Geographic Area North Sea (FAO Statistical Area 27/ ICES Area IVb and IVc) Harvest Method: Brown shrimp lightweight beam trawl, with bobbin/roller groundrope. 20 mm minimum mesh. 10 m maximum beamlength. Client Group: Danish Fishermen PO (DFPO) German Brown Shrimp Steering Group GbR Coöperatieve Visserij Organisatie (CVO) Other Eligible Belgian and French NSBS fishers Fishers: Certificate sharing Any fishers wanting to take part in the NSBS have to comply with the rules statement and regulations of the Management plan (e.g. the Harvest Control Rule, ETP registration, sievage, etc.). Additionally, auctions/PO’s have to be compliant with the rules and regulations in the Management plan too. In order for those fishers to join they have to pay a start-up fee that still has to be determined. Estimated Length The predicted date by which the assessment is expected to be completed and of Full Assessment certification awarded is 15th March 2017. Name of proposed Julian Addison P1 Expert. Team Leader Dr Julian Addison is an independent fisheries consultant with 30 years’ experience of stock assessment and provision of management advice on shellfish fisheries, and a background of scientific research on shellfish biology and population dynamics and inshore fisheries. Until December 2010 he worked at the Centre for Environment, Fisheries and Aquaculture Science (Cefas) in Lowestoft, where he was Senior Shellfish Advisor to Government policy makers, which involved working closely with marine managers, legislators and stakeholders, Government Statutory Nature Conservation Organisations and environmental NGOs. He has experienced shellfish management approaches in North America as a visiting scientist at DFO in Halifax, Nova Scotia and at NMFS in Woods Hole, Massachusetts. For four years he was a member of the Scientific Committee and the UK delegation to the International Whaling Commission providing scientific advice to the UK Commissioner. He has worked extensively with ICES and was Chair of the Working Group on the Biology and Life History of Crabs, a member of the Working Group on Crangon Fisheries and Life History and a member of the Steering Group on Ecosystems Function. He has recently completed or is currently undertaking MSC full assessments for the Newfoundland and Labrador snow crab fishery, the Ireland and Northern Ireland bottom grown mussel fisheries, both the Estonia and Faroe Islands Barents Sea cold water prawn fisheries, the Nephrops fishery in the Skagerrak and Kattegat, the Swedish shrimp fishery in the Skagerrak and Norwegian Deep and the Eastern Canada offshore lobster fishery. He has also undertaken various MSC pre-assessments and surveillance audits and has carried out peer reviews of MSC assessments in both Europe and North America of lobster, cold water prawn, razorfish, cockle and scallop fisheries. Other recent work includes a review of the stock assessment model for blue crabs in Chesapeake Bay, USA, and an assessment of three Alaskan crab fisheries under the FAO-based Responsible Fisheries Management scheme. Name(s) of Gudrun Gaudian P2 Expert. proposed Dr Gudrun Gaudian is an experienced marine ecologist and taxonomist, assessors including coastal and marine surveys, EIA’s for development and tourism, and research projects in tropical and temperate seas. Work experience also includes coastal and marine management issues, such as identifying sustainable coastal development projects, as well as addressing conservation issues, including selection and planning of marine parks and reserves, sustainable utilisation of natural resources and community based management programmes. Projects have been undertaken in temperate, polar and tropical marine regions. For some years now, Dr Gaudian has been working in fisheries certification applying the Marine Stewardship Council standard for sustainable fisheries, currently concentrating on Principle 2 of the Standard. Furthermore, Dr Gaudian holds an LLM degree in Environmental Law and Management, giving a deeper understanding of law and policy dealing with such relevant issues as the Common Fisheries Policy, water and waste management, and international environmental law including EU environmental policy. Paul Knapman P3 Expert Paul is based in Halifax, Nova Scotia, Canada and has recently returned to Fisheries Consultancy. He was the General Manager of Intertek Fisheries Certification a Conformity

