T S A ¾ Existing access to the Development area is from Northern Blvd and Island Rd ¾ The nearest interstate access point is I-481 which is located approximately 2 miles south of the Development area (Exit 8 Northern Boulevard). It is approximately 4 miles southwest via I-481 to I-81 (Exit 29) for northbound and southbound travel. ¾ Access to the NYS Thruway (I-90) for eastbound and westbound travel is approximately 4 miles southeast of the Development area at the I-481/I-90 Interchange (Exit 6 Albany/Buffalo). ¾ CSXT operates a north/south mainline rail 5 miles west of the Development area and an east/west mainline rail 5 miles south of the Development area. ¾ The Syracuse Rail Yard and Intermodal Terminal is located 9 miles southeast from the Development area in Syracuse, NY. ¾ Port of Oswego, located in Oswego, NY, is approximately 35 miles northwest of the Development area. ¾ Syracuse Hancock International Airport is located approximately 7 miles southeast of the Development area, centrally located in Onondaga County. ¾ Onondaga County and Town of Cicero highway work permits will be required for any roadway/utility improvements proposed within the respective ROW's of Northern Boulevard and Island Road.

U Municipal Water Supply ¾ Public water supply is provided to the Development area via an 8” OCWA water main or the 42” Metropolitan Water Board transmission main on Northern Boulevard. ¾ Onondaga County Water Authority (OCWA) currently has the ability to provide 6 million gallons per day to the Development area with a max. pressure of 85 psi. Municipal Sewer ¾ Public sewer is provided to the Development area via a 8” or 12” gravity mains. Sewage is treated at the Onondaga County Department of Water Environmental Protection’s Oak Orchard Treatment Plant (WWTP). ¾ The WWTP is functioning well and consistently meets SPDES permit parameters, but has limited remaining capacity due to BOD limits. ¾ Moratorium on new users requires that any added sewer flows must be offset by equivalent inflow/infiltration reductions. ¾ Storm sewers are not available at the Development area. Electric Service ¾ National Grid provides electric services directly to the Development area via overhead lines along Northern Boulevard & Island Road. ¾ A large overhead electric transmission corridor with four minimum 115kV lines is located on eastern portion of the development area. ¾ There are also four 115kV lines within one mile and an electrical substation within two miles of the Development area. Natural Gas ¾ The Development area is directly served by an 8” National Grid distribution line along Thompson Road. ¾ A major natural gas valve station and transmission line also directly serves the Development Area from Northern Boulevard and Thompson Road. Zoning regulations in the Town of Cicero are all residential use districts together with regards toward permitted uses. Permitted uses in residential districts include one-family residence, enclosed accessory building use, and private garages. Two-family dwellings and townhouses are only allowed in RM Districts. All uses allowed in the IN District require site plan approval. Allowable uses in the I District include manufacturing; warehousing and distribution facilities; trucking terminals; sales, service and/or repair of heavy equipment or machinery; contractor’s storage yard; automotive repair and/or garage facilities; public utility facilities; public storage; and other industrial uses if the Planning Board finds that such proposed use meets the statement of intent and is of the same general character and intensity as those uses allowed.

Off Street Parking Off-street parking requirements in the Town of Cicero are determined by use. The Planning Board, as part of the site plan approval process, shall specify the number of parking and loading spaces required considering the nature and intensity of the use, the site conditions and other pertinent considerations. The Planning Board shall be guided by the standards set forth in professional design manuals such as the American Planning Association Off-Street Parking Standards.

Set-backs Setback requirements in the Town of Cicero are dictated by zoning district. The IN District requires 75-ft. front, 30-ft. side, and 25-ft. rear yard minimum setbacks. While the IN District permits most forms of light industrial, warehousing, and office use, the RM District does not and such development would require a zoning variance from the Town of Cicero Zoning Board of Appeals or a zoning change by the Town of Cicero Planning Board and the Town Board.

Mapping Units The following soil units are mapped on the development area: NgA-Niagara silt loam, 0 to 4% slopes (32.3% of site); OgB-Ontario loam, 2 to 8% slopes (16% of site); AoA-Appleton loam, 0 to 3% slopes (9.4% of site); ChA-Collamer silt loam, 0 to 2% slopes (8.4% of site); ChB- Collamer silt loam, 2 to 6% slopes (6.4% of site); HlB-Hilton loam, 3 to 8% slopes (6.4% of site)

Drainage Class Greater than 41.7% of the development area is somewhat poorly drained.

Hydrologic Soil Groups Greater than 62.9% of the site fits hydrologic soil group D.

