Tuan Speaker, terlebih dahulu saya ingin mengucapkan terima kasih kepada Yang Amat Berhormat Ketua Menteri yang telah membentangkan Belanjawan 2017 di Dewan yang mulia ini dengan fokus kepada transformasi luar bandar. Dengan peruntukan yang telah diberikan kepada Kementerian Kemudahan Awam, saya yakin kita dapat melangkah setapak lagi di dalam meningkatkan liputan bekalan elektrik 24 jam, air terawat serta air bersih di luar bandar. In addition, this Ministry will spare no effort in bridging the

Dalam pada masa yang sama, Kementerian saya akan terus berusaha untuk mendapatkan peruntukan tambahan daripada Kerajaan Persekutuan dan juga Suruhanjaya Multimedia dan Komunikasi (MCMC) untuk meneruskan agenda transformasi luar bandar di Negeri ini.

Saya ingin mengucapkan penghargaan dan terima kasih kepada Ahli-Ahli Yang Berhormat yang turut serta dalam perbahasan mengenai isu-isu di bawah Kementerian saya.

Water Supply

Menteri Kemudahan Awam (Y.B. Dato Sri Dr Stephen Rundi Anak Utom): Tuan Speaker, I will now touch on Water Supply.

In order to accelerate the growth in the rural areas of , the State has embarked earnestly on the rural transformation programme to give more emphasis to the development of basis amenities including the provision of water supply in the rural areas. As at the end of 2015, the water supply coverage in the urban area is almost 100% but the coverage in the rural areas is only about 61%. As such, it is necessary to expedite the provision of treated or clean water supply to the remaining 39%, representing an estimated 114,000 households.

Under the 11th Malaysian Plan (MP), Kementerian Kemajuan Luar Bandar dan Wilayah (KKLW) had ‘agreed in principle’ to implement 141 projects at an estimated cost of RM2.38 billion. Of these, 39 projects worth RM490 million had been approved in the first rolling plan (RP1). The 141 projects are expected to benefit some 55,000 households.

On top of these, the State had allocated RM668 million in the 11th Malaysia Plan (MP) for raw water source development, master plan studies, consultancies and system improvement works in critical areas.

Tuan Speaker, to facilitate the provisions of water supply to the remote areas which are not accessible by road, my Ministry had formulated the programme called SAWAS (Sarawak Alternative Rural Water Supply). With the cooperation from the agencies concerned, including Resident & District Office and the Department of Health, and the identification of the villages on the ground is nearly completed. Due to the localities and the cost involved, SAWAS is proposed to be implemented in phases based on priority and the availability of funds.

The State also recognized the inconveniences faced by the existing consumers who experienced frequent interruptions of water supply due to pipe breakages or plant breakdowns. To help address these problems, some 1600km of Asbestos Cement (AC) pipes and other aged pipes are proposed to be replaced over a period of 5 to 10 years. About 32 water treatment plants and 90 reservoirs had also been identified for retrofitting.

Tuan Speaker, the projects under the programmes for SAWAS, pipe replacement and retrofitting of treatment plants are referred to as ‘intervention projects’ for Rural Transformation. While we continue to request for fund from the Federal Government, I wish to thank Yang Amat Berhormat Chief Minister for providing a special allocation of RM106 million from the State coffer to ‘kick start’ the above programmes.

Isu-Isu Spesifik

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Lingga, untuk mengatasi masalah tekanan air rendah yang berlaku di kawasan , pihak JBALB atau Jabatan Bekalan Air Luar Bandar telah diarah untuk mengawasi kerja-kerja penyelenggaraan loji dan juga sistem pengagihan air dari masa ke semasa. Untuk jangka masa panjang, bekalan air di Maludam akan dibekalkan dari loji Kaki Wong, . Projek ini telah diluluskan untuk pelaksanaan di bawah Rolling Plan pertama.

Untuk makluman Ahli Yang Berhormat bagi , sukacita dimaklumkan bahawa projek penyambungan paip ke Rumah Kam dan Rumah Duat, Pusa telah diluluskan di bawah Program Transformasi Luar Bandar. Projek Sambungan Bekalan Air dari simpang jalan Kaki Wong ke Pusa , Betong, kini dalam pelaksanaan dan pencapaian kemajuan fizikal adalah 14%.

Untuk makluman Ahli Yang Berhormat bagi , sebanyak 61 kampung telah dikenalpasti untuk dilaksanakan dalam program SAWAS di kawasan Tellian. Pelaksanaan program ini adalah secara berperingkat mengikut keutamaan dan peruntukan yang disediakan.

Tuan Speaker, for the information of Ahli Yang Berhormat for Tamin, the ‘Projek Menaiktaraf Loji Rawatan Air Nanga Sekuau/Nanga Stapang Dan Kerja-kerja Penyambungan Paip Ke Kawasan Tamin, Nanga Tajam Dan Nanga Sekuau, Bahagian , Sarawak’ at an approved cost of RM65.2 million is awaiting appointment of consultant by KKLW. Upon completion of this project, the villages will be able to enjoy treated water supply and schools in the area can apply for water waters supply through the Department of Education.

On the issue of water supply extension from to Sg. Buloh and Arip, Jalan , I wish to inform that the project has been submitted to KKLW for consideration in the 11th Malaysia Plan.

Other areas in Tamin which are not covered by the above projects will be considered under the SAWAS Programme.

For the information of Ahli Yang Berhormat for , the proposed water supply to area has been approved for implementation in Rolling Plan 2 at an estimated cost of RM8.5 million.

The proposed new 10 MLD Long Lama Water Treatment Plant including pipeline extension to Long Banyok, Long Ikang, Long Puak and Umah Akeh has been agreed by KKLW for implementation under the 11th Malaysia Pan. The remaining longhouses raised by Ahli Yang Berhormat for Telang Usan will be considered for implementation under the SAWAS Programme.

Untuk makluman Ahli Yang Berhormat bagi , projek bekalan air di Mongkos dan Mentong Merau kini di peringkat penilaian tender dan dijangka dapat dimulakan pada awal tahun 2017.

On the issue of water supply for Kampung Merakai as raised by Ahli Yang Berhormat for Bukit Semuja, I wish to inform Ahli Yang Berhormat that it will be considered in the SAWAS programme.

Tuan Speaker, for the information of Ahli Yang Berhormat for , all the areas mentioned are included in the proposed “Projek Bekalan Air Luar Bandar Untuk Kawasan Lubok Antu Fasa II” which has been submitted to KKLW for consideration in Rolling Plan 2.

Untuk makluman Ahli Yang Berhormat bagi Saribas, projek penyambungan paip air di Kampung Tuie, Kampung Serabang, Supa dan Kampung Medang akan ditender pada awal tahun 2017.

Projek bekalan air bagi Rumah Buda Illi dan Rumah Buda Ulu telah diluluskan di bawah program Transformasi Luar Bandar untuk pelaksanaan dalam tahun 2017.

Untuk makluman Ahli Yang Berhormat bagi Meluan, Projek Bekalan Air Fasa II telahpun dipersetujui oleh KKLW untuk dilaksanakan dalam Rancangan Malaysia Ke-11.

For the information of Ahli Yang Berhormat for Machan, the proposal to carry out the complete study of water supply for the areas mentioned will be included in the Proposed Water Supply project, which is currently under preliminary design stage.

Tuan Speaker, on the issue of water supply in the suburban areas as raised by Ahli Yang Berhormat for Bukit Goram, I wish to inform that, “Projek Bekalan Air Luar Bandar Kawasan ” has already been approved by KKLW in the first Rolling Plan of 11th Malaysia Plan with an estimated cost of RM32.5 million. The scope of work included pipeline extension, booster stations and reservoirs. We are appealing to KKLW to increase the scope, including upgrading of the treatment plant, in order to cover all those unserved areas which is accessible by road.

Untuk makluman Ahli Yang Berhormat bagi , pelaksanaan bekalan air ke rumah panjang di sepanjang Jalan Ulu Sebetan dan Ulu Brayang, SK Ulu Sebetan dan SK Mudong telah dipersetujui oleh KKLW dibawah Rancangan Malaysia Ke-11.

Untuk makluman Ahli Yang Berhormat bagi Opar, JBALB sedang menjalankan beberapa kerja-kerja membaikpulih untuk meningkatkan tekanan air ke kampung-kampung yang sedang menghadapi masalah tekanan air rendah. Untuk rancangan jangka masa pendek, cadangan projek membina saluran paip baru akan dilaksanakan pada tahun 2017. Bekalan air di kawasan ini akan bertambah baik dengan siap sepenuhnya projek Bau/Lundu/ Regional Water Supply dalam Rancangan Malaysia Ke-11.

Tuan Speaker, Ahli-Yang Berhormat for raised the issue of treated and clean water supply in his constituency. I wish to inform Ahli Yang Berhormat that two projects, namely, Serian-Bukit Punda-Sabal Regional Water Supply and Bekalan Air Luar Bandar (BALB) Kawasan Pantu Fasa II were submitted to KKLW for consideration under Rolling Plan 2. These projects will cover most of the Balai Ringin constituency. Those longhouses that are not included under the above two projects will be considered under the SAWAS programme.

Untuk makluman Ahli Yang Berhormat bagi , bekalan air bersih ke kawasan Mupong dan Sebareng akan dicadangkan untuk pelaksanaan di bawah program SAWAS.

For the information of Ahli Yang Berhormat for , the proposed high level tank and associated works for Mapai, Sengayang and Kabah is included under the project “Extension of pipelines to Rh. Liang, Ulu Bawan, Rh. Philip Umpum dan Rh. Lanting, Nibong Tada, Kanowit, ” which has been agreed by KKLW for implementation in 11th Malaysia Plan.

Untuk makluman Ahli Yang Berhormat bagi Murum, bekalan air ke kampung- kampung yang dibangkitkan oleh Ahli Yang Berhormat akan dicadangkan untuk pelaksanaan di bawah program SAWAS.

For the information of Ahli Yang Berhormat for Lambir, “Projek Bekalan Air Luar Bandar ke Kawasan Beluru” which covers the 6 longhouses from Ulu Sibuti and Sg. Medang Merah areas, is currently under tender evaluation stage. As for the proposed pipeline extension to the other kampungs mentioned, it had been approved under the PM walkabout programme for implementation under the second Rolling Plan.

Untuk makluman Ahli Yang Berhormat bagi , pelaksanaan projek bekalan air dari persimpangan Jalan Ukong/Enkasing ke Pekan Nanga Medamit akan dilaksanakan pada awal tahun 2017.

Berkenaan dengan isu tekanan air rendah di sepanjang Jalan Ulu Pandaruan yang dibangkitkan oleh Ahli Yang Berhormat, masalah ini dijangka selesai dengan siapnya projek yang sedang dilaksanakan menjelang pertengahan tahun 2017.

Rural Electrifications Schemes

Tuan Speaker, I will now touch on Electrification Schemes in the State.

The State recognized that about half of its population area is in the rural areas including those sparsely dispersed across geographically challenging terrain of the interior. But this has not hampered the State’s commitment to electrify the rural communities to ensure that everyone benefits, no matter where they live.

At the last sitting of this august House, I mentioned that the rural electrification coverage as at end of 2015 was 86% and that the number of households yet to be electrified was estimated round about 41,000. This estimate was based on data compiled from previous studies and from application received. My Ministry is now carrying out a verification exercise with the Residents and District Officers from all the Divisions in the State to determine the names, locations, population and accessibility of all the villages and longhouses which are without electricity or portable water supply. This information will enable the Ministry to determine more accurately the extent of the coverage and to plan for the implementation of the rural electrification as well as rural water supply projects in the unserved areas.

Tuan Speaker, in order to accelerate the transformation of the rural area, a Cabinet Committee on Rural Transformation has been formed. One of the Key Result Areas of this Committee is to accelerate the provision of electricity supply to the rural areas. The target is to achieve 100% electrification by 2025. The strategies are:-

(a) To extend 33/11kV distribution lines from the existing grid to the rural areas;

(b) To construct new main substations at strategic locations for RES grid extensions; and

(c) To provide alternative electricity supply such as solar or micro hydro for remote rural areas which cannot be connected to the grid, through the solar hybrid programme and the Sarawak Alternative Rural Electrification Scheme (SARES).

Tuan Speaker, the estimated total cost to achieve 100% electrification is about RM8 billion. In the 11th Malaysia Plan, the Federal Government has to date approved a provision

5 BELUM DISUNTING 28 NOVEMBER 2016 of RM1.355 billion of which RM850 million is for grid extension projects and RM505 million is for alternative systems under the solar hybrid program and SARES.

Implementation of the projects is currently in progress. Contracts for grid extension project with a total value of RM850 million which will benefit 14,020 households are now in various stages of implementation. Under the solar hybrid program, five projects with a total cost of RM434 million are also in progress and when complemented will benefit 2,469 households. Under SARES, the first phase of the projects costing RM71 million commenced in May 2016 this year. The projects will benefit 58 villages with a total of 1,439 households. It is anticipated that the projects for 43 villages will be completed in January 2017 and the remaining 15 villages in May 2017.

Isu – Isu Spesifik

Tuan Speaker, I shall now respond to specific issues raised by Ahli-Ahli Yang Berhormat.

For the information of Ahli Yang Berhormat for Tamin, the longhouses which do not have electricity supply yet are those which do not have road access. Electricity supply will be extended to these longhouses once they are accessible by road. Those that are more than 30km from the existing grid will be considered under the SARES programme.

On the request for street lighting, this will be considered under the next phase of implementation of the project “Lampu Jalan Kampung”. The criteria for implementation under this project are that the area has electricity supply from the grid and that the roads are kampung roads and not roads under the local authorities.

Untuk makluman Ahli Yang Berhormat bagi Daro, kawasan-kawasan seperti berikut masih tiada jalan raya penghubung:

(a) Rumah panjang di Mawan, Sebinjai, Nanga Lassa, Sibu;

(b) Rumah panjang di Sungai Pasin, Batang Lassa dan Kampung Sawai, Matu; and

(c) Rumah panjang di Sungai Serban, Daro.

Perancangan untuk penyambungan bekalan elektrik secara talian grid ke kawasan tersebut akan dilaksanakan setelah adanya jalan raya. Jadi, mohonlah Ahli Yang Berhormat mohon untuk buat jalan raya.

Tuan Speaker, on the request for RES projects by Ahli Yang Berhormat for Machan, I wish to inform that the longhouses mentioned will be considered in the next phase of grid extension projects to be implemented.

For the information of Ahli Yang Berhormat for Tupong and Saribas, RES projects have been completed in your respective areas. For the houses which were built after the projects were completed, electricity supply to these houses will be considered after my Ministry has received the applications.

For the information of Ahli Yang Berhormat for Engkilili, street lightings along kampong roads under Lampu Jalan Kampung programme shall be considered in the next phase of project implementation starting early 2017 in priority areas.

Untuk makluman Ahli Yang Berhormat bagi Krian, pelaksanaan projek Bekalan Elektrik Luar Bandar (BELB) di kawasan Ulu Kabo telah siap pada awal November 2016 dan kerja-kerja penyambungan meter kepada isi rumah yang terlibat sedang giat dilaksanakan. Untuk penyambungan ke sekolah yang berdekatan, proses seterusnya akan diurus oleh pihak Jabatan Pendidikan melalui permohonan terus ke pihak SEB.

Tuan Speaker, for the information of Ahli Yang Berhormat for Murum, Jelalong and Tubau are now more accessible and SEB is planning for grid connection to these areas. For Long Urun, SEB with funding from KKLW is currently implementing a solar hybrid station, which is scheduled for completion by third quarter of 2017. The most remote areas will be considered under SARES programme including those villages in Ulu Sungai Linau.

For the information of Ahli Yang Berhormat for Ngemah, the three longhouses mentioned shall be considered for micro hydro or solar under the SARES programme which is more feasible. For Nanga Dap area, the distribution lines and transformers mentioned were constructed for the schools in the area. Since its completion in 2012, SEB has used this infrastructure to connect 17 nearby villages for 287 households and will continue to include more villages in the area under the RES programme.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Balai Ringin, pelaksanaan projek BELB di Kampung Mentu dan Keranggas telah diluluskan di bawah kontrak tahun 2015. Manakala Kampung Muding pula telah diluluskan di bawah kontrak tahun 2016. Bagi Rh. Empaling, projek BELB telah siap sepenuhnya. Untuk projek BELB di Kampung Tuba, kerja-kerja survei telah dilakukan pada tahun 2014 yang lalu, namun pelaksanaan projek BELB tidak dapat dilaksanakan kerana faktor jalan balak yang tidak sempurna dan sukar untuk dilalui. Manakala untuk kawasan Ubah akan dicadangkan pada kontrak yang akan datang.

On the issue of villages and longhouses which are without electricity supply, I wish to assure Ahli-Ahli Yang Berhormat that there are intervention plans to electrify all these areas either through the grid extension or SARES programmes. The projects will be carried out in phases in accordance with the allocation of funds.

Electricity Supply

Tuan Speaker, I will now touch on electricity supply. Sarawak’s present committed demand is 3,409MW and the grid’s firm generation capacity is 3,544MW. The energy sales increased four-fold from 4,700 giga-watt hour (GWh) in 2009 to about 20,000 GWh this year. This rapid increase in energy consumption from the accelerated growth demand is due to the success of the State’s SCORE agenda launched in 2008 which aims to make Sarawak a developed State with a high income economy through industrialisation by 2030.

In meeting the increasing demand for electricity in tandem with Sarawak’s economic growth, the State will continue to harness her abundant indigenous natural resources in water, gas, coal as well as small renewable sources such as biomass, solar and biogas. These resources will be developed to achieve an optimal generation mix that ensures security and availability of power at all times. The State’s major power generation projects represent an additional installed capacity of about 3,500MW by 2025.

The transmission lines and distribution systems will continue to be expanded and strengthened to reliably transmit electricity to Sarawak’s 630,000 organic, SCORE and export customers. The major projects are:-

(a) The 500kV second transmission backbone expected to be commissioned by second quarter 2017.

For the information of this august House, the outages that affected customers in the southern part of Sarawak on Saturday evening and Sunday morning were caused by a tripping of Selangau/Oya 275kV transmission line and /Selangau 275kV lines respectively. In these incidents, the supply was restored progressively to most affected areas within one hour, with all the remaining affected customers within three hours. Sarawak Energy is investigating the incidents and an international consultant will be engaged under the supervision of Electricity Inspectorate Unit of my Ministry to independently verify the result.

Tuan Speaker, the risk of these incidents can be mitigated with the completion of the 500kV second transmission backbone. Although initially targeted by the end of this year, it is now expected to be completed only by second quarter of 2017 due to way leave issue. We seek the cooperation of all parties including Ahli-Ahli Yang Berhormat, especially land owners, for the State through Sarawak Energy to complete the 500kV transmission project without further delay.

(b) The second injection point through the 275kV Lambir sub-station for by 2019.

(c) The extension of the State Grid to the Northern Region of Sarawak by 2020.

In addition, the distribution system supplying to load centres throughout the State will continue to be reinforced and strengthened by building new distribution substations, installing new lines and upgrading transformers and overhead lines.

Tuan Speaker, with hydro predominantly used for power development to pursue Sarawak’s SCORE agenda, other spin-off benefits are now enjoyed by the rakyat. On average, organic customers across the State pay electricity tariff which are the lowest across all sectors in Malaysia and amongst the lowest in this region. This is a direct result of hydropower development that has a low generation cost.

With the construction of the hydropower plants located in the Sate’s interior, other associated rural infrastructures including roads now provide connectivity as in the case of the completed Bakun and Murum Hydroelectric powers. With connectivity, we expect increased socio economic development in the affected areas.

The Murum resettled communities, in particular the Penans, are enjoying many improvements, namely:

(a) Better housing at sites chosen by the communities themselves.

(b) 24 hour electricity and clean water supply.

(c) Regular school attendance with the setting up two temporary primary schools;

(d) An annual education incentive worth RM200,000.00 from SEB and increased literacy through the on-going Murum Penan Literacy Programme. So far 400 adults who have attended the programme can now read, write and count.

Tuan Speaker, the construction of Baleh Hydroelectric Power (HEP) will see about RM2 billion worth of entrepreneurial opportunities and the creation of 3,500 jobs of various skill grades during the implementation of the project.

To ensure local youths from Baleh and Kapit benefit, training for high value employment is being undertaken in collaboration with training institutions. RM7.2 million has been allocated to provide skills training and internship programmes for 500 youths to eventually work under the Baleh HEP.

The interior of will have connectivity to towns and cities in Sarawak as roads and bridges are being constructed. The infrastructure development will accelerate the provision of utilities such as electricity to the area. RM100 million has been allocated to construct the main 33kV distribution lines from Kapit to Baleh. When completed by 2020, about 126 villages with 2,567 households and 22 schools will benefit from that.

It is apparent that upstream hydropower generation projects will accelerate rural transformation.

Specific Issue

Tuan Speaker, with regard to the issues raised by Ahli Yang Berhormat for Ba’Kelalan, the State Government imposed a moratorium of the Baram HEP in response to concerns raised by certain groups, even though Baram HEP is much needed to meet the rapid demand growth. However, the Baleh HEP project received overwhelming support from the Baleh community who recognized the benefits and the spin-off from the project.

The State has undertaken a comprehensive review of its power strategy for economic development thorough industrialization as well as for full electrification that includes rural communities. Power generating plants including large hydro will continue to be developed to meet demand. For rural electrification, the Government is already utilizing alternative generation sources such as mini-hydro and solar. Examples include the 887KW Central Solar Hybrid Power Station, 10MW Kota 2 Mini Hydro Station in and 320KW Mini Hydro Station in Baram.

Tuan Speaker, on the issue of the solar hybrid power stations at Long SemadohNaseb and in Ba’Kelalan, these two stations which were officially handed over to SEB in May this year, are supplying reliable 24-hours electricity supply to the two villages. The stations are designed to be fully-automated and unmanned as they are monitored remotely from SEB in office. Moreover, routine inspections at sites are undertaken and the last inspection was conducted last week

On the issue raised by Ahli Yang Berhormat for , the State’s decision to reduce electricity tariff for all categories in 2015 was intended to cushion the rising cost of living particularly for the low income group.For the example given, GST is not applicable for the first 300 units consumed. The tariff reduction was designed to benefit customers who consume less than 300 units per month which is about 50% of the domestic customer base. As a direct result of the tariff reduction, about 110,000 customers are now eligible for the zero-monthly bills which are borne by the Government.