Assessment Body (CAB) that focused their work on Marine Stewardship Council (MSC) fisheries and chain of custody assessment / certification. He has extensive experience of MSC related work having been the Lead Assessor / Auditor and/or technical reviewer for 50+ client fisheries throughout the world. He was previously Head of an inshore fisheries management organization in the UK, a senior policy advisor to the UK government on fisheries and environmental issues, a British Fisheries Officer and a fisheries consultant to clients in Europe and Canada. Assessment tree to Acoura propose to use the default assessment tree as defined in CR2.0 be used

Site visit The team will be visiting the fisheries in beginning in Holland and Germany throughout the week beginning 29th February 2016. The intention is to meet with as many stakeholders (fishers, scientists, conservationists, indigenous representatives, managers, local residents, fish processors) as can be identified or present themselves.

Independent fisheries consultant specialising in shellfish and inshore fisheries.

At the end of 2010, after 28 years at the Centre for Environment, Fisheries and Aquaculture Science (Cefas), which is the UK Government’s marine science agency for environment, fisheries and aquatic science, I left the organisation to move to with my family and to work as a consultant. Relevant skills and experience include 30 years’ experience of stock assessment and provision of management advice on shellfish and inshore fisheries, extensive shellfish research primarily in the field of crustacean population dynamics and assessment, extensive knowledge of the UK shellfish and inshore fisheries industry and liaison with fishers and other stakeholder groups, knowledge of shellfisheries management regimes worldwide, effective oral and written communication skills and winning of contracts under competitive tender.

Recent and current contracts as a consultant include:

Research interests include development of methods for shellfish stock assessment, including fishery-independent methods of estimating abundance, crustacean behaviour in relation to capture in fishing gear, development of environmentally friendly fishing gear technology for both trawl and molluscan dredge fisheries and the environmental footprint of inshore fisheries.

Previous Roles and Responsibilities at Cefas

As Senior Shellfish Advisor to the UK Government’s Department for Environment, Food and Rural Affairs (Defra) my responsibilities included:

 Management of a Government contract worth £650,000 per annum  Provision of advice on the status, sustainable management and development of wild shellfish stocks to Government policy customers and Government Ministers  Oversight of the monitoring, stock assessment and associated biological studies on wild shellfish stocks in England and Wales  Assessing the potential impacts of other seabed uses, such as aggregate dredging and wind farm development, on shellfish stocks, and collaboration with the Cefas Weymouth laboratory on shellfish cultivation and aquaculture and disease issues  Liaison with marine managers and legislators, fishers and industry bodies, other fisheries scientists and research institutions, the Government’s Statutory Nature Conservation Agencies, environmental NGOs and the media

 Representing Cefas and UK Government at national and international meetings  Project management of specific Research and Development (R&D) contracts worth approximately £600,000 per annum.

In addition, whilst Head of the Coastal and Freshwater Fisheries Group at Cefas I held responsibility for 45 staff working on shellfish and recreational fisheries, salmon and freshwater fisheries, and environmentally friendly fishing gear technology with an income for 2009/10 of £4.7 million generated from a wide range of customers.

Professional Experience

2015 – present. Managing Director, Ocean Resource Consultants and Associates (ORCA) Ltd. ORCA is a marine resource consultancy specialising in fisheries and environmental work. Its clients include national and regional government departments / bodies; fishing companies, representative organisations or individuals within the fishing industry; marine industries that overlap with fishing interests; environmental organisations; and, other consultancies. The main areas of work include:

 The analysis, review, development and support in the implementation of marine fisheries and environmental policy, legislation and management;  Marine Stewardship Council (MSC) assessment of fisheries, i.e. Lead Assessor / Auditor and assessment project management;  Background research service for marine fisheries and environmental projects;  Contributing to initiatives for the sustainable use of the marine environment.

2012 – 2015. General Manager, Intertek Fisheries Certification (IFC) IFC was the largest Conformity Assessment Body (CAB) working on MSC assessments and chain of custody (traceability) in the fisheries sector. They bought Moody Marine (see below) in 2010. IFC assessed and certified more fisheries around the world than any other CAB. My responsibilities included:  Overall management of the IFC global business and budgets;  Staff management and welfare;  Project management of a portfolio of 40+ MSC fisheries projects throughout the Americas, the Pacific Region and the Arctic;  Technical review and support on fisheries assessments;  Lead Assessor / Auditor on fisheries assessment / certifications;  The development and oversight on company policy and management systems and procedures.

