As you know, the City of Westminster is home to one of the largest Vietnamese communities outside of Vietnam. As a community, we have always strived to promote our collective culture and heritage. An important touch/stone for this community is freedom. Freedom of speech, freedom of ideas, and most importantly, freedom from oppression. The Socialist Republic of Vietnam's communist government has a well documented history of human rights violations. These violations and the government's continued abuse of its citizens should not be rewarded by formalizing relations with an American city such as Irvine. While this stance on human rights is held by the majority of the Vietnamese-American community in Orange County, this sentiment is particularly strong in Westminster. As a City, we have enacted a number of resolutions calling for reform in Vietnam and condemning the government's human rights violations·. Our family has lived in Irvine since 1979 and has seen all the changes, most are wonderful and some are not so wonderful. By incorporating this sisterhood will be a very sad day for our family. My dad was a lieutenant colonel for the Republic of Vietnam and almost lost his life to the Communist in 1975. My mom at 40 year-old took all seven children to flee the country in search for freedom with $100 in her hand. Two days after the flee, she met her nephew and gave him $20. We arrived in California 3 months later with only $50 for 8 of us. The reverend of First Lutheran Church took us in and gave us a steady start and now almost 40 years later, we are all successful engineers and doctors. Four of seven children and my parent are still living in Irvine. My dad will be the one most affected by this sisterhood. He is now 80 years-old and has not seen his mother country half his life time and will cry to see the communist flag fly in the city he has lived almost 35 years. This flag represent so much sadness. First, his father was killed by the communist with so much cruelty. They buried him alive because he worked as a cook for the French during their regime. Second, the communist confiscated all their belongings and they had lived over 30 years in poverty. Third, the communist flag represents all my father's friends and his soldiers blood whom were killed during the war and also those whom killed themselves at fall of Saigon, not wanting to be killed in the hand of the communist. In 1975, thousands of family flee to find freedom and those stay had experience the cruelty and soon flee by boat to search for freedom, which hundred of thousands have lost their life. Their flag flying at city hall will only remind us of all the sadness and will continue remind us everyday of all the bloodshed. I would not imagine the Jewish community have to face the chall~nge of seeing the Hitler flag flying in the city they live in. Keep in mind the Communists are still confiscating the farmers land and developing as they wish. This government has never consider developing the country for their people but for their selfish greedy wealth. For the last 35 years, our family has never voiced on any issue but now our voice needs the be heard. My dad will not be with us much longer, I will commit to do my best to see him smile with pride and walk with dignity. Please members of the council and Mayor Choi, vote No on the sisterhood of Nha Trang, VN. We have made Irvine our hometown and will continue to want our children build a stronger city. Again, please please please vote NO, not just for theVietnamese­ American but also for our Vietnam Veteran.     INTRODUCTIONI VIETNAm’s iCE AGE In January 2011, the Arab Spring transformed Tunisia. Egypt followed suit. Then Burma had its own spring. But no spring ever came to Vietnam. On the contrary, the political chill deepened. When National Assembly speaker Nguyen Phu Trong took over as Vietnamese Communist Party general secretary, he was ready to do anything to maintain order and, above all, stay in power. He inaugurated a new era marked by a growing crackdown on journalists and bloggers. Since his promotion, those who refuse to submit to the single party’s censorship have been subjected to waves of arrests, trials, physical attacks and harassment. The Trong era’s statistics are impressive, if not glorious. In 2012 alone, the Vietnamese authorities prosecuted no fewer than 48 bloggers and human rights activists, imposing a 3 total of 166 years in jail sentences and 63 years of probation. Vietnam is now the world’s second biggest prison for blogger and netizens, after China. Relative to population size, the situation is much worse in Vietnam than China. A total of 35 bloggers and netizens are currently detained just for exercising their right to information and expression, of whom 26 were arrested since Trong took over. The new Vietnamese strongman’s achievements including reinforcing the human and technological resources assigned to Internet surveillance, and the constant adoption of new repressive laws and directives. The latest, called Decree 72, makes it illegal to use blogs and online social networks to share information about news developments. It marks a new low in the regime’s campaign against use of the modern Internet as a tool of independent information and troublesome counterweight to Vietnam’s traditional media, which are kept under tight party control.
