Rotary Club Radio the way it’s supposed to be. that always has been the guiding principle of Tom Perryman, the 2013 TAB Pioneer of the Year. His radio career spans 66 years -- from the heyday of live radio through many decades of market and tech- nological changes. At 86, Perryman still maintains a busy schedule as DJ and promoter of classic country artists on KKUS-FM 104.1 The Ranch, a station of the East Texas Radio Group in the Tyler-Longview Market. Perryman’s show and his on-air promotional skills have moved KKUS to the top of the ratings, while contributing to the entire group’s financial stability. The radio bug bit Perry- man at age 16 when back surgery confined him to bed for several months at Ru- Pioneer broadcaster and DJ leg- ral Shade, his farming home in southeastern Navarro County. The teenager lis- end Tom Perryman has been induct- tened to great announcers on popular AM stations and dreamed of being on ed into the National Country Mu- the air. INTRODUCTION 1. The Commission has before it for consideration: (i) license renewal applications from the above-listed radio stations in Texas; (ii) a timely filed Petition to Deny by the Texas State Conference of Branches of the NAACP and its various local, branches (collectively "NAACP") against the license renewal KGNC-FM©s call sign was changed from KMLT(FM) effective November 2, 1992. 879 applications of the above-listed radio stations; p (iii) oppositions filed by the licensees; and (iv) the licensees© responses to staff letters of inquiry. II. BACKGROUND 2. NAACP alleges that the challenged stations violated our Equal Employment Opportunity (EEO) Rule and policies. Accordingly, it requests that we conduct an investigation of the employment practices of the stations pursuant to Bilingual Bicultural Coalition on Mass Media, Inc. v. FCC. 595 F.2d 621 (B.C. Cir. 1978) (Bilingual) and designate the renewal applications for hearing. The licensees deny NAACP 1 s allegations and request unconditional renewals. III. PLEADINGS 3. Standing. The licensee of Stations KGNC/KGNC-FM argues that the declaration under penalty of perjury filed by NAACP regarding these stations is insufficient to establish standing because the President of the Amarillo Branch does not demonstrate that he is a resident within the service area of the stations.

The mental images are as sharp today as the morning Jame s Nichols and I walked into Mr. Ed Stanley's office more than a year ago. New York's crisp fall air outside matched the atmosphere in the highly important Public Affairs Department of NBC Radio and Television Network s. Fortunately , our advertising agency had properl y prepar ed Mr. Stanley for our visit by providing all kinds of background information on the Herald of Truth prior to our visit. As a result, our meeting that day took but few minutes to become meaningful. This was information time, cultivation time, as Mr. Stanley poked beneath the surface with some choice questions aimed at both of us. Our agency continued this cultivation following our first visit. Through many months of contact, the opportunity for Herald of Truth radio to be aired by NBC ripened.
