Operator subject to change. 2 Amtrak California System Systemwide Changes and Corrections This timetable includes schedule changes effective October 30, 2006. The schedule number index, starting on page 76, also includes a summary of changes made August 28, 2006. For a detailed description of the August changes, see Timetable No. 33-A. The AFR (Amtrak Finance Route) is shown at the top of the “Notes” box on each grid. When there are exceptions, these are noted above the particular schedule. Routes 35 (Santa Cruz), 38 (Grass Valley) and Route 55 (Monterey Bay) do not have an AFR because of the particular nature of the funding arrangements. The AFR information is useful for a few staff members of Amtrak’s financial department--the rest of you, as always, are encouraged to ignore it. Pacific Surfliner Route There are only minor train changes on the Surfliner route, affecting only southbound trains. A few minor changes were made to the Coast buses on August 28th, otherwise there are no bus changes. See page 9 for a complete summary of changes. San Joaquin Route There are no train schedule changes. There were some minor bus changes on August 28—particularly to Route 6 (Stockton-San Jose-Palo Alto), which included a coordinated schedule with Altamont Commuter Express (ACE), using one westbound ACE train and two eastbound ACE trains instead of Route 6 buses on weekdays. Also on August 28, some local Sacramento-Roseville and Sacramento-Auburn trips were transferred from Route 20 to Route 3 to maximize bus utilization. Effective October 30, the southbound Route 3 schedules from Redding have been adjusted to better reflect actual travel times. In addition, the winter schedule goes into effect on the southbound Medford bus, adding 30 minutes to allow for winter weather on Siskiyou Summit. Times at Elk Grove are also adjusted so buses won’t have to “wait for time”.

Rice College of Business, California Polytechnic State University, San Luis Obispo, California 93407, USA Email: wrice@calpoly. edu Abstract Central to the authorization of an urban transport project is the development of a credible projection of ridership. Statistical databases are often either lacking or questionable. This paper examines the techniques employed in such an environment by detailing the methodology used to forecast ridership for an extension of passenger train service to San Luis Obispo, California, in the San Diego/Los Angeles urban corridor. Many arguments implied a strong latent demand for this service. Ridership projections were constructed to evaluate the feasibility of different service levels. The statistical analysis was predicated on historical passenger rail traffic patterns, origin/destination surveys and the assumption that ridership is population-driven Data were available with respect to the impact of additional train service, arrival and departure times and the opening of new stations. These relationships were used to modify the projections further. Once the passenger counts were determined, revenue estimates were made Projected revenues were then evaluated against the standard of short-run avoidable costs to determine economic feasibility. This paper provides a detailed analysis of the steps outlined above.
