Since 2008, many local governments have deferred the plan of adjusting minimum wages due to the financial crisis. As economic results are improving, the government of Jiangsu Province has decided to raise the minimum wages. On January 23, 2010, the Department of Human Resources and Social Security of Jiangsu Province declared that the minimum wages in Jiangsu Province would be increased from February 1, 2010 according to Interim Provisions on Minimum Wages of Enterprises in Jiangsu Province and Minimum Wages Standard issued by the central government. Adjustment of minimum wages in Jiangsu Province The minimum wages do not include: Adjusted minimum wages: • Overtime payment; • Monthly minimum wages: • Allowances given for the Areas under the first category (please refer to the table on next page): middle shift, night shift, and 960 yuan/month; work in particular environments Areas under the second category: 790 yuan/month; such as high or low Areas under the third category: 670 yuan/month temperature, underground • Hourly minimum wages: operations, toxicity and other Areas under the first category: 7.8 yuan/hour; potentially harmful Areas under the second category: 6.4 yuan/hour; environments; Areas under the third category: 5.4 yuan/hour. • The welfare prescribed in the laws and regulations.     Management Discussion and Analysis SEGMENT REVIEW Wheelock Properties Limited (a 74%-owned listed subsidiary) (“WPL”) Group profit attributable to equity shareholders for the year ended 31 December 2008 was HK$816 million (2007: HK$1,540 million). A significant increase in operating profit mainly from the property development segment in Singapore (upon recognition of profits on pre-sales of The Sea View and The Cosmopolitan projects) was outweighed by impairment losses on investments, as well as a decrease in net investment property surplus. Excluding the net investment property revaluation surplus and the above exceptional impairment losses, the group’s net profit attributable to equity shareholders in fact rose by 145% to HK$1,396 million (2007: HK$570 million). Hong Kong Wheelock House and Fitfort were 98% and 97% leased respectively at satisfactory rental rates at the end of December 2008. Redevelopment of 6D-6E Babington Path, Mid-levels and 2 Heung Yip Road, Aberdeen, is underway. The former will comprise 47 deluxe apartments and a soft launch for pre-sales commenced in September 2008. The latter will be redeveloped into a high rise commercial building. During the year under review, the group acquired up to 98% of the interest in the property situate at 46 Belcher’s Street for a total of HK$305 million. The property is planned for residential redevelopment. By the end of December 2008, the group has acquired up to 98% of the interest in the property at 211-215C Prince Edward Road West for residential redevelopment. China On the Mainland property development front, the group’s two 50:50 residential joint ventures with China Merchants Property group in Foshan of Guangdong Province are in progress.

    Comprehensive evaluation on the environmental policies of water pollution in Taihu Lake with Wuxi City in China Lu Chanjun Mizunoya Takeshi Higano Youshiro Helmut Yabar University of Tsukuba In recent years, the rapid economic growth has caused serious environmental problems in Taihu Lake in China. Among the several cities around Taihu Lake Basin, Wuxi City is the main city to bring pollution to Taihu Lake. The amount of pollutants from household source of Wuxi City inflowing into Taihu Lake accounted for more than 55% of the total amount of pollutants from household source into Taihu Lake in 2007. In this research, we plan to focus on the composition of pollutants in each district of Wuxi City, which includes household, industrial and non-point source. We will introduce some new and effective technologies or facilities based on the previous policies we have introduced, in order to reduce the water pollution from Wuxi City into Taihu Lake. Then we plan to construct an evaluation model and make a simulation. We will use Lingo programming to calculate the simulation result. We would like to find the most optimal policy which could reduce water pollution in Taihu Lake but also meet the sustainable development in Wuxi City, China. Against this phenomenon, this paper first analyzes the major factors that affect the distribution of outlets. Then, based on complex network, it puts forward the distribution model of outlets. Finally, it analyzes the model. At the same time, the paper takes the banking outlets of China Construction Bank of Wuxi City, Jiangsu Province for example. It employs the model to distribute and integrate its banking outlets. As a result, the distribution after integrating is more rational than the previous distribution, which verifies the rationality of the model and the distribution method of banking outlets. Based on questionnaire Economic restructuring surveys and firm/government interviews, we have found that Wuxi has been undergoing a series of Industrial location institutional changes, economic transition and spatial restructuring. TVEs have been replaced by do- Corporate network Wuxi mestic private enterprises and to a lesser extent, foreign-invested enterprises (FIEs).
