Cyhoeddom ein Cynigion Terfynol gwreiddiol ar gyfer Cyngor Sir Ynys Môn ar 31 Awst 2010. Ni weithredwyd y cynigion hyn. Ar ôl hynny, ar 28 Mawrth 2011, cyhoeddodd y Gweinidog Cyfiawnder Cymdeithasol a Llywodraeth Leol Gyfarwyddyd newydd i’r Comisiwn gynnal arolwg pellach o’r trefniadau etholiadol ar gyfer Cyngor Sir Ynys Môn, ac wrth wneud hynny yn tynnu’n ôl Gyfarwyddiadau 2009 yn benodol y paratowyd y Cynigion Terfynol gwreiddiol o danynt. Mae’r Cyfarwyddyd newydd hwn yn benodol i Ynys Môn ac yn pennu gofyniad y dylem ni, yn y lle cyntaf, ystyried dymunoldeb adrannau etholiadol aml-aelod ledled y Sir, ac anelu hefyd at gynnig cymhareb cynghorydd i etholwyr sydd mor agos ag y bo modd i 1:1,750. Fe wnaethom ystyried y ddau faen prawf hyn wrth lunio ein Cynigion Drafft, a hefyd wedi ystyried y dystiolaeth a’r cynrychiolaethau a dderbyniwyd yng nghyfnodau cynharach yr arolwg hwn. Cyhoeddwyd y Cynigion Drafft hyn ar 21 Tachwedd 2011 ac erbyn diwedd y cyfnod ymgynghori ar 3 Ionawr 2012, roeddem wedi derbyn 63 o gynrychiolaethau. Mae’r lefel hon o gynrychiolaethau yn dangos lefel uchel o ddiddordeb ym mhroses yr arolwg, ac mae’n cymharu’n ffafriol â’r un cyfnod o’r arolwg cychwynnol pan dderbyniwyd 25 o gynrychiolaethau. Wrth baratoi’r Cynigion Terfynol hyn, fe wnaethom ystyried yr holl gynrychiolaethau a wnaed i ni yn sgil y ddeddfwriaeth sy’n ein rhwymo ni a’r Cyfarwyddyd yr ydym yn gorfod ei ystyried. O ystyried yr amser a gymerwyd gan y ddau arolwg, mae’r broses o benderfynu ar y trefniadau etholiadol ar gyfer Ynys Môn wedi bod yn un hirfaith. Rydym o’r farn y bydd y Cynigion Terfynol hyn yn cyfrannu at lywodraeth leol effeithiol a chyfleus ar gyfer yr ynys. CYFLWYNIAD 1.1. Yn unol â’r cyfarwyddyd a gyhoeddwyd gan y Gweinidog ar 28 Mawrth 2011, yr ydym ni, Comisiwn Ffiniau Llywodraeth Leol i Gymru (y Comisiwn), wedi cwblhau’r arolwg o drefniadau etholiadol ar gyfer Sir Ynys Môn a chyflwynwn ein Cynigion Terfynol ar gyfer trefniadau etholiadol y dyfodol. Defnyddiwr rhestr termau yn yr adroddiad hwn a gellir ei weld yn Atodiad 1. Yn 2011, roedd gan Sir Ynys Môn 49,484 o etholwyr. Ar hyn o bryd fe’i rhennir yn 40 o adrannau etholiadol, bob un ohonynt yn adrannau un aelod, ac sy’n ethol 40 o gynghorwyr felly, sy’n gyfartaledd sirol o 1,237 o etholwyr fesul cynghorydd. Mae’r trefniadau etholiadol presennol yn darparu lefel o gynrychiolaeth sy’n amrywio o fod 48% yn is i fod 40% yn uwch na’r cyfartaledd sirol presennol. Nodir y trefniadau etholiadol presennol yn fanwl yn Atodiad 2. 2. CRYNODEB O’R CYNIGION 2.1. Gan ystyried Cyfarwyddyd y Gweinidog cynigiwn leihad ym maint y cyngor o 40 i 30 o aelodau etholedig a newid i drefn bresennol yr adrannau etholiadol o gael eu cynrychioli gan un aelod i fod yn adrannau etholiadol aml-aelod. Bydd y newid arfaethedig i’r trefniadau etholiadol yn cyflawni gwelliant sylweddol yn lefel y cydraddoldeb etholiadol ar draws Sir Ynys Môn. Cynigir mai cyfartaledd nifer yr etholwyr i bob cynghorydd fydd 1,649 ar gyfer y Sir. Mae’r trefniadau etholiadol arfaethedig yn darparu lefel gynrychiolaeth sy’n amrywio o 18% yn is na’r cyfartaledd sirol arfaethedig yn Ynys Cybi, i adran etholiadol Canolbarth Môn ar 25% yn uwch na’r cyfartaledd sirol arfaethedig. Amlinellir y trefniadau etholiadol arfaethedig yn fanwl yn Atodiad 3. 