SUMMARY .1 The intent of this bid call is to solicit and receive formal offers to construct the following Project: The scope of Work includes constructing a new addition on the south east corner of the existing Delburne Agri-Plex Arena building. The new addition will be a single storey slab on grade structure. The new addition will include a livestock wash bay, four dressing rooms with two shared washrooms, a zamboni room, and mechanical and electrical spaces. .2 The Owner is: Red Deer County 38106 Range Road 275 Red Deer County, Alberta T4S 2L9 .3 The Consultant is: Berry Architecture + Associates Suite 200, 5218-50 Avenue Red Deer, Alberta T4N 4B5 .4 Bids shall be prepared and submitted and the bidding process shall be administered in accordance with these bidding requirements. 2. BID DOCUMENTS . 1 The Bid Documents are the documents issued or made available to Bidders by Berry Architecture + Associates for the purpose of preparing a bid. The Bid Documents consist of specifications, the drawings, information documents and addenda, if any. 3. DOCUMENT AVAILABILITY . 1 An electronic version of Bid Documents can be viewed at CoolNet and Alberta Purchasing Connection. 2 Bid Documents are made available only for the purpose of obtaining offers for this project. Their use does no confer a license or grant for other purposes. 3 Bid Documents may be obtained at the office of the Consultant, located at Suite 200, 5218 50 Avenue, Red Deer, Alberta. .1 Two (2) sets of Bid Documents of the Bid Documents can be obtained by Contractor bidders for a fee of $200.00. .2 Deposit will be refunded if Bid Documents are returned complete, undamaged, unmarked and reusable as an original document, within fourteen (14) days of bid submission. Notify the Consultant of any omissions. Written instructions in the form of Addenda will be issued. Questions must be received in writing not less than three (3) working days before the Bid call date. .3 Bidders must examine all drawings and read through all Divisions of the Specifications, so that they are fully conversant with the scope of the Documents. .4 The Consultant does not guarantee site information indicated in the Bid Documents, and each bidder must evaluate such information relative to the actual conditions. 5. INTERPRETATION OF BIDDING DOCUMENTS .1 If any person contemplating submitting a Bid on this work is in doubt as to the true meaning and intent of any part of Drawings and Specifications, he must request in writing, the Consultant for an interpretation thereof. On July 5, 2017, ATCO Electric Ltd. applied to the Alberta Utilities Commission for approval of an electric franchise agreement with the Village of Delburne. The application was filed according to Rule 029,1 and included a copy of the franchise agreement, municipal franchise fee rider schedule, and the electric franchise application form. 2. Notice of the proposed franchise agreement was advertised on June 1, 2017, in the Central Alberta Life newspaper. No objections or concerns related to the proposed franchise agreement were received. 3. The proposed franchise agreement, attached in Appendix 1, is based on the standard electric franchise agreement template approved in Decision 2012-255,2 has a term of 20 years or less, and will be effective August 15, 2017. Delburne has commenced reading of Bylaw No. 1127/2017 approving the franchise agreement. 4. The proposed franchise fee of 1.5 per cent, as shown on the municipal franchise fee rider schedule, attached as Appendix 2, is a continuation of the current franchise fee. The proposed franchise fee will result in a continuation of $1.53 average monthly charge for an average residential customer. 5. The AUC considers that the right granted to ATCO Electric by Delburne to construct, operate and maintain the electric distribution system is necessary and proper for the public convenience and properly serves the public interest.

The Weather in 2009 Winter 2009- 2010 in Canada was 4 °C above normal, the warmest and driest since records began in 1948. According to Dave Phillips of Environment Canada, the main reasons were an El Nino, which caused warming of the Pacific Ocean, and shrinking Arctic ice. Precipitation was down 60% in parts of Alberta. Phillips said ‘This may be a dress rehearsal of what we’ll see as normal in years to come’. The El Nino is now strengthening again: see http://earthobservatory.nasa.gov/IOTD/view.php?id=43105&src=eoa-iotd , and http://www.cpc.ncep.noaa.gov/products/analysis_monitoring/enso_advisory/ensodisc.html. It seems likely that central and northern Alberta will have extreme drought this coming season. This could result in water shortages, insect infestations, and wildfires this summer. Out of the top ten weather stories in Canada in 2009, four of them featured our fair province. You probably recall the winter of 2008-2009 that never ended, the spring that never came, the rains that fell too late, and the heat wave that was September. Spring was one of the toughest on record for Alberta farmers, as they experienced persistent cold and frost combined with a strong drought. In Edmonton, the total precipitation in the year ending June 2009 was the lowest since records began in 1880. Just before the official start of summer, several districts in Alberta had declared a drought emergency or disaster.
