F. STATUS OF ROADS AND BRIDGES AND OTHER PUBLIC AND PRIVATE STRUCTURES

The estimated total cost of damages incurred by both passable and impassable roads and bridges including several other government and private structures was pegged at PHP 364,309,000 ( -PhP363,409,000; Cebu-PhP900,000)

• IMPASSABLE BRIDGES:

A total of two (2) bridges in Negros Oriental (La Libertad: 1; Jimalalud: 1) remain impassable due collapsed span, damaged approaches, collapsed abutment, collapsed center span, twisting, mis-aligned spans and collapsed pier.

• IMPASSABLE ROAD:

One (1) road section along North road remain inaccessible due to cracks/ cuts, rockfalls, landslides and road slips

G. DAMAGED HOUSES (Tab C)

• A total of 2,993 houses were damaged (Totally – 1,421 / Partially – 1,572)

2 H. STATUS OF LIFELINES

• Per agreement forged during a meeting between the affected local chief executives and local electric cooperatives, electricity will be restored in a week time starting 08 February 2012 • As of 9 February, some portions of La libertad and Jimalalud were already energized thru the efforts of the National Grid Corp. of the Philippines (NGCP). Said electricity was being tapped from Bindoy Sub-Station located at Bindoy, Negros Oriental • As of 08 February 2012 port operations in Negros Oriental are back to normal except for Guihulngan port – alternative port going to Guihulngan is at Bolodo Port which is 10 km from city proper • Guihulngan City – water supply system was totally damaged; Electric facilities are down • Ayungon, Tayasan and Guihulngan all in Negros Oriental – No water and electricity • Smart and Globe telecom operations are now back to normal in the quake stricken areas • NGCP line crew continue to mobilize parts of power line to energize locations without electricity

I. COST OF ASSISTANCE (Tab D)

• To date, the government had so far provided PHP 23,465,260.46 worth of relief assistance in terms of food and non-food items, medicines and financial assistance to the affected population out of the combined resources from the NDRRMC, DSWD, LGUs and DOH.

L. ACTIONS TAKEN

NDRRMC

• NDRRMC Emergency Operations Center was activated and alert status was upgraded from WHITE to RED ALERT STATUS in view of the incident, and disseminated Tsunami Bulletins/Alerts to RDRRMCs/OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster risk reduction and management councils from the provincial down to the municipal levels, especially to the coastal areas and communities near Negros and Cebu Islands

3 • Likewise, Operations Centers of RDRRMCs concerned were advised to take all the following appropriate precautionary measures: ‹ Alert all residents living in coastal areas of Regions V, VI, VII and IX for possible evacuation ‹ Effect the dissemination of the tsunami bulletins/advisories to the Local Chief Executives, Civil Defense Coordinators and RDRRMC Members through SMS, fax and other means of communication ‹ Communicate with all local TV and Radio Stations to ensure widest public information dissemination of Tsunami Bulletins/Alerts ‹ Undertake continuous monitoring in their respective area of responsibility (AOR) ‹ Instruct to submit report on actions taken thereof • A NDRRMC meeting was convened at 3:00 PM 8 February 2012 in Dumaguete City. The meeting was presided over by President Benigno Aquino III and was attended by Sec. Voltaire T. Gazmin (DND), Sec. Corazon J. Soliman (DSWD), Sec. Mario G. Montejo (DOST), Sec. Jesse M. Robredo (DILG), Sec. Gregory L. Domingo (DTI), Sec. Rogelio L. Singson (DPWH), Sec. Mar Roxas (DOTC), Sec. Enrique T. Ona (DOH), Sec. Proceso J. Alcala (DA), Sec. Jose Rene D. Almendras (DOE), Sec. Edwin Lacierda (Presidential Spokesperson), and USEC Benito T. Ramos (Administrator, OCD) • The President and his Cabinet conducted an inspection of Guihulngan City and La Libertad yesterday, 8 February 2012 • The President together with Sec. Ona visited the Guihulngan District Hospital to personally assess the damage • The President directed DPWH7 to expedite in rehabilitating damage bridge and roads in quake stricken area and conduct inventory of all public and private infrastructure in consonance with the national building code in Negros Oriental • Directing all Local Chief Executives affected by the quake to assist personnel from PHIVOLCS in disseminating earthquake related information to the general public • Directed DTI to ensure that basic commodities remain in regular prices • Directed AFP and PNP to ensure peace and order in buying and delivering basic goods in affected area • President Aquino assured the victims of the restoration of electricity and water supply over the weekend and apprehend persons releasing false information to the public • USEC Benito T Ramos together with OCD7RD Morante and other OCD7 personnel extended financial assistance to beneficiaries of the earthquake victims