3. CWMPAS AC AMCAN YR AROLWG 3.1. Yn unol ag Adran 57 o Ddeddf Llywodraeth Leol 1972 (Deddf 1972) mae’n ddyletswydd ar y Comisiwn, ar gyfnodau nad ydynt yn llai na deng mlynedd a dim yn fwy na phymtheg mlynedd, i adolygu’r trefniadau etholiadol ar gyfer yr holl brif ardaloedd yng Nghymru at ddibenion ystyried a ddylid gwneud cynigion i Lywodraeth Cymru er mwyn newid y trefniadau etholiadol hynny ai peidio. 3.2. Yn 2009 cychwynnodd y Comisiwn arolwg o’r trefniadau etholiadol ar gyfer Ynys Môn a chyflwynodd ei adroddiad i’r Gweinidog ar 31 Awst 2010. Mewn Datganiad i Gynulliad Cenedlaethol Cymru ar 16 Mawrth 2011, datganodd y Gweinidog ei fwriad i gyhoeddi Cyfarwyddyd newydd i ni gynnal arolwg pellach o’r trefniadau etholiadol ar gyfer Ynys Môn. Cyhoeddwyd y Cyfarwyddyd hwn i’r Comisiwn ar 28 Mawrth 2011. - 2 - 3.3. Mae ein Harolwg bellach yn y cyfnod Cynigion Terfynol ac mae ein cynigion yn dangos gwelliant ar y trefniadau presennol drwy ddod â mwy o’r adrannau etholiadol ar Ynys Môn yn agosach at y gymhareb 1,750 o etholwyr fesul cynghorydd y sonnir amdani yn y Cyfarwyddyd. Gwerthfawrogir bod y Cyfarwyddyd hwn yn mynnu strwythur hollol newydd ac roedd y cyfnod ymgynghori’n cynnig y cyfle i bartïon â buddiant i gynnig trefniadau amgen pellach sy’n bodloni’r rheolau a bennir isod ac sy’n ystyried yr arweiniad a gynhwyswyd yng Nghyfarwyddyd y Gweinidog y ceir ei destun llawn yn Atodiad 4. Trefniadau Etholiadol 3.4. Diffinnir “trefniadau etholiadol” prif adran yn adran 78 o Ddeddf 1972 fel: i) cyfanswm y cynghorwyr i’w hethol i’r cyngor; ii) nifer yr adrannau etholiadol a’u ffiniau; iii) nifer y cynghorwyr i’w hethol ar gyfer pob adran etholiadol; ac iv) enw unrhyw adran etholiadol. Rheolau i Gydymffurfio â Hwy wrth Ystyried Trefniadau Etholiadol 3.5. Yn unol ag Adran 78 o Ddeddf 1972, cyn belled ag y bo’n ymarferol resymol gwneud hynny, mae’n ofynnol i ni gydymffurfio â’r Rheolau a nodir yn Atodlen 11 i’r Ddeddf honno. Mae’n ofynnol, yn unol â’r rhain, fod y Comisiwn yn trefnu bod un aelod ar gyfer pob adran etholiadol. Fodd bynnag, mae’n bosibl y gall Llywodraeth Cymru roi cyfarwyddyd i’r Comisiwn ystyried dymunoldeb darparu ar gyfer adrannau etholiadol aml-aelod ar gyfer yr holl brif ardal neu rannau ohoni. 3.6. Yn ôl y Rheolau, mae’n ofynnol hefyd: Ystyried unrhyw newid yn nifer neu ddosbarthiad etholwyr llywodraeth leol yn y brif ardal sy’n debygol o ddigwydd yn ystod y cyfnod o bum mlynedd yn union ar ôl ystyried y trefniadau etholiadol: i) yn ddarostyngedig i baragraff (ii), bydd nifer yr etholwyr llywodraeth leol yr un peth, mor agos â phosibl, ym mhob adran etholiadol yn y brif ardal; ii) lle bo un neu fwy o adrannau aml-aelod, bydd cymhareb etholwyr llywodraeth leol i nifer y cynghorwyr i’w hethol yr un