BEHIND THE FAÇADE: HOW A POLITICISED JUDICIARY & ADMINISTRATIVE SANCTIONS UNDERMINE TUNISIAN HUMAN RIGHTS Report from the Seventh IFEX-TMG Mission to Tunisia (6 June 2010) Behind the Façade: How a Politicised Judiciary & Administrative Sanctions Undermine Tunisian Human Rights About the IFEX Tunisia Monitoring Group (IFEX-TMG) The International Freedom of Expression Exchange Tunisia Monitoring Group (IFEX-TMG) is a coalition of 20 organisations set up in 2004 to monitor freedom of expression in Tunisia in the run up to and following the WSIS, held in Tunis in November 2005. The 20 organisations are all members of IFEX, a global network of around 90 national, regional and international organisations committed to defending the right to freedom of expression. The seventh mission of the IFEX-TMG to Tunisia took place in the context of a 30-month project Monitoring & Advocacy in Support of Independent Human Rights Defenders in Tunisia, funded by European donors and managed by Index on Censorship, which started in January 2010. It was comprised of Amadou Kanoute of ARTICLE 19, Yousef Ahmed of Index on Censorship, Anthony Mills of the International Press Institute (IPI), Carl Morten Iversen of Norwegian PEN, and Tamsin Mitchell of the Writers in Prison Committee of International PEN (WiPC). Barbora Bukovsa of ARTICLE 19 was not granted a visa on time by the Embassy in London (as has happened for previous members of IFEX-TMG missions requiring a visa. None of the other mission participants required a visa.) The first IFEX-TMG mission took place in January 2005 and led to the first report Tunisia: Freedom of Expression Under Siege, published in February 2005. -

That’s where its people are. —ABU KHALED, AN ISLAMIC STATE SPY1 THE PAST FEW YEARS have seen rising interest in foreign fighting as a general phenomenon and in fighters joining jihadist groups in particular. Tunisians figure disproportionately among the foreign jihadist cohort, yet their ubiquity is somewhat confounding. Why Tunisians? International Bureau for Children’s Rights (IBCR) Created in 1994 and based in Montreal, Canada, the International Bureau for Children’s Rights (IBCR) is an international non- governmental organisation (INGO) with special consultative status with the United Nations Economic and Social Council (ECOSOC). QUELQUES ASPECTS PROBLEMATIQUES DANS LA TRANSCRIPTION DES TOPONYMES TUNISIENS Mohsen DHIEB Professeur de géographie (cartographie) Laboratoire SYFACTE FLSH de Sfax TUNISIE [email protected] Introduction Quelle que soit le pays ou la langue d’usage, la transcription toponymique des noms de lieux géographiques sur un atlas ou un autre document cartographique en particulier ou tout autre document d’une façon générale pose problème notamment dans des pays où il n’y a pas de tradition ou de « politique » toponymique. Il en est de même pour les contrées « ouvertes » à l’extérieur et par conséquent ayant subi ou subissant encore les influences linguistiques étrangères ou alors dans des régions caractérisées par la complexité de leur situation linguistique. C’est particulièrement le cas de la Tunisie, pays méditerranéen bien « ancré » dans l’histoire, mais aussi bien ouvert à l’étranger et subissant les soubresauts de la mondialisation, et manquant par ailleurs cruellement de politique toponymique. Tout ceci malgré l’intérêt que certains acteurs aux profils différents y prêtent depuis peu, intérêt matérialisé, entre autres manifestations scientifiques, par l’organisation de deux rencontres scientifiques par la Commission du GENUING en 2005 et d’une autre août 2008 à Tunis, lors du 35ème Congrès de l’UGI. Aussi, il s’agit dans le cadre de cette présentation générale de la situation de la transcription toponymique en Tunisie, dans un premier temps, de dresser l’état des lieux, de mettre en valeur les principales difficultés rencontrées en manipulant les noms géographiques dans leurs différentes transcriptions dans un second temps. En troisième lieu, il s’agit de proposer à l’officialisation, une liste-type de toponymes (exonymes et endonymes) que l’on est en droit d’avoir par exemple sur une carte générale de Tunisie à moyenne échelle. -

Tunisian Human Rights League The Press: A Disaster Victim Report on the Freedom of Information in Tunisia May 2003 PREAMBLE On the occasion of the international day of the press freedom, the Tunisian League for the Human Rights Defence puts at the hand of the public opinion this report about information and press freedom in Tunisia after it issued in 1999 under the title of “Press freedom in Tunisia” a complete study relevant to the press reality in Tunisia. The League insisted in its report, articles and activities on its interest in the press reality In Tunisia because this area knew a serious decline during the last years, which let the Tunisian citizens abandon it and appeal to the foreign press, since the Union is aware that the press is the reflective mirror of any progress that the country is likely to record and since It also realized that the freedom of expression is the way to issue general freedoms. This report focused on clinging to the recorded events and happenings that the last century had known and which show by themselves the decline that this field has known through hamper and pressure on journalists as well as the excessive similitude made between all mass media, which led to a national agreement about requiring the improvement of this field. This report is not limited to the various harms which affected the journalists and newspapers resulting from the authority control, but this report concerns every citizen who tries to put his rights of expression into practice mainly through the internet, but who also faced arrest and trial. -
