______________________________________________________________________________________ Regional Rail – Midtown Links Converting the region’s commuter rail lines into a regional rail system, with frequent service and integrated fares would greatly expand the utility of these lines. The single most important step is to connect the region’s two main railway stations: Grand Central Terminal (1) and Penn Station (2). Capacity on Manhattan’s Amtrak West Side Line (3) is limited by a single track tunnel under the West Side rail yards. A new double track connection at 10th Avenue and 34th Street would allow this line to enter the north side of Penn Station, permitting through operation with the 33rd Street tunnels under the East River. With this flow-through operation the West Side yard could be eliminated, avoiding the need for a deck and greatly reducing the cost of new development. The two existing Hudson River rail tunnels (4), severely limit capacity from the west. In the near term some capacity can be gained by through-operation at Penn Station, where all trains using these tunnels would continue on the 32nd Street tunnels under the East River, eliminating conflicts and delays. New tunnels (5) would double capacity across the river, and provide needed redundancy. The new tunnels would connect to existing platforms on the south side of Penn Station and would lead to the new connection to Grand Central. All trains using this connection would flow through from New Jersey to Grand Central, continuing north to the Bronx and beyond. A shuttle service (6) would link the disused West Side Yard with Penn Station, providing a low cost link for access to new West Side development. -

In the United States in particular, fixed-guideway transit’s land use-shaping capability has been an important justification and goal for transit investment. In fact, today’s U.S. federal funding policies increasingly focus on achieving transit-oriented real estate development near new transit infrastructure. However, the widespread implementation of transit and land use coordination practices has been considered an uphill battle. The academic literature suggests the most effective practice may be for U.S. transit planners to locate transit stations where pre-existing conditions are advantageous for real estate development or transit investments can generate the political will to dramatically alter local conditions to make them amenable to real estate development. However, prior to this study, no research had investigated the influence of real estate development considerations on U.S. -

Although policymakers have adopted a variety of strategies for reducing or mitigating congestion, relatively little attention has been paid to policies to promote more efficient use of the highway system. One such pol- icy is congestion pricing, under which drivers are charged a higher price for use of a highway at times or places with heavy traffic and a lower price in the opposite circumstances. This study—prepared at the request of the Chairman of the House Committee on the Bud- get—explains how congestion pricing works, reviews the best available evidence on projects that make use of such pricing in order to assess the benefits and challenges of the approach, and discusses federal policy options for encouraging congestion pricing. In keeping with the Congressional Budget Office’s (CBO’s) mandate to provide objective, impartial analysis, this study makes no recommendations. The intent of the study is to solicit community input on the current status and perceived needs of the neighborhood; to provide a land use plan to guide future development on Lake Street; to assess the economic marketability of the Lake Street corridor; to promote mixed uses and pedestrian- oriented development; to assess parking needs and traffic; to identify economic limitations and funding strategies; to develop a character plan to guide future architectural and infrastructure design on the corridor; to identify zoning and regulatory changes needed to support desired development; and to identify buildings with historic character and significance that should be preserved during future redevelopment. This architectural historical survey addresses the last of these various goals established by the Village. Most but not all of the study area is included within the Ridgeland-Oak Park Historic District. The study area includes numerous contributing buildings for the district, as well as non-contributing contemporary structures. This architectural historical survey report has been developed as part of the overall planning study for the Lake Street corridor by Solomon Cordwell Buenz, Chicago, Illinois, scheduled for completion in December 2006.
