Abstract This article approaches the rebellions of the Mapuche people from a longue-durée perspective, from the Occupation of the Araucanía in 1861 to the recent events of 2020. Among other things, the article explores the Popular Unity (UP) period, and the ‘Cautinazo’ in particular, considered here as an uprising that synthesised the discourses and aspirations of the Mapuche people dating back to the Occupation, while also repoliticising them by foregrounding demands for land restitution. -

Indigenous Peoples, Energy, and Environmental Justice: The Pangue/Ralco Hydroelectric Project in Chile’s Alto BíoBío By Marcos A. Orellana§ In the upcoming months, the reservoir of the Ralco dam, one of a series of dams along the Upper BíoBío River in Southern Chile, will destroy the pristine mountain ecosystem and will permanently and irreversibly disrupt the semi-nomadic lifestyle and cosmovision of the Mapuche/Pehuenche people.i At the same time, the communities affected by the dam will attempt to reconstruct their lives and culture using resources and rights provided by a “friendly settlement” reached by them with the Chilean Government and approved by the Inter-American Human Rights Commission (IACHR). This is the aftermath of a decade-long struggle by indigenous communities and environmental groups in defense of their rights against the project sponsor (Endesa -- a formerly public but now privatized company), the Chilean government, and the International Finance Corporation (IFC). Controversial issues raised in the BíoBío dams case present difficult public policy questions: How to reconcile respect for indigenous peoples’ cultures with energy demands by the dominant majority? How to operationalize prior informed consent with respect to large dams that involve resettlement and flooding of ceremonial and sacred sites? How to hold multinational corporations accountable for human rights violations? And how to determine the “public interest” in light of developmental needs and indigenous peoples’ cultures and rights? In general, this case highlights the fact that projects in violation of fundamental human rights do not constitute sustainable development. In other words, violation of the rights of indigenous peoples cannot be justified by the ‘public interest’ of the settler, dominant majority. -

New Constructions of House and Home in Contemporary Argentine and Chilean Cinema (2005-2015) Paul Rumney Merchant St John’s College August 2017 This dissertation is submitted for the degree of Doctor of Philosophy. New Constructions of House and Home in Contemporary Argentine and Chilean Cinema (2005 – 2015) Paul Rumney Merchant This thesis explores the potential of domestic space to act as the ground for new forms of community and sociability in Argentine and Chilean films from the early twenty-first century. It thus tracks a shift in the political treatment of the home in Southern Cone cinema, away from allegorical affirmations of the family, and towards a reflection on film’s ability to both delineate and disrupt lived spaces. In the works examined, the displacement of attention from human subjects to the material environment defamiliarises the domestic sphere and complicates its relation to the nation. The house thus does not act as ‘a body of images that give mankind proofs or illusions of stability’ (Bachelard), but rather as a medium through which identities are challenged and reformed. This anxiety about domestic space demands, I argue, a renewal of the deconstructive frameworks often deployed in studies of Latin American culture (Moreiras, Williams). The thesis turns to new materialist theories, among others, as a supplement to deconstructive thinking, and argues that theorisations of cinema’s political agency must be informed by social, economic and urban histories. The prominence of suburban settings moreover encourages a nuancing of the ontological links often invoked between cinema, the house, and the city. The first section of the thesis rethinks two concepts closely linked to the home: memory and modernity. -

INTRODUCTION ¶1 Chile’s misuse of the label of terrorism should not shield the government from accountability for human rights violations against the indigenous Mapuche. Despite significant progress in its transition to democracy, the prosecution of Mapuche under the Prevention of Terrorism Act (“Terrorism Act”), for acts not internationally considered to be terrorism, has caused significant erosion of rule of law principles in Chile. Rule of law principles continue to emerge as important barometers for national compliance with international human rights. -

Journal of Historical Archaeology & Anthropological Sciences Review Article Open Access Political violence against the Mapuche in Chile, 1850-1929 Abstract Volume 3 Issue 6 - 2018 This article offers a comparative and historical perspective on political violence exercised against the Mapuche people of the Araucanía region in Chile. We consider Jorge Iván Vergara,1 Héctor Mellado2 two historical periods: the occupation (1850-1883), and the land-granting or radicación 1Academic Researcher, University of Concepción, Chile period (1884-1929). Finally, this course includes a Language Unit, that can be either Spanish for non-Spanish speakers, or English for Spanish speakers. METHODOLOGY AND ACTIVITIES This course will include lectures by different UANDES professors and external lecturers, that will involve student interaction. Students will have to choose a topic related to Chilean Culture on which they will work through the duration of the program and will have to present it at the end of the course. They will be graded in accordance to the development of the paper, and the final presentation. Finally, the language course will include a final exam during the last week of the program. -

Embodied Absence Liz Munsell Following the U.S.-backed coup d’état in 1973,1 Chilean artists residing in Santiago and abroad created artworks that spoke to their experience of political, social, and geographic marginalization. Inside the country, they adopted the highly coded languages of conceptual art to evade censorship, exhibited work in public space in lieu of institutional support, and formed independently run galleries and artist collectives to protect their individual identities. Artists abroad staged public events and made artwork in solidarity with those at home. Their exhibitions, performances, interventions, and workshops spread awareness among international audiences and broke down isolating conditions within Chile.