2008 – 2012. Americas Regional Manager, Moody Marine Limited (MML) MML was at the forefront of developing the third party certification business for MSC assessments / certification. My responsibilities and achievements included:

 Building the business in the Americas. I took the business from 1 to 40+ client fisheries;  Project management of my portfolio of client fisheries;  Lead Assessor / Auditor role on multiple assessments;  Regional budgetary responsibilities.

2004 – 2008. Managing Director, Ocean Resource Conservation & Associates EU Ltd. (ORCA EU Ltd.) This marine fisheries consultancy undertook analysis, advisory and developmental work on fisheries management and policy in Canada and Europe, specialising in the integration of fisheries and environmental responsibilities. Its clients included national and regional governmental departments / bodies, fishing and environmental organisations. Key projects and achievements included:

 A report on illegal unreported and unregulated fishing in the Baltic Sea;  The stakeholder engagement and drafting of a Marine Protected Area Management Plan;  Appointment as specialist advisor and rapporteur to the European Commission’s (EC) Baltic Sea Regional Advisory Council (BSRAC);  Representing the BSRAC at the European Parliament’s Fisheries Committee;  Organisational management services to a the Fisheries Secretariat (Swedish ENGO);  A study and report on the traceability of fishery products;  Representing European ENGOS interests on the EC Fisheries and Environment Committee.

2001 – 2004 Clerk and Chief Officer for the Eastern Sea Fisheries Joint Committee (ESFJC) I was Head of the largest inshore fisheries management organisation in England with responsibilities to manage an extensive area of inshore fisheries on the east coast of England. Working to a Committee of local government appointees and fishing industry interests, the organisation undertook stock assessment and habitat monitoring; set and enforced total allowable catches and quotas; drafted and enforced regional fisheries byelaws; developed and implemented fisheries management plans; was the lead authority for the largest marine protected area in England. My key responsibilities and achievements included:

 Ensuring annual funding of the Committee;  Overall responsibility for the management of the Committee’s staff, vessels, premises and budget;  Reporting to and ensuring the Committee’s decisions were effectively implemented;  Representing the Committee and local fisheries at international and national meetings;  Participation in annual meetings with the UK Fisheries Minister;  Development, integration and practical implementation of European and national fisheries and environmental responsibilities into the Committee’s work.

1993 – 2001 Senior Fisheries Policy Manager, English Nature, Statutory and Regulatory Advisor to UK Government English Nature was the statutory advisor to UK Government on nature conservation in England and its territorial waters. I was their marine fisheries specialist responsible for managing the marine fisheries policies and programmes that included advising UK government on fisheries and environmental policy and management. My responsibilities and achievements included:  Establishing and managing the organisations marine fisheries programme;  Drafting and implementing the organisations wild capture and shellfish farming policies;  Analysis of European fisheries and environmental directives and policies, their adoption into national policy and legislation, advice and input to national and local government departments on practical implementation of policy and legislative responsibilities;  Representing the organisation at national and international meetings / workshops;  A four year project contributing to the review of the EU Common Fishery Policy;  Leading on national level marine fisheries and conservation casework;

 Initiating and managing projects to influence policy and change, e.g. ecosystem based management and inshore fisheries management.

1989 – 1993 UK Fisheries Officer, Ministry of Agriculture and Fisheries, UK Government I was responsible for enforcing European and UK fisheries regulations and legislation. My key responsibilities included:

 Inspecting vessels, catches and premises and, where necessary, conducting investigations and compiling and presenting evidence in court;  The collection of biological data and catch statistics for national stock assessments;  Ensuring the implementation of European policy on fish grading.

1982 – 1986 Electrical Engineer I undertook and completed a 4 year electrical apprenticeship, qualifying as an electrical engineer working on industrial and domestic installations.
