Annexure Details of Projects Undertaken by Government ANNEXURE DETAILS OF PROJECTS UNDERTAKEN BY GOVERNMENT OF INDIA IN SRI LANKA Sl. Status Project Timeline Remarks No Livelihood & Shelter 1. Completed Financial Assistance to repair 1,230 small business 2013-14 Project was launched at Kilinochchi on 11 April 2013. 1,230 Projects premises in Mullaiteevu and Kilinochchi (INR 3.14 small business enterprises were set up in Kilinochchi and crore) Mullaiteevu districts by March 2014. 2. Housing Project – Pilot phase (1,000 houses under 2011-12 1,000 houses were constructed and handed over to the agency-driven model) in Northern Province (INR 53 beneficiaries on 31 July 12 crore) 3. Distribution of 10,000 bicycles to IDPs of Northern 2011-12 10,000 bicycles distributed to IDPs of Northern Province – Province (INR 3.3 crore) Project completed in February 2013 6. Supply of 15 Trishaws to war widows of Eastern 2011-12 8 widows from Batticaloa and 7 from Ampara district were Province (INR 25 lakhs) gifted with trishaws on 25 April 2012 7. Ongoing Housing Project – II Phase in the Northern and 2012-16 The second phase is almost complete, with only a few Projects Eastern Provinces (45000 houses) houses left. The houses left are slow moving and proposed write off cases. It has been noted that a few houses where it was proposed to write off earlier has been moving. As on date, More than 44,420 houses have been built / repaired. 16. Housing Project – III Phase (4,000 houses under 2016-18 Foundation stone laying ceremony was held on 24 April community-driven model) in Central / Uva 2016. Initially, 1134 out of 4000 houses are constructed and Provinces( INR 24 Crore) remaining 2866 will be constructed based on the land allotted by GoSL. 17. Supply of Boats and Fishing nets to fishermen of 2016-17 MoU was signed on 30 March 2016. Currently, technical Mullaiteevu in Northern Province (INR 4.5 crore) bids are being evaluated by Technical Evaluation Committee (TEC). 18. Project to support livelihood of fishing and farming 2016-17 MoU signed on September 15, 2016. TEC is constituted by communities in Hambantota district (INR 14.2 crore) M/o Fisheries. Specifications have been prepared by M/o Fisheries and the first PSC to be held next week. 19. Construction of 3000 rain water systems in Jaffna 2016-17 In principle approval received from Ministry. MoU has been District-ONUR project (INR 14.2 crore) signed 13 January 2017. Members of Technical Evaluation Committee (TEC) and Project Steering Committee (PSC) are constituted by the Ministry of National Integration and Reconciliation. The first PSC is to be held in the first half of March 2017. Education and Research 20. Completed Setting up nine English Language Laboratories in 2012-13 Nine Language labs were set up one each in the nine Projects each of the nine Provinces of Sri Lanka (INR 4 crore) provinces of Sri Lanka as per an MoU signed by GoI and GoSL. 21. Supply of computers for educational institutions in 2010-12 1260 computers & 218 printers were distributed to 550 + Eastern Province (INR 6.49 crore) schools and colleges of Eastern Province 22. Supply of equipment, lab items and vehicles to 2011-12 Equipment, machinery and vehicles were handed over to Palmyrah Research Institute, Jaffna in Northern Palmyrah Development Board on 20 July 12. Province (Rs. 2.8 crore) 23. Repairs of 79 Schools of Northern Province (INR 2011-12 79 schools damaged during the conflict were renovated – 7.82 crore) The Project was completed on 31 July 2012. 24. Setting up of a Siddha Faculty at Trincomalee (INR 2010-11 Siddha Faculty was set up with equipment, furniture, 4.37 crore) chemicals, lab items, vehicles supplied by GOI 25. Emergency Ambulance Services project in Western 2016-17 Ambulances issued. Training of 133 personnel completed. and Southern Provinces (INR 45 crore) 26. Ongoing Construction of multi-ethnic trilingual school in 2017-2018 Ministry accorded in-principle approval on 4 July 2016. Projects Polonnaruwa (INR 14.2 crore) MOU was signed on 02 February 2017. TEC and PSC constituted. PSC is to be held Next week. 34. Upgrading Saraswathy Central College in Pusselawa, 2016-17 Ministry accorded in-principle approval in December 2015. Kandy (INR 4 crore) MOU is being finalized. Delay from the Sri Lankan side due conflict in issue of taxes between the Central Government and the Provincial Government. GoSL recently conveyed that tax component would be borne by them. 35. Upgrading Schools in Plantation Areas (INR 12.5 2017/2018 In-principle approval was received from Ministry. PSC was held on 10 March 2017. 38. Setting up of a Faculty of Agriculture at Kilinochchi 2015-16 MoU signed with GoSL on 14 July 2014 to implement the (INR 14.2 crore) Project. Construction work almost is completed. 39. Setting up of a Faculty of Engineering at Kilinochchi 2015-16 MoU signed with GoSL on 14 July 2014 to implement the (INR 14.2 crore) Project. Construction work is almost completed. 40. Setting up of a Rabindranath Tagore Auditorium at 2016-17 MoU signed during the visit of Hon’ble PM to Sri Lanka Ruhuna University in Matara in Southern Province from 13-15 March 2015. Contract was awarded to the L1 (INR 14.2 crore) bidder on 17 March 2016. Construction work is in progress. The foundation stone was laid on 21 July 2016. 41. Scholarships for Sri Lankan students to pursue higher 2003- Till Scholarships provided for 290 students for higher education education in Sri Lanka and in India (INR 9 crore) date in India and 500 students for higher education in Sri Lanka. Health and Medical Care 42. Completed Construction of 200 bed ward complex at General 2012-13 Construction work completed.