Tuan Speaker, berkaitan dengan isu gangguan bekalan elektrik yang dibangkitkan oleh Ahli-Ahli Yang Berhormat bagi Lingga, dan Opar, kawasan-kawasan tersebut dibekalkan melalui sistem pengagihan talian-atas voltan tinggi 33kV yang panjang melebihi 100km seperti berikut:

(a) Sepanjang 170km dari pencawang utama Engkilili ke Maludam;

(b) Sepanjang 140km dari ke Kabong; dan

(c) Sepanjang 105km dari pencawang Semenggo ke Lundu.

Talian yang panjang ini mudah terdedah kepada pelbagai punca gangguan terutamanya elemen cuaca, haiwan dan tumbuh-tumbuhan kerana isu izin lalu. Sarawak Energy melaksanakan pelbagai langkah serta mempunyai perancangan untuk mengatasi gangguan bekalan bagi kawasan-kawasan tersebut.

Di Maludam, Sarawak Energy sedang melaksanakan pengalihan sebahagian tiang- tiang talian-atas 33kV di sepanjang sungai di jajaran jalan raya secara berperingkat bagi memudahkan kerja-kerja penyelenggaraan (maintenance). Peringkat pertama telah disiapkan pada 2015, manakala peringkat kedua dan ketiga masing-masingnya akan siap pada suku kedua 2017 dan suku ketiga 2018.

Tuan Speaker, di Kabong, talian-atas voltan tinggi 33kV yang kedua ke Kabong bernilai RM7 juta akan dibina dan dijangka siap pada penghujung 2017. Dengan siapnya projek tersebut, Kabong akan mempunyai dua sumber bekalan. Sumber utama bekalan adalah dari talian atas 33kV ini manakala talian atas yang sedia ada akan dijadikan sumber bekalan sandaran (backup).

Di Lundu, Sarawak Energy sedang menaik taraf pembumian (earthings) sistem agihan, pembersihan tumbuh-tumbuhan dan penyelengaraan peralatan talian atas menggunakan imbasan hot-spot dan ultra sound di sepanjang talian atas voltan tinggi Bau- Lundu. Untuk jangka masa pendek, kerja-kerja pengukuhan sistem tempatan di Lundu termasuk membina lingkaran (ring) talian atas voltan tinggi akan bermula tahun depan supaya pengguna-pengguna yang terlibat akan mempunyai sumber bekalan alternatif. Menjelang tahun 2020, Lundu dijangka akan menerima bekalan melalui pencawang masuk utama 275kV.

Tuan Speaker, on the issue of crop and land compensation for the 500kV transmission line as raised by Ahli Yang Berhormat for Pandungan, compensation is paid for the tower footing and for the affected crops including along the easement under the overhead conductors. The compensations are based on the standard Land and Survey rates. Land for the easement under the overhead conductor are not compensated as the land can still be utilized but safe clearances from the extra high voltage overhead conductors must be maintained.

Y.B. Encik Wong King Wei: Thank you, Tuan Speaker. Thank you, Honourable Minister. The land, although can be used but the value of the land has deteriorated tremendously because of the passing by of transmission lines, and that’s the fact, that’s the reality. I urge the Government to think fair and to compensate fairly to the land owner. As the line is cutting the land into two pieces, two sides, the loss of the value of the land should be compensated because it is only fair that the land owner to be compensated fairly. It is not that the land owner does not wish to cooperate. The delay of the 500 kV transmission line is not caused by the non-cooperation by the land owner. It is because the Government has not compensated fairly. I urge the Government to think fair and compensate fairly.

Menteri Kemudahan Awam (Y.B. Dato Sri Dr Stephen Rundi Anak Utom): Terima kasih, Ahli Yang Berhormat bagi . Tuan Speaker, I have mentioned earlier, the compensations of all these lands have been studied and looked thoroughly by the Land and Survey Department. The compensations have only been paid in accordance to what the rate has been stated. So I would urge Ahli Yang Berhormat for Padungan to give full explanation to the land owners that, anything that they want to do in development of Sarawak, we need to sacrifice. There’s give and take, okay. Let me continue.

Telekomunikasi

Menteri Kemudahan Awam (Y.B. Dato Sri Dr Stephen Rundi Anak Utom: Tuan Speaker, infrastruktur dan perkhidmatan komunikasi kini memainkan peranan yang amat penting terutama dalam merapatkan jurang digital dan sosio-ekonomi antara masyarakat bandar dengan luar bandar. Dengan kesedaran ini, pihak Kerajaan melalui MCMC telah melabur lebih RM2 bilion untuk perkembangan infrastruktur di Negeri Sarawak sejak tahun 2008 hingga kini. Pelaburan ini dapat dilihat dengan adanya 412 buah menara komunikasi sebagai tambahan kepada lebih 700 buah menara komunikasi yang sedia ada, 124 buah Pusat Internet 1Malaysia (PIM), sambungan gentian optik dasar laut dalam inisiatif Sistem Kabel Rakyat 1Malaysia dan sambungan gentian optik di daratan sepanjang 1,237 kilometer. Kerajaan kini juga sedang giat menjalankan sambungan gentian optik antara menara- menara yang membolehkan menara-menara ini dinaiktaraf dari perkhidmatan 2G ke 3G. Usaha-usaha ini telah membolehkan kadar penembusan jalur lebar isi rumah di Sarawak meningkat dari 13% pada tahun 2008 ke 53% pada suku kedua tahun 2016.

Tuan Speaker, untuk makluman Ahli-Ahli Yang Berhormat di Dewan yang mulia ini, perkembangan infrastruktur dan perkhidmatan komunikasi diperkukuhkan lagi dengan pembentukan Jawatankuasa Kerja Penyambungan Jalur Lebar di bawah Program Tranformasi Luar Bandar (RTP) yang diilhamkan oleh Yang Amat Berhormat Ketua Menteri Sarawak. Ini adalah demi mencapai sasaran Sarawak sebagai Negeri maju yang berpendapatan tinggi menjelang tahun 2030.

Pelbagai rancangan penambahbaikan infrastruktur dan perkhidmatan komunikasi baharu sedang dilaksanakan dan kini adalah di peringkat akhir. Antaranya seperti penambahan menara-menara komunikasi yang baharu, peluasan perkhidmatan 3G di kawasan-kawasan berpenduduk, serta meneruskan usaha untuk menyambungkan menara- menara sedia ada dengan gentian optik. Matlamat Kerajaan adalah untuk mencapai 95% liputan jalur lebar di kawasan berpenduduk pada tahun 2021 dan seterusnya 100% pada tahun 2030.

For the broadband coverage in our schools, the Ministry of Education has decided to revive 1Bestarinet Project to provide 4G broadband connectivity for 1,449 schools in Sarawak. This project will be implemented in phases and is scheduled to be completed by 2019. The first batch of this project involves 41 schools and will be completed by the end of this year. The second batch will be 170 schools will commence in January 2017 and are expected to be completed by June the same year. The remaining schools will be implemented in batches within three years.

Tuan Speaker, seperti pelaksanaan kemudahan infrastruktur-infrastruktur asas yang lain, perancangan dan pelaksanaan sistem komunikasi juga perlu dirancang secara berpusat dengan menumpukan kawasan-kawasan yang berpenduduk padat dan kemudian berperingkat ke kawasan-kawasan sekitar secara sistematik. Ini adalah untuk memastikan kemudahan ini adalah berangkai seterusnya memberikan kualiti perkhidmatan yang lebih

11 BELUM DISUNTING 28 NOVEMBER 2016 baik ke seluruh kawasan penduduk di Sarawak. Selain itu juga, perancangan secara berpusat ini penting berikutan dengan pelbagai cabaran seperti topografi Sarawak yang berbukit bukau, tumbuhan hutan hujan tropika yang berbentuk tinggi dan kanopi, pola penduduk yang berselerak serta kekangan jaringan bekalan elektrik stabil di kawasan luar bandar.

Tuan Speaker, untuk makluman Ahli-Ahli Yang Berhormat bagi Daro, Lingga, Bukit Goram dan Engkilili, buat masa ini belum ada perancangan untuk penambahan projek Wi-fi Komuniti di seluruh negara oleh MCMC. Namun Kementerian saya telah meminta pihak MCMC untuk membuat kajian lanjut akan keperluan menara komunikasi ini di kawasan- kawasan yang dinyatakan oleh Ahli-Ahli Yang Berhormat untuk dimasukkan dalam perancangan peluasan liputan selular di masa hadapan.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Kalaka, Pusat Internet 1Malaysia yang dibina di Kubu Ranee telah dinaiktaraf dari sistem VSAT kepada Microwave Link dan kelajuannya dari 4Mbps ke 20Mbps. Pihak pemberi perkhidmatan yang dilantik juga bertanggungjawab untuk memastikan perkhidmatan yang disediakan adalah berfungsi secara optimum sepanjang kontrak perkhidmatan mereka. Audit secara berkala dan ad-hoc juga dijalankan oleh pihak MCMC.

Selain itu, pelbagai program jangka masa pendek dan kursus-kursus keusahawanan telah disediakan dari peringkat asas seperti pengenalan kepada komputer untuk golongan kanak-kanak, dewasa dan warga emas yang kurang pengetahuan ICT. Program peringkat yang lebih tinggi seperti program kerjasama dengan Intel juga disediakan untuk membantu para usahawan kecil menggunakan komputer dan internet sebagai wadah untuk pemasaran produk serta pengurusan perniagaan mereka.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi , bagi pelabur industri yang besar, perkhidmatan yang disediakan adalah berdasarkan keperluan khusus para pemain industri yang berbeza dan akan disediakan berdasarkan jadual keperluan pelabur. Pihak TM telah menyediakan perkhidmatan rangkaian data, jalur lebar dan talian tetap telefon kepada pelabur sedia ada di Samalaju seperti Press Metal, OM Ferro Alloy, Sakura Ferro Alloy dan sebagainya.

Untuk makluman, pihak Malaysian Phosphate Additives Sarawak, Huchems Fine Chemicals Corporation dan Press Metal sedang berunding dan bekerjasama dengan pihak TM untuk menyediakan perkhidmatan sejurus mendapat persetujuan komersil para pelabur. Proses yang sama juga akan digunapakai untuk pelabur-pelabur baharu.

For the information of Ahli Yang Berhormat for Tanjung Batu, on the issue of manhole cover theft, Bintulu reported the highest incidents at 135 cases as of November 2016. TM has replaced all the missing manhole covers along Jalan Sultan Iskandar and currently TM is redesigning the manhole cover to reduce thefts and has pledged to combat this with new innovative approach.

As for the 30 metres rapoles located at Taman Kemena Sutera, Jalan Sebiew, Bintulu and Taman Chin Lee, Jalan Sultan Iskandar, that were erected to support the high speed broadband access and services required by service providers. Measurements taken on site found that the distances from the rapoles to the nearest house or building are within the permissible limit under the "Setback Guideline Review and New Telecommunication Structure" issued by State Planning Authority.

Regarding the telecommunication tower at Taman Kim San, it has been listed under the on- going relocation exercise. Site survey is currently being conducted and the tower is expected to be relocated by Quarter One 2017.

Encik Chiew Chiu Sing: Thank you very much Tuan Speaker, thank you very muchHonourable Minister, on the transmitting tower that has been erected whether one of the concern, we can understand the concerned of people because it is right in their housing estate and I think to alleviate the concern of these people whether the Ministry can consider to have a dialogue first with the people, with the residence there and engage that feeling on the thing and if there are alternative that could be provided to alleviate this problem because of the fear that is so close and they do not know about it and it is all of a sudden is up there. Thank you, Tuan Speaker.

Menteri Kemudahan Awam (Y.B. Dato Sri Dr Stephen Rundi Anak Utom: Thank you Ahli Berhormat for Tanjung Batu. Tuan Speaker, yes indeed, we are prepared to have a dialogue with those concerned in the area.

On the issue of health, the result of study conducted in 1996 by the inter-agency Ad- Hoc Scientific Committee comprising the comprising the Ministry of Health and various academic and standards bodies such as UKM, UM, and others and UTM, and SIRIM shows no conclusive evidence to indicate that radio frequency or 'RF' energy or radiation emission exposure at levels normally encountered, would cause any adverse health effects.

World Health Organisation also stated that multiple studies done in the past have not provided any clear cut evidence that RF exposure from transmitters increases the risk of cancer. Tests carried out by International Commission on Non-Ionizing Radiation Protection and the MCMC also found that the average RF emission level recorded from telecommunication transmitters in Malaysia is too low to cause any harmful health effects.

Tuan Speaker, saya berharap segala rancangan-rancangan untuk tahun 2017 yang telah saya bentangkan sebentar tadi akan dapat disempurnakan dengan jayanya melalui sokongan dan kerjasama daripada semua Ahli-Ahli Yang Berhormat, penjawat-penjawat awam, agensi-agensi pelaksana serta lapisan masyarakat amnya.

First and foremost, I would like to take this opportunity together with the other Ahli- Ahli Yang Berhormat in this august House to thank the Yang Amat Berhormat Chief Minister of Sarawak Datuk Patinggi Tan Sri (Dr) Haji Adenan Bin Haji Satem for tabling the 2017

State Budget. I would like to congratulate Yang Amat Berhormat for the courage and leadership in tabling a deficit budget first time in fourteen years because of the need of the State and the Rakyat in this period of economic uncertainty. The 2017 budget will continue to be development biased and focus on rural transformation to give greater emphasis to develop the necessary infrastructures and amenities including internet facilities. This is to bridge the gap between the urban centres and the rural areas to improve the quality of life of the people in Sarawak. I also like to record our sincere thanks to the State Government for the elevation of the Council into a Municipal Council on 11th November this year. The elevation of as the third municipality in the State is timely as this commensurate with the rapid growth and development experienced by Kota Samarahan during the past decades. It is our hope that with the elevation, the people of Kota Samarahan, Kota Ilmu will be inspired to make the town most liveable and smart city.

I wish to thank all Ahli-Ahli Yang Berhormat who during the course of their debates had either commented or raised matters relating to my Ministry and the departments under my purview or my watching brief. I will attempt to respond to the issues raised by the Honourable Members.

Ministry of Local Government

Tuan Speaker, my Ministry and all the departments under my charge, namely the 23 Local Authorities, DID, the Sewerage Services Department, The Federal Ministry of Health Department and the Fire and Rescue Department as service providers as well as frontline Government machineries, are fully aware of the ever changing and increasing expectations of the rakyat. We pledge to give our full commitment and ensure that our service delivery systems are continuously enhanced to provide the rakyat with the required services and to enhance their quality of life.

To achieve the above goal, my Ministry will look beyond our traditional roles and functions in order to be more effective in the way we deliver our services to the people of Sarawak. In doing so, we adopt the National Blue Ocean Strategies (NBOS) approach in solving the various emerging issues and challenges. Towards realizing our Vision to make “Local Authority as Model Centre for Community Advancement”, my Ministry has formulated many strategic management initiatives such as the implementation of MS ISO 9001:2015, Sarawak Civil Service Scorecard, Innovative & Creative Circle, Key Focus Activity, Local Key Result Areas, Community Engagement Programs and developing Key Performance Indicators for Council Chairman and Councillors.

Municipal Services

Development Projects

Tuan Speaker, Ahli-Ahli Yang Berhormat for , Pending, Tamin, Tellian, , , Telang Usan, Layar, , Tupong, , Engkilili, Tanjong Batu, Machan, Saribas, Meluan, , Bukit Begunan, Balai Ringin, Padungan and Lambir have highlighted various issues and concerns relating to the provision of infrastructures, municipal services and the occurrences of flash flood in the respective constituency. These issues and concerns raised by Ahli-Ahli Yang Berhormat will be looked into by the respective agencies under my charge. In this regard, my Ministry will continue to seek for more State and Federal fundings.

For the information of Ahli-Ahli Yang Berhormat in this august House, the State Government has approved a total allocation of RM66 million in 2016 for the 23 Local Authorities to implement 421 infrastructure and public amenity projects such as upgrading of roads, drains, street lightings, libraries, office buildings, public toilets, markets/hawker

14 BELUM DISUNTING 28 NOVEMBER 2016 centres, recreational parks, footpaths, bus-sheds, waste management facilities, safe city programmes and landscape projects. Out of these 421 projects, 282 projects or 67% were completed, 139 projects are at various stages of implementation of which 25 projects are scheduled to be completed in 2017.

Apart from this, my Ministry has also received an allocation of RM61.35 million in 2016 from the Federal Ministry of Urban Well Being, Housing and Local Government (KPKT) for all Local Authorities in Sarawak to implement 394 minor infrastructure development projects.

Tuan Speaker, the 26 Local Authorities including three under CM’s DBKU, MBKS and BDA in Sarawak have as at 31st October 2016 received grants totalling RM230.43 million under MARRIS (Malaysian Road Records Information System) for maintenance of roads, drains and road furniture for more than 18,062 kilometres of roads.

I can assure Ahli-Ahli Yang Berhormat that with the available funds, we will do our level best to expedite the delivery of projects and programmes for the benefits of the people of Sarawak.

Boosting the Local Economy

My Ministry, the local councils and the relevant Government agencies will be working closely to identify suitable sites for more markets, hawker centres and trading places for petty traders. By providing more trading opportunities in each local authority area will boost the local economy, create vibrancy and at the same time will improve the livelihood of the local community. In addition, my Ministry will review to uplift the ban on itinerant hawkers in the urban areas so that trading activities such as food trucks and food bikes can be introduced back to the streets and the neighbourhoods.

Urban Well-Being Initiatives

Tuan Speaker, being the third tier of Government, local authority has an important role to play in ensuring the well-being of the Rakyat. As we continue to progress and acquire more knowledge, societal needs and behaviour are also changing. Communities are becoming more demanding. We therefore, need to change the ways we do things. Hence various initiatives including the use of technology have been planned and carried out by my Ministry and the local authorities in order to meet these changing needs. For example, we might not need a position of a Mandor anymore. There is opportunity to use technology to supervise works. The local community can also be empowered to look after public assets and facilities.

SMART Community Award

Tuan Speaker, I would like to inform this august House, my Ministry has introduced SMART Community Award to community associations that have shown outstanding achievements in community programmes and activities in September this year. Platinum Award went to Kesatuan Rukun Tetangga Taman Seduan, Sibu for their remarkable achievement in maintaining their neighbourhood gardens with minimal supervision from Sibu Municipal Council. First Gold Award went to Komuniti Zon 3 , Lundu for continuously maintaining of their cleanliness through gotong-royong spirit. Second Gold Award went to Rumah Ukong, Miri for outstanding achievement in rural economic programmes benefiting the local community and neighbourhood.

This award emphasizes on sustainable programmes and activities that contribute to building a cohesive community and it is open to all residential and business communities. 15 BELUM DISUNTING 28 NOVEMBER 2016

Providing 24/7 Local Help Service

This year, all Councillors are required to publicize their telephone contacts in the council’s website and notice boards for the ease of communication. To further enhance our services, my Ministry has decided to provide 24/7 local help service by 1st quarter of 2017. We will provide this service in stages beginning with Miri City Council, Bintulu Development Authority, Sibu Municipal Council, District Council, Kota Samarahan Municipal Council and Padawan Municipal Council. Under this initiative, a team of eight officers per council will be formed to address safety issues such as those caused by fallen trees, land slip, blocked drains, traffic lights breakdown, faulty street lighting, and etc. anytime in the day and night. This local council team will also support other emergency services involving fire and rescue, health, civil defence and the police.

Urban Poverty Eradication Program

Since 21 October 2014, my Ministry has played an important role in coordinating Urban Poverty Eradication Program carried out by 26 Local Authorities in Sarawak .... (Interruption) ...

Since 21 October 2014, my Ministry has played an important role in coordinating Urban Poverty Eradication Program carried out by 26 Local Authorities in Sarawak. This program which is fully funded by Federal Ministry of Urban Well-being, Housing and Local Government involves assisting the urban poor who are registered under e-Kasih to build or repair their houses. In addition, there is also an assistance to provide mobile trading kiosk for the urban poor under this program. So far RM10.67 million has been allocated for this program since 2014, with a total number of 1,857 beneficiaries.

Waste Management

Tuan Speaker, in 2015, Sarawak generated some 700,000 tonnes of wastes. Waste generation will continue to increase as the population grows and therefore there is a need to have new strategies to manage our wastes efficiently. The conventional approach is to provide and develop more landfills. However, this approach is not popular and environmentally not sustainable. Recycling waste at source is the most acceptable approach. According to as survey on solid waste composition characteristic and existing practice of solid waste recycling in Malaysia conducted in 2012 by the then Federal Ministry of Housing

16 BELUM DISUNTING 28 NOVEMBER 2016 and Local Government, Peninsular Malaysia recycled only 10% of its household wastes while Sarawak only manage about 7.1%. We therefore, need to seriously rethink about reducing waste at source in a structured manner. In addition, we will also look into possibility of developing more transfer stations cum material recovery stations so that landfills will only handle residual wastes. We also need to reorganise our existing landfills and dumpsites so that waste management can be more cost effective. Before we embark into all these, my Ministry together with Ministry of Resources Planning and Environment will be conducting a study to determine the best approaches to deal with this problem.

Tuan Speaker, we are also going ahead with reducing waste generation from the Councils’ market and hawker centres through recycling and composting activities. The councils are also required to look into alternative market management models including empowering the hawkers to run and manage the facilities themselves.

Drain Cleaning

Tuan Speaker, one of the contributing factors to flash flooding is poorly maintained drains. This is a result of poor contract management due to lack of drain inventory, ineffective monitoring system and poor execution of works by the contractors. In order to address these short comings, my Ministry has produced a Standard Operating Procedure (SOP) on drain cleaning services to be adopted by all local authorities in the State. Among others, this SOP requires the Local Authorities:

(a) To develop master inventory system on the drains in their respective jurisdictions. This is to assist the local authorities in the effective planning of drain cleaning services;

(b) To produce drain cleaning schedule of the respective area and make available to the communities. In addition, stern actions will be taken against non performing contractors; and

(c) To encourage the use of technology to ensure effective drain cleaning works.

This SOP will come into effect next year.

Smart Traffic Light System

To further enhance the service delivery in Local Authorities, MBKS has introduced SCATS (Sydney Coordinated Adaptive Traffic System) to reduce traffic congestion at Tanah Puteh/ Jalan Kwong Lee Bank junction. A few other major junctions which are extremely busy during the peak hours, have also been identified, namely Simpang Tiga/ Batu Lintang junction, Jalan Rock/ Laksamana Cheng Ho (Twin Tower) junction, and Tabuan Jaya/ Jalan Wan Alwi junction.