Depth to Groundwater The depth to groundwater on the development area ranges from 1 foot to 3.3 feet.

Permeability Upwards of 37.2% of the development area has fair permeability.

Depth to Bedrock The depth to bedrock is greater than 6.6 feet.

Bearing Strength Based on the class of materials located at the development area, the New York State Building Code identifies the bearing strength as low, 1500 pounds per square foot (psf).

Hydric Soils Present? Mapped soil units on Groundwater Variation Groundwater on the site varies the development area according to seasonal wetness. that are considered hydric include: NgA - Niagara silt loam; Cd - Canandaigua mucky silt loam; Lm - Lamson very fine sandy loam; MtA - Minoa fine sandy loam; and Appleton loam.

Hydric Inclusions in Soils? Rhinebeck silt loam (Rh) is the only mapped soil unit that has the possibility to contain hydric inclusions.

ENVIRONMENTAL IMPLICATIONS SUMMARY

Prior to the development area being developed a wetland delineation of all portions of the site should be performed. The NWI and NYSDEC mapped wetlands on the site could be larger than currently mapped. The development area also contained areas mapped as hydric soil that may contain wetland areas. Any disturbance to wetlands on the development area could result in the need to obtain wetland associated permits from the USACE or the NYSDEC. Depending on the acreage of impacts caused by development of the site, wetland or stream mitigation could be required. Mitigation requirements generally are applicable when greater than 0.10-acre of wetland are permanently disturbed. A cultural/historic resource review should be completed on-site prior to any development. A threatened and endangered species habitat assessment should also be completed on site prior to development.

ROADWAY

Adjacent Roadway The Northern Boulevard and Island Road development area is located in the Town of Cicero in Network northern Onondaga County. The project area is bounded by Island Road on the north and Northern Boulevard on the west. Northern Boulevard is classified as a Minor Arterial and falls under the jurisdiction of Onondaga County. Island Road is a Local Road under the jurisdiction of the Town. Island Road, west of Northern Boulevard turns into Thompson Road, which is a Major Collector Road also under the jurisdiction of Onondaga County.

Traffic Count Data The Average Annual Daily Traffic (AADT) counts as measured in vehicles per day (vpd) from the NYS Department of Transportation are as follows: On Northern Boulevard between the junction of I-481 and Island Road the AADT was 8,771 vpd (April 2010). On Thompson Road between Island Road and S. Bay Road the AADT was 7,677 vpd (April 2010).

Distance to Interstate The nearest interstate access point is I-481 which is located approximately 2 miles south of the Highway Network site (Exit 8 Northern Boulevard). It is approximately 4 miles southwest via I-481 to I-81 (Exit 29) for northbound and southbound travel. Access to the NYS Thruway (I-90) for eastbound and westbound travel is approximately 4 miles southeast of the site at the I-481/I-90 Interchange (Exit 6 Albany/Buffalo).

Truck Routes The primary truck access to the site will be via I-481, I-81 and Northern Boulevard.

RAIL

Freight Rail Service CSX Transportation (CSXT) operates a Class 1 freight railroad network in the Central New Summary York region. Specifically, the Chicago Main Line provides east/west rail services that link Central New York with New York City, Boston and Chicago through the Syracuse Rail Yard. The St. Lawrence Subdivision of the CSXT network provides north/south rail services linking Syracuse to Massena, and ultimately Montreal from the Syracuse Rail Yard. The St. Lawrence Subdivision junctions with the Fulton Subdivision which provides rail services to the Fulton and Oswego areas. CSXT maintains rail yards in Selkirk and Syracuse, intermodal terminals in Syracuse and Buffalo, and TRANSFLOW terminals in Albany, Syracuse, and Buffalo, NY.

CNY is also served by the NYS&W rail line, a regional network that provides rail freight service from the Syracuse area along a main line south to Binghamton and the NYC metropolitan area, as well as the Finger Lakes Railway Corporation, a short line rail network that provides freight rail service from the Syracuse area to Western New York and Pennsylvania.

Nearest Deepwater Port The closest deepwater port is located is the Port of Oswego, located in Oswego, NY, which is approximately 35 miles northwest of the development area.

NYS Canal System The closest access for commercial barge shipping via the NYS Canal System is currently available from the terminal wall located in Brewerton, NY, approximately 7 miles northwest of the development area.

Permits Onondaga County and Town of Cicero highway work permits will be required for any roadway/utility improvements proposed within the respective ROW's of Northern Boulevard and Island Road.
