ABSTRACT Following twenty-five years of civil war between the Sri Lankan government troops and the Liberation Tigers of Tamil Eelam (LTTE), a ceasefire was called in February 2002. This truce is now on the point of collapse, due to a break down in talks over the post-war administration of the northern and eastern provinces. These instabilities have lead to conflicts within the insurgent ranks as well as political and religious factions in the south. This thesis centres on how the anguish of war and its unresolved aftermath is being communicated among Tamils living in the northern reaches of Sri Lanka. -

UNLIKELY COSMPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Bernardo Enrique Brown August, 2013 © 2013 Bernardo Enrique Brown ii UNLIKELY COSMOPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS Bernardo Enrique Brown, Ph.D. Cornell University, 2013 Sri Lankan Catholic families that successfully migrated to Italy encountered multiple challenges upon their return. Although most of these families set off pursuing very specific material objectives through transnational migration, the difficulties generated by return migration forced them to devise new and creative arguments to justify their continued stay away from home. This ethnography traces the migratory trajectories of Catholic families from the area of Negombo and suggests that – due to particular religious, historic and geographic circumstances– the community was able to develop a cosmopolitan attitude towards the foreign that allowed many of its members to imagine themselves as ―better fit‖ for migration than other Sri Lankans. But this cosmopolitanism was not boundless, it was circumscribed by specific ethical values that were constitutive of the identity of this community. For all the cosmopolitan curiosity that inspired people to leave, there was a clear limit to what values and practices could be negotiated without incurring serious moral transgressions. My dissertation traces the way in which these iii transnational families took decisions, constantly navigating between the extremes of a flexible, rootless cosmopolitanism and a rigid definition of identity demarcated by local attachments. Through fieldwork conducted between January and December of 2010 in the predominantly Catholic region of Negombo, I examine the work that transnational migrants did to become moral beings in a time of globalization, individualism and intense consumerism. -

UN‐Habitat Implements Disaster Risk Reduction Initiatives in Mannar Town in Sri Lanka’s Northern Province May 2014, Mannar, Sri Lanka. The United Nations Human Settlements Programme (UN‐Habitat), in collaboration with the Mannar Urban Council, is implementing a number of small scale Disaster Risk Reduction (DRR) initiatives to assist communities cope with the adverse impacts of natural disasters through the Disaster Resilient City Development Strategies for four Cities in the Northern and Eastern Provinces of Sri Lanka (Phase II) Project. Funded by the Government of Australia, the project is being implemented by UN‐Habitat in the towns of Mannar, Vavuniya, Mullaitivu and Akkaraipattu in collaboration with the Local Authorities, the Ministry of Disaster Management, and Urban Development Authority (UDA), Sri Lanka Institute of Local Governance (SLILG), Institute for Construction Training and Development (ICTAD) and the University of Moratuwa. Implementing small scale DRR interventions is a key output of the Disaster Resilient Urban Planning and Development Unit that has been established at the Mannar Urban Council. The need for such DRR activities was identified by the project partners as a key priority during the implementation of Phase I during 2012‐2013. As a result, additional funding has been allocated to implement small scale DRR activities in the four cities during the second phase. Small scale infrastructure has been identified by the communities and the LAs to reduce the vulnerability to disasters of settlements and communities. In the Mannar Urban Council area, the infrastructure activities 50 Housing Scheme Road before rehabilitation identified included rehabilitation of two internal roads and laying of Hume pipes and culverts to release storm water from flood‐prone areas. -

Islamaphobia and Anti-Muslim Hate in Sri Lanka Note
Islamaphobia and anti-Muslim hate in Sri Lanka Note: The structure of this submission follows the guiding questions raised in the concept note for the online consultation. It provides a synopsis of concepts and a snap shot of issues and includes a number of references to more detailed information and analysis. Definitions Islamaphobia is used in Sri Lanka mainly by Muslim commentators, scholars, a few Islamic scholars and a handful of non-Muslim intellectuals to describe the hatred and fear of Islam by non-Muslims and/or as one of the root causes of anti-Muslim hatred. It is often used in online platforms though not limited to it. Anti- Muslim hate is used to refer to hate campaigns and messaging by non-Muslims targeting Muslims. There is more usage of the term anti-Muslim hate than Islamaphobia and the latter is at times used to describe the former. Historical/political context affecting usage of terms: There are number of factors that influence and affect the usage of these terms. They include: a) Muslim’s historical ethnic claims – pre-independence Muslim political representatives fearing they would be a ‘minority within a minority’ fought hard to establish their own ethnic identity. The British enabled this through a problematic and weak classification titled ‘Moor’ (Ceylon and Coastal). There were also other Muslim ethnic groups such as the Malays. Based on weak ethnic markers (Arab origin, distinct culture) and as they were conversant in both local languages (Tamil and Sinhalese), Muslims became less ethnically distinctive and more commonly identified as a religious group, or as ‘Muslims.’ Nevertheless, claiming an identity distinct from the two larger ethnic groups and seeking recognition as a separate group remains critically important to community representatives and leaders.1 Consequentially, both from outside and inside the community hate, attacks and violence are framed as against ‘Muslims’ rather than ‘Islam’ and renders to the more frequent reference of ‘anti-Muslim’ violence/hate/attacks over Islamaphobia.
