It is the westernmost large City located in Europe, as well as it’s westernmost Capital City and the only one along the Atlantic Coast. Lisbon is one of the oldest cities in the world and the oldest City in western Europe pre-dating other modern capital cities, as London, Paris or Rome. The origins of Lisbon are shrouded in legend, among its mythical founders are Elisha and Ulysses. Its name derives from Olissapona, a Latin version of the Phoenician "Allis Ubbo" or " delightful little port". Lisbon was occupied successively by Phoenicians around 1200 BC, followed by the Greeks, Carthaginians, Romans, Visigoths, Moors and finally conquered in 1147 AD by Portugal's first king, Afonso Henriques, with the aid of English crusaders. The city was made Portugal's capital in 1255, and was the seat of the monarchy until the Republic in 1910. As Portugal developed into the greatest power in the 15th century onwards, so Lisbon became a very important port, the centre for trade in spices and jewels from the East and gold from Brazil, and capital of the Portuguese Empire. Today, Lisbon is a lively, international city with a population of half million, offering a fascinating combination of the old and the new, with an unmistakable character and a beauty all of its own. 11 Arguments in favour of Lisbon 12 The City of LISBON Lisbon is an historic capital, a mixture of 800 years of cultural influences that blend with modern trends and lifestyle creating elaborate and spectacular contrasts. IT IS A SHORT FLIGHT AWAY FROM MOST EUROPEAN CITIES, AND IS JUST AS EASILY ACCESSIBLE BY ROAD, RAILWAY OR SEA. BY AIR Lisboa International Airport, 7 km from the city centre, has daily flights to and from major cities around the world. The Portuguese airline TAP Portugal as well as major international airlines, fly to and from Lisboa. BY ROAD The city has good road accesses and the most frequently used routes are: the A1 motorway, the 25th April Bridge, the Vasco da Gama Bridge, and the CREL, the outer ring-road for the Lisboa region. BY RAIL Scores of national and international trains arrive in Lisboa every day. In addition to Santa Apolónia terminal station, the city has the Gare do Oriente, which opened in 1998 adjacent to the Nations Park. Both stations have direct bus and underground connections to the city centre. BY SEA The Port of Lisboa is the busiest port on the European Atlantic coast. It has three terminals for cruise ships: the Alcântara, Rocha de Conde d’Óbidos and the Santa Apolónia terminals. Lisboa is a port of call for many cruise ships. INTRODUCTION Expo-98 took place at a 18ha site bordering the Tagus River at a derilicted harbour area previously full of gas and petrol containers. The overall project (Expo-98 and all urban renovation) amounted to two million euros obtained as such: 65% from bank loans, 25% from the Portuguese Government and 10% from European Union. Increases in the amount of foreign visitors in Portugal were estimated at 10% in 1998 and 13% of budget increase (approximately 0,5 million euros). Expo -98 Management Board argues that these net gains associated with taxes due and paid exceeded the amount of money the State donated to this urban project. At a time when big bang events are having a more and more important role in urban dynamics of several towns, the identification and quantification of adverse and beneficial impacts remains to be done. This paper addresses this issue in a qualitative approach for the case-study of the 1998 World Exposition in Lisbon. The question that remains to be answered is the following: is this event- planning for specific targets the only way to have a global high-quality planned public space in Portugal? The site opened two weeks after the closing of Expo-98 at the end of September 1998, re- named as Parque das Nações (Nations’ Park) with some areas closed for refurbishment by blocks and not as a whole construction site.

The Plano Expansão Região Oeste de Lisboa (1934-1936) prepared by Agache and requested by Portuguese Minister of Public Works, Duarte Pacheco will be analyzed. This paper aims also to identify the principles and the theoretical foundations that have determined Agache urban vision for Lisbon City and its Territory. Finally, this paper aims to demonstrate that Alfred-Donat Agache methodological framework has applied Frederick Le Play socio-economic scientific approach. Such approach has informed the construction of a ‘civic’ urbanism that will be identified and analyzed. Two main goals seem to have guided Agache work at Costa do Sol: (i) the fully urban analysis of the city, throughout its social, economic, geographic and urban conditions (past and present) and (ii) the need to expose such analysis to the city’s inhabitants. Finally, this paper demonstrates Costa do Sol proposal to testify a comprehensive understanding of three distinct scales: (i) the territory; (ii) the city; (iii) but also the urban form.