Department of Social Welfare and Development (DSWD)

• The region has a standby funds of PhP 1,189,680.56 and stockpile of relief commodities composed of 3,344 family food packs (PhP 812,157.60) , food (PhP 715,549.70) non-food (PhP 3,101,195.88) ready for augmentation to the local government units • PhP2,405,119.00 worth of food and non-food items delivered to Guihulgan and La libertad thru Navy boat (NAVFORCEN) as of 4:00 PM, 07 February 2012 composed of 2,000 family food packs (PhP2,405,119.00), 160 boxes of can goods; 2,000 water bottles; 2,632 pieces of laundry soap; 318 blankets; 40 tents; 275 pieces of mosquito nets; 336 pieces of mats; 200 pair of slippers; 2,264 pieces of toothpaste • PhP2,094,796.60 worth of assorted items compose of: 20 units of 220v generators, 11 tents, 2,500 mats, 2,500 blankets, 2,500 family size “kalderos”, 2,500 family size “sandoks”, 2,500 water jugs, 2,500 plastic plates, 1,981 bottled water and 2,500 drinking glasses from DSWD Central Office to Dumaguete City via PAF C130 • DSWD-CO augmented the Field Office VII standby fund in the amount of PhP7M • Repacking of relief goods is ongoing in • Coordinated with the DOH for the joint conduct of stress debriefing • Provided 480 sacks of NFA rice to victims in the municipalities of Bindoy, Jimalalud, La Libertad, Tayasan and Guihulngan City, all of Negros Oriental • Provided the amount of PHP10,002,787.50 for the cash-for-work program to the affected areas such as the LG of Guihulngan and La Libertad

• Composite Inspectorate Team from Central Office (Bureaus of Construction, Maintenance and Research and Standards) was formed and deployed from Feb 8 - 11 to conduct inspection and investigation of national roads and bridges and public buildings • Utilized heavy equipment such as payloader, backhoe and dumptruck fro clearing operations • DPWH Task Force installed “reflectorized” warning signs and other informative and directional signs to assist motorists • Regional and District Office Disaster Team undertook assessment and monitoring of national roads and bridges, public buildings and other flood control measures for immediate action to be taken • Continue to provide updates on the status of affected roads and bridges

Department of Interior and Local Government (DILG)

‹ Coordinated with NDRRMC and provided updates on the status of their AOR ‹ Initiated the evacuation of residents of Brgys Tinaogan and Domolog, Munipality of Bindoy

Department of Health (DOH)

• As of 09 February 2012 , five (5) medical teams were already deployed: o A 3-man team (1 doctor and 3 nurses) deployed on Feb. 7 that conducted rapid health assessment at Guihulngan District Hospital and establish an advanced medical post o A 6-man technical assistance team (1 dentist, 4 nurses, 1 admin aide) deployed on Feb. 9 to Guihulngan District Hospital o A 10-man team (4 doctors, 4 nurses, 1 driver) from Vicente Sotto Memorial Medical Center to augment operations at Guihulngan District Hospital o A 5-man team (2 doctors, 1 nutritionist, 1 sanitary engineer, 1 MHPSS) from CHD V deployed on Feb. 9 to Guhulngan o An 11-man medical team from PHO Albay deployed on Feb. 9 to Guihulngan • DOH-HEMS activated White Code Alert and mobilized assorted drugs and medicines and cadaver bags for the victims of landslide in Tayasan, Negros Oriental • CHD VII Medical Team conducted a rapid health assessment in Guihulngan, Negros Oriental last 6 February 2012; provided medicines and personnel to affected areas • CHD V will deploy teams to Negros Oriental from February 9-19, 2012 to conduct MHPSS and WASH services. One (1) stainless steel water tank and one (1) water purifier will be brought to Negros Oriental by the NAVFORSOL gunship Antonio Luna • The Guihulngan District Hospital Medical Team transferred two (2) patients to the Vicente Sotto Memorial Medical Center via helicopter • Established medical posts at two (2) evacuation centers, namely: Guihulngan National High School and Governor William Villegas Memorial Hospital. As of February 9, 187 consultations have been conducted at Guihulngan National High School • The evacuation centers are constantly being supplied with water by rationing fire trucks • Toilets and “portalets” have also been made available at evacuation centers