Assessment Rates

Tuan Speaker, in the effort to relief the burden of the rakyat on the rising cost of living the State Government on the 31st March this year has decided to reduce the assessment rates for 412,357,000 residential properties. That is 75% all the properties with 132,186,000 properties that are 24% of all the properties totally free in the State effective 1st January 2016.

This has cost a total reduction in council revenue by RM30.5 million this year and we anticipate this lost of revenue to increase by 5 percent this year. The rakyat must thank the Sarawak for this financial relief. It is my sincere hope that the rakyat will

17 BELUM DISUNTING 28 NOVEMBER 2016 reciprocate by doing their part in helping the councils to maintain a clean and beautiful environment.

Other Issues Raised by Ahli-Ahli Yang Berhormat

Drainage Upgrading Project at Jalan Bintawa

Tuan Speaker, on the issue raised by Ahli Yang Berhormat for Pending regarding the drainage upgrading works at Jalan Bintawa, I wish to inform Ahli Yang Berhormat that the delay in the completion of this project which was approved in 2015 was due to MBKS having to terminate the contractor for poor and unsatisfactory performance. MBKS has to bid for the funding for the same project in 2016 so that the project could be continued for the benefit of the people. This project was tendered out on 9th March 2016 and a new contractor was appointed for this project on 20th April 2016. This project is in progress and is expected to be completed on 31st December 2016.

Upgrading of Drains and Flash Flooding

Y.B. Datuk Dr Sim Kui Hian: (Laughter) ... Upgrading of drains and flash flooding. Tuan Speaker, on the various drainage issues in MBKS areas as highlighted by Ahli Yang Berhormat for Pending, the flash flood at the beginning of the year was due to the abnormally and extremely high intensity of the rainfall. As you can see the Penang Government also has issues on flash flood recently.

To mitigate the flash flood, MBKS had taken the following measures:

(a) Improvement/repair to drains; amounting to RM4 million in 2016;

(b) Regular routine maintenance of drains; amounting to RM1.8 million yearly; and

(c) Improvement works on the scupper drains at the road side to overcome ponding issues.

Kenyalang Park Chinese New Year Market

Tuan Speaker, Ahli Yang Berhormat for Pending has raised the issue on Kenyalang Park Chinese New Year Festive Market in this august House on 23 November 2016. For the information of Ahli Yang Berhormat for Pending, MBKS had prior to this set up the Kenyalang Park Chinese New Year Festive Market Sub-Committee on 11 November 2016.

Junction at Taman Matahari, Overhead Bridge at Jalan Tun Hussien Onn and Usage of 5-Footway in Bintulu

Tuan Speaker, for the information of Ahli Yang Berhormat for Tanjong Batu, BDA is considering constructing wider road bumps to alleviate problem of traffic hazard at Taman

Matahari road in addition to the existing traffic signages, yellow-boxes and transverse bars that have been installed. I wish to inform this august House that the proposed overhead bridge at Jalan Tun Hussien Onn near SMK Bandar is pending siting approval.

On the usage of 5-footway, BDA has started enforcing By-Law 26 (1) of the Local Authorities (Cleanliness) By-Laws, 1999 since early October 2016 whereby a total of 2,230 premises had been inspected. Out of this, only 403 or 18% of the premises contravened the said By-Laws. BDA will continue with their educational and awareness programs as well as enforcement actions on 5-footway infringement.

Setting Up of Majlis Daerah

For the information of Ahli Yang Berhormat for Beting Maro, Pusa was declared as a District on 1st August 2015. At the moment, the Government has no plan to set up a new district council for Pusa as the services currently provided by Majlis Daerah Betong are adequate.

Sebangkoi Country Park

For the information of Ahli Yang Berhormat for Repok, most of the facilities at Sebangkoi Country Park were more than 20 years old. Upgrading works can only be done next year utilizing the State development fund.

Department Of Irrigation And Drainage Sarawak (DID)

Flood Mitigation and State Urban Drainage

Ahli-Ahli yang Berhormat for Demak Laut, Batu Lintang, Jemoreng, Bukit Semuja and Dudong, have raised issues on flooding situation in their respective constituencies. For the information of Ahli-Ahli Yang Berhormat, the National Register of River Basins study carried out in the year 2000 has estimated the total flood prone areas in Sarawak to be 10,895 square kilometres that is about 15 times the size of Singapore. It is also estimated that about 478,000 people or every one in five Sarawakians is living in these flood prone areas.

Most of the affected areas are basically low lying and are also subjected to tidal occurrence. And therefore it is very costly to implement flood mitigation measures in these areas. The only feasible solution would be to relocate some of these settlements to higher ground.

Flood Mitigation has been identified as one of the key result areas under the Rural Transformation Cabinet Committee. In this respect, I wish to inform Ahli-Ahli Yang Berhormat that the State Government has proposed an allocation of RM 100 million in 2017 to implement critical drains improvement works. These flood mitigation projects will be implemented by DID and the Local Authorities.

Apart from this, as an urgent and part of the long term solution to mitigate flash flooding problem that had occurred in Kuching this year, the State Government has recently approved funding amounting to RM3.5 million and RM6.9 million for the implementation of drainage outlet improvement works at and Padang Merdeka, respectively. The implementation of the physical works for both projects is expected to commence by beginning of 2017.

For the information of Ahli-Ahli Yang Berhormat in this august House, the State Government has allocated fund amounting to RM 7.96 million in 2016 to implement ten (10)

Urban Drainage Improvement projects throughout the State. Six (6) of these are continuation projects from the last Malaysian Plan which had since been completed.

Federal Programs and Projects

In 2016, the Federal Government has allocated RM23.48 million and RM28.65 million for Flood and River Program respectively. These allocations are for the implementation of Flood Mitigation Projects, River Bank Protection, post flood projects and river clearing and maintenance works.

For 2017, RM27.55 million and RM10.66 million have been approved for flood mitigation and river projects respectively. In addition to this, the Federal Government has also approved fund amounting to RM11 million under RMK-11, for the implementation of Stormwater Management Drainage Master Plan study for the main towns in Sarawak, namely Sri Aman, Betong, , , Serian, Sarikei, Saratok, and Lawas.

A Stormwater Management Masterplan for Bintulu town study is on-going and is expected to be completed by August, 2017. Tender for the flood mitigation works at Jalan Tun Razak was called on 22nd November 2016. The scope of works includes a pumping station, tidal control gates and detention pond. The physical work is expected to commence by April 2017. The RMK-11 ceiling for this project is RM27.5 million.

For Kuching City, the Federal Government has decided that the approved allocation of RM150 million will be utilized for mitigating flash flooding in a few areas including the Sarawak General Hospital, Batu Lintang area, Sg. Tabuan, Taman Unigarden and SK Muara Tuang. These projects to be implemented on design and build basis will commence once all technical and contractual issues are settled.

Sarawak Urban Storm Water Management Manual (SUStoM) which is based on Manual Saliran Mesra Alam (MSMA) will be a requirement for all drainage planning submissions tentatively by the 1st quarter of 2017. And I do have a draft copy here and I will share it with Ahli from Batu Lintang that he was asking me in the last Dewan.

For the information of Ahli Yang Berhormat for Dudong, the Flood Mitigation Project for Sibu Phase 3 had been approved by the Federal Government amounting to RM100 million under the RMK-11. The components of the project involve the construction of two (2) units of pump house and 4km of bunding system by raising the road along Kampung Dato and Kampung Nangka.

For the information of Ahli Berhormat for Tellian and Lingga, the Proposed Riverbank Protection Projects for Sg. Penakub to river mouth of Sg Tellian, Batang and Kpg Tanjung Engkabang to Kpg Hulu, Batang Lupar had been under the RMK-11. However, the projects were not approved but the Department will continue to bid for the funding from the Federal Government.

Sewerage Services Department Sarawak (SSD)

Urban Sewerage

Tuan Speaker, I will now touch on various sewerage projects in the State undertaken by the Sewerage Services Department.

Septic Sludge Treatment Facilities

Tuan Speaker, the Department has identified and proposed to Land and Survey Department to acquire sites in Betong, Sarikei, Kapit and for the construction of four (4) additional septic sludge treatment plants each costing RM15 million. These plants were approved under the RMK-11 First Rolling Plan (2016-2017).

Centralised Sewerage Systems

Tuan Speaker, the tender for Miri Centralised Sewerage System, Phase 1, Package A is now under evaluation. The construction works is scheduled to commence in the first quarter of 2017. The scheme value for this project is RM428 million.

For Kuching Centralised Sewerage System Zone 1 Package 2, the design work is ongoing. The tender is scheduled to be called in the first quarter of 2017. The scheme value for this project is RM20 million.

Sewerage Master Plan Studies

Tuan Speaker, three (3) sewerage Master Plan studies,each costing RM1 million for smaller urban centres of Kota Samarahan, Mukah Town and Sarikei and Bintangor Town and were approved under the RMK-11 First Rolling Plan (2016-2017). They are scheduled to commence in the 1st Quarter of 2017 and to be completed within the year.

Health Services

Tuan Speaker, I shall now touch on the services provided by Sarawak Health Department, one of the Federal Departments under my watching brief. I am pleased to inform Ahli-Ahli Yang Berhormat of this august House that most communicable diseases are under control with declining incidence rates over the years. However, dengue, tuberculosis and HIV/AIDS continue to pose challenges to the Health Department in 2016. I would now like to update Ahli-Ahli Yang Berhormat on HIV and AIDS.

Human Immunodeficiency Viral Infection (HIV) and Acquired Immunodeficiency Syndrome (AIDS)

As of October 2016, Sarawak Health Department recorded 210 new HIV cases, 104 AIDS cases and 46 HIV/AIDS-related deaths. Over the last 10 years, the reported rate of new HIV cases in Sarawak has increased from 3.3 per 100,000 populations in 2004 to 7.8 per 100,000 populations in 2016. This is the reverse to the trend seen in Peninsular Malaysia.

Majority of HIV cases in Sarawak are transmitted through sexual contact with infected person, mainly from heterosexual transmission (sex between man and woman). It contributes to more than half of the new HIV cases in 2015 (122 cases or 58%). What is worrying is that HIV transmission due to homosexual (sex between man and man) is on the rise. In 2016, homosexual transmission contributed to almost half of the new HIV cases (86 cases or 41%). The magnitude of HIV/AIDS as well as other sexually transmitted infections is a proxy of other underlying issues. Hence, to tackle this problem, multi-agency collaboration and commitment are required.

Kuching City is the first city in Sarawak to embark on the “Project Getting to Zero HIV”, which is seen as a great platform to bring both Government and non-Government organizations to work together. Kuching will be the host for the national level of the “World AIDS Day 2016” which will be held next week on the 8th December 2016. Medical Care Services 21 BELUM DISUNTING 28 NOVEMBER 2016

Tuan Speaker, Sarawak Health Department is looking towards a regionalized hospital services system in order to optimize accessibility of its services. Services are divided based on regions namely Northern zone (Miri Hospital), Central zone (based in around ) and Southern zone (based around Sarawak General Hospital). For the information of Ahli-Ahli Yang Berhormat, the construction of three (3) new hospitals in Sarawak are currently in progress. There are namely:

(a) Petra Jaya Hospital (300 beds with scheme value of RM495 million);

(b) New Lawas Hospital (76 beds with total scheme value of RM27.67 milion); and

(c) New Sri Aman Hospital (108 beds with scheme value of RM176.28 million).

As of 31st October 2016, the actual progress for Petra Jaya Hospital is 42.51%, compared with the scheduled progress of 78.18%. Lawas Hospital phase 2B which includes development of structure and building is now waiting for the open tender process by the Public Works Department of Malaysia. For the Sri Aman Hospital, the physical progress is 12% compared with the scheduled progress of 18% and it is expected to be completed in 2018.

Meanwhile, the progress for the new Operation Theatre in Miri Hospital is 97.5% completed . Under the RMK-11, the projects approved are the expansion and upgrading of Miri Hospital Clinical Block, the new neonatal ICU in Limbang Hospital, and also new lift services for the Sarawak General Hospital and the Sibu Hospital.

Ahli-Ahli Yang Berhormat for Tamin, , Tupong, Engkilili, Meluan, , Tasik Biru, Demak Laut, , Bukit Semuja and Samalaju have raised issues related to provision of new health facilities of their respective constituencies.

On the request for a hemodialysis centre to be set up in Selangau, I wish to inform Ahli Yang Berhormat for Tamin that there are only five hemodialysis patients in Selangau who are currently receiving treatment in Sibu. It is therefore not cost effective for the Department to set up a hemodialysis centre in Selangau now due to the small number of patient vis-a-vis the cost of setting up such a centre.

In response to the issue raised by Ahli Yang Berhormat for Bukit Assek, the Psychiatric Department in Sibu Hospital is adequately equipped, in terms of medical personnel and specialists to cover 40 beds and out-patient clinic. There are three psychiatrists and 12 psychiatric medical officers, 35 nurses, 15 MA in Sibu Hospital to cater for 10,673 mental illness patients.

Tuan Speaker, I shall now update on the issue of lift services in the hospital and clinic raised by Ahli Yang Berhormat for Tupong.

Y.B. Datuk Dr Sim Kui Hian: Tuan Speaker, I should now update on the issues of lift services at hospital as raised by Ahli Yang Berhormat for Tupong. My Ministry is very concern on the lift failure specifically in Sarawak General Hospital and Klinik Kesihatan Petra

Jaya as raised by Ahli Yang Berhormat for Tupong. The lift replacement work in Radiotherapy and Oncology Department, Sarawak General Hospital is currently in progress and it is expected to be completed by June 2017. The contractor for the replacement of the Main Block lifts has been selected and the handing over of the site to the contractor will be on 30th November 2016, in two days time. The lifts will be progressively replaced over 18 months. As for the lifts in Klinik Kesihatan Petra Jaya, the repair work is ongoing and will be completed by the middle of December 2016.

On the issue raised by Ahli Yang Berhormat for Engkilili regarding the site for the current Health Clinic and quarters in Skrang which is affected by the construction of the new Pan Borneo highway, I wish to inform Ahli Yang Berhormat that the affected route for the Pan Borneo highway has been realigned so that it is not as near to the said clinic.

I would like to address the concern on the condition of the existing Klinik Kesihatan Julau raised by Ahli Yang Berhormat for Meluan. There is no plan to build a new hospital in Julau. However, the plan to build a new Klinik Kesihatan Julau will be submitted in the next Rolling Plan of RMK-11.

Tuan Speaker, I wish to inform Ahli Yang Berhormat for Serembu and Tasik Biru that the current Maternal And Child Health (MCH) Clinic in Bau Hospital is still able to cater for the need of 54,246 population in Bau. At present, there is no immediate plan to build a new MCH clinic in Bau. However, the planning to build a new Health Clinic in Bau is currently being discussed and this new clinic will also include MCH services. The said proposal is still at the site identification stage.

On the issue of health services in Kampung Beradek, Kampung Tiang Api and Kampung Tanjung Bako raised by Ahli Yang Berhormat for Demak Laut are currently being provided, the services are currently provided by Tanjung Embang Health Clinic. This distance between the said health clinic to the three villages is only half to one kilometre away.

For the information of Ahli Yang Berhormat for Pujut, the new Klinik Kesihatan Bandaraya (Jenis 2) serving 500 to 800 patients a day is an additional clinic for Miri. The existing Klinik Kesihatan Miri in Jalan Merbau will be maintained even after the completion of the new Klinik Kesihatan Bandaraya Miri (Jenis 2). The Maternal and Child Health (MCH) Clinic in Jalan Brighton will be relocated to Old Miri Sarawak Family Planning Association building.

On the issue raised by Ahli Yang Berhormat for Bukit Semuja on Serian Clinic. I wish to inform Ahli Yang Berhormat that the Federal Government has approved Klinik Kesihatan Serian (Jenis 3) three in register between 300 and 500 patients a day. The Letter of Acceptance for earth work has been issued on 2nd November 2016 by JKR Sarawak.

Tuan Speaker, I would like to respond on the issue raised by Ahli Yang Berhormat for Samalaju for a public hospital to be built in Samalaju. Currently, medical services are available at located 63 kilometre from Samalaju and Klinik Kesihatan Nyalau which is 20 kilometre from Samalaju. There is no immediate plan for a public hospital or a clinic for Samalaju.

Fire and Rescue Services

Tuan Speaker, I shall now touch on the services provided by Sarawak Fire And Rescue Department, another Federal Department under my watching brief.

Fire & Rescue Station Projects under RMK-11

Currently, there are three new Fire & Rescue Stations under construction in Batu Niah, Tanjung Manis and Samalaju. The new Daro Fire & Rescue Station, the replacement of the Bintangor Fire & Rescue Station and the upgrading of Bintulu Fire & Rescue Station are in tender process.

For the information of Ahli Yang Berhormat for Tamin, the proposed construction of Selangau Fire & Rescue Station with a total cost of RM6 million was approved under the RMK-11 and will be implemented in 2017.

Public Awareness Programs on Fire Safety

To create awareness of fire safety among the public especially to longhouses and rural communities, FDRM of Sarawak have conducted 2,077 outreach programs up to October 2016. In addition to that, the department has also initiate a new Community Fire Program known as (Bomba Komuniti) to involve the public to take part as an agent of the department in giving awareness about fire safety in the local community. This Community Fire Team will also act as a first responder to deal with any emergency incident before the arrival of the fire and rescue team. As at October 2016, a total of 313 Community Fire Teams with 3,044 members has been formed throughout the state.

Statistic on Emergency Call

From January to October this year, FDRM Sarawak has attended 4551 emergency calls, of which 1794 calls were fire cases, 2627 calls were rescue and humanitarian services, and 116 calls were for special tasks. The department has successfully salvaged a total of RM128 million worth of properties from these fire cases.

Political Issues

Tuan Speaker, It is observed that the subject of Sarawak rights and powers as provided for under the Malaysia Agreement 1963 or in short MA634, the Inter Governmental Committee Report and the Cobold Commission Report has been deliberated by a number of Ahli-ahli Yang Berhormat in this august House. This is a very important subject matter that has been initiated, raised and pursued by our Yang Amat Berhormat Chief Minister Sarawak publicly and in this august House soon after he took office. He deserves our commendation and full support in order to achieve his noble objectives for our beloved Sarawak.

In the last sitting of this august House, I spoke in full support of our Chief Minister’s concerted effort to pursue the subject of Sarawak autonomy and devolution of powers. I wish to reiterate here that my whole Party, SUPP and I will continue to give him our fullest support and assistance. We are happy to note that he has taken concrete measures to go into the subject matter in depth by setting up 3 cabinet Committees, each headed by a Deputy Chief Minister to look into the various aspects of the MA63, supporting reports and documents and other related legal and constitutional provisions etc. This is a clear manifestation of the whole-hearted effort put in by our Chief Minister and our Sarawak Government to ensure that a strong case be put up to regain and retain whatever rights, powers etc that are rightfully ours should be ours, similar to our SUPP slogan “What is ours is ours”. Our Chief Minister’s effort has produced results. For example, the Federal Government has formed a working committee and agreed to go through the various subject matters that have been brought up. We begin to see some results. Recently, a representative has been appointed as a board member in Petronas. Petronas has also agreed to give more business and employment opportunities to Sarawakians. Lately, the Prime Minister has also responded positively by giving assurance to our Chief Minister that he will consider Sarawak’s requests including making the necessary amendments on the Federal laws which contradict the spirit of MA63.

At this juncture, it is regretted to observe that some DAP, especially the Member of , appeared to pour cold water on the noble effort of our Chief Minister and our Sarawak Government. The Member for Kota Sentosa even seemed to question the sincerity and the seriousness of our Chief Minister and Sarawak Government. The fact that our Chief Minister and our Cabinet Committees are still in the process of working out all the details to be submitted to the Federal Government and that the Prime Minister’s is willing to consider, it is therefore unfair to doubt the Chief Minister’s effort and making sarcastic remarks, allegations and premature conclusion at this point of time. We should let the three Cabinet Committees finish their assignments first and also give them and our Chief Minister an opportunity for proper discussion and negotiation to take place with the Prime Minister and his Cabinet. It is only right and proper that we should wait of the result first before we embark on the next course of action. Our Chief Minister can still table his same motion in future should a need arise and the circumstances warrant it.

One example on restoration of Sarawak’s right is the decision made by our Sarawak Cabinet to exercise our Immigration rights and powers to grant special pass on arrival instead of the need for Malaysia visa before arrival to China visitors on direct flights to Sarawak and leaving directly from Sarawak, including Sungei Tujuh and Limbang immigration check points.

Another example which bears testimony to our Chief Minister’s concerted effort to consolidate and restore Sarawak rights and powers is the introduction and passing of the Distribution of Gas Supply Bill 2016 where we want to have regulatory control of the distribution of gas resources which is an exercise of the powers constitutionally belonged to Sarawak. This is a significant step in the ongoing Devolution of Powers process to reclaim powers that are vested with Sarawak. However the opposition Members, particularly all those from the DAP did not explicitly support the Bill. When voting was conducted to pass the Bill, we did not hear them saying “Yes”. If the DAP were genuinely in support of Sarawak’s effort in the devolution of powers their Members in this august House should say it loud and clear in their debates and at the voting stage that they supported the Bill. Sarawak BN Members, who are all from Sarawak component Parties, made it explicitly clear and in no uncertain terms that they supported the Bill. We all know that DAP is a Parti Malaya.

In the last two Parliamentary Elections, the DAP campaigned hard for PAS and guaranteed the voters that PAS would not implement the Hudud Law. One of their leaders even said “over his dead body” if PAS were to implement Hudud Law. Look at what PAS did in Kelantan and also the Private Bill that PAS tabled in Parliament recently. Can the people believe in DAP anymore?

Tuan Speaker, I was browsing through the previous year’s Hansard and looked at how many members in this august House from the DAP had breached the Standing Orders and disciplinary actions were taken, such as suspension from sitting and referred to the Committee of Privileges. I observed that each time when action was taken against them, they would go to the press and alleged that the actions were unfair or undemocratic. Some even have committed repeated offences. As law makers, they should show a good example and conform to the decorum of the House and abide by the Standing Orders.