peth, mor agos â phosibl, ym mhob adran etholiadol yn y brif ardal (gan gynnwys unrhyw adran nad yw’n un aml-aelod); iii) bydd pob ward gymunedol sydd â chyngor cymuned (naill ai ar wahân neu’n gyffredin) yn gyfan gwbl y tu mewn i adran etholiadol unigol; a iv) bydd unrhyw gymuned na rennir yn wardiau cymunedol yn gyfan gwbl y tu mewn i adran etholiadol unigol. Yn ddarostyngedig i’r Rheolau hyn, ac i’r Rheolau hynny y cyfeirir atynt ym mharagraff 3.4, wrth ystyried y trefniadau etholiadol, rhaid i ni ystyried (a) - 3 - dymunoldeb pennu ffiniau sydd ac a fydd yn hawdd eu hadnabod; a (b) unrhyw gysylltiadau lleol a dorrir wrth lunio unrhyw ffin benodol. Cyfarwyddyd y Gweinidog 3.7. Rhoddodd y Gweinidog y Cyfarwyddyd canlynol i ni i’n harwain wrth gynnal yr arolwg: (a) dylai’r Comisiwn, yn y lle cyntaf, ystyried dymunoldeb adrannau etholiadol aml-aelod ledled y Sir; a (b) dylai’r Comisiwn anelu i gynnig cymhareb cynghorydd i etholwyr sydd mor agos ag y bo modd i 1:1,750. Ceir testun llawn y Cyfarwyddyd yn Atodiad 4. Newidiadau Llywodraeth Leol 3.8. Y trefniadau etholiadol presennol, gan fwyaf, yw’r rheiny a oedd yn eu lle pan sefydlwyd Cyngor Ynys Môn ym 1996. Ers hynny bu dau newid i ffiniau llywodraeth leol: • Arolwg Cyngor Sir Ynys Môn o drefniadau etholiadol Gorchymyn (Wardiau Tysilio a Chadnant ym Mhorthaethwy a Chyngor Tref Llangefni) 1998. Gwnaeth y Gorchymyn hwn newidiadau i’r ffin rhwng Wardiau Cadnant a Thysilio yng Nghymuned Porthaethwy. Er i’r Gorchymyn hwn wneud newidiadau i ffiniau Wardiau Cymunedol Cadnant a Thysilio, nid yw ffiniau adrannau etholiadol Cadnant a Thysilio wedi newid o gwbl. Golyga hyn y bu anghysondeb ers 1998 rhwng ffin y Wardiau Cymunedol a ffin yr adrannau etholiadol. Yn ein hystyriaeth o’r trefniadau etholiadol ceisiwn ddileu’r anghysondeb hwn yn unol â’r Rheolau (gweler paragraff 3.6.iii uchod).

To subsequently prepare several possible options on the way forward by early 2015. The Council have consulted with parents, governors and staff at the six schools in the area and also with the local communities, local councillors and with the Welsh Government and other stakeholders. The consultation period ran from November 17th 2014 until December 21st 2014. The non-statutory or informal consultation meetings were arranged with the staff, governors and parents of the 6 schools involved over this period. Consultation meetings were also held with community councils in the Bro Rhosyr and Bro Aberffraw areas. Several possible options on the way forward for the primary education provision in the Bro Rhosyr and Bro Aberffraw areas were considered in the non-statutory or informal consultation process. Two possibilities arose from the detailed analysis conducted:- Option A This would be based on Option 2, namely a new school for Bodorgan, Brynsiencyn, Newborough, Dwyran and one new school for Llangaffo and Parc Y Bont. In this context, locating one of the new schools in the Newborough area would mean that about a third of the children are able to walk to school.
