution in Doha will be measured by a network of stations established by the Ministry of Environment. The network, composed of three fixed stations and one mobile station, has been dis- tributed in different areas of the city. These locations include Qatar University, Doha Corniche and Aspire Zone. In addition to the mobile posting which will relocate according to requirements. All the stations, except the one in Aspire Zone, are equipped with devices to meas- ure temperature, humidity, wind direction and speed, as well as air pressure. The information, duration and frequencies of monitoring will be continuous. It would be a mistake, however, to accept it as a blueprint for reform of security at US facilities overseas. Consider the black-ops elephant in the room: The site where US Ambassador Christopher Stevens and communica- tions officer Sean Smith lost their lives was a special mission, not a consulate, and was yoked to a facility identified in the report as “the Annex,” known to be a Central Intelligence Agency compound with far more personnel. Some of the egregious confusion about who was in charge of security can be attributed to this hybrid structure, which left the special mis- sion a bureaucratic stepchild with inadequate resources — witness the report’s veiled recommendation that “all State Department and other government agencies’ facilities should be collocated when they are in the same metropolitan area.” The secrecy surrounding the CIA site will, for now, prevent a fuller public accounting: Unlike a previous Accountability Review Board report on the 1998 bombings of US embassies in Kenya and Tanzania, for example, this one doesn’t provide a list of those interviewed. One also wonders if the classified version, delivered only to Congress, has details that better explain the sudden resignations of three high- ranking State Department officials and, if so, why the information is being kept from the public. Nonetheless, Ambassador Thomas Pickering, one of the most sea- soned American diplomats, and Adm. Michael Mullen, the former chairman of the Joint Chiefs of Staff, have shed much- needed light on the events of that night, and knocked down at least one outlandish conspiracy theory — the idea that a rapid response team was prevented from quickly going to the aid of those under attack. And you don’t have to read between the lines of this report to get a good shock. For starters, the report makes clear that the deaths of Stevens, Smith and two other Americans, and the torching of two US com- pounds, were as much an intelligence as a security failure. The report’s last page contains this matter-of-fact stunner: “Board members found that there was little understanding of militias in Benghazi and the threat they posed to US interests.” Just what exactly was this CIA facility doing that it couldn’t find out what was happening in its own backyard?