Tuan Speaker, however, I observed that the Member for Batu Lintang and Member for Ba’Kelalan have behaved well and so far from the Hansard records since they were elected to this august House, they have never been subject to any disciplinary action under the Standing Orders. Although they are in the opposition but they abide by the rules and conform to the decorum of this august House. Tuan Speaker, we certainly do not wish to see this respectable august House develop into unhealthy trends like what took place in our national Parliament and if no

25 BELUM DISUNTING 28 NOVEMBER 2016 appropriate measures were taken, it could escalate to that of Taiwan Parliament scenario. Hence it is imperative that we must never allow unhealthy political culture to creep into this august House. We should respect our Speaker for discharging his duties accordingly.

Tuan Speaker, I had the honour and privilege to be in the official delegation of Yang Amat Berhormat Dato Sri Najib, Prime Minister of Malaysia’s official visit to the People’s Republic of China at the beginning of this month where the warmth of the official receptions went beyond the usual protocol. In fact this is my second time as previously I had the honour and privilege to be in the official delegation of the Prime Minister of Malaysia’s official visit to the People’s Republic of China for the 40th Anniversary of Malaysia-China diplomatic relationship in May 2014 as a second generation of political leaders with China. At each visit I am amazed at the tremendous progress of the socio-economic developments, infrastructure and technological developments of the People’s Republic of China.

I learnt firsthand from His Excellency President Xi Jinping’s dialogue about Vertical Democracy in China versus Horizontal Democracy in our Western Worlds especially the confrontational approach that we have seen recently in Malaya and at times even in this august House. We have so much to learn from the People’s Republic of China’s Vertical Democracy, which has resulted in the unprecedented success of China today over such a short period of time. Our roots are in Sarawak but our economic success lies in the global markets especially with the People’s Republic of China where Sarawak has had a good start with not just friendship cities but also friendship states (Sarawak-Fujian Province and Sarawak-Yunnan Province) bilateral relationship. What we need is to step up efforts at all levels in order to grab the opportunities from China’s on one belt one route initiative.

Tuan Speaker, before I conclude, now, I will take your questions, I wish to take this opportunity to congratulate and thank Tuan Speaker for your wisdom in ensuring that the proceedings in this august House were conducted with dignity and proper decorum. I would like to put on record my thanks and appreciation to Yang Berhormat Tan Sri Datuk Amar State Secretary of Sarawak, all officers from the various Ministries, State and Federal Departments as well as Government agencies for their hard work and dedication in ensuring the smooth proceedings in this august House. My special thanks also go to our friends from the media who have provided detail coverage throughout the sittings. Y.B. Puan Voilet Yong Wui Wui: First, I was just amazed by the answer given by the Honourable Minister in acknowledging the poor and inefficiency of the local council which is under his own Ministry. And on the poor drainage and the poor services given by the council, I would like, and he touches on standard SOP which is going to be implement next year. And may I know when it is going to be implemented and also on the drainage at Bintawa, why is it stop now? This is the second time it has stopped. Last year it stopped once, and now it has stop the second time and why didn’t MBKS did not choose the proper contractor? What is the proper standard SOP in selecting MBKS contractor in constructing the projects?

Menteri Kerajaan Tempatan (Y.B. Datuk Prof. Dr Sim Kui Hian): Tuan Speaker, in my reply saying that the first contractor performance was unsatisfactory and the contract was terminated. And as to choosing the second contractor, the project is going to be completed by 31st December. And I would like to share with Tuan Speaker that I think if we are wrong, we should admit that we are wrong. Whereas the DAP if they’re wrong, they never admit that they are wrong ... (Applause) ...

Tuan Speaker: Now Honourable Member for Bukit Assek on the psychiatric department in Sibu. Okay.

Y.B. Puan Irene Mary Chang Oi Ling: Thank you, Tuan Speaker. Thank you, Honourable Minister. Now in your own Honourable Minister’s answer, you said that there is no clinical psychologist which means that there has been no properly trained counseling required by these patients and which means that these patients are to be given oral medication whether it is mild, moderate or severe cases. And these include children as well. Now, is the Government going to provide clinical psychologist for Sibu for our people in order that these issues may be properly addressed without non evasive methods. Menteri Kerajaan Tempatan (Y.B. Datuk Prof. Dr Sim Kui Hian): Thank you very much, Ahli Yang Berhormat bagi Bukit Assek. As to the psychiatric services as you rightly pointed out, it’s a team work. It is a team work of psychiatric, the medical officer, the nursing staff

Clinical psychologist is important but I must find out from the Ministry of Health whether they are, as I know in Kuching they have shortage of clinical psychologist. Clinical psychologist is one of the most important thing is to do counseling. And in fact, if a properly trained doctors, even though they are not with the best qualification, they can do some counseling.

As you know, in Malaysia, sometimes in Malaysia, many of our specialist related people, medical profession, chose to work in private because of salary. And in this aspect, I notice that many of the DAP’s Ahli Yang Berhormat and all those, they chose to work in private hospitals instead of serving in the public hospital but they chose to work in private and criticize the public. If you are sincere about it, go and work in the public hospital.

Tuan Speaker: The rest, he had made no promises to takes point of order. Are you? Are you Honourable Minister are you taking from Honourable Member for Tanjung Batu? From Honourable Member Tanjung Batu are you taking?

Tuan Speaker: Before you proceed, the Honourable Members of the opposition criticized the BN. When the BN criticized the DAP, it is not out of order ok. Ok, you proceed.

Y.B. Encik Chiew Chiu Sing: Thank you, Tuan Speaker. Tuan Speaker, my clarification to the Honourable Minister is this step, he was talking about appointment of officers from the Council to do a supervision work and that the number to be published in the newspaper and things like that and he mentioned about, several Councils that carry out and among the Council the people will be appointing. He said Bintulu Development Authority will be involved in this exercise too and I want to know, whether the Ministry will appoint Counsellors in Bintulu to do this similar kind of work here.

Another one is on the need, clarification on the five foot way. Whether BDA, in the actuation of the people there weather would allowed at least two feet as requested by the people in Bintulu. As in all other town you know they are allowed two feet foot way for people to display their goods. And another one is the regional, they is going to divide the Bintulu, divide Sarawak into different medical so easier to take care of the medical issues in Sarawak and they divided it into northern, central and southern and I think he missed out Bintulu.

Bintulu region should be included as a region to be able to do, carry out the medical work because if we depend on the Nyalau Clinic that he was talking about. It’s not even as big as dormitory of a contractor in the Samalaju area. It's so small, it cannot be used. Thank you very much, Tuan Speaker.

BDA, I mean is under Chief Minister Department is not set out like a Council even though it behave like Local Councils. So under the current probation there is no probation to appoint counsellors. Tuan Speaker: That’s right. The BDA is governed by the BDA Ordinance; it took over the Council in Bintulu. Therefore, you have to amend the Ordinance to appoint the Counsellors. So, on the two foot pathway, now.

Menteri Kebajikan, Wanita Dan Kesejahteraan Komuniti (YB Datuk Hajah Fatimah Abdullah): Bismillahir Rahmanir Rahim pembuka bicara, Assalamualaikum dan Salam Sejahtera. Tuan Speaker, izinkan saya memulakan penggulungan ini dengan memetik kata- kata YAB Ketua Menteri Sarawak mengenai pembangunan Negeri Sarawak amnya, pembangunan luar bandar dan kesejahteraan komuniti khasnya.

“While we are quite pleased with our progress and our achievement, there are so much more that need to be done particularly in transforming the rural areas to catch up with the development in the urban area. In this process of transformation the State Government will not able to do it alone but require all the necessary effort of the Federal Government especially in providing good public facilities and infrastructure such as schools, clinics, hospitals, roads, bridges, water and electricity supplies in rural areas. Such development programs will require huge investment and concerted efforts from both the State and Federal Government.” Ucapan Belanjawan bagi tahun 2017 oleh Y.A.B. Ketua Menteri Sarawak merangkap Menteri Kewangan Sarawak Sesuai dengan kefahaman Kementerian ini mengenai kesejahteraan komuniti seperti yang pernah saya sebut dalam ucapan penggulungan yang lalu, iaitu, "kesejahteraan komuniti dilihat sebagai keadaan di mana persekitaran sosial, ekonomi, budaya, politik dan

29 BELUM DISUNTING 28 NOVEMBER 2016 alam sekitar menyumbang secara bermakna kepada perkembangan dan pertumbuhan potensi individu dan komuniti, di mana komuniti yang sejahtera adalah komuniti yang ahli- ahlinya merasakan keperluan hidup seharian dan keperluan asas mereka dipenuhi". (i.e. When members of the community feel that their basic needs which amongst others include food, water, shelter, security, safety, warmth and belongingness are fulfilled, and basic facilities such as road, clean water, electricity, school, clinic, hospital and communication means are emplaced, only then community wellbeing can be considered adequately addressed), maka pihak Kementerian akan terus memberi penekanan kepada kesejahteraan komuniti dalam perancangan dan penyampaian perkhidmatannya. Justeru, penggulungan kali ini merangkumi pelbagai perkhidmatan untuk mensejahterakan golongan-golongan berikut: golongan yang memerlukan; Orang Kurang Upaya (OKU); kanak-kanak; wanita; dan keluarga.

Kesejahteraan Golongan yang Memerlukan

Penerima Bantuan Bulanan

Tuan Speaker, Kerajaan akan terus memberi perhatian dan komitmen dalam membantu golongan yang memerlukan walaupun dalam keadaan ekonomi yang tidak menentu. Setakat 31 Oktober 2016, seperti yang dipaparkan di skrin sekarang, seramai 57,002 orang telah menerima bantuan bulanan kebajikan daripada Jabatan Kebajikan Masyarakat Negeri Sarawak (JKMNS) dengan jumlah perbelanjaan RM158.7 juta. Pada masa yang sama, JKMNS telah dan akan terus berusaha untuk memperkasakan kesejahteraan golongan ini, dengan melaksanakan Program Pembangunan Usahawan Mikro Kebajikan atau singkatannya UMK. Sehingga kini seramai 149 orang penerima telah berjaya dikeluarkan daripada Paras Garis Kemiskinan (PGK) dengan pendapatan melebihi RM1,000.00 sebulan.

Selain daripada itu, bagi membantu golongan yang terbeban akibat kenaikan kos sara hidup, Kerajaan telah bersetuju untuk menerimapakai PGK terkini iaitu RM990.00 berbanding dengan RM830.00 sebelum ini. Dengan menggunapakai PGK baharu itu, pemohon yang sebelumnya tidak layak, boleh diberi pertimbangan untuk mendapat bantuan kebajikan bulanan mulai tahun 2017.

Ketua Isi Rumah (KIR) Berpendapatan Rendah

Selain bantuan ekonomi kepada penerima bantuan bulanan, Kerajaan turut memberi bantuan ekonomi kepada Ketua Isi Rumah (KIR) berpendapatan rendah melalui program 1AZAM (Akhiri Zaman Miskin). Dalam Rancangan Malaysia Ke-10 iaitu dari 2011 sehingga 2015, seramai 39,670 Ketua Isi Rumah, miskin & miskin tegar telah dibantu. Daripada jumlah tersebut, seramai 9,517 equivalent to 24% Ketua Isi Rumah telah berjaya meningkatkan pendapatan dan terkeluar daripada senarai golongan miskin dan miskin tegar. Standard yang ditetapkan oleh United Nation Development Programme (UNDP) bagi mengukur kejayaan program pembasmian kemisikinan adalah 18% daripada peserta yang terlibat, terkeluar daripada kemiskinan yang dialami. It means that we are doing well.

Tuan Speaker, untuk makluman Ahli-ahli Yang Berhormat, dalam Rancangan Malaysia Ke-11, Program Bantuan 1AZAM tidak diteruskan kepada pemohon baru. Menyedari bahawa pelaksanaan Program Bantuan 1AZAM telah berjaya meningkatkan pendapatan dan kesejahteraan isi rumah berpendapatan rendah, Kementerian telah mengambil inisiatif untuk berunding dengan Kerajaan Pusat untuk meneruskan program ini di Sarawak. Pada 7 April 2016, melalui Mesyuarat Putrajaya Inquisition Yang Amat Berhormat Perdana Menteri merangkap Menteri Kewangan telah meluluskan peruntukan RM40 juta yang akan disalurkan dalam dua peringkat. RM20 juta pertama telah disalurkan kepada Kerajaan Negeri di mana seramai 2,500 Ketua Isi Rumah disasarkan mendapat

30 BELUM DISUNTING 28 NOVEMBER 2016 manfaat daripadanya. Setakat 17 November 2016, seramai 2,460 Ketua Isi Rumah iaitu 98.4% daripada 2,500 Ketua Isi Rumah sasaran telah berjaya dibantu dan ini melibatkan peruntukan sebanyak RM19.4 juta ataupun 97%. Prestasi cemerlang ini telah digunakan sebagai asas untuk memohon peruntukan RM20 juta kedua bagi membantu 2,500 daripada 24,837 Ketua Isi Rumah miskin dan miskin tegar yang belum pernah menerima mana-mana bantuan ekonomi. Yang terpapar di skrin adalah contoh peserta yang telah berjaya.

Mangsa Bencana

Sejajar dengan peningkatan kos sara hidup, sukacita dimaklumkan bahawa Kerajaan Negeri Sarawak telah memutuskan untuk menambahbaik skim bantuan bencana. Skim ini bertujuan meringankan beban yang ditanggung oleh mangsa bencana dan ianya bersifat sementara dan bukan berbentuk pampasan ke atas kerugian yang ditanggung oleh mangsa.

Mulai Januari 2017, penambahbaikan berikut akan dilaksanakan:

(a) 100% peningkatan kadar bantuan untuk mangsa bencana dan sesetengah keadaan melebihi 100% seperti: bantuan wang saku dari RM40.00 kepada RM100.00 seorang; pakaian harian dari RM70.00 kepada RM200.00 seorang; pakaian sekolah dari RM70.00 kepada RM200.00 seorang; peralatan sekolah dari RM50.00 kepada RM100.00 seorang;

(b) Pertambahan item keperluan segera seperti tilam, bantal, selimut dan tikar; dan

(c) Memperkenalkan bantuan sewa rumah sebagai alternatif kepada bantuan bahan binaan bagi mangsa yang rumahnya musnah akibat bencana pada kadar tidak melebihi RM5,000.00 setahun bagi mereka yang memerlukan.

Bantuan sewa rumah, bantuan binaan dan bantuan pemulihan perniagaan kecil dipertimbangkan kepada mangsa berpendapatan purata isi rumah di bawah RM4,000 sebulan.

Gelandangan

Untuk makluman Ahli-ahli Yang Berhormat, dengan kerjasama beberapa buah agensi seperti Jabatan Pendaftaran Negara, Agensi Anti Dadah Kebangsaan Sarawak, Polis Diraja Malaysia, Jabatan Imigresen, Jabatan Kesihatan, Hospital, Jabatan Pertahanan Awam Malaysia, Pihak Berkuasa Tempatan, Pejabat Residen, Badan Bukan Kerajaan dan Sukarelawan Kebajikan, Kementerian telah menjalankan tujuh operasi menyelamat gelandangan pada tahun ini. Operasi yang dijalankan di bandar Kuching, Sibu, Sarikei, Bintulu dan Miri telah berjaya menyelamatkan seramai 47 orang gelandangan.

Tindakan susulan yang telah diambil untuk membantu golongan ini antaranya adalah sama ada menghantar mereka balik ke pangkuan keluarga masing-masing atau menempatkan mereka di institusi penjagaan dan pemulihan yang berkaitan. Selain itu Kementerian juga membantu mereka mendapat bantuan perkhidmatan lain yang diperlukan seperti bantuan bulanan Jabatan Kebajikan Masyarakat Negeri Sarawak (JKMNS), pemeriksaan kesihatan dan semakan dokumen pengenalan diri. Kementerian juga telah mengambil inisiatif untuk mewujudkan pangkalan data bagi golongan gelandangan. Dapatan awal menunjukkan punca utama mereka menjadi gelandangan adalah disebabkan masalah kemiskinan, masalah kekeluargaan dan juga masalah mental. Kesejahteraan Orang Kurang Upaya (OKU)

Bagi golongan OKU, Kerajaan telah memberi perhatian khas kepada penglibatan mereka dalam bidang sukan yang boleh menggilapkan bakat dan mengembangkan potensi mereka. Sebagai contoh, penglibatan mereka dalam Sukan Paralimpiad Malaysia, Sukan Orang Pekak Malaysia atau SOPMA, dan Special Olympics Malaysia diyakini boleh meningkatkan rasa yakin dan harga diri sebagai ahli masyarakat. Kejayaan mereka dalam Sukan Paralimpiad Malaysia adalah bukti yang jelas tentang besarnya potensi dan tingginya semangat juang, kegigihan, kesungguhan, kecekalan, keupayaan dan kesediaan mereka untuk berusaha, berkorban menghadapi persaingan di peringkat kebangsaan dan antarabangsa.

Untuk makluman Ahli-Ahli Yang Berhormat, dalam Sukan Paralimpiad Malaysia, satu perkara yang sangat mengkagumkan adalah kejayaan para atlet paralimpiad Sarawak mengekalkan kejuaraan sebanyak 12 kali berturut-turut sejak tahun 1994. Dalam sukan renang Stanley Jeranding, Anderson Jamba, Mohd Adib Ikbal, Ting Jin Ping, Dato Lakok, Jeffry Nowel Jana, Sallehin Pandita, Fraidden Dawan dan Endi Bin Bak adalah antara atlet yang berjaya meraih kejayaan di peringkat Sukan Paralimpiad Malaysia. Sementara Jameri Siga, Julius Jeranding untuk Renang dan Jong Yee Khie untuk Angkat Berat adalah atlet yang mengangkat nama Sarawak di peringkat antarabangsa.

Untuk makluman Ahli-Ahli Yang Berhormat, Kerajaan Negeri Sarawak merupakan Negeri yang pertama di Malaysia memberi pengiktirafan yang sama di atas kejayaan atlet Orang Kurang Upaya (OKU) seperti yang diberikan kepada atlet SUKMA melalui pemberian insentif kewangan berdasarkan pingat yang dimenangi. Pingat emas pertama RM5,000.00, pingat emas kedua RM7,000.00, pingat emas ketiga RM7,000.00; pingat perak RM750.00; dan pingat gangsa RM500.00.

Selain membangunkan program sukan untuk Orang Kurang Upaya (OKU), Kerajaan turut menyediakan kemudahan pemulihan dan latihan yang bertujuan membantu golongan ini untuk hidup berdikari dan berkerjaya.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Daro, bagi memenuhi keperluan Orang Kurang Upaya (OKU) di Daro pihak Jabatan Kebajikan Masyarakat Negeri Sarawak (JKMNS) akan memajukan permohonan penubuhan sebuah Pusat Program Pemulihan Dalam Komuniti (PDK) di Daro kepada Kementerian Pembangunan Wanita, Keluarga dan Masyarakat, Malaysia (KPWKM) sebaik sahaja kita menerima maklumat lengkap dari Jawatankuasa Protem, Pusat Program Pemulihan Dalam Komuniti (PDK) Daro.

Kesejahteraan Kanak-Kanak

Tuan Speaker, berhubung dengan kesejahteraan kanak-kanak, Kementerian ingin berkongsi maklumat tentang tindakan yang telah diambil berhubung dengan kesejahteraan bayi yang baru lahir:

(a) penguatkuasaan pendaftaran TASKA;

(b) penanda aras kualiti TADIKA/Prasekolah;

(c) persekitaran pembelajaran yang kondusif;

(d) prestasi murid sekolah rendah Sarawak dalam UPSR 2016; dan

(e) kanak-kanak tanpa dokumen pengenalan diri.

Remaja Hamil Sarawak

Sukacita dimaklumkan kes kehamilan dalam kalangan remaja sudah menurun daripada 4,078 kes dalam tahun 2013 kepada 2,087 kes tahun ini iaitu sehingga Oktober 2016. Keadaan ini akan dapat mengurangkan kebimbangan kita tentang kesejahteraan ibu remaja yang belum bersedia dari segi fisiologi dan emosi, dan juga kemampuan untuk memikul tanggungjawab berat sebagai seorang ibu, dan kesejahteraan anak-anak yang dilahirkan oleh mereka. Pada tahun 2017, Kementerian bersama One Stop Teenage Pregnancy Committee akan mempergiatkan lagi usaha pencegahan dan advokasi dalam kalangan pelajar-pelajar sekolah menengah Sarawak melalui Program Kesedaran dan Advokasi Pendidikan Seksual atau singkatannya KAPS.

Tuan Speaker, kita memandang serius dan mengambil berat tentang kes-kes kehamilan yang berakhir dengan pembuangan bayi. Pada 24 November kita telah dikejutkan dengan berlakunya kes buang bayi di Tudan, Miri. Ini merupakan kes yang ke-10 tahun ini. Semasa ditemui di atas tanah dalam semak, bayi yang masih bertali pusat sedang menangis, dikerumuni semut dan hanya berbalut dengan kain sarung. Keadaan seperti inilah yang sepatutnya menghantui hati nurani dan perasaan insan yang berperikemanusiaan.

Sehubungan ini, satu lagi tindakan yang akan dilaksanakan untuk mengelakkan pembuangan bayi secara tidak berperikemanusiaan, Kementerian ini akan menjalin kerjasama strategik dengan KPJ (Kuching Specialist Hospital) bagi melaksanakan Projek KPJ Baby Hatch di hospital tersebut. Projek yang pertama di Sarawak ini, akan, InsyaAllah, dilancarkan pada 20 Januari 2017. Tujuan “Baby Hatch” adalah untuk mengelakkan pembuangan bayi di tempat tidak selamat, mengurangkan kematian bayi yang tidak dikehendaki, serta menyelamatkan nyawa bayi yang tidak minta dilahirkan tetapi mempunyai hak untuk hidup.

Penguatkuasaan Pendaftaran TASKA

Bagi memastikan penyampaian perkhidmatan asuhan yang berkualiti, Kementerian mengambil berat tentang pendaftaran TASKA kerana ia membolehkan proses pemantauan dan penguatkuasaan pematuhan terhadap Peraturan-Peraturan Taman Asuhan Kanak- Kanak 2012 dan Akta Taman Asuhan Kanak-Kanak 1984 (Akta 308). Sehingga kini sebanyak 112 TASKA Swasta telah didaftar dengan Jabatan Kebajikan Masyarakat Negeri Sarawak, sementara permohonan 83 TASKA masih dalam pertimbangan. Untuk meningkatkan kesedaran mengenai pentingnya TASKA dalam kalangan pihak yang berkepentingan pihak Kementerian telah mengadakan tiga (3) siri kempen Jom Daftar TASKA. Kempen ini bertujuan meningkatkan kesedaran dalam kalangan pengusaha supaya segera mendaftar TASKA masing-masing, dan dalam kalangan pengasuh tentang tuntutan ke atas mereka menghadiri dan lulus Kursus Asuhan PERMATA. Bagi ibubapa pula kempen ini bertujuan meningkatkan kesedaran mereka mengenai pentingnya menghantar anak-anak ke TASKA Berdaftar.

