Tuberculosis WHO - World Health Organization 5 SUMMARY A Health Resources Availability Monitoring System (HeRAMS) was set by up the Borno State Ministry of Health with the support of WHO to collect information on the availability of health resources and services in Borno State. The health system of Borno State includes 27 LGAs with 311 wards. The survey was conducted in 749 health facilities, including 2 (0.3%) tertiary hospitals, 47 (6%) secondary hospitals, 30 (4%) primary health care centres, 317 (42%) primary health care clinics, 305 (40%) health posts, and 48 (6%) IDP camp clinics. The majority of the health facilities are public-owned and have permanent structures. Of these facilities, 262 (35%) were completely destroyed, 215 (29%) were partially damaged and 227 (30%) were not damaged (for the remaining 6% of health facilities the question was unanswered or not relevant). Of the 481 health facilities that were notfully destroyed, 288 (59%) were fully functional, 40 (8%) were partially functional, and153 (32%) were non-functional. About 60% of the health facilities in Borno State are currently being supported by one or more of the 18 health partners responding to the crisis.Not a single one of the non-functional sites have H e R A M S partner support. The highlights related to the availability of services in the fully/partially functional health facilitiesaredetailedas follows: - General services: out-patient and primary care services were available in more than 75% of primary health clinics, primary health centres, secondary hospitals and tertiary hospitals. - Child health: the least available service was essential newborn care (46%) while the most available service was the expanded programme on immunization (87%). - Communicable diseases: services for the diagnosis and treatment of measles were the most common (93%). In 48%of the facilities, diagnosis and treatment of Hepatitis B & C and tuberculosis were not normally provided. - STI and HIV/AIDS: services were not normally provided in almost half of health facilities. 6 - Maternal and newborn health: antenatal care services were available in at least half of the health facilities (71%). Comprehensive obstetric and abortion care were only available in 5% and 18% of IDP camp clinics, respectively. Normal delivery was at least partially available in 46% of health posts. - Sexual violence: approximately half of all the fully/partially functional health facilities in Borno State do not normally provide services on sexual violence. - Non-communicable diseases: treatment of high blood pressure and cardiovascular diseases were fully available in 37% (122) of the fully/partially functional health facilities in Borno State while mental health services were only fully available in 10% (32). - Vital data collection services were fully available in over half of the fully/partially functional health facilities in Borno State.
