NOTICE OF OPEN HOUSE #1 BARRHAVEN LIGHT RAIL TRANSIT (BASELINE STATION TO BARRHAVEN TOWN CENTRE) AND RAIL GRADE-SEPARATIONS PLANNING AND ENVIRONMENTAL ASSESSMENT STUDY (TPAP) Wednessday October 30, 2019 Nepean Sportsplex, Richmond Ballroom Please use entrance #4 1701 Woodroffe Ave 6 to 8:30 pm Presentation 7 pm The City of Ottawa has initiated the Barrhaven Light Rail Transit (Baseline Station to Barrhaven Town Centre) and Rail Grade-Separations Planning and Environmental Assessment (EA) Study to develop a Recommended Plan for extending Light Rail Transit (LRT) from Baseline Station to Barrhaven Town Centre, as well as grade-separations of Woodroffe Avenue, Southwest Transitway and Fallowfield Road where these corridors cross the VIA Rail line. The study area is approximately 10 km in length and illustrated in the key map. The EA study is being conducted in accordance with the Transit Project Assessment Process (TPAP) Ontario Regulation 231/08 in accordance with the Ontario Environmental Assessment Act. The study process will involve developing and evaluating alternatives, leading to a Recommended Plan in consideration of the surrounding environmental (social, natural, physical and economic) conditions. There will be ongoing public consultation activities during the course of the study. This first Open House will provide: • An overview of the study objectives, need and opportunities, existing conditions and study progress to-date • Design options for the LRT alignment from Baseline Station to the Nepean Sportsplex, • A preliminary plan to convert the Southwest Transitway to LRT from the Nepean Sportsplex to Barrhaven Town Centre including rail grade-separations of Woodroffe Avenue, Southwest Transitway and Fallowfield Road, and • Next steps Yo ur participation in the Open House is an important component of the study where you can discuss the project with the study team and provide feedback. -

Document 1 Barrhaven Light Rail Transit (Baseline Station to Barrhaven Town Centre) Planning and Environmental Assessment Study – Statement of Work Transportation Services Department Transportation Planning City of Ottawa SOW - ACS2018-TSD-PLN-0006 25 September 2018 BACKGROUND - DIRECTION FROM COUNCIL On 8 March 2017, City Council approved a motion (Motion No 47/3) which states: “WHEREAS Council’s next review and update of the Official Plan (OP), Transportation Master Plan (TMP) and Infrastructure Master Plan (IMP) will extend the City’s planning horizon beyond 2031; and WHEREAS the affordability model established within the current LRFP for Transit, which addresses priority projects for each phase of the 2013 TMP, will be updated as a matter of course in coordination with the next TMP update; and WHEREAS there is no light rail transit connection for Barrhaven planned within the affordable envelope to 2031; and WHEREAS the most recent census has demonstrated that Barrhaven is the fastest growing area of the city; and WHEREAS it is Official Plan policy to connect major residential areas with major employment, education and retail hubs and to ensure that the City’s investment in transit reflects the service needs of the community as a whole; and WHEREAS recent federal and provincial budgets have significantly increased the availability of transit infrastructure funding subsequent to the 2013 TMP analysis; and WHEREAS the TMP update will align with the next Official Plan review which will address growth patterns for employment and residential -

Canadian Journal of Educational Administration and Policy, 191, 83-105 The Closure of Rideau High School: A Case Study in the Political Economy of Urban Education in Ontario Jesse K. Butler, Ruth G. Kane, & Fiona R. Cooligan University of Ottawa Abstract In 2017, school board trustees in Ottawa, Ontario, voted to close Rideau High School, an urban sec- ondary school in a historically marginalized neighbourhood. The school board had argued that low en- rolment at Rideau HS, and the resultant inability of the school to offer a full range of course choices, made closure the only viable option. To many people in the affected communities, however, the clo- sure decision was seen as a form of discrimination against the school’s marginalized student population, which included many new immigrants, refugees, and Indigenous students. This article draws upon re- search from the US and the UK that emphasizes the spatial dimensions of urban education, along with the existing research on school closures in Ontario in order to explore this particular school closure de- cision from an urban, political, socioeconomic, and historical perspective. By focusing on a case study area in eastern Ottawa, this article incorporates both a narrative history of Ottawa school board pol- icies and a quantitative analysis of local demographic data. The argument here is that the closure of Rideau HS should be understood in the context of a series of interconnected challenges faced by the school, including a marginalized student population, a negative reputation, and low student enrolment. In turn, these challenges should be understood in the context of socioeconomic disparities between neigh- bourhoods in the area and a history of ineffective policies at the school-board level, including relatively lax student transfer policies. -

There has been a rise in opioid use in the community. The Principals in all the schools (including the Catholic Board) are in continual contact. There is a Rideauwood counsellor assigned to every english speaking school in Ottawa. They are in the schools once/week. What is an Opioid? - Opioids are drugs that act on the nervous system to relieve pain when other painkillers do not work. Opioids include drugs like heroin, morphine, fentanyl, methadone and codeine. They can vary in strength and are designed to slow down the bodies functions. They are intended for short term use as continued use and abuse can lead to physical dependence and withdrawal symptoms. A person’s tolerance to the drug rises quickly (a break in use will decrease a person’s tolerance, which can be dangerous as the person will go back to taking the amount they left off at and this can result in an overdose). Fentanyl is usually prescribed in a patch form as a painkiller. It is man-made and around 30 to 50 times more powerful than heroine 50 to 100 times more toxic than morphine. This makes the risk of accidental overdose much higher.