Penanda Aras Tadika/Prasekolah Berkualiti

Tuan Speaker, to ensure quality delivery of early childhood education, in 2014 the Ministry published Manual Standard of Quality which provides a comprehensive guideline for preschool operators. Other than providing regular professional support services, Benchmarking for Quality Preschools as a new initiative was introduced by Majlis Pembangunan Pendidikan Awal Kanak-kanak Sarawak atau (MPAKS) through collaboration with various implementing agencies to identify and recommend best preschool under their jurisdiction as benchmark of quality.

The seven short listed were:

(b) Tadika Yayasanku Sayang, Kuching;

(c) Tadika Sri Keria, Kuching;

(d) Tadika SeDidik Mutiara Igan, Mukah;

(e) Prasekolah SK Paon Temaga, Lundu;

(f) TABIKA KEMAS Taman Sepakat Jaya, Kuching; and

(g) TABIKA Perpaduan Sekama, Kuching.

In conjunction with Preschool Convention which was held on 23-25 September 2016 in Sibu, Tadika Sri Keria, Kuching and TABIKA Perpaduan Sekama, Kuching was adjudged as model preschool.

Sebagai salah satu usaha untuk meningkatkan kualiti penyampaian perkhidmatan pendidikan awal kanak-kanak di bawah kendalian Jabatan Kemajuan Masyarakat atau KEMAS Negeri Sarawak, pada tahun ini sebanyak RM4.8 juta telah diperuntukkan untuk membina tujuh (7) buah TABIKA baharu dan membaikpulih dua belas (12) TABIKA. Pembinaan yang dijangka akan siap sepenuhnya pada awal tahun 2017 akan memberi manfaat kepada 475 orang kanak-kanak.

Untuk makluman Ahli Yang Berhormat Kedup, TABIKA-TABIKA di kawasan N.22 Kedup turut tersenarai bersama dengan 247 buah TABIKA KEMAS yang berkeadaan daif untuk dibaik pulih dan dinaik taraf dalam tahun 2017. KEMAS telah memajukan permohonan peruntukan sebanyak RM19 juta kepada Kementerian Kemajuan Luar Bandar dan Wilayah untuk tujuan tersebut.

Mengenai isu yang ditimbulkan oleh Ahli Yang Berhormat Ba’ Kelalan, mengenai penambahbaikan silibus Program Penghayatan Pendidikan Islam (PPI) KEMAS yang dikhuatiri mempunyai kesan ke atas pelajar Kristian, ingin dimaklumkan bahawa PPI adalah program pengayaan amalan keagamaan yang dikhaskan untuk kanak-kanak yang beragama Islam sahaja sebagai program yang diadakan selepas kelas biasa.

Prestasi Murid Sekolah Rendah Sarawak dalam UPSR 2016

Baru-baru ini, ibubapa khususnya dan masyarakat ramai amnya seperti juga Yang Berhormat Balai Ringin telah menyuarakan kebimbangan mereka mengenai prestasi murid Tahun Enam (6) apabila hanya 284 daripada 41,380 (0.69%) mendapat Tahap Penguasaan Cemerlang A dalam semua matapelajaran (6 matapelajaran bagi SK dan 8 bagi SJK) berbanding dengan 1,998 (4.85%) daripada 41,199 orang calon (5 matapelajaran bagi SK dan 7 bagi SJK) pada tahun 2015 dalam UPSR.

Sehubungan itu, ingin dimaklumkan di sini bahawa selari dengan pelaksanaan Kurikulum Standard Sekolah Rendah ataupun (KSSR) pihak Kementerian telah memperkenalkan sistem pentaksiran yang berbeza dengan apa yang telah diamalkan sebelum ini di sekolah rendah. Sistem pentaksiran yang lebih holistik iaitu Pentaksiran Berasaskan Sekolah (PBS) yang diperkenalkan mulai tahun 2011 adalah sejajar dengan aspirasi Falsafah Pendidikan Kebangsaan yang memberi penekanan kepada perkembangan murid secara menyeluruh dan bersepadu. PBS bertujuan mentaksir perkembangan dan prestasi murid-murid sekolah rendah dalam bidang akademik dan bukan akademik. Bidang Akademik ditaksir melalui Pentaksiran Sekolah (PS) dan Pentaksiran Pusat (UPSR),

34 BELUM DISUNTING 28 NOVEMBER 2016 manakala bidang Bukan Akademik ditaksir melalui Pentaksiran Aktiviti Jasmani, Sukan dan Kokurikulum (PAJSK), dan Pentaksiran Psikometrik (PPsi). Justeru, untuk mendapat gambaran yang sebenar tentang pencapaian seseorang murid sekolah rendah setelah mengikuti enam (6) tahun pendidikan formal, kita hendaklah melihat pencapaian murid dalam keempat-empat komponen pentaksiran tersebut, dan tidak hanya menggunakan prestasi dalam UPSR semata-mata.

Sehubungan ini, ibubapa dinasihatkan untuk tidak menilai kebolehan dan pencapaian anak-anak mereka hanya dengan melihat prestasi dalam UPSR sahaja dan membandingkannya dengan prestasi dalam UPSR 2015. Format dan struktur UPSR 2015 dan UPSR 2016 adalah sangat berbeza. UPSR 2016 memberi lebih tumpuan dalam struktur soalan kepada unsur-unsur Kemahiran Berfikir Aras Tinggi (KBAT). Sebagai contoh Kertas Bahasa Pemahaman yang dahulunya hanya mengandungi soalan objektif sahaja kini mengandungi soalan objektif dan subjektif. Bagi Kertas Sains yang dahulunya satu kertas yang mengandungi dua bahagian (A dan B) kini telah dijadikan dua kertas. Kertas Satu berbentuk soalan objektif dan Kertas Dua berbentuk soalan subjektif.

Persekitaran Pembelajaran yang Kondusif (Penyediaan Kemudahan Fizikal yang Berkualiti)

Tuan Speaker, bagi tahun 2017, Kerajaan Negeri telah mendapat komitmen daripada Kerajaan Persekutuan untuk menaikkan taraf 194 sekolah daif di luar Bandar, sementara Kerajaan Negeri Sarawak memperuntukkan sejumlah RM21 juta untuk membaikpulih 72 buah sekolah. Di samping itu, Kerajaan Negeri Sarawak juga telah memperuntukkan RM6 juta bagi melaksanakan program bagi meningkatkan kualiti pembelajaran dan pengajaran murid dan guru, iaitu HIPERs Program; STEM Education Lab; TVET Competency and Short Courses; Smarter Phonics; English Fun Learning; and Effective Leadership Training.

Tuan Speaker, berhubung dengan 16 buah sekolah yang terjejas akibat pembinaan Pan Borneo Highway, Jabatan Pendidikan Negeri Sarawak telah mengambil langkah sementara untuk menempatkan murid-murid sekolah tersebut ke sekolah-sekolah yang berhampiran. Sementara bagi menjamin kesinambungan pembelajaran 72 orang kanak- kanak di enam (6) TABIKA yang terjejas oleh pembinaan Pan Borneo Highway, KEMAS telah mengambil inisiatif untuk memindahkan mereka ke lokasi sementara sebelum mengenalpasti tempat baharu.

Tuan Speaker, saya ingin mengucapkan terima kasih kepada 19 Ahli-ahli Yang Berhormat yang telah menyentuh tentang persekitaran pembelajaran yang kondusif dan penyediaan kemudahan fizikal yang berkualiti. Untuk makluman Ahli Yang Berhormat bagi Ba’kelalan, dan Kabong cadangan untuk membina SMK Long Semadoh di Ba’ Kelalan, SMK Melekun di Pelagus dan SMK Kabong di Kabong telah dikemukakan ke agensi pusat untuk kelulusan bagi pelaksanaan dalam Rancangan Malaysia Ke-11.

Untuk makluman Ahli Yang Berhormat bagi Tamin, Kerajaan telah meluluskan pembinaan SMK Selangau untuk dilaksanakan dalam Rolling Plan 2 Rancangan Malaysia Ke-11. Tapak untuk projek telah dikenalpasti.

Untuk makluman Ahli Yang Berhormat bagi Tellian, untuk pembinaan SK Tellian, perunding projek telah dilantik pada 26 Januari 2016 dan sekarang masih dalam proses penyediaan reka bentuk.

Untuk makluman Ahli Yang Berhormat bagi Repok, sebanyak 693 buah sekolah didirikan sejak tahun 50-an dan 448 buah masih digunakan sehingga hari ini.

Untuk makluman Ahli Yang Berhormat bagi Layar, asrama lelaki SMK Ulu Layar telah dibina semula akibat kebakaran dan telah siap pada Julai 2016. Peruntukan akan disalurkan untuk pembelian tilam dan katil sebelum sesi persekolahan 2017 bermula.

Untuk makluman Ahli Yang Berhormat bagi , pembinaan SMK Balingian dijangka bermula pada bulan Mac 2017. Bagi program baik pulih Sekolah Kebangsaan Sungai Liu pula, insya Allah dijangka siap pada Jun 2017. SK Kampung Seberang telah disenaraikan dalam program naik taraf sekolah daif dengan kaedah Industrialised Building System (IBS) pada tahun 2017.

Untuk makluman Ahli Yang Berhormat bagi Beting Maro, projek IBS di SK Kalok telah siap 42%, manakala SK Semarang pula masih dalam proses reka bentuk dan pemilikan tapak. Untuk SK Tambak, ia telah disenaraikan untuk pelaksanaan dalam program Rural Transformation Project (RTP) Tahun 2017.

Untuk makluman Ahli Yang Berhormat bagi Saribas, projek gantian bagi SK Kampung Buda sedang dilaksanakan dengan kaedah CSR sumbangan Syarikat Lebuhraya Borneo Utara dengan peruntukan sebanyak RM3 juta.

Untuk makluman Ahli-ahli Yang Berhormat bagi Lingga, Bukit Goram dan Kalaka, SK Maludam dan SK Sembayang di Lingga, SK Kampung Baru dan SK Ulu Yong di Pelagus, dan SK Abang Abdul Rahman, Saratok di Kalaka telah disenaraikan untuk projek ubah suai dan naik taraf di bawah Rural Transformation Project (RTP) Tahun 2017.

Untuk makluman Ahli Yang Berhormat bagi Engkilili, SK Tabut akan dinaiktaraf menggunakan kaedah IBS pada tahun 2017. Manakala baikpulih SK Issu/Bangat, SK Kem Skrang, SK Engkilili No.1, SK Ridan dan SK Ijok dijangka siap pada Jun 2017.

Untuk makluman Ahli Yang Berhormat bagi Bukit Semuja, projek pembinaan SK Sri Sadong dan Projek SMK Serian No. 2 telah diluluskan dalam Rolling Plan 1, Rancangan Malaysia Ke-11 dan sedang dalam proses penyediaan reka bentuk projek.

Untuk makluman Ahli Yang Berhormat bagi , kerja baik pulih SK Ja’ie dijangka siap pada Jun 2017.

Untuk makluman Ahli Yang Berhormat bagi Batu Danau, program baik pulih SK Batu Danau, SK Pengkalan Jawa, SK Nanga Medamit, SK Menuang, SK Kuala Medalam, dan SK Ulu Lubai dijangka siap pada Jun 2017. Untuk projek gantian penuh SK Tanjong, perunding projek telah dilantik oleh Kementerian Pendidikan Malaysia pada 10 Februari 2015 dan kini sedang dalam proses penyediaan reka bentuk projek.

Untuk makluman Ahli Yang Berhormat bagi Semop, SK Serdeng dan SK Abang Amin akan dinaik taraf dan dibaik pulih dengan menggunakan projek IBS dan juga melalui pelaksanaan Implementation and Co-ordination Unit (ICU), Jabatan Perdana Menteri pada tahun 2017.

Kesejahteraan Modal Insan Masa Hadapan

Sejajar dengan usaha untuk mengembalikan semangat Perjanjian Malaysia (MA63) dalam bidang pendidikan, Majlis Perundingan Pendidikan Sarawak (MPPS) telah ditubuhkan pada 1 November 2016. MPPS berperanan sebagai satu badan penasihat untuk membantu Kerajaan dalam menentukan halatuju dan pendekatan pelaksanaan Dasar Pendidikan Kebangsaan di Sarawak. Sukacita diingatkan Sarawak memerlukan satu sistem pendidikan yang mantap untuk melahirkan modal insan yang berketrampilan bagi memenuhi keperluan tenaga kerja dalam pelbagai sektor sesuai dengan agenda transformasi sosio-ekonomi, luar

36 BELUM DISUNTING 28 NOVEMBER 2016 bandar dan penyampaian perkhidmatan yang berkesan dalam konteks masyarakat berbilang kaum.

Sehubungan ini, input dalam bentuk gagasan, pandangan, dan cadangan yang bernas dari pelbagai pihak yang berkepentingan serta berwibawa adalah penting bagi mengenalpasti halatuju dan pendekatan yang sesuai bagi memacu pembangunan pendidikan di Negeri ini. MPPS dianggotai oleh 19 orang individu dari pelbagai latar belakang mewakili wakil rakyat, ahli akademik, golongan pendidik, serta ahli profesional dari Agensi Kerajaan dan pihak NGO yang diyakini dapat memainkan peranan tersebut dengan penuh tanggungjawab.

Kanak-Kanak Tiada Dokumen Pengenalan Diri

Tuan Speaker, sekumpulan kanak-kanak yang kesejahteraan pendidikan mereka terjejas sebab tiada dokumen pengenalan diri turut mendapat perhatian Kerajaan. Bagi menangani isu ini, Kerajaan Persekutuan telah bersetuju menubuhkan sebuah Pasukan Petugas Khas bagi menangani masalah penduduk yang lahir dan menetap di Negeri Sarawak tetapi tidak memiliki dokumen pengenalan diri iaitu sijil lahir dan kad pengenalan. Melalui Pasukan Petugas Khas ini, prosedur permohonan pendaftaran lewat kelahiran telah dipermudahkan dengan hanya memerlukan pengesahan secara Akuan Berkanun (Statutory Declarations Act 1960) oleh Ketua Kaum/Ketua Masyarakat. Inisiatif ini telah dilaksanakan mulai 15 September 2015, dan akan berakhir pada 31 Disember 2017. Seperti yang dipaparkan di skrin, sehingga kini, sebanyak 3,564 permohonan dokumen pengenalan diri telah diterima untuk diproses oleh Jabatan Pendaftaran Negara (JPN) Negeri Sarawak dan daripada jumlah tersebut sebanyak 2,470 (69.3%) permohonan telah diluluskan, 1,082 (30.4%) ditolak, sementara 12 (0.3%) masih dalam pertimbangan. Untuk makluman, permohonan ditolak disebabkan tidak mendapat perakuan Ketua Masyarakat /Ketua Kaum atau kerana mengemukakan perakuan palsu.

Berhubung dengan isu pemindaan Adoption Ordinance supaya selari dengan Adoption Act yang dibangkitkan oleh Ahli Yang Berhormat bagi Bukit Assek, dan mengenai Adoption Ordinance dan Stateless Children yang disentuh oleh Ahli Yang Berhormat bagi Pending, ingin dimaklumkan bahawa perkara ini telah dibincang oleh Majlis Wanita dan Keluarga Sarawak dan Kerajaan sedang dalam proses meneliti perkara ini bersama dengan Jabatan Peguam Besar Negeri Sarawak untuk mencari jalan penyelesaian yang terbaik supaya kesejahteraan dan kebajikan kanak-kanak tetap terpelihara.

Kesejahteraan Wanita

Tuan Speaker, kesejahteraan wanita merupakan tunjang kesejahteraan keluarga dan kesejahteraan masyarakat. Melalui latihan kemahiran dalam pelbagai bidang seperti jahitan kreatif, masakan, kecantikan dan spa di bawah Pusat Latihan Wisma Wanita (WWTC), Jabatan Wanita dan Keluarga Sarawak membantu wanita menguasai kemahiran baharu bagi menjana pendapatan tambahan. Sehingga Oktober 2016, seramai 8,823 wanita telah menjalani latihan, iaitu pertambahan 1,615 orang daripada bilangan yang pernah saya laporkan dalam Sidang Dewan ini pada bulan Jun lalu.

Berhubung dengan pencapaian wanita Sarawak dalam pelbagai bidang pula, Kerajaan berpandangan penghargaan dan pengiktirafan wajar diberi. Sehubungan ini, Kementerian telah menerbitkan buku untuk mendokumentasikan pencapaian tersebut berdasarkan tema-tema berikut semenjak 2010:

(a) Sarawak Women: Treading the Path of Post-Independence Years (2010);

(b) Sarawak Women in Politics (2012);

(c) Sarawak Women in Business (2013);

(d) Sarawak Women in Volunteerism – Caring Hearts, Touching Lives (2014);

(e) Sarawak Women in Politics – The Pioneers (2015);

(f) Sarawak Women in The Arts (2015); dan

(g) Sarawak Women in Education: Shaping the Mind, Body and Spirit (2016).

Tuan Speaker, I would like to draw the attention of this august House to the directive given by The Right Honourable Chief Minister of Sarawak regarding the urgent need to identify any laws which are discriminatory against women so that appropriate action can be taken to rectify them. The committee set up for this purpose found out that they are no laws in Sarawak which specifically discriminate against women. In this regard, the matter raised by Ahli Yang Berhormat Kota Sentosa in the last DUN sitting concerning Letter of Administration was also deliberated. Since Section 8 of the Administration of the Estate Ordinance 1948 (Cap. 80) has been declared as Federal Law through Federal Legal Notification (F.L.N. 200/65), the State Government is in the process of putting up proposals for the amendments to this Section and will liaise with the Federal Government to pursue this matter.

Kesejahteraan Keluarga

Tuan Speaker, Kementerian menyedari bahawa kesejahteraan komuniti lahir dari keluarga yang sejahtera dan ahli-ahlinya yang prihatin dan bertanggungjawab. Oleh itu, Kerajaan amat mengambil berat tentang sebarang masalah yang boleh menjejaskan keadaan tersebut seperti keganasan rumahtangga yang menunjukkan keadaan yang membimbangkan di Sarawak akhir-akhir ini. Pada tahun 2015 sebanyak 279 kes (97 lelaki dan 182 wanita) telah dilaporkan kepada pihak Polis Diraja Malaysia (PDRM), dan sehingga bulan Oktober tahun ini sebanyak 349 kes (85 lelaki dan 264 wanita), ada peningkatan. Bagi penderaan terhadap kanak-kanak pula 15 kes telah dilapor pada tahun 2015, dan sehingga bulan Oktober tahun ini sebanyak 22 kes telah dilaporkan.

Sebagai usaha untuk melindungi mangsa keganasan tersebut, Kementerian telah mengambil langkah untuk memantapkan Standard Operating Procedure yang sedia ada berhubung dengan urus tadbir kes-kes keganasan. Pada masa yang sama, pihak Kementerian juga telah mewujudkan Standard Operating Procedure antara agensi bagi tujuan penyelarasan supaya urus tadbir kes keganasan dikendalikan dengan lebih cekap dan berkesan oleh agensi-agensi yang bertanggungjawab seperti PDRM, Jabatan Kesihatan Negeri Sarawak dan Jabatan Kebajikan Masyarakat Negeri Sarawak. Ini kempen Stop Violence Against Women, dan slaid yang ditunjukkan sebelum ini menunjukkan dua orang survivors of domestic violence. One of the survivors had a very, very strong quote, “Any form of violence, be it towards men or women, are not to be tolerated. If I stand up for myself, I stand up for other women”. Men juga termasuk. Ini NGO yang diasaskan oleh wanita. Okay, terima kasih.

Penyalahgunaan Dadah dan Substance Abuse

Kerajaan juga mengambil berat tentang sebarang salah laku yang berpunca daripada penyalahgunaan dadah dan substance yang menjejaskan bukan sahaja kerukunan rumahtangga tetapi juga menjadi punca kepada pelbagai gejala sosial. Sebagai contoh pada bulan Oktober 2016, satu kes pembunuhan seorang ibu oleh anaknya di Ampang Jaya, Kuala Lumpur telah dilaporkan berlaku disebabkan anaknya hilang kewarasan dan

38 BELUM DISUNTING 28 NOVEMBER 2016 pertimbangan akibat pengaruh dadah. Di Lawas Sarawak pula, satu kes kejadian amuk menggunakan parang berlaku di Kampung Belangsat. Suspek yang menetak tiga mangsa dari kalangan ahli keluarganya sendiri dilaporkan berada di bawah pengaruh gam. Semua mangsa menerima rawatan di Hospital Lawas di mana salah seorang cedera parah di leher dan kepala. Pada masa yang sama, kenyataan Tan Sri Lee Lam Thye, Naib Pengerusi Kanan Yayasan Pencegahan Jenayah Malaysia yang menyebut bahawa lebih 60% kes jenayah di Malaysia adalah berkaitan dengan dadah (Borneo Post Online pada 23 Julai 2016), turut memberi gambaran yang membimbangkan.

Tuan Speaker, Kerajaan tidak ingin melihat keadaan seperti ini berlaku di Negeri Sarawak. Statistik yang dikeluarkan oleh pihak Agensi Anti Dadah Kebangsaan Sarawak (AADK) menunjukkan bahawa Mahkamah Majistret telah mengeluarkan Perintah Pengawasan kepada seramai 411 penagih dadah (sehingga Oktober tahun ini), untuk menjalani rawatan dan pemulihan di Pusat Pemulihan Penagihan Narkotik (PUSPEN). Seperti pada Oktober 2016, seramai 165 penagih dadah pula telah secara sukarela mendaftar untuk mendapat rawatan pemulihan di pusat-pusat Cure and Care Service Centre (CCSC) yang dikendalikan oleh AADK.

Dalam kalangan pelajar sekolah menengah, dalam tempoh Januari hingga Oktober 2016, Jabatan Pendidikan Negeri Sarawak dengan kerjasama AADK telah melakukan ujian air kencing (urine test) secara rambang ke atas 2,488 pelajar yang berisiko. Daripada bilangan tersebut, 154 (6%) pelajar didapati positif dadah.

