Location The Seattle EPA Regional Office is located in the Park Place Building, 1200 Sixth Avenue, Seattle, Washington 98101 in the Central Freeway Park. All visitors must stop at the 12th Floor Service Center to pick up a Visitor’s Pass before entering EPA work or conference space. Park Place Building Entrances You may enter the Park Place Building from the Sixth Avenue/University Street entrance (Lobby) or Seneca Street entrance (2nd Floor). The Sixth Avenue/University Street entrance is a covered concrete area with a number of large plant containers; the 2nd Floor entrance is an open area adjacent to the Central Freeway Park. Two entrances can be confusing if you enter on one and exit on the other. Park Place Building Elevators The Park Place Building has a new computerized elevator system which requires you to use one of the kiosks located near the elevators to select a floor. The floor selection buttons inside the elevator have been deactivated. If you enter an elevator without selecting a floor on the kiosk, you will have to get out at the first stop and use the kiosk on that floor. Press the number of your floor destination on the kiosk. In a few seconds, the kiosk will display the elevator letter (A-F) that will take you to your floor. 12th Floor Service Center/Perc The Service Center/PERC is located on the south side of the Park Place Building on the 12th floor. Brass plates on either end of the elevators point you to the offices located on each floor. When you have located the Service Center, enter through the glass doors. Robert Gorton Partner EXPERIENCE Robert Gorton has been engaged in Construction Management and Owner's Representation since 1972. He has been responsible for all aspects of the building development process as a senior executive. Through the 1970's Mr. Gorton worked with Tishman Realty and Construction developing his skills in estimating, purchasing, scheduling and project management. In early 1980 Mr. Gorton joined the newly formed construction management firm, Lehrer McGovern (Bovis), starting as a Project Manager and leaving in 1988as the Senior Vice President-Director of Domestic Operations. During his tenure, the firm had grown from a small New York City construction management firm of 10 employees to the fourth largest construction management firm in the country with over 1,200 employees. During his tenure at EJME, he was responsible for the commercial office building known as 1325 Avenue of the Americas, 101 Avenue of the Americas, a 412,000 sf commercial office building, and 712 Fifth Avenue, a 500,000 sf commercial office building. Manhattan Offi ce Market 1 ST QUARTER 2016 REPORT A NEWS RECAP AND MARKET SNAPSHOT Pictured: 915 Broadway Looking Ahead Finance Department’s Tentative Assessment Roll Takes High Retail Rents into Account Consumers are not the only ones attracted by the luxury offerings along the city’s prime 5th Avenue retail corridor between 48th and 59th Streets where activity has raised retail rents. The city’s Department of Finance is getting in on the action, prompting the agency to increase tax assessments on some of the high-profi le properties. A tentative tax roll released last month for the 2016-2017 tax year brings the total market value of New York City’s real estate to over $1 trillion — reportedly for the fi rst time. The overall taxable assessed values for the city would increase 8.10%. Brooklyn’s assessed values accounted for the sharpest rise of 9.83% from FY 2015/2016, followed by Manhattan’s 8.47% increase. Although some properties along the 5th Avenue corridor had a reduction in valuations the properties were primarily offi ce, not retail according to a reported analysis of the tentative tax roll details. Building owners have the opportunity to appeal the increase; but an unexpected rise in market value — and hence real estate taxes, will negatively impact the building’s bottom line and value. Typically tenants incur the burden of most of the tax increases from the time the lease is signed, and the landlord pays the taxes that existed before the signing; but in some cases the tenant increase in capped, leaving the burden of the additional expense on the landlord.
