I hope everyone had an enjoyable holiday season! So far I’ve heard of just one Es event just before Christmas that very briefly made it to FM and another Es event that was noticed by Chris Dunne down in Florida that went briefly to FM from Colombia. F2 skip faded away somewhat as the solar flux dropped down to the 130s. So, all in all, December has been mostly uneventful. But keep looking because anything can still happen. We’ve prepared a “State of the Club” message for this issue. -

INTRODUCTION 1. The Commission has before it for consideration: (i) license renewal applications from the above-listed radio stations in Texas; (ii) a timely filed Petition to Deny by the Texas State Conference of Branches of the NAACP and its various local, branches (collectively "NAACP") against the license renewal KGNC-FM©s call sign was changed from KMLT(FM) effective November 2, 1992. 879 applications of the above-listed radio stations; p (iii) oppositions filed by the licensees; and (iv) the licensees© responses to staff letters of inquiry. II. BACKGROUND 2. NAACP alleges that the challenged stations violated our Equal Employment Opportunity (EEO) Rule and policies. Accordingly, it requests that we conduct an investigation of the employment practices of the stations pursuant to Bilingual Bicultural Coalition on Mass Media, Inc. v. FCC. 595 F.2d 621 (B.C. Cir. 1978) (Bilingual) and designate the renewal applications for hearing. The licensees deny NAACP 1 s allegations and request unconditional renewals. III. PLEADINGS 3. Standing. The licensee of Stations KGNC/KGNC-FM argues that the declaration under penalty of perjury filed by NAACP regarding these stations is insufficient to establish standing because the President of the Amarillo Branch does not demonstrate that he is a resident within the service area of the stations. -

The mental images are as sharp today as the morning Jame s Nichols and I walked into Mr. Ed Stanley's office more than a year ago. New York's crisp fall air outside matched the atmosphere in the highly important Public Affairs Department of NBC Radio and Television Network s. Fortunately , our advertising agency had properl y prepar ed Mr. Stanley for our visit by providing all kinds of background information on the Herald of Truth prior to our visit. As a result, our meeting that day took but few minutes to become meaningful. This was information time, cultivation time, as Mr. Stanley poked beneath the surface with some choice questions aimed at both of us. Our agency continued this cultivation following our first visit. Through many months of contact, the opportunity for Herald of Truth radio to be aired by NBC ripened. -

Volume 4, Number 8, August 1, 2016 by Larry A. Quinn RINGSIDE: EYEWITNESS TO HISTORY – For more than 50 years, Jerry Lackey (Emeritus member, San Angelo, TX) has worked as an agricultural journalist and farm broadcaster. A newly published photo documentary book shows many of the Presidents, Governors, Congressmen and key agricultural leaders who Jerry met and interviewed from his “ringside” position as a journalist. “Writing one’s life story never appealed to me,” Jerry said. However, it occurred to him that the only way he was privileged to interview and/or take pictures of the public figures was because of his chosen field of journalism. Dee Lackey, Jerry’s wife, “touted this project persistently for some time,” and contributed her editing skills to completing the book. Jerry purchased his first camera, a Kodak Brownie Starflash, and a film processing kit from the Sears Roebuck catalog using some of his grandmother’s “egg money.” The 80‐page book is filled with images and identifying cutlines that will take the reader back to the agricultural history that Jerry covered with his camera lens, reporter’s pad, microphone and video camera. Reared in the Texas Hill Country, Jerry worked for state and national publications as well as pursuing a parallel career in television with Texas Agriculture Television Network and radio broadcasting with Voice of Southwest Agriculture Network. He is agricultural editor emeritus for the San Angelo Standard‐Times where he is best known for his Windmill Country columns, which have been published by that newspaper for more than 25 years. Jerry’s numerous honors include the Oscar in Agriculture Award, Excellence in Agricultural Journalism Award, Shepherd’s Voice Award and Man of the Year in Texas Agriculture Award. -

, Volume 8, Number 8, August 5, 2020 by Larry A. Quinn BACHMEIER IS BROADCASTER, AUCTIONEER, AND RANCHER – Scott Bachmeier (KFYR/KBMR, Rhame, North Dakota) grew up on a farm/ranch in south central North Dakota near the small town of Raleigh. His family operation consisted of dairy, ranching, small grains, and forage. After high- school graduation, Bachmeier continued his education in Minot and found a part-time job at KCJB- AM radio, helping with every aspect of radio he could learn. Bachmeier moved to the Bowman, North Dakota, area where he took a job as an afternoon radio announcer at KPOK-AM radio. He also worked part-time helping area farmers and ranchers when not on- the-air or announcing local sporting events. On weekends, he went home to help his folks with the family chores. While in Bowman, he met his wife, Dixie, the daughter of one of the local ranchers in the Badlands of North Dakota. They were married in 2002, and Dixie finished her doctorate in chiropractic in 2005. Bachmeier got an opportunity to work at KFYR-AM (Bismarck North Dakota), the legendary 550 AM that his dad would listen to for everything from weather to farm markets. Since he loves the outdoors, Bachmeier started an outdoor radio program, Dakota Prairie Outdoors, that focused on how hunting, farming, and ranching work well together. This show was picked up by other stations across North and South Dakota. Bachmeier then started a local afternoon talk show focused on issues facing the region while continuing to grow his outdoor radio show. -

Media Guide for Federal Leaders in Oklahoma
Media Guide for Federal Agencies Discussing the traditional forms of Media Interaction AND addressing the topic of Social Media! Oklahoma Federal Executive Board 215 Dean A. McGee, Suite 320 Oklahoma City, OK 73102 (405) 231-4167 www.oklahoma.feb.gov Distributed July 2011 INTRODUCTION Federal agencies have a responsibility to provide accurate and timely information to the general public and the media. In many cases, however, agencies do not have a person designated and trained as a Public Affairs Officer (PAO). In such instances, the CEO or a front-line employee must act as the agency's representative to the public. Many times, the intended message may be lost during the interview; often lack of planning or an inability to relay the message in succinct, easy to understand terms is the cause. Dealing with the media can be a daunting, nerve-wracking experience, whether it is in a face-to-face interview, phone interview or on camera. It is important to be at your best when communicating your message. This guide has been developed to assist those individuals called upon to speak on behalf of their agency to the press, both managerial and non-managerial employees. Whether you are responding to inquiries, arranging or participating in an interview, or simply providing information for print or broadcast, it is hoped that this media guide will provide you with useful information and some important tips to assist you. The purpose of this Media Guide is informational in nature for public employees. As in the past, the guidance is based on the principle that the business of Government is vital to serving the public everywhere.