Berdasarkan statistik ini, meskipun Sarawak merupakan antara Negeri yang terendah dalam penyalahgunaan dadah di Malaysia, namun, Kerajaan sentiasa komited menjalankan program-program pencegahan melalui kempen kesedaran dan pendidikan pencegahan kerana menyedari ‘mencegah adalah lebih baik daripada mengubati’. Berhubung dengan perkara ini, kesegeraan bertindak untuk mengatasi masalah ini melalui program kesedaran dan pendidikan pencegahan, penguatkuasaan dan pemulihan merupakan agenda penting Kerajaan ini.

Untuk meningkatkan lagi keberkesanan penguatkuasaan bagi tujuan mengurangkan bekalan dadah di pasaran dan menyekat kemasukan dadah ke Sarawak, pihak Jabatan Siasatan Jenayah Narkotik Kontingen Sarawak telah mengambil beberapa langkah-langkah seperti yang dimaklumkan oleh Menteri Muda Pendidikan Awal Kanak-kanak dan Pembangunan Keluarga pada 25 November 2016 (yang tercatat dalam Hansard muka surat 10). Selain itu langkah-langkah berikut iaitu:-

(a) Memperkasakan risikan maklumat pengedaran dadah di Sarawak;

(b) Mempertingkatkan tindakan di bawah Undang-Undang Pencegahan Akta Dadah Berbahaya (Langkah-Langkah Pencegahan Khas) 1985;

(c) Melucutkan harta pengedar dadah di bawah Pelucuthakan Harta ADB 1985; dan

(d) Menjalinkan kerjasama dengan masyarakat setempat melalui pelbagai bentuk kempen kesedaran seperti ceramah, dialog, pameran dan Hari Bersama Pelanggan.

Untuk makluman Ahli Yang Berhormat bagi Ba’ Kelalan, Kementerian telah mengadakan Dialog Maklum Balas Komuniti mengenai isu sosial yang melibatkan penyalahgunaan dadah dan substance di Pusa pada 19 November 2016, dan dialog yang serupa akan diadakan di Lawas pada 17 Disember 2016. Ahli-ahli panel yang terlibat ialah Pengarah Jabatan Siasatan Jenayah Narkotik Negeri Sarawak, Residen Bahagian Limbang,

Pegawai Daerah Lawas, Pengarah AADK Sarawak, PEMADAM, dan Pegawai Pendidikan Daerah Lawas. Sementara para peserta terdiri daripada Ketua-ketua Masyarakat, Ketua- ketua Kaum, NGO, belia, dan pemimpin setempat seperti pemimpin politik serta kaunselor.

As my Assistant Minister has stated on 25th November 2016, we will work hard to fight this drug menace. For as long as there is the sun and the moon, we will continue to fight against drug abuse.

Kerajaan akan terus berusaha untuk memperhebatkan dan memantapkan kerjasama yang sedia terjalin antara agensi-agensi yang terlibat secara langsung dalam menangani gejala ini seperti Agensi Anti Dadah Kebangsaan (AADK), Polis DiRaja Malaysia (PDRM), Kementerian Kesihatan Malaysia (KKM), Jabatan Kastam DiRaja Malaysia, Jabatan Pendidikan Negeri Sarawak (JPNS) dan Persatuan Mencegah Dadah Malaysia (PEMADAM).

Penutup

Tuan Speaker, Kerajaan yang bertanggungjawab adalah Kerajaan yang sentiasa peka, prihatin dan mengambil berat tentang kebajikan dan kesejahteraan rakyatnya, tidak kira sama ada dalam keadaan ekonomi yang memberangsangkan atau di sebaliknya. Umum mengetahui bahawa pertumbuhan ekonomi dunia dan rantau Asia, terutama sekali di Eropah, Jepun dan China agak lembab, harga komiditi serta nilai ringgit menurun, dan kos sara hidup meningkat, namun Kerajaan Negeri Sarawak tetap tidak mengabaikan tanggungjawabnya untuk mensejahterakan rakyat berbilang kaum.

Tuan Speaker, our Government is a responsible Government. Menangani keperluan golongan yang memerlukan bantuan, OKU, wanita dan keluarga yang daif akan terus menjadi agenda pembangunan insan yang penting. Demikian juga halnya dengan usaha menyediakan kemudahan pendidikan dan latihan yang berkualiti bagi menjamin lahirnya sumber manusia atau modal insan yang berilmu pengetahuan, berkemahiran, berketrampilan dan bertanggungjawab dalam melestari masyarakat dan komuniti yang sejahtera.

Kerajaan Barisan Nasional Sarawak amat komited untuk menjadikan Sarawak Negeri yang maju bersandarkan ekonomi berpendapatan tinggi, dan rakyatnya hidup dalam suasana serta persekitaran yang selamat, aman damai, dan harmonis, dan menikmati juga kehidupan yang bermaruah dan berdigniti.

Akhir kata, kepada semua Ahli-Ahli Yang Berhormat, saya ingin mengambil kesempatan ini untuk mengucapkan Selamat Menyambut Maulidur Rasul, Selamat Menyambut Hari Krismas dan Selamat Tahun Baru 2017.

Tuan Speaker: Dengan hormatnya saya menjemput Ahli Yang Berhormat Datuk Amar Haji Awang Tengah Bin Ali Hasan, Menteri Perancangan Sumber dan Alam Sekitar II untuk menyampaikan ucapan penggulungan.

Menteri Perancangan Sumber dan Alam Sekitar II (Y.B. Datuk Amar Haji Awang Tengah Bin Ali Hasan): Terima kasih, Datuk Amar Speaker, saya ingin mengucapkan setinggi-tinggi penghargaan kepada Yang Amat Berhormat Datuk Patinggi Ketua Menteri selaku Menteri Kewangan atas pembentangan Belanjawan Negeri 2017, pada 21 November 2016. Belanjawan ini menekankan kepada pembangunan demi merancakkan aktiviti ekonomi khususnya di luar bandar dalam usaha untuk merapatkan jurang pembangunan di antara bandar dengan luar bandar.

Saya juga ingin merakamkan ucapan terima kasih kepada semua Ahli Yang Berhormat yang telah mengambil bahagian dalam perbahasan dan memberi pandangan yang membina berhubung dengan perkara-perkara di bawah bidang kuasa Kementerian Perancangan Sumber dan Alam Sekitar.

Tuan Speaker, dalam menjamin hak rakyat ke atas tanah mereka, melalui Peringkat Pertama Program Pengukuran Tanah Hak Adat Bumiputera Inisiatif Baharu, Kerajaan telah berjaya mengukur secara perimeter kawasan seluas 749,134 hektar dan 5,543 lot individu yang melibatkan kawasan seluas 6,208 hektar. Namun demikian, pada tahun ini, setakat 31 Oktober 2016, Jabatan Tanah dan Survei hanya berjaya melakukan pengukuran perimeter seluas 17,054 hektar dan 1,508 lot individu seluas 1,628 hektar. Penurunan ketara pencapaian pada tahun 2016 merupakan kesan daripada kelewatan penyaluran peruntukan oleh Kerajaan Persekutuan.

Peruntukan Kerajaan Persekutuan hanya diterima oleh Jabatan Tanah dan Survei secara berperingkat mulai bulan Mei sehingga penghujung bulan Oktober yang lepas. Sejumlah RM13,989,600.00 sahaja telah diterima setakat ini. Walau bagaimanapun, Yang Amat Berhormat Perdana Menteri di dalam pembentangan Bajet 2017 pada 21 Oktober 2016, telah pun mengumumkan peruntukan sejumlah RM30 juta bagi program ini diteruskan pada tahun 2017. Kejayaan dalam pengukuran di bawah program ini membuktikan bahawa Kerajaan komited dalam mengiktiraf hak adat Bumiputera. Usaha ini juga mendapat sokongan padu daripada rakyat meskipun berhadapan dengan cabaran seperti tuntutan tanah yang tidak munasabah, bantahan di lapangan dan propaganda yang disebarkan oleh segelintir pihak yang tidak bertanggungjawab. Oleh itu, saya ingin menyeru semua Ahli Yang Berhormat untuk bekerjasama bagi memastikan Program Pengukuran Tanah Hak Adat Bumiputera ini dapat dilaksanakan dengan lebih cepat dan lancar.

Tuan Speaker, selain Program Pengukuran Tanah Hak Adat Bumiputera ini, Kerajaan sehingga kini telah mengeluarkan sebanyak 45,097 surat hak milik tanah di bawah Seksyen 18 Kanun Tanah Negeri bagi tujuan kediaman melalui Program Pengukuran Kampung Tradisional. Ini adalah usaha berterusan Kerajaan mengiktiraf dan menjamin hak penduduk di kampung- kampung yang telah lama wujud.

Selanjutnya saya ingin memberi respon kepada isu-isu yang dibangkitkan oleh Ahli-Ahli Yang Berhormat semasa perbahasan dalam persidangan ini.

Untuk makluman Ahli Yang Berhormat bagi Batu Kitang, permohonan tanah untuk Wholesale Market di atas Lot 1798 Blok 233 Kuching North Land District di Batu 6 Jalan Penrissen Kuching yang dikemukakan oleh Persatuan Pemborong Dan Pengedar Kuching Dan Samarahan tidak diluluskan kerana didapati tidak sesuai untuk tujuan tersebut. Dalam pada itu, tanah yang dipohon itu juga sudah komited untuk pembangunan lain.

Permohonan bagi tapak alternatif baru ke atas sebahagian Lot 713 Blok 33 Kuching North Land District pada 24 April 2016 pula telah tidak disokong oleh Jabatan Penerbangan Awam memandangkan tapak itu terletak bersebelahan dengan Lapangan Terbang Antarabangsa Kuching. Oleh itu, Jabatan Tanah dan Survei akan mengesyorkan tapak alternatif yang melibatkan sebahagian daripada Lot 695 Blok 233 Kuching North Land District. Perkara ini akan dikemukakan untuk kelulusan Majlis Perancangan Negeri dalam masa terdekat setelah Pelan Tempatan bagi kawasan tersebut dimuktamadkan.

Untuk makluman Ahli Yang Berhormat bagi Batu Kitang juga, setakat ini tiada permohonan diterima oleh Jabatan Tanah dan Survei bagi cadangan mewujudkan Market di sepanjang Jalan Keretapi dan kawasan MJC. Oleh yang demikian, pihak berkuasa tempatan berkenaan adalah disaran untuk mengemukakan permohonan rasmi berhubung dengan cadangan tersebut untuk pertimbangan Kerajaan.

Untuk makluman Ahli Yang Berhormat bagi Ba’Kelalan, berhubung dengan isu pemakai menoa dan pulau galau, Kerajaan Negeri telah membuat rayuan kepada Mahkamah Persekutuan berhubung dengan keputusan Mahkamah Rayuan pada 21 Jun 2013. Memandangkan Mahkamah Persekutuan belum lagi membuat keputusan maka perkara ini tidak boleh dibincangkan pada masa ini.

Berhubung dengan cadangan Ahli Yang Berhormat bagi Ba’kelalan untuk ditubuhkan Land Rights Commission atau Land Tribunal, Yang Amat Berhormat Ketua Menteri pada ketika itu Menteri di Pejabat Ketua Menteri dan Menteri Tugas-Tugas Khas dalam ucapan penggulungan pada persidangan sesi November 2011, telah menegaskan bahawa Kerajaan berpendapat tiada keperluan untuk menubuhkan Native Land Commission. Peruntukan Kanun Tanah Negeri yang sedia ada sudah mencukupi dan lengkap bagi menyelesaikan masalah tanah Hak Adat Bumiputera. Tambahan pula pewujudan Native Land Commission akan menambah satu lagi lapisan prosedur dan ini menambah birokrasi dalam proses sedia ada memandangkan perkara ini masih lagi tertakluk kepada bidang kuasa Mahkamah sedia ada.

Untuk makluman Ahli Yang Berhormat bagi Dudong, kawasan Sibu Lake Garden yang berkeluasan 37.7 hektar dikenali sebagai Lot 8489 dan Lot 1895, Blok 11 Seduan Land District telahpun diluluskan oleh Kerajaan untuk dijadikan kawasan Public Parks and Greens. Proses pewartaannya sedang dilaksanakan. Oleh yang demikian, sebarang pembangunan di kawasan ini adalah tertakluk kepada Public Parks and Greens Ordinance 1993 (Cap. 3).

Untuk makluman Ahli Yang Berhormat bagi Repok, tapak Dewan Suarah sedia ada masih boleh menampung keperluan untuk pembesaran dewan tersebut. Walau bagaimanapun, perkara ini perlu dikaji dengan lebih teliti sebelum sebarang keputusan dibuat.

Untuk makluman Ahli Yang Berhormat bagi Kabong, di pekan Kabong, Kerajaan telah meluluskan pelaksanaan Skim Pembesaran Kampung Sungai Endot yang akan menyediakan 117 lot kediaman. Cadangan pelaksanaan prasarana asas bagi skim ini akan dimasukkan dalam Kajian Separuh Penggal Rancangan Malaysia Ke-11.

Sementara itu, cadangan untuk melaksanakan satu lagi skim yang dikenali sebagai Skim Pembesaran Kampung Hulu Kabong juga akan dimasukkan dalam Kajian Separuh Penggal Rancangan Malaysia Ke-11.

Untuk makluman Ahli Yang Berhormat bagi Saribas, cadangan pelaksanaan Pembesaran Kampung Melayu Debak tidak diluluskan dalam Rancangan Malaysia Ke-11. Kementerian ini akan mengemukakan semula projek tersebut semasa Kajian Separuh Penggal Rancangan Malaysia Ke-11.

Untuk makluman Ahli Yang Berhormat bagi Kalaka, Skim Pembesaran Kampung Hulu Saratok dilaksanakan dalam dua fasa. Fasa 1 menyediakan 72 lot kediaman. Daripada jumlah itu, 39 lot telah diagihkan. Baki 33 lot lagi akan dimulakan pengagihannya mulai awal tahun 2017 dan dijangka dimuktamadkan sebelum bulan Jun 2017. Cadangan pembinaan prasarana asas bagi Fasa 2 yang menyediakan 84 lot kediaman pula akan dikemukakan dalam Kajian Separuh Penggal Rancangan Malaysia Ke-11.

Untuk makluman Ahli Yang Berhormat bagi Tanjong Batu, pembayaran pampasan untuk pengambilan balik tanah bagi projek awam termasuk Projek Lebuh Raya Pan Borneo adalah seperti yang diperuntukkan di bawah Kanun Tanah Negeri Sarawak (Bab 81). Untuk projek ini, Encik Dana Ak Regu telah mengemukakan tuntutan tanah seluas 1.5829 hektar. Walau bagaimanapun, setelah siasatan dibuat, hanya 0.0887 hektar yang tertakluk kepada tuntutan Hak Adat Bumiputera yang sahih. Pampasan bagi tanah yang tertakluk dengan NCR sejumlah RM8,388.00 telah dibayar kepada beliau yang merangkumi nilai tanah RM7,096.00 dan tanaman (RM1,292.00).

Bagi tuntutan beliau yang melibatkan tanah Kerajaan, beliau telah dibayar Ex-Gratia sejumlah RM31,308.50 yang merangkumi nilai rumah kediaman RM9,546.40 dan tanaman RM21,762.10. Nilai rumah kediaman yang dibayar melalui Ex-Gratia adalah sebanyak 80% daripada nilai rumah tersebut. Bagi pembayaran Ex-Gratia untuk tanaman pula, pembayaran berdasarkan 100% daripada nilaian yang telah dibuat. Tiada bayaran Ex-Gratia dibayar bagi nilai tanah yang tidak tertakluk kepada tuntutan hak adat bumiputera yang sahih.

Untuk makluman Ahli Yang Berhormat bagi Pujut, sejumlah 412 ketua isi rumah setinggan dari Kampung Api-Api, Kampung Pasir dan Kampung Merikan telah diluluskan untuk ditempatkan semula di Skim Penempatan Semula Tudan Desaras. Perpindahan setinggan tersebut ke Skim ini telah dirancang untuk diselesaikan sebelum 1 Mei 2017. Kawasan penempatan semula yang diluluskan ini telahpun disediakan dengan prasarana asas merangkumi jalan dan perparitan yang lebih kondusif berbanding dengan kediaman sedia ada mereka. Penyediaan bekalan elektrik dan bekalan air di kawasan skim berkenaan akan diusahakan dalam tempoh tersebut.

Untuk makluman Ahli Yang Berhormat bagi Daro, Pelan Fasa 2 di Daro telah pun diluluskan yang merangkumi komponen seperti berikut:

(a) Kedai mini dua (2) tingkat – 8 unit; dan

(b) Kedai berkunci (lock-up shop) satu (1) tingkat – 12 unit.

Walau bagaimanapun, pihak PELITA masih menjalankan kajian untuk mengubah suai pelan yang telah diluluskan supaya dapat memenuhi keperluan masyarakat tempatan.

Untuk makluman Ahli Yang Berhormat bagi Simunjan, berhubung dengan Pusat Pekan Baru Simunjan, Kerajaan telah siap mengubah suai pelan pembangunan tersebut. Pelan ini akan dibentangkan dalam mesyuarat Majlis Perancangan Negeri yang akan datang untuk pertimbangan selanjutnya. Pelaksanaan projek ini akan dilaksanakan oleh pemaju swasta.

Untuk makluman Ahli Yang Berhormat bagi , sebelum bahan batuan dan mineral dari Sarawak dieksport, sama ada ke Negeri-Negeri lain ataupun ke negara-negara lain, kebenaran daripada Menteri yang bertanggungjawab ke atas tanah di Sarawak adalah diperlukan. Bagi eksport ke negara-negara lain, Permit Eksport yang dikeluarkan oleh Kementerian Sumber Asli dan Alam Sekitar juga diperlukan selaras dengan Perkara 74 (1), dan Item 8 (b), Senarai I, Jadual Kesembilan, Perlembagaan Persekutuan.

AP dikeluarkan oleh pihak NRE secara percuma dan tidak dikenakan sebarang royalti tambahan dan yuran pemprosesan. Tiada royalti juga dikenakan oleh Jabatan Kastam Diraja Malaysia bagi bahan batuan dan mineral yang dieksport. Oleh yang demikian, royalti bahan mineral dan batuan hanya dikutip oleh Kerajaan Negeri dan ini bermakna, dakwaan Ahli Yang Berhormat bagi Pelawan adalah tidak berasas sama sekali.

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Balai Ringin, cadangan tapak yang dibuat oleh penduduk Kampung Sabal Kurin telah diterima oleh Jabatan Tanah dan Survei. Permohonan ini akan diteliti untuk pertimbangan selanjutnya.

Untuk makluman Ahli Yang Berhormat bagi Padungan, keputusan untuk sama ada memperbaharui atau tidak tempoh surat hak milik untuk Lot 51 Section 53 Kuching Town Land District dan Lot 52 Section 52 Kuching Town Land District tertakluk kepada kajian secara holistik pembangunan di kawasan tersebut. Kajian ini merangkumi aspek fizikal dan juga kajian trafik. Kebanyakan bangunan di kawasan tersebut telah pun melalui tempoh yang lama dan perlu dinilai dari segi keselamatan bangunan dan sebagainya.

Keputusan sama ada memperbaharui atau tidak pada masa sekarang surat hak milik tersebut, tidak akan memberi sebarang kesan kepada penghuni rumah pangsa KMC. Berdasarkan rekod, surat hak milik tanah akan tamat tempohnya pada 2017, namun demikian tanah tersebut akan diletak hak vesting kepada Majlis Bandaraya Kuching Selatan (MBKS) untuk diselenggarakan. Sungguhpun demikian, kebajikan penghuni-penghuni tetap terjamin. Bahkan, Kerajaan sentiasa memastikan kebajikan penghuni-penghuni rumah pangsa di kawasan berkenaan diberi perhatian sewajarnya. Ini dibuktikan dengan pembaharuan perjanjian penyewaan yang telah ditandatangani di antara penyewa-penyewa tersebut dengan MBKS yang akan tamat tempoh pada tahun 2019.

Y.B. Encik Wong King Wei: Thank you, Tuan Speaker. Thank you, Honourable Minister for the answer. Tuan Speaker I would like to highlight to this house that it’s not only the welfare of the tenant is the main concern but also whether the land will be preserved as a legacy or will the legacy be passed on for the future generation as this is the land that has been preserved by the British Government in 1957 particularly for this purpose. The intention is very clear to rent and not for sale. So the intention is very clear for this land to be preserved for the future generation not only for the welfare of this current generation and the current tenant and I will still urge the State Government to renew the land lease of these two pieces in perpetuity so that they can be forever be preserved not only to be benefited of the current generation but also for the furture generation.

Menteri Perancangan Sumber Dan Alam Sekitar II (Y.B Datuk Amar Haji Awang Tengah Bin Ali Hasan): Thank you very much. As I mentioned just now it is important that holistic study be carried out first on that area and for the time being the land is to be vested to the Council.

Tuan Speaker, untuk memastikan sektor perhutanan terus memain peranan yang penting dalam pembangunan sosio ekonomi Negeri, perkara berhubung dengan alam sekitar, pemuliharaan dan konservasi biodiversiti akan terus menjadi teras utama dalam dasar perhutanan Negeri.

Dasar dan strategi yang sedang dilaksanakan:

(a) All timber licence holders are required to carry out Environmental Impact Assessment (EIA) before any logging activities can be carried out;

(b) Sarawak remains fully committed to the principles of Sustainable Forest Management;

(c) To encourage forest management certification; and make it mandatory in the Heart of Borneo area;

(d) As mentioned by the Right Honourable Chief Minister, there shall be no more new timber licence to be issued except within designated development areas, for example NCR Land Development and Ladang Rakyat;

(e) The State is committed to gazette at least one (1) million hectares as Totally Protected Areas (TPAs) by year 2020. Currently, we have gazetted 940,807.40 hectares comprising terrestrial and water bodies;

(f) To intensify efforts against illegal logging and to enhance the effectiveness of our enforcement with the involvement of Forestry Department, Sarawak Forestry Corporation, STIDC and multi agencies including MACC, PDRM, APMM, JPJ, Sarawak Rivers Board (SRB), Customs and Immigration Department;

(g) To continue review on log quota for export with a view to encourage and sustain local and value-added downstream processing;

(h) To emphasize on the establishment of forest plantation with a view to take pressure off the natural forests and conduct the requisite R&D on utilisation of these planted forest resources;

(i) To leverage on our ‘Sarawak Timber Legality Verification System’ (STLVS) to expand access of Sarawak’s timber and timber products to international markets; and

(j) We shall continue to open up our forests to international R&D and will collaborate with those NGOs and scientific institutions who share our common agenda on forestry.