Ornamenting Fingernails and Roads: Beautification and the Embodiment of Authenticity in Post-War Eastern Sri Lanka Abstract In post-conflict Sri Lanka, communal tensions continue ot be negotiated, contested, and remade. Color codes virtually every aspect of daily life in salient local idioms. Scholars rarely focus on the lived visual semiotics of local, everyday exchanges from how women ornament their nails to how communities beautify their open—and sometimes contested—spaces. I draw on my ethnographic data from Eastern Sri Lanka and explore ‘color’ as negotiated through personal and public ornaments and notions of beauty with a material culture focus. I argue for a broad view of ‘public,’ which includes often marginalized and feminized public modalities. This view also explores how beauty and ornament are salient technologies of community and cultural authenticity that build on histories of ethnic imaginaries.

Sri Lanka ‘s Cultural Triangle Sri Lanka’s Cultural triangle is situated in the centre of the island and covers an area which includes 5 World Heritage cultural sites(UNESCO) of the Sacred City of Anuradhapura, the Ancient City of Polonnaruwa, the Ancient City of Sigiriya, the Ancient City of Dambulla and the Sacred City of Kandy. Due to the constructions and associated historical events, some of which are millennia old, these sites are of high universal value; they are visited by many pilgrims, both laymen and the clergy (prominently Buddhist), as well as by local and foreign tourists. Kandy the second largest city in Sri- Lanka and a UNESCO world heritage site, due its rich, vibrant culture and history. This historic city was the Royal Capital during the 16th century and maintains its sanctified glory predominantly due to the sacred temples.

Only 4% of Sri Lankans have a negative view on India, the lowest of all the countries surveyed by the Ipsos GlobalScan.[1] The two countries are also close on economic terms with India being the island's largest trading partner[2] and an agreement to establish a proto single market also under discussion at an advanced stage.[3] There are deep racial and cultural links between the two countries. India and Sri Lanka share a maritime border. India is the only neighbour of Sri Lanka, separated by the Palk Strait; both nations occupy a strategic position in South Asia and have sought to build a common security umbrella in the Indian Ocean.[4]Both India and Sri Lanka are republics within the Commonwealth of Nations. They have been however tested by the Sri Lankan Civil War and by the controversy of Indian intervention during the war. In recent years Sri Lanka has moved closer to China, especially in terms of naval agreements. India has signed a nuclear energy deal to improve relations.