• DOST-PHIVOLCS disseminated Earthquake and Tsunami bulletins and is closely monitoring the situation for any significant development

5 DENR-MGB

• Together with OCD7, conducted a briefing to provide overview on the situation of the terrain of Brgy. Planas, Guihulngan and Brgy. Solonggon, La Libertad • Artificial damming was observed by MGB-DENR geologist at Upper Brgy. Tinayunan, La libertad, Negros Oriental recommended for evacuation of TENT CITY located at lower portion of Brgy. Tinayunan, La libertad • Dir. Loreto Alburo provided team of geologist and mining engineers to conduct site assessment on the areas affected by earthquake induced landslides • Sent two (2) geologists to Brgy Vive, Ronda Cebu to conduct geological survey on the reported presence of surface land cracks believed to be earthquake induced land movement

Department of Trade and Industry (DTI)

• Issued an order against price increase of prime commodities

Philippine Information Agency (PIA)

• Continuously disseminates all news reports from NDRRMC to all PIA Regional/Provincial Offices nationwide and media organizations for further dissemination to the general public and uploaded situation reports in the PIA Facebook page and Weather Watch

Armed Forces of the Philippines (AFP)

• 505 th Airforce helicopters in Camp Hernandez were alerted and readied for immediate dispatch • U3 CENCOM conducted relief and rescue operations; advised the public not to panic • Advised all OPCOM units to alert their respective DRTU to provide assistance and conduct DRO as the need arises • Four (4) PAF choppers from Western and Eastern Command were dispatched for the conduct of search and relief operations • 78 th IB conducted public announcement to correct false information on tsunami • 302 nd IB, 703 rd CDC, 7 th RCDG and ARESCOM conducted/ joined in SAR Operations • NAVFORCEN Navy Ship transported all relief goods from Region 7 • 170 Personnel from PA based in Negros Oriental were deployed to conduct Search and Rescue/Retrieval operation in Guihulngan, City, Jimalalud and La libertad • PN Vessel BRP City (LC-550) left for Dumaguete City on Feb. 9 with the following relief items: 61 sacks of mosquito nets (2,928 pcs); 10 bundles of assorted blankets (2,000pcs); 100 sacks of sleeping mats (1,200 pcs); 10 bundles of pillows (250 pcs); and 50 sets of relief tents

Philippine National Police (PNP)

• PNP RHQ VII dispatched SAR Team composed of PPSC, 30 RMG, 48 RPS B VII and other Local Police Station personnel to conduct search and rescue operations in Negros Oriental • PNP RO7 conducted public announcement to correct false information on tsunami • PNP Guihulngan deployed 248 PNP personnel and 48 RPSB to assist in rescue and relief operations as well as provide security against looting • PNP PRO7 provided transport services for DSWD-VII relief goods • PNP Dumaguete deployed 36 RPSB members in their area • PNP Jimalalud fielded a total of 80 PNP personnel from PPSC and Jimalalud PS • PNP La Libertad with a total 35 PNP personnel (15 from La Libertad and 20 RPSB) in the area • PNP Bindoy fielded 25 PNP personnel in their area

