Conservation in Action RED DEER COUNTY NEWS OFFICIAL NEWS FROM RED DEER COUNTY CENTRE JULY 2015 CONSERVATION IN AcTION COUNTY HELPS LANDOWNERS CONSERVE 70 ACRES By Ken Lewis, Conservation Coordinator On June 24, 2015, Red Deer County viewed three new conservation projects: a riparian management fence, a watering system to help conserve wetlands, and a watering system to help conserve a creek. For local landowners like Audrey Daines, wetlands have always been an important feature in providing clean water and a healthy landscape. By fencing off their wetland, it will remain a vital place for local wildlife and ground water. Henrik and Jeralyn Rasmussen rent the pasture where they installed their portable watering system. They made sure to purchase enough waterline and wiring, so that they can move the system around to WHAT’S INSIDE: multiple paddocks and water sources as part of their grazing rotation. The results of a study by the City of Red Deer show that conventional transit (excluding the Action Bus) have increased by a whopping 78% since its inception in 2010. It was in 2010 when Red Deer County Council partnered with the City of Red Deer on providing service to Gasoline Alley and Springbrook. The result of the partnership was a 20 year agreement between the two municipalities. Under the agreement, the City of Red Deer operates the service and maintains the busses. Red Deer County is responsible for operational costs and capital purchases. Red Deer County Transit is on a fixed route service that includes the East and West sides of Gasoline Alley as well as Springbrook. Service is considered “seamless,” with Red Deer County Transit users paying the same fare as City users. Service is seen as an additional route to the Red Deer City Transit Services. According to the study, with increased commercial and potential residential expansion in Gasoline Alley, the numbers are anticipated to increase. In 2016, County staff are proposing to add service on Statutory holidays. This means that users (many who work in Gasoline Alley) are still able to get to their jobs etc. during those times. It is specifically for individuals with special mobility needs. All Action Bus passengers must apply and register for this service, as there are special pick up and drop off requirements associated with the service. Action Bus ridership averages approximately 2,000 passengers per month. The service provides much needed independence for those who are unable to drive or take regular forms of transit. On July 5, 2017, ATCO Electric Ltd. applied to the Alberta Utilities Commission for approval of an electric franchise agreement with the Village of Delburne. The application was filed according to Rule 029,1 and included a copy of the franchise agreement, municipal franchise fee rider schedule, and the electric franchise application form. 2. Notice of the proposed franchise agreement was advertised on June 1, 2017, in the Central Alberta Life newspaper. No objections or concerns related to the proposed franchise agreement were received. 3. The proposed franchise agreement, attached in Appendix 1, is based on the standard electric franchise agreement template approved in Decision 2012-255,2 has a term of 20 years or less, and will be effective August 15, 2017. Delburne has commenced reading of Bylaw No. 1127/2017 approving the franchise agreement. 4. The proposed franchise fee of 1.5 per cent, as shown on the municipal franchise fee rider schedule, attached as Appendix 2, is a continuation of the current franchise fee. The proposed franchise fee will result in a continuation of $1.53 average monthly charge for an average residential customer. 5. The AUC considers that the right granted to ATCO Electric by Delburne to construct, operate and maintain the electric distribution system is necessary and proper for the public convenience and properly serves the public interest.