Operations on Illegal Logging

Tuan Speaker, on our efforts in curbing illegal logging, we have deployed the use of modern technologies including hyperspectral imaging, drones, Geographical Information System (GIS) and Sarawak Log Tracking and Forest Revenue System (REVLOG). We also deploy our enforcement into the forest areas where logging is carried out by having 48 One Stop Compliance Centre (OSCC) throughout Sarawak.

Since 2014, Forest Department has opened 542 investigation papers (IP) of which 206 cases were compounded with a total amount of RM8.5 million collected.

In addition, 65 cases were sent to the Sarawak Attorney General (SAG) for further legal action, 183 cases involved only seized items, 46 cases still under investigation while 42 cases were closed as no forest offences were committed.

During the same period, a total amount of logs seized is 189,879 cubic meters with the royalty value of RM12.3 million. Beside that, 285 various machineries have been seized while 57 persons have been detained. In 2016, 12 cases have been brought to court out of which, in 2 cases, the offenders were fined and the other 10 cases are still on trial.

Tuan Speaker, we have achieved a certain degree of success in combating illegal logging and we are committed to intensify our efforts to curb any illegal logging activities. The State Task Force On Illegal Logging will continue to coordinate plans, strategies and actions to ensure the objectives are achieved. I appeal to all relevant Government agencies to intensify effort to combat illegal logging. I also call upon the general public to continue giving cooperation to ensure success in this operation.

Biodiversity Conservation

Tuan Speaker, the flagship programme of the Government on biodiversity conservation is the Research for Intensified Management of Bio-Rich Areas (RIMBA) Project which provides a platform for collaboration with renowned international R&D organizations such as the Smithsonian Institute (USA), Singapore Botanical Gardens, and the National Institute for Environmental Studies of Japan. We have also been working on long-term research programmes with other institutions such as Kyoto University and Harvard University (USA).

Amongst the noteworthy achievements are:

(a) The discovery of 12 new wild life species (Begonia, Hoya, ginger and orchid) at two RIMBA sites, indicating the extremely rich biodiversity of the State with many species yet to be discovered;

(b) Sarawak Plant Red List Series I & II, published under the RIMBA Sarawak has clarified the status of our commonly available and commercially important species of Dipterocarps amongst others, Meranti Langai and Selangan Batu Hitam, as species which are not threatened in Sarawak. This directly refutes the IUCN (International Union for Conservation of Nature) Red List that state 64% of Dipterocarp species in Sarawak as threatened;

(c) Successful downlisting of Saltwater crocodile from CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora) Appendix I to Appendix II demonstrating international confidence and recognition towards Malaysia and in particular Sarawak’s role in managing threatened species;

(d) Currently, a total of 22 matured crocodiles have been culled or removed to allay the fears and anxiety of affected communities;

(e) The inclusion of Earless Monitor Lizard (Cicak Purba) in Appendix II of CITES is another major achievement through Sarawak’s initiative in the CITES’s 17th Conference of the Parties (CoP17). This will further protect this species from illegal pet trade;

(f) This year, Semenggok Nature Reserve welcomes the birth of two (2) Orang Utan babies. One of the infants was first noticed on 16th September 2016 and the other on 8th October 2016; and

(g) Under the Biodiversity, Environment And Conservation (BEACON) project, we now have successfully witnessed the return of nesting turtles to Similajau National Park after an absence of seven years.

Local Community Engagement

Tuan Speaker, the Government has actively engaged local communities on forest management through a number of programmes including:

(a) The Honorary Wild Life Ranger Programme;

(b) Special Park and Special Wild Life Committees;

(c) Communication, Education and Public Awareness (CEPA) programmes on crocodile awareness, hornbill conservations, marine conservation, just to name a few; and

(d) We shall continue the Community development programmes including Tagang System, Gaharu Project and Ba’Kelalan Highland Salt project and Penan Infrastructure project.

Research and Development (R&D)

Tuan Speaker, the Goverment is putting additional emphasis on R&D activities particularly in areas pertaining to:

(a) Sustainable utilisation of tropical peatland in relation to agriculture development and forestry and its implication to environment and climate change. Towards this end, the Government has invested about RM40 million for the establishment of the Tropical Peat Research complex. The principal achievement from this research has been Sarawak’s ability to increase crop production while decreasing soil carbon dioxide (CO2) emission and prevent peat fire;

(b) Value-adding of timber resources with a view to increase the export earnings of timber and timber products from the State. Presently, research undertakings include utilisation of wood wastes and planted timber for various utilisation including furniture manufacturing and pulp and paper. Collaboration with UNIMAS on furniture designs under PUSAKA chair;

(c) Statewide planting trials with high-quality planting materials sourced from the whole Asia Pacific region; and

(d) The Sarawak Biodiversity Centre which was established in 1998 will continue to focus on documentation of traditional knowledge of indigenous communities, implement Access and Benefit Sharing (ABS), and conduct bio-discovery through R&D on the State’s biological resources

Isu Spesifik

Untuk makluman Ahli Yang Berhormat bagi Kidurong, Kerajaan Negeri prihatin terhadap kebajikan dan keperluan penduduk setempat. Kerajaan juga sentiasa mendengar keluh kesah mereka. Pada dasarnya sebelum sesuatu kawasan diwartakan sebagai Taman Negara, tanah-tanah yang disahkan sebagai tanah NCR akan dikeluarkan dari cadangan penubuhan Taman Negara berkenaan.

Justeru itu, Kerajaan telah pun mengeluarkan tanah yang berstatus NCR dari kawasan yang dicadangkan sebagai Taman Negara Binyo.

Ini dilakukan bagi memastikan penduduk-penduduk di kawasan berkenaan terus menjalani kehidupan seperti biasa dan menjamin hak atas tanah mereka.

Menteri Perancangan Sumber Dan Alam Sekitar II (Y.B Datuk Amar Haji Awang Tengah Bin Ali Hasan): You had been the people representative for Kidurong for quite some time, so it sticks in my mind ... (Laughing) ... thank you, my apology again. Tuan Speaker, industri perkayuan juga tidak terkecuali daripada kesan ekonomi global yang tidak menentu.

Bagi tempoh Januari hingga September 2016, nilai pendapatan eksport produk kayu Sarawak mencatatkan penurunan sebanyak 9.6% daripada RM4.89 bilion kepada hanya RM4.42 bilion dalam tempoh yang sama pada tahun 2015. Penurunan ini disebabkan oleh penyusutan eksport produk kayu ekoran daripada kekurangan permintaan pasaran utama seperti Jepun, India, Taiwan dan China.

Menteri Perancangan Sumber dan Alam Sekitar II (Y.B Datuk Amar Haji Awang Tengah Bin Ali Hasan): Khusus untuk eksport balak dan papan lapis, nilai eksport masing-masing telah menurun sebanyak 19% dan 12% bagi tempoh Januari hingga September 2016. Nilai eksport balak telah menurun kepada RM1.36 bilion kepada RM1.10 bilion manakala nilai eksport papan lapis telah menurun daripada RM2.43 bilion kepada RM2.15 bilion. Pasaran utama produk kayu Sarawak merupakan Jepun (38%), India (18%), Korea Selatan, Taiwan dan Negara Timur Tengah masing-masingnya 9% dan Filipina (3%).

Pada akhir tahun 2016, kita mensasarkan pendapatan eksport untuk produk perkayuan menurun kepada RM6.0 bilion berbanding RM6.6 bilion tahun lepas. Ini adalah disebabkan oleh keadaan ekonomi dunia yang kurang memberangsangkan. Kerajaan Negeri akan terus berusaha untuk mengukuhkan permintaan ke atas produk kayu Sarawak di pasaran antarabangsa dengan mengadakan program promosi pasaran.

Di samping itu, Kerajaan juga terus memperkasakan industri hiliran perkayuan melalui pengurangan kuota eksport balak daripada 40% kepada 30% mulai bulan Julai 2016. Peratusan eksport balak akan terus dikaji dari semasa ke semasa bagi memastikan kelestarian bekalan untuk industri hiliran perkayuan tempatan. Penubuhan pusat Penyelidikan dan Pembangunan (R&D) yang telah mendapat peruntukan berjumlah RM5 juta akan membantu Kerajaan meningkatkan lagi pembangunan industri hiliran perkayuan. Saya ingin mengucapkan terima kasih kepada Yang Amat Berhormat Ketua Menteri atas peruntukan ini.

Isu Spesifik

Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Pujut, Sarawak telah mempunyai industri perkayuan seperti industri pembuatan papan lapis, venir, kayu bergergaji, perabot dan lain-lain yang telah dibangunkan dengan jayanya. Industri ini telah menjadi penyumbang utama kepada pendapatan eksport dan turut menjana pertumbuhan sosio- ekonomi Negeri Sarawak. Dengan adanya dasar industri perkayuan Kerajaan Negeri yang efektif telah menyokong (enabling) pertumbuhan industri ini sejak 43 tahun yang lalu dan menjadikan Sarawak sebagai pembekal dan pengeksport utama papan lapis kayu tropika di rantau ini. Pada masa ini, Kerajaan juga sedang meneliti untuk membangun industri pulpa dan kertas untuk menambah nilai ke atas pengeluaran ladang hutan yang sedia ada.

Kerajaan akan meneruskan usaha dan melaksanakan polisi yang efektif dan memperkasakan industri perkayuan Negeri Sarawak supaya lebih berdaya saing di pasaran global.

Tuan Speaker: Yang Berhormat, sila teruskan ucapan penggulungan berkenaan dengan Kementerian Pembangunan Perindustrian dan Keusahawanan, Perdagangan dan Pelaburan. You want to proceed or you want to have a break? Proceed?

Menteri Pembangunan Perindustrian & Keusahawanan, Perdagangan dan Pelaburan (Y.B Datuk Amar Haji Awang Tengah Bin Ali Hasan): I proceed. Tuan Speaker, although Sarawak is blessed with abundant natural resources and huge landmass, our population is relatively small. For the State to leapfrog to a high income economy, industrialisation is the way forward for us to create more wealth and greater prosperity for the benefits of our future generations. As an open economy, Sarawak is not immune to the current economic slowdown. During this period of economic uncertainty, the State Government is putting greater efforts to maintain the momentum of economic growth as well as to assist the business communities and our rakyat to face these challenges.

Currently, our major economic sectors are services (33.1% share of Sarawak’s GDP in 2015), manufacturing (27.2%), mining & quarrying (22.1%), and agriculture (14.3%). Intervention measures are necessary to increase the contributions from the key sectors. Hence, the Socio-Economic Transformation plans are expected:

(a) To increase the contribution from the services sector, particularly tourism where the State has a lot to offer;

(b) To increase more value adding downstream activities in timber and non- resource based industries in the manufacturing sector

(c) To increase State’s participation in upstream and downstream activities of the oil and gas sector;

(d) To increase commercial plantation and downstream processing to fully utilise our land resources in the agriculture sector; and

(e) To accelerate the development of entrepreneurs.

I will now report on the efforts and direction of my Ministry in spearheading the industrial growth and entrepreneur development of our State.

Performance of the State’s Manufacturing Sector

Tuan Speaker, on the performance of the State’s manufacturing sector, MIDA (Malaysia Investment Development Authority) has approved 12 investments totalling RM2.3 billion in Sarawak as at August 2016, where RM1.6 billion were from foreign direct investment (FDI) and RM760 million were from domestic direct investment (DDI). However, the State through the Industrial Coordination Committee (ICC) has already supported a total of RM 4.8billion worth of investments. The difference in investment value is due to four projects worth RM 2.5 billion (aluminium ingot, fertiliser) which have yet to be approved and reported by MIDA.

The RM2.3 billion investments approved were mainly in the following sectors:

(a) Electronics & Electrical Products (solar and semiconductor) – RM1.61 billion;

(b) Chemical Products (ammonia, ammonium sulphate, etc.) – RM529 million; and

(c) Basic Metal Products (aluminium rods) – RM137 million.

These 12 projects are expected to generate about 3,000 employment opportunities in the State. For the same period, the State ICC has also approved 40 projects totalling RM104.7million mainly in Non-Metallic Mineral Products (cement and concrete products), Chemical & Chemical Products (aluminium sulphate liquid, paint mix), and Wood based & Wood Products. These investments are expected to generate about 800 employment opportunities in the State.

Investment and Trade

Tuan Speaker, Sarawak will require more investments, particularly FDI to spur the development of the State and connect Sarawak to the rest of the world. In this challenging environment, global investors are more cautious in making their investment decisions. It is difficult to convince the investors based on a single meeting, particularly with the foreign investors. As such, follow-up visits and meetings with the investors are necessary as Sarawak is also competing with other states and neighbouring countries for the same investments.

We need to be more proactive to identify potential investors and directly engage with them to promote Sarawak. In this connection, my Ministry will intensify our efforts to attract more investments, both locally and abroad to Sarawak. During our recent trips to China, we have attracted several important investments namely in steel worth about USD 3 billion, biomass (USD 100 million) and solar supporting industries. In addition, the State has signed the Declaration of Friendship Agreement with Fujian Province of China to pave the way for more trade and investment between both State and Province.

We will continue to work closely with Ministry of International Trade and Industry (MITI), MIDA and Malaysia External Trade Development Corporation (MATRADE) to attract FDI. Presently, we are harnessing our abundant hydropower generation potential to drive our industrialisation agenda. Our power tariff is among the lowest in the region. The State’s ability to provide huge amount of reliable and quality power at competitive prices has attracted many investments to Sarawak in recent years.

Besides investment, trade is an important component of our economy. In 2015, our major trading partners were Japan (28.1% of total trade), Peninsular Malaysia (26.1%), People’s Republic of China (9.7%), Republic of Korea (7.9%) and Taiwan (4.8%). Total trade recorded in 2015 was RM123.2 billion. As of September 2016, total trade recorded by the State was RM84.0 billion.

Oil and Gas Industry

Tuan Speaker, for the oil and gas industry (O&G), the Government will continue its efforts to increase Sarawak’s involvement and participation in both upstream and downstream. The State plans to establish a robust downstream O&G industry to increase participation in the higher value chain and thus, creating a more sustainable development for the State, amidst the declining resources. Sarawak can take advantage of the availability of our natural gas resource as a feedstock and the existing infrastructure set up in Bintulu to be a thriving and vibrant O&G hub in the region.

The timely passing of the Distribution of Gas Bill, 2016 in this august House will enable the State to provide efficient, reliable and affordable gas supply to our industries, particularly the small and medium enterprises (SMEs).

Sarawak Corridor of Renewable Energy (Score)

Tuan Speaker, to date, SCORE has attracted 21 investments worth RM33.50 billion which are expected to generate over 17,000 employment opportunities. These investments are mostly in the basic metal products such as aluminium, ferroalloys and polycrystalline silicon located in Samalaju Industrial Park, Bintulu. We are now in the position to develop the value added downstream processing activities for the non-resource based sector under Phase 2 of SCORE Development Plan. Preliminary works will be undertaken to develop SME Clusters and supporting industries in these areas.

Pembangunan Hab Halal Tanjung Manis

Tuan Speaker, hab Halal Tanjung Manis merupakan hab yang terbesar di Malaysia dengan keluasan 77,000 hektar yang menyediakan prasarana bagi pengeluar produk halal dari peringkat huluan hingga peringkat hiliran. Dengan permintaan produk halal dunia pada masa sekarang yang bernilai USD 3 trillion, hab halal ini berpotensi sebagai pengeluar produk halal bagi keperluan permintaan pasaran dunia selain untuk keperluan dalam Negeri.

Dengan pengiktirafan status Halal Malaysia (HALMAS) dari Halal Industry Development Corporation (HDC), para pelabur akan mendapat pelbagai insentif seperti pelepasan cukai pendapatan, cukai peralatan dan mesin-mesin berkaitan. Bagi melayakkan para pelabur menerima insentif-insentif tersebut, mereka perlu mematuhi syarat-syarat yang telah ditetapkan. Saya berharap pelabur-pelabur, khususnya pelabur tempatan akan mengambil peluang untuk melabur di hab halal ini.

Pembangunan Keusahawanan

Tuan Speaker, globally, entrepreneurship is recognised as having great contributions to the economy as well as playing pivotal roles in addressing socio-economic challenges. Many of our successful corporations started small. While not all SMEs will become big corporations like Rimbunan Hijau or Dayang Enterprise, SMEs collectively create jobs, uplift income and improve the quality of life of our people. SMEs form essential building blocks for larger corporations.

The majority of our entrepreneurs are SMEs. They maybe small in size but big in numbers. They are the backbone of our economy, making up 97% of the total business establishments in Sarawak, in the whole Malaysia.

Perusahaan Kecil dan Sederhana (PKS) Malaysia telah berkembang dengan pertumbuhan 6.1 % pada tahun 2015 walaupun persekitaran luar yang lemah. Berlatarkan senario ekonomi global dan dalam negara yang mencabar, PKS Malaysia dijangka berkembang sebanyak 5.0 % hingga 5.5 % pada tahun 2016.

Di dalam Bajet 2017, Kerajaan Persekutuan telah mengisytiharkan tahun 2017 sebagai Tahun Promosi PKS & Startup. Ini sesuai dengan peranan PKS yang banyak menyumbang kepada pertumbuhan ekonomi negara. Untuk tujuan berkenaan, dan mempergiatkan startup, sejumlah RM200 juta akan disediakan di bawah dana Skim Jaminan Modal Kerja oleh Kerajaan Persekutuan. Dana ini akan dikhususkan untuk startup sahaja.

Program Keusahawanan

Tuan Speaker, dalam usaha meningkat dan memperkasakan penyertaan masyarakat dalam bidang keusahawanan, Kementerian ini telah merancang dan melaksanakan pelbagai program, projek dan aktiviti pembangunan keusahawanan. Penglibatan masyarakat bandar dan luar bandar dalam bidang keusahawanan telah banyak menyumbang kepada peningkatan taraf hidup dan ekonomi pelbagai lapisan masyarakat.

Sehingga kini, antara program keusahawanan yang diadakan di bawah Kementerian adalah seperti berikut:

Continuous Engagement With Stakeholders

MIETI Sarawak akan terus mengadakan sesi Townhall dan dialog bersama dewan dan persatuan perniagaan serta para usahawan bagi berkongsi maklumat dan mendapat maklum balas serta menyelesaikan isu-isu yang dihadapi oleh masyarakat niaga.

Pembangunan Produk

MIETI Sarawak dengan kerjasama Institut Penyelidikan dan Kemajuan Pertanian Malaysia (MARDI) Sarawak telah menjalankan beberapa program seperti Kajian Peningkatan Kualiti Produk Makanan Tempatan Sarawak. Sebagai contoh, ikan lumek kering telah berjaya ditambah nilai menjadi sate lumek dan pulut panggang Sibu dipanjangkan jangka hayat melalui inovasi pembungkusan sejuk beku. Penambahbaikan dari segi teknologi pembungkusan serta pembangunan produk nilai tambah ini bertujuan untuk mempertingkatkan lagi nilai komersil produk makanan tempatan. Di bawah KRA Socio-Economic Transformation – Increasing Participation in Entrepreneurship, Kementerian akan mempergiatkan usaha membantu para usahawan, khususnya di luar bandar, untuk menambah nilai produk industri kotej. Saya berharap PKS tempatan akan menerima pakai teknologi terkini untuk meningkatkan kualiti produk-produk lain agar dapat memenuhi permintaan pasaran pengguna yang semakin mementingkan kualiti dan kesihatan.

Kursus dan Latihan Kemahiran

MIETI Sarawak juga akan meneruskan Kursus Teknologi Pemprosesan Makanan bersama tenaga pengajar professional dari MARDI. Kursus ini telah diadakan di seluruh Sarawak dan dari tahun 2015 sehingga Oktober 2016 telah memberi manfaat kepada seramai 1,423 orang usahawan. Di samping itu, di bawah Program Latihan Berpusat yang meliputi kursus sejuk beku, pembuatan mi, penghasilan madu kelulut, pensijilan Halal dan kursus kraftangan, telah memanfaatkan seramai 6,374 orang peserta sepanjang tahun 2015 sehingga Oktober 2016. Dalam tempoh yang sama, pihak SEDC telah berjaya melatih seramai 5,813 orang usahawan melalui kursus dan seminar keusahawanan anjurannya. Bagi meningkatkan penyertaan golongan belia dalam bidang keusahawanan, Kementerian ini telah melaksanakan Program khas kepada golongan belia dan graduan meliputi pelaksanaan Program Graduan Ke Arah Keusahawanan (GERAK) dan Program Usahawan Teknikal dan Vokasional (USTEV).

Untuk program GERAK, seramai 95 orang graduan telah memulakan perniagaan. Antara bidang perniagaan yang diusahakan adalah makanan dan minuman, pakaian dan tekstil, produk kesihatan dan kecantikan, pertanian dan perkhidmatan. Bermula daripada tahun 2017, Kementerian ini akan memperuntukkan sebanyak RM5 juta untuk menghasilkan 100 orang usahawan dari kalangan graduan.

Bagi program USTEV akan memberi fokus kepada pembangunan usahawan dalam bidang teknikal. Dengan peruntukan sebanyak RM1 juta sebagai permulaan, Kementerian

52 BELUM DISUNTING 28 NOVEMBER 2016 akan bekerjasama dengan Centre of Technical Excellence (CENTEXS) dan institusi-institusi teknikal lain untuk melahirkan seramai 20 orang usahawan pada tahun 2017.

Antara program yang dilaksanakan oleh Kementerian ini dengan kerjasama agensi Kerajaan lain adalah seperti berikut:

(a) Program Latihan Keusahawanan – Anjuran Institut Keusahawanan Negara (INSKEN);

(b) Program Tunas Usahawan Belia Bumiputera (TUBE) – Anjuran SME Corp; dan

(c) Program Skim Usahawan Permulaan Bumiputera (SUPERB) – Anjuran TERAJU.

Promosi dan Pemasaran.

