Permission required for reproduction Creative thinking and exploration: Art university breeds talent in the era of innovation As digital technology becomes of greater importance in the post-COVID era, more attention must be given to arts and humanities education. Thought leaders, creative professionals and scholars have pointed out that an education in the arts trains students to develop innovation and creativity, which are more and more sought after in the new economy. In early March 2021 during the Ministry of Education’s Committee of Supply Debate, Minister of Education Mr Lawrence Wong announced that Nanyang Academy of Fine Arts (NAFA) and LASALLE College of the Arts will form an alliance to establish Singapore’s first university of the arts. This university will leverage on the strengths of the two institutions, enabling each to award its own university degrees. A 17-member pro-tem committee, headed by Professor Chan Heng Chee, Ambassador-at-Large at the Ministry of Foreign Affairs, will work with both institutions to develop the structure and operating model of the new university, which is expected to be up and ready in early 2023. Journalism Ethics: Mainstream Versus Tabloid Journalists Through a survey of 356 journalists working for various newspapers under the Singapore Press Holdings, this study shows that despite the influence of newsroom culture, journalists working for the mainstream and tabloid newspapers may not differ in terms of their professional values and ethical standards. It is the content orientation of their newspaper or their perception of it that leads them to act differently in covering certain kinds of news. In other words, the institutional influence does have an impact on the ethical decision-making process among journalists in their daily operations even though it may not determine the direction of their personal beliefs and ethical values.     THE NATIONAL TRANSLATION COMMITTEE RESOURCE PANELS 1 MARCH 2018 TO 29 FEBRUARY 2020 Chinese Resource Panel Mr Peter Ong (Head of the Chinese Resource Panel) Mr Peter Ong started his career in the advertising industry. He joined Lianhe Zaobao, the Chinese flagship newspaper of Singapore Press Holdings as a reporter cum feature writer in 1993, and rose through the ranks to become Associate Editor of the papers in 2013. Peter graduated from the National University of Singapore with an Honours Degree in Chinese Language. He sits on the board of Singapore Corporation of Rehabilitative Enterprises, and serves as a committee member at the Chinese Development Assistance Council. Ms Chen Xiaolin Ms Chen has been Principal Specialist (Chinese/English) at the Language Services Department of the Parliament of Singapore since 2009, providing simultaneous interpretation (SI) service during parliament sittings. She has also provided SI service at national events such as the National Day Rally since 2015. Prior to that, Ms Chen was with International Enterprise Singapore, in charge of the agency’s Chinese communication materials. Ms Chen obtained her Bachelor’s Degree in Economics from Fudan University, and her Master’s Degree in Area Studies (China) from the School of Oriental and African Studies, University of London.     Chapter 2 Focus on Ageing Issues 1. The issues of an ageing population are multifaceted and dynamic. Addressing the far-reaching and multi-disciplinary issues requires cooperation and coordination among various agencies. Thus far, the Government has adopted an inter-ministry approach in tackling ageing issues 1. 2. The most recent report that was published is the 1999 Report of the Inter-Ministerial Committee on the Ageing Population (IMC) which covered recommendations in six key areas – Financial Security, Employment and Employability, Housing and Land Use Policies, Health Care, Social Integration of the Elderly and, Cohesion and Conflict in an Ageing Society. Arising from the report, the Eldercare Masterplan (FY2001 – FY2005) was charted to develop a comprehensive network of community-based services. 3. The Committee on Ageing Issues (CAI) set up in December 2004 was tasked to build on the work done by previous committees. The CAI is an inter-agency forum that discusses and puts up proposals related to ageing issues. The CAI is co-chaired by Senior Minister of State for Information, Communication and the Arts, and Health, Dr Balaji Sadasivan, and Parliamentary Secretary for Community Development, Youth and Sports, and National Development, Dr Mohamad Maliki Osman, with representation from the Government, people, private, media and academic sectors. Featuring Gestational Diabetes Mellitus (GDM) GUSTO was, once again, featured in The Straits Times (11th November 2016), Lianhe Zaobao and My Paper (28th October 2016) based on a recently published paper in a peer-reviewed scientific journal by the GUSTO neurodevelopment team. Gestational Diabetes Mellitus (GDM) occurs when a woman develops high glucose levels during pregnancy. When this is not managed properly, it can lead to complications affecting mother and child. These include pre-term labor, or obstructed labor for mothers. Babies born to GDM mothers are at higher risk of being larger and in the long-term, being overweight and may develop Type 2 Diabetes. Singapore has one of the highest rates of GDM, with about one in five pregnant woman diagnosed with GDM, this is twice the rate of the US. Women diagnosed with GDM run the risk of developing Type 2 Diabetes after giving birth. Our GUSTO researchers have found that mothers with GDM have a higher possibility of having babies with attention problems. These babies brain activity was tracked as they were played a “standard” and an “oddball” sound of either “ma” or “na”. People generally commit standard sounds to memory and regard them as background noise, and do not pay attention to them. The brain wave readings of babies, whose mothers had GDM, paid more attention to the standard sound, which would normally be ignored.
