Mention of firm names and commercial products does not imply the endorsement of the United Nations. vi Executive Summary Yangon, the former capital of Myanmar, is a rapidly emerging mega city and the country’s centre of commerce. Yangon has a population of 5.2 million with a density of 5346 per km2 (2014), making it one of the country’s most densely populated cities. Due to this population pressure, there is an urgent need for Yangon city to establish a proper Urban Transport Plan. To assess Yangon’s existing transportation system, this report has used the “Sustainable Urban Transport Index (SUTI)” index developed by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). SUTI’s 10 indicators provide a quantitative evaluation of Yangon’s urban transport system. This results will guide authorities on the necessary sectors and help shape the direction of urban transport in Yangon. All 10 indicators are weighted equally, and each indicator’s performance is compared on a scale of 1-100. To analyse the data, a series of high-level meetings took place between the Road and Bridge Authority, City Planning and Land Administration Authority of Yangon City Development Committee, as well as academics and experts in the transportation sector. The results of the index are presented through a geometric mean and a spider diagram. The geometric mean of the index is 49.04, indicating that Yangon’s overall transport system is in a moderate situation. Lastly, the spider diagram provides Yangon’s city transport authority with a valuable indication as to which areas need to be focused on for the future of urban transport in the city. vii CHAPTER 1: INTRODUCTION 1.1 Introduction Yangon, the former capital of Myanmar, has a population of 5.2 million (as of the 2014 census). It is the country’s largest commercial hub. Accelerated economic growth and motorisation have caused Yangon’s transport system to undergo rapid development. The increase in traffic volume, mainly attributed to private cars and buses, has also resulted in higher levels of air pollution and an increase in the number of severe traffic accidents.

Myanmar is exposed and vulnerable to various hydro-meteorological hazards which cause serious humanitarian impacts and consequences. To reduce the loss and damage from the hazards requires a shift from disaster response toward forecast based early actions, including innovative instruments, such as the use of Shock Responsive Social Protection measures to increase the resilience of people and communities. 2. Anticipatory Action, that is Forecast-based Action (FbA), Forecast-based Financing (FbF) and Early Warning Early Action (EWEA) are all initiatives which aim at using weather, climate and impact-based forecasts to trigger actions which reduce the loss and damage from hazards. For clarification, this report uses the term Forecast-based Action to describe the initiatives. 3. In Myanmar, the development of an FbA system is on-going as part of the European Union funded project “Scaling up Forecast based Financing/Early Warning Early Action (FbF/EWEA) and Shock Responsive Social Protection (SRSP) with innovative use of climate risk information for disaster resilience in ASEAN”. The project is led by UN FAO, and the consortium includes UNICEF, WFP and the German Red Cross. This project is complemented by various other projects implemented by the project consortium partners. 4. This report presents recommendations for the development of a sustainable FbA system in Myanmar based on a feasibility assessment.

    MoHS Statement on COVID-19 (12 March 2020, 8:00PM) (Link) (Unofficial translation by OCHA) 1. The Ministry of Health and Sports (MoHS) has been working on monitoring and preventive measures of the COVID-19, which has been spreading globally, at international entrances/gates, at public hospitals and among communities, as well as in cooperation with private hospitals. 2. In doing so, new Persons Under Investigation (PUI) have been found between 11 March 2020 (6:00PM) and 12 March 2020 (6:00PM), and treated and isolated at designated hospitals concerned. Nasal swab samples taken from them will be sent and tested at the National Health Laboratory (NHL) in Yangon. (See Table 1). 3. According to the laboratory results released by the NHL, four of the patients being treated in designated hospitals (from 11 March 2020, 6:00PM, to 12 March 2020, 6:00PM) tested negative for COVID-19. (See Table 2). 4. Nine PUIs under hospital quarantine (eight Myanmar citizens in South Okkalapa Mother and Children Hospital and one Myanmar citizen in Shwe Pann Taw Station Hospital in Aung Lan Township of Magway Region) also tested negative for COVID-19. 5. As of 12 March 2020, 6:00PM, 16 patients were being treated at designated hospitals. 6. The MoHS has been speeding up monitoring although there were no laboratory-confirmed cases as of 12 March 2020. The MoHS calls on people to exactly follow the MoHS health guidelines as the COVID-19 has been spreading in China and other 114 countries in the world, including neighboring countries, and as the WHO has declared the COVID-19 as a pandemic.

Project Cost Estimates 10.1 General Conditions (1) Method of Cost Estimation The estimation of project cost for the construction of Bago River Bridge is based on the results of the preliminary design of this Preparatory Survey and rough quantity estimation of work items. Financing for the 100% of eligible portion of the Project is assumed to be funded through the JICA loan scheme. As for the non-eligible portion, it is assumed that the state budget of the Government of Myanmar (GOM) will be allocated. Overview of Yangon and Urban Development Trends Yangon is the largest city and commercial and industrial hub of Myanmar and the metropolis of Yangon Region. Formerly known as Rangoon, the city served as the administrative capital of the country before 2006, when the government moved the capital to newly-built Naypyidaw. Measured at 10,000 km2, Yangon Region is bordered by the Andaman Sea to the south, the Bago Region to the north and east, and the Ayeyarwady Region to the west, and, besides Yangon city, is predominantly rural. This geographical location, as well as the effects of climate change, expose the region to various natural hazards, like droughts, floods, earthquakes, cyclones and fires. In administrative terms, Yangon Region is divided into 45 townships, 33 of which comprise Yangon City and are divided into smaller units: 630 urban wards and 54 tracts. With a population of 7.3 million, it is the most densely inhabited region in the country. Most of this population is concentrated in Yangon City though, making up an average density of 5,363 inhabitants per km2 and an urban population of 5,2 million, which is expected to double by 2040. Yangon is also the most diverse hub in the country, being home to multiple ethnic and religious groups alongside the Bamar Buddhist majority; including Indian, Chinese, Karen and Rakhine people, and Muslim, Hindu, Christian and Jewish communities. This diversity can be attributed to the long-standing internal and external migration waves towards Yangon and, although it was largely suppressed during the period of military rule, its display in the life of the city has been increasing again.
