II Abstract Coffee markets have imposed dynamics where supply and demand become first law of nature in economy and world trade. At the same time the supply market has to focus on changing issues of the demand market, consumer markets are more and more focusing on the socio-economic and environmental issues on producer markets. In the last couple of years different alternative business initiatives arose in the attempt to curtail the negative social and environmental effects of coffee production and trade in a globalized world, and to empower local development of producer communities. Alternative coffee such as organic and Fairtrade certified coffee pledge to make a positive contribution to a socio- economic and environmental development of producers and their land, and to create closer ties between producers and consumers. However, as these alternative markets have grown from a small social and environmental movement to a substantial niche market, the relationships between producers and consumers have become less personal and the alternative markets more demanding. By determining the situation in which the organic and Fairtrade movement finds itself right now in the producer market in Mexico, and the consuming market in Germany, the challenges and opportunities that such alternative production, consumption and trade systems entail, can be seen. In this, it seems that (organic and) Fairtrade has failed to carry out its promise and the study findings raise doubts about the organic and Fairtrade model, since producers face too many challenges that have to be overcome, in order to participate and benefit from these alternative markets. It even seems that other alternate certification labels like that of the Small Producer Symbol and other Alternative Trade Organizations play the role of increasing small-scale producers incomes, thus improving producers’ livelihoods and sustainable agricultural systems as well as building links between producers and consumers. Key words: conventional coffee, alternative coffee, organic, Fairtrade, production, consumption, trade III Resumen Los mercados de café, han impuesto la dinámica de la oferta y la demanda a ser la primera ley de la naturaleza en la economía y el comercio mundial. Al mismo tiempo que el mercado de la oferta, tiene que centrarse en los hábitos y tendencias de los mercados de demanda, los mercados de consumo están cada vez más enfocados en los aspectos socioeconómicos y ambientales de los mercados de producción. En el último par de años diferentes iniciativas de comercio alternativas surgieron en un intento de reducir los efectos negativos, sociales y ambientales de la producción de café y el comercio en un mundo globalizado, y para potenciar el desarrollo local de las comunidades de productores. El café alternativo tal como lo es el café certificado orgánico y un comercio justo, son una promesa de hacer una contribución positiva, a un desarrollo socio- económico y ambiental de los productores, sus tierras y la creación de vínculos más estrechos entre productores y consumidores. Sin embargo, ya que estos mercados alternativos han crecido de un pequeño movimiento social y medioambiental, a un nicho de mercado importante, las relaciones entre productores y consumidores se han vuelto menos personales y los mercados alternativos más exigentes. Mediante la determinación de la situación, en la que el movimiento orgánico y de comercio justo se encuentra actualmente en el mercado de producción en México y en el mercado de consumo en Alemania, los retos y oportunidades que estos sistemas alternativas de producción, consumo y comercio conllevan, se pueden ver. En este sentido, parece que el comercio justo (y orgánico) ha dejado de cumplir con su promesa. Los resultados del estudio plantean dudas sobre el modelo orgánico y de comercio justo, ya que los productores se enfrentan a demasiados retos, que se tienen que superar, para participar y beneficiarse de estos mercados alternativos. Incluso, parece que las etiquetas de certificación de otras alternativas, como es el del Símbolo de Pequeños Productores y otras organizaciones de comercio alternativo desempeñan el papel de aumentar los ingresos de los pequeños productores, mejorando así los medios