MIETI Sarawak juga memberi bantuan kepada PKS dalam bentuk promosi dan pemasaran produk untuk membolehkan lebih ramai PKS dapat meluaskan pasaran di peringkat domestik dan antarabangsa. Antara aktiviti promosi dan pemasaran yang disertai oleh MIETI Sarawak adalah:

(a) INTRADE @ Malaysia Fashion Week 2016, Kuala Lumpur;

(b) National Marine Industries Forum & Expo, Sibu;

(c) Sabah International Expo (SIE), Kota Kinabalu;

(d) The 3rd BIMP EAGA & IMT-GT Trade Expo, Conference And Business Matching 2016, Makassar, Indonesia;

(e) Program Roadshow Keusahawanan dilaksanakan di kawasan bandar dan luar bandar dan melibatkan pelbagai agensi keusahawanan di Lawas, Balingian, Tanjung Manis, Padawan dan Belawai;

(f) Program Showcase Usahawan Sarawak (SUS) di Johor, Terengganu dan di setiap program Sejiwa Senada dan karnival-karnival lain yang diadakan di seluruh Sarawak; dan

(g) Program Satu Daerah Satu Industri (SDSI) di Melaka dan Halfest di Kuala Lumpur.

Akses Kewangan

Dalam usaha membangunkan PKS Bumiputera tempatan, bantuan MIETI Sarawak tidak terhad kepada pemantapan kemahiran dan pemasaran tetapi juga menyediakan kemudahan pinjaman mudah. Di bawah Skim Pinjaman Industri Kecil dan Sederhana (SPIKS), sejumlah RM3.5 juta telah dikeluarkan pada tahun 2015, manakala sehingga Oktober 2016, sejumlah RM2 juta telah dikeluarkan.

Antara agensi lain yang turut menyediakan bantuan kewangan adalah SME Bank, TERAJU, AIM dan TEKUN Nasional. Pada tahun 2015, AIM telah mengeluarkan pinjaman berjumlah RM188.3 juta manakala setakat Oktober tahun ini, sejumlah RM191.6 juta pinjaman telah diagihkan.

Sejak 2012, sejumlah RM200 juta telah diperuntukkan khas untuk Sarawak oleh TERAJU di bawah Dana Mudahcara. Setakat ini, RM144 juta telah diluluskan kepada 48 buah syarikat Bumiputera tempatan bagi 61 projek yang bernilai sebanyak RM983 juta.

Currently, the threshold value for any project to qualify for the fund is RM2.5 million. However, the State has successfully appealed to the Federal Government to reduce the threshold value to RM500,000 to allow more Bumiputera companies to be eligible for the fund. For 2017, an additional RM100 million will be allocated to Sarawak under TERAJU Dana Mudahcara Programme.

Selain itu, TERAJU juga melaksanakan Program Syarikat Bumiputera Berprestasi Tinggi (TERAS) untuk membantu syarikat Bumiputera yang berpotensi tinggi untuk berkembang di peringkat global. Di bawah Program ini, Kementerian saya dan TERAJU telah membantu 84 syarikat dari segi khidmat nasihat, dana pinjaman dan geran serta promosi dan pemasaran.

Di samping itu, TERAJU telah melaksanakan Program Skim Jejak Jaya Bumiputera (SJJB) bersama EKUINAS (Ekuiti Nasional) untuk membantu syarikat Bumiputera supaya dapat disenaraikan di Bursa Malaysia. Di bawah program ini, sebuah syarikat Bumiputera tempatan iaitu Syarikat Serba Dinamik Group Bhd yang terlibat dalam industri minyak dan gas telah berjaya mendapat kelulusan Suruhanjaya Sekuriti untuk disenaraikan di Bursa Malaysia.

TERAJU juga dengan kerjasama Yayasan Sarawak sedang melaksanakan Program Pendidikan Certified Accounting Technicians/Association of Chartered Certified Accountants (CAT/ACCA) untuk melahirkan lebih ramai akauntan Bumiputera bertauliah.

TEKUN Nasional pula telah mengeluarkan sejumlah RM22.7 juta pinjaman pada tahun 2015 dan RM25.7 juta sehingga Oktober 2016.

SME Bank telah mengeluarkan pinjaman bernilai RM185.4 juta pada tahun 2015 dan RM135.7 juta sehingga Oktober 2016. Manakala SME Corp di bawah program pembangunan seperti Business Accelerator Programme (BAP), Bumiputera Enterprise Enhancement Programme (BEEP) dan Program Tunas Usahawan Bumiputera (TUBE) telah meluluskan geran sejumlah RM4.3 juta pada tahun 2015 dan RM6.9 juta telah dikeluarkan sehingga Oktober 2016. MARA telah mengeluarkan pembiayaan (konsep syariah) berjumlah RM44.3 juta pada tahun 2015 dan RM36.3 juta sehingga Oktober 2016.

Terdapat banyak agensi Kerajaan lain juga terlibat untuk membantu pembangunan PKS seperti Sarawak Economic Development Corporation (SEDC), Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE) dan Malaysian Industrial Development Finance Berhad (MIDF).

Pembangunan Premis Perniagaan

Antara premis perniagaan yang dilaksanakan di bawah Kementerian adalah Projek Anjung Usahawan yang berfungsi sebagai sebuah pusat pengumpulan dan pemasaran produk usahawan di Sarawak. Setakat ini, lima projek penyediaan premis adalah dalam pelaksanaan iaitu di Kuching, Betong, Lawas, dan Sri Aman.

Pusat Inkubator Usahawan pula adalah satu kemudahan yang disediakan oleh Kerajaan untuk membantu usahawan baru (startup) mendapatkan alamat perniagaan, ruang pejabat, pendaftaran lesen perniagaan dan bimbingan serta khidmat nasihat perniagaan.

Pada masa ini, Kementerian bekerjasama dengan pihak swasta telah menyediakan dua buah inkubator, iaitu Cent@Cube di Kuching dan Miri Incubation Centre di Miri. Manakala SEDC telah menyediakan 16 buah inkubator dan MARA pula telah menyediakan 15 buah inkubator di seluruh Sarawak.

Industrial Parks Development

Tuan Speaker, In addition to providing business premises to entrepreneurs, the State Government is developing more industrial parks to cater for the needs of our investors and our SMEs to grow their businesses. Under RMK11, eight industrial parks have been approved with a total allocation of RM 141.8 million under State fund. Of these, Demak Laut, Kapit and Marudi are in various stages of implementation while land acquisitions are being carried out by the Lands and Surveys Department for sites in Bau, Sri Aman, Lundu, Betong and Sebuyau. In addition, a 150-acre site for Sibu Industrial Park has been identified and land acquisition is in progress.

In Miri, the RM60.6 million Bio-Tech Centre project located at Curtin University Miri Campus is expected to be fully completed by end of 2017. When completed, the facility can support our SMEs in the development of new products and processes through:

(a) Pilot plant facilities to assist production at the pilot scale;

(b) High quality testing and development facilities in the form of product analysis, enhancement and quality assurance;

(c) Infrastructure and facilities for incubators; and

(d) Contract research and training for the industry and research agencies.

In line with the Go Rural Policy of Yang Amat Berhormat Ketua Menteri, my Ministry will continue to bid for additional funding required to develop more industrial parks throughout the State. While the Government has placed a lot of efforts to assist the entrepreneurs by providing the necessary training, assistance and infrastructure, they must be proactive, creative and innovative, leveraging on technology in order to be competitive in this challenging environment.

Issues Raised

STEM Initiative (Science, Technology, Engineering and Mathematics)

Tuan Speaker, I would like to thank the Honourable Members for Kalaka and Demak Laut for their suggestions to implement more STEM (Science, Technology, Engineering and Mathematics) programmes to address the low number of science students in schools. If this issue is not properly addressed, it will adversely affect the State’s industrialisation efforts. To address this, Workforce Development Unit, Chief Minister’s Department together with Tabung Ekonomi Gagasan Anak Sarawak (TEGAS) have implemented the Sarawak STEM Initiative to nurture and develop interest in STEM subjects among our young students. By collaborating with several universities and TEVT institutions, various activities such as Science Fairs and Camps, Innovation Expos, Competitions and Quizzes as well as tuition classes have been organised. A total of 1,374 students from more than 90 schools and 189 teachers from 175 schools have benefited from these programmes.

With all these initiatives, I am hopeful that the number of students pursuing science subjects in schools will increase.

Accreditation of Diploma by Kolej Vokasional

Tuan Speaker, I agree with the Honourable Members for Daro, Tupong, and Saribas that the issue of full accreditation for Kolej Vokasional’s Diploma should be resolved urgently. The State will pursue this matter with the relevant Federal agencies.

Menteri Belia, Sukan dan Solidariti (Y.B. Dato Sri Michael Manyin Anak Jawong): Terima kasih, Tuan Speaker. Terlebih dahulu, saya ingin merakamkan setinggi-tinggi tahniah dan syabas kepada YAB Ketua Menteri Sarawak di atas pembentangan bajet bagi tahun 2017 yang akan memacukan lagi pembangunan sosio-ekonomi Negeri Sarawak. Bajet tersebut merupakan bajet yang memberi fokus kepada pembangunan luar bandar bagi merapatkan jurang pembangunan di antara bandar dan luar bandar serta di antara Negeri Sarawak dengan Semenanjung Malaysia.

Saya juga ingin merakam penghargaan kepada YAB Ketua Menteri Sarawak di atas kepimpinan beliau yang sentiasa menitikberatkan keseimbangan di antara pembangunan ekonomi dan sosial. Keseimbangan ini adalah penting dalam usaha kita untuk mewujudkan masyarakat Sarawak yang bukan sahaja maju dari segi ekonomi dan fizikal tetapi juga cemerlang dalam bidang sosial seperti pendidikan, sukan dan paling utama adalah keharmonian dalam kepelbagaian kaum, agama dan budaya.

Tuan Speaker, responses to issues raised by Ahli – Ahli Yang Berhormat. Before I proceed further with my winding up speech, let me respond to the issues raised by Ahli-Ahli Yang Berhormat on matters related to the Ministry of Youth, Sports and Solidarity. I would like to thank the Honourable Members for Lingga, Tamin, Tellian, Repok, Kabong and Demak Laut for their concerns and suggestions for sports facilities to be built in their respective constituencies. The Government is aware that there are still many places throughout the State which need sports facilities and as such, my Ministry will look into their requests.

On the requests by Honourable Member for Repok to build a new and bigger Dewan Suarah Sarikei and the request by the Honourable Member for Serembu to build Pusat Kemahiran Belia in Bau and Lundu, I wish to inform the two (2) Honourable Members concerned that the Government would look and take note of your requests.

On the request made by the Honourable Member for Tupong to build a track for the motorsport, as mentioned in the previous sitting the Stadium Complex Carpark in Petra Jaya is still available for such motorsports. Building a full-fledged motorsports track requires a substantial amount of investment and we foresee it is not viable and feasible at moment.

Regarding the request by the Honourable Member for Jemoreng. The Ministry to carry out programmes for youth in his constituency, the request is well noted.

Sports Development

Tuan Speaker, the State is committed to promoting mass sports among the public as well as making Sarawak as a Sports Powerhouse. In relation to that, the Ministry has successfully implemented 24 sports activities which had attracted a huge number of people throughout the State since July this year. The sport programmes which were organised included recreational, extreme, motorsport and traditional sports to cater for the needs of both young and adults. Interestingly, aerobics and zumba are among the most popular mass sports activities among our people.

The biggest mass sports event which we had organised is Hari Sukan Negara on 8th October 2016. I am pleased to report that it involved almost 600,000 participants comprising various races and age groups. This figure far exceeded the target of 440,550 people for the event.

It is heartening for us to see that the pace of mass sports development in Sarawak has been dynamic and progressive. This is due to high interest, active participation and strong support from people of all walks of life.

Sarawak Performance in 18th SUKMA

Tuan Speaker, Now I would like to report on the performance of Sarawak contingent in the 18th Sukan Malaysia (SUKMA). Sarawak has obtained second placing, bagging 57 gold, 43 silver and 59 bronze medals, narrowly lost to Selangor by just 2 gold medals. This is the highest gold medals haul and a significant improvement especially over the past three SUKMA.

The most gold medals haul came from ten-pin bowling (12 gold, 4 silver, 2 bronze), taekwondo (8 gold, 3 silver, 3 bronze), wushu (6 gold, 4 silver, 6 bronze), and silat (6 gold, 4 silver, 2 bronze). The other sports that produced gold were athletics, archery, artistic gymnastics, diving, lawn bowls, petanque, shooting, swimming, squash, tennis and weight lifting. Big syabas and tahniah to all our athletes and all those involved.

Though we did not achieve our target of becoming the overall champion, we however, had successfully made the recent SUKMA the most colourful, commendable and memorable sporting event ever organised in Malaysia especially the opening and the closing ceremonies. It is estimated that almost 100,000 people from all strata of society thronged the stadium for the opening and closing ceremonies. Millions of Malaysians also witnessed the grand events through electronics and social media. The event did not only become the talk of the country but also the pride of the state.

Tuan Speaker, On a similar note, we have seen an influx of about 50,000 visitors coming to Sarawak during the recent SUKMA and this augurs well for tourism particularly local sports tourism.

On behalf of the Ministry and the Government, I would like to thank all individuals and our partners involved including various Government agencies, sports associations, non- Governmental organisations and sponsors for their commitment, cooperation and untiring support. I would also like to extend my sincere gratitude to more than 12,000 volunteers who had made the recent SUKMA a huge success.

Social Facilities Development

Tuan Speaker, next I will touch on the development of sports and social facilities in the State One of the main functions of the Ministry is to plan, build and maintain sports and social facilities throughout the State with the intention to attract more people to be actively involved in sports and recreation and also developing potential athletes. As a preparation for the last SUKMA, the State has built and upgraded quite a number of sports facilities in the State Among them are Sarawak Aquatic Centre, Sarawak Stadium, Sarawak Lawn Bowls Arena, Sarawak Shooting Range, Sarawak Squash Centre, Sarawak Hockey Stadium, BMX Cycling Track, Santubong Petanque Complex, Samarahan Indoor Stadium, Sibu Badminton Indoor Stadium and Miri Indoor Stadium which are equipped with state of the art facilities.

With these available facilities, the Ministry is faced with two challenges namely overall maintenance and proper utilization of the said facilities. Without proper maintenance these facilities will run-down very fast and under-utilization of the facilities will turn it into ‘white elephant’. We are optimistic in facing the challenges in maintaining and managing the facilities though it is very difficult. Thus, we appeal for full cooperation from members of the public especially the users, in safe-guarding the facilities.

Not forgetting other facilities, among those that will be upgraded and improved are the Sports Complexes for Sarikei (RM3.5 million), Kapit (RM3.5 million) and Bintulu (RM3.5 million). Currently, the tender documents for the three projects are being prepared and the tender is expected to be called at the end of the year. The upgrading and improvement works for Kanowit (RM 3.5 million) and Asajaya (RM 2 million) Sports Complexes are currently being carried out under the Rural Transformation Programme and expected to be completed in 2017.

Apart from upgrading of the sports complexes, the Ministry will do improvement works at the three (3) Youth camps namely Pueh Youth Camp in Lundu, Kemuyang Youth Camp in Sibu and Mukah Youth Camp under the 11th Malaysia Plan . Once the works are completed, we expect the camps will be more comfy and more people will use the facilities for organising courses and activities. On another development, the construction of Betong swimming pool will commence in early 2017.

Youth Development

Tuan Speaker, building our youths with the necessary skills and knowledge for the future challenges is not an easy task. Nevertheless, it is the Government’s obligation to develop the necessary programmes to ensure that our youths are well-equipped.

In doing so, since July this year, the Ministry had organised several programmes in the fields of leadership, entrepreneurship, volunteerism at various places throughout the State. These are to promote self-efficacy, instil ethics of a caring society, patriotism as well as enhance capacity building among our youths.

In relation to that, the major programme that we had organised is the recent Hari Belia Sarawak 2016 which involved about 10,000 youths. The celebration carried the theme “BELIA BERWAWASAN NEGARA KE HADAPAN”. It was held at Sarawak Sports Complex, Petra Jaya from the 11th-13th November this year. Among the event’s highlights were the

58 BELUM DISUNTING 28 NOVEMBER 2016 presentation of Youth Icon Awards, Youth Water Carnival, Youth Town Hall, Youth Kitchen, Youth Camp, Educational and career exhibitions, Youth Got Talents, Youth Run, Fun Ride and Auto Show.

The objectives of Hari Belia are to recognise the contribution of youths, engage them with Government agencies and to provide opportunities and space for them to showcase their talents. By doing so, we hope the youth will be able to contribute towards the development of the state.

In moving forward, the proposed youth development programmes for 2017 will continue to be based on the National Youth Policy Dasar Belia Malaysia which covers Education and Training; Patriotism and Self-esteem; Healthy Lifestyle; Leadership; Volunteerism; Entrepreneurships; Creativity and Innovations; Professionalism and Recognitions.

Solidarity

Tuan Speaker, Sarawak has always been acknowledged as a model state of unity and solidarity in Malaysia with its diverse ethnic, cultural and religious backgrounds. This is rightly so as we have been living in co-existence peacefully and harmoniously for a long long time. Thus, I would like to call upon all members of the Dewan to conscientiously and consistently strengthen the existing bond of solidarity among the people instead of planting seeds of hatred.

Sarawak Chief Minister, Yang Amat Berhormat Datuk Patinggi Tan Sri (Dr) Haji Adenan Bin Haji Satem in his Hari Raya Aidilfitri 2016's message called on all Sarawakians irrespective of race and religion to maintain the solidarity and harmony in the State According to him, differences of opinion, race and culture should not be the wall that drives a divide among the people in building a more advanced, peaceful and prosperous Sarawak.

To maintain current solidarity and cohesiveness, I wish to appeal to all Sarawakians to respect our differences and focus more on our similarities. In this respect, my Ministry has been tasked by the Government to promote, coordinate and organise programmes and activities that are related to solidarity, public safety including Rukun Tetangga, Unity City, neighbourhood watch. In addition, we are also to promote and organise activities on crime prevention. In line with the need to enhance unity and harmony, various programmes and activities on solidarity had been organised from time to time. The Ministry together with relevant agencies will continue the endeavour to promote solidarity, crime prevention and public safety.

Department Of National Unity And Integration

Tuan Speaker, now I would like to report on the department under my watching brief that is the Department of National Unity and Integration which is a department entrusted to foster and promote inter racial harmony among the diverse groups of people in the State Towards this end, the department has set up Kawasan Rukun Tetangga and Voluntary Patrolling Scheme in various residential areas throughout the State to foster and promote inter-racial harmony among the diverse groups of people. Kawasan Rukun Tetangga and Voluntary Patrolling Scheme organise numerous community programmes and activities to help foster unity and harmony at the grass root level. Apart from promoting harmonious relationship among the people, Kawasan Rukun Tetangga and Voluntary Patrolling Scheme also serve as “eyes and ears” of the enforcement agencies as they can report and provide information on criminals and suspicious behaviours.

To date, there are 934 Kawasan Rukun Tetangga and 446 Voluntary Patrolling Schemes throughout the State The various Kawasan Rukun Tetangga have so far organised over 4,000 programmes and activities promoting inter-racial harmony among the diverse groups of people in the State benefitting more than 100,000 residents.

Security Situation In Sarawak

The current security situation in the Sarawak is generally calm and under control. Although there is no imminent threat from IS or ISIS or DAESH in Sarawak, however, we should not be complacent. The security forces, along with other enforcement agencies in the State shall continue to intensify their concerted efforts and collaboration among each other to make Sarawak a secured and safe place.

The State is blessed with good people who love peace and tranquillity. The good and harmonious relationship among the multi-racial groups in Sarawak is a source of strength and envy by many. This state of affairs must be safeguarded at all cost, to ensure that Sarawak achieve its aspiration to become a harmonious, progressive and prosperous State.

Crime Situation In Sarawak

The general crime situation in Sarawak is quite under control. For the first ten (10) months of this year, Sarawak recorded 5,604 cases of index crime. This is a reduction of 471 cases that is 8% compared to the corresponding period of 2015.

With regards to crime situation in as raised by Ahli Yang Berhormat for Batu Kitang, based on statistics released by PDRM, Kuching registers a total of 1,324 cases of index crime for the first ten (10) months of this year compared to 1,537 cases during the corresponding period of last year. This shows a decline of 213 cases or a reduction of 13.86%. On the solving rate, PDRM has achieved 65% success for Kuching District in the first ten (10) months of this year.

Ahli Yang Berhormat for Ba’kelalan raised the issue regarding the lack of actions by enforcement agencies in land dispute related issues in areas. According to PDRM’s records for the period of 2012 to 2016, a total of 41 investigation papers were opened, resulting in 5 persons being charged in court under the Penal Code and four (4) persons detained under Prevention Of Crime Act 1959 (POCA).

Ahli Yang Berhormat for Pelawan also raised the issue of posting of District Police Chief who are near to the retirement age to Sarawak in general and the alleged refusal to have dialogue on the crime security in Sibu. For the information of Ahli Yang Berhormat for Pelawan, the promotion on posting all police officers is under the purview of Police Service Commission and done according to term and condition of service. Therefore, it is not wrong or some officers to be promoted to assume the duty of Ketua Polis Daerah near to that retirement age. The State Government is aware on the performance of Senior Federal Officers for posted to serve in Sarawak.

Yang Amat Berhormat Ketua Menteri had stressed this issue to Setiausaha Negara in the respective Setiausaha Kementerian agency from time to time. The alleged refusal by Kuching Polis Daerah (KPD), Sibu to have dialogue with Ahli Yang Berhormat for Pelawan has been brought to the attention to the Commissioner of Police Sarawak. Every KPD has to perform his duties and responsibilities according to the laws and Inspector General Standing Orders under the standard operating procedures. Every KPD has its own key performance index (KPI) and they are closely monitored by the Commissioner Police himself. In the event that the KPD Sibu fails to achieve the KPI, he will be definitely therewith.

Membina Balai Polis

Mengenai cadangan pembinaan Balai Polis Samalaju seperti yang dibangkitkan oleh Ahli Yang Berhormat bagi Samalaju, projek ini telah diluluskan oleh Kerajaan. Pembinaan Balai Polis Samalaju akan bermula setelah isu geran hakmilik tanah diselesaikan.

Mengenai isu menaiktaraf keadaan Pondok Polis Lingga dan Pondok Polis Meludam yang daif yang dibangkitkan oleh Ahli Yang Berhormat bagi Lingga, PDRM akan mengemukakan permohonan bajet dalam Kajian Separuh Penggal Rancangan Malaysia ke- 11.