RAYNOLDS Professor, Department of Sociology, Director, Center for Fair & Alternative Trade, Colorado State University Email: [email protected] Fairtrade Certification, Labor Standards, and Labor Rights Comparative Innovations and Persistent Challenges ABSTRACT Fairtrade International certification is the primary social certification in the agro-food sector in- tended to promote the well-being and empowerment of farmers and workers in the Global South. Although Fairtrade’s farmer program is well studied, far less is known about its labor certification. Helping fill this gap, this article provides a systematic account of Fairtrade’s labor certification system and standards and com- pares it to four other voluntary programs addressing labor conditions in global agro-export sectors. The study explains how Fairtrade International institutionalizes its equity and empowerment goals in its labor certifica- tion system and its recently revised labor standards. Drawing on critiques of compliance-based labor stand- ards programs and proposals regarding the central features of a ‘beyond compliance’ approach, the inquiry focuses on Fairtrade’s efforts to promote inclusive governance, participatory oversight, and enabling rights. I argue that Fairtrade is making important, but incomplete, advances in each domain, pursuing a ‘worker- enabling compliance’ model based on new audit report sharing, living wage, and unionization requirements and its established Premium Program. While Fairtrade pursues more robust ‘beyond compliance’ advances than competing programs, the study finds that, like other voluntary initiatives, Fairtrade faces critical challenges in implementing its standards and realizing its empowerment goals. (2012), Where now for fair trade, Business History, (Forthcoming) Abstract This paper critically examines the discourse surrounding fair trade mainstreaming, and discusses the potential avenues for the future of the social movement. The authors have a unique insight into the fair trade market having a combined experience of over 30 years in practice and 15 as fair trade scholars. The paper highlights a number of benefits of mainstreaming, not least the continued growth of the global fair trade market (tipped to top $7 billion in 2012). However the paper also highlights the negative consequences of mainstreaming on the long term viability of fair trade as a credible ethical standard. Introduction Fair trade is a social movement based on an ideology of encouraging community development in some of the most deprived areas of the world1. It coined phrases such as “working themselves out of poverty” and “trade not aid” as the mantras on which growth and public acceptance were built.2 As it matured it formalised definitions of fair trade and set up independent governance and monitoring organisations to oversee fair trade supply-chain agreements and the licensing of participants. The growth of fair trade has gone hand-in-hand with a growth in mainstream corporate involvement, with many in the movement perceiving engagement with the market mechanism as the most effective way of delivering societal change.3 However, despite some 1 limited discussion of the potential impacts of this commercial engagement4 there has been no systematic investigation of the form, structures and impacts of commercial engagement in fair trade, and what this means for the future of the social movement.

JEL CODES: N56, N96, O33, Q15. ur aim is to determine continuities and changes in the cañada of Yosotiche environment since the introduction by Spanish conquerors and settlers of new Ocrops, especially sugarcane. A study of the biological modifications of a par- ticular ecosystem allows inferences on changes and continuities in socio-political rela- tions. This particular case study contributes to a discussion of the general model of Mix- tec political territoriality. The methodology applied here involves a convergence that integrates the analysis of historical documents, archaeological data, fieldwork and anth- ropological information, along with discoveries made by earlier research. It offers in- sight into occupational dynamics and their ties to the political, administrative, econo- mic and social structures within the cañada during colonial times. The introduction of foreign crops produced changes in the ecological complemen- tarity system practiced by the villages that possessed lands in the cañada, consequently modifying the labour relations of the inhabitants. Fair Trade seeks to transform Globalization North/South relations by fostering ethical consumption, producer empowerment, and certified Fair Trade commodity sales. This initiative joins an array of labor and environmental standard and certification Certification systems which are often conceptualized as “private regulations” since they depend on the voluntary participation of firms. I argue that these new institutional arrangements are better understood as “social regulations” since they operate beyond the traditional bounds of private and public (corporate and state) domains and are animated by individual and collective actors. In the case of Fair Trade, I illuminate how relational and civic values are embedded in economic practices and institutions and how new quality assessments are promoted as much by social movement groups and loosely aligned consumers and producers as they are by market forces. This initiative’s recent commercial success has deepened price competition and buyer control and eroded its traditional peasant base, yet it has simultaneously created new openings for progressive politics. The study reveals the complex and contested nature of social regulation in the global food market as movement efforts move beyond critique to institution building.

Because they preserve forest cover, shade coffee farms provide vital ecological services including harboring biodiversity and preventing soil erosion. Unfortunately, tree cover in Mexico’s shade coffee areas is increasingly being cleared to make way for subsistence agriculture, a direct result of the unprecedented decline of international coffee prices over the past decade. This paper summarizes the key findings of a three-year study of deforestation in Oaxaca, one of Mexico’s prime regions for growing shade coffee. First, we find that deforestation during the 1990s was significant. Second, the loss of tree cover can likely be slowed by promoting coffee-marketing cooperatives and “green” certification, providing coffee price supports, and specifically targeting areas populated by small, indigenous farmers for assistance. Finally, to be effective, such policies must be implemented quickly after price shocks occur.