6 Philippine Coast Guard (PCG)

• PCG-CGAC cancelled all movements of commercial vessels and small crafts including fishing boats and bancas – temporary cancellation was lifted at 2:30 PM of the same day • Directed BRP Davao del Norte (SARV-3504) stationed in Cebu City, and BRP Pampanga (SARV-003) stationed in Caticlan, , to proceed immediately to Dumaguete City, Negros Oriental to augment NDRRMC operations – said vessels arrived in Dumaguete and proceeded to Guihulngan, Negros Oriental to transport 20PCG/ PCGA, 17 DSWD, 21 LGU, 4 PRC, 4 PMS, 6 CGSOG divers, rescue equipment and relief goods • Deployed PCG 1636 Helicopter to Dumaguete City on 08 February 2012 • On 08 February 2012, BRP Pampanga (SARV-003) started loading plywood and other construction materials as well as relief goods from PNRC to be transported to Guihulngan Port and departed Port of Dumaguete on 09 February 2012, 2:30 PM enroute to Guihulngan, Negros Oriental and arrived at Guihulngan Port on 09 February 2012 at 5:40 PM. • PCG Helo 1636 departed Dumaguete Airport on 09 February 2012, 1:30 PM to conduct aerial survey together with three (3) PHIVOLCS personnel at the vicinity of Ayungon, Tayasan, Jimalalud, La libertad and Guihulngan Negros Oriental

Office of Civil Defense Regional Centers (OCDRCs)/ Local Disaster Risk Reduction and Management Councils (LDRRMCs)

• OCDRC V ‹ Joint OCD-RDRRMC-V/Albay Mercy Mission will augment the on-going humanitarian efforts in Guihulngan City and other affected areas in the Search and Rescue operations, provision of Water and Sanitation service (WATSAN), psychological and medical intervention by personnel from OCD V, NAVFORSOL (PN), TOG V (PAF), 901 st Infantry Brigade (PA), DOH_CHD V, APSEMO, APSWDO, DSWD V, APHO, AMDGO and BFP. The following equipments and some members of WATSAN team and 901st IB from PA on-board BRP Antonio Luna (PG 141: 2 units Thermal Camera, 2 units Snake Camera, 2 units Life Locators, 2 units Emergency flood light, Personnel Protective Gears from OCD; kermantle ropes, carabiners seat harness, pulleys and hydropacks from BFP, and; 1 unit of Water Filtration Unit (33,000 liters capacity) are expected to arrive at Guihulngan City today ‹ Coordinated with PDRRMC Masbate and Sorsogon, MDRRMC Pio V. Corpus and Esperanza, Masbate re possible effects of the earthquake ‹ Disseminated warning bulletins and other information to RDRRMC member/ support agencies, LDRRMCs and media thru SMS/ e-mail/ fax and uploaded the same to their facebook account

• OCDRC VI ‹ Informed LDRRMCs in coastal areas to advise the residents to stay away from coastline ‹ Disseminated PHIVOLCS advisory to members of the media and LDRRMCs ‹ CDRRMC convened for an emergency meeting and immediately dispatched a rapid damage assessment team; ordered the inspection of buildings and flyovers; readied transport assets for possible evacuation as well as medical and food and non-food supplies in case of evacuation ‹ CDRRMC City declared suspension of work in Himamaylan City Hall ‹ Gov. Catalina issued an evacuation order; Municipal Engineer instructed to conduct infrastructure audit ‹ MDRRMC , Cebu initiated evacuation operations in Brgys Saavedra, Basdiot, East and west, Tuble, Tomonoy and Balabagon. Metro Development Authority (MMDA)

• Extended water purifiers and a 15-man team to Negros Oriental • Sent 20-man SAR Team facilitated by OCD-NCR for the airlift of “response tools” through the C130 of the AFP

• MAYNILAD WATER transported to Guihulngan via PAF-C130 their water purifier which was used in CDO • APAS Emergency Response Team (AERT) conducted public announcement to correct false information on tsunami • City Watch/ DESAR dispatched a rescue team on February 27 • On-going retrieval operations to landslide affected municipalities by: 18-member search and rescue team from Carmen Copper Corporation ; 8-man team from Apex Mining Corporation ; 12-man team from Philex Mining Corporation; 11-man team from Philippine Saga Mining Corporation ; PMSEA-(MNLA), Quarry Ventures Phils (Cebu), and Apo Cement (Cebu) • Smart Communications set up Libreng Tawag Centers in areas badly hit in Negros Oriental while company personnel were deployed in Guihulngan National High School and City Hall to assist in relief and rescue efforts • Fund raising among TV outlets were conducted in Cebu City for the victims in Negros Oriental • Sagip Kapamilya ABS-CBN Cebu distributed relief goods to isolated areas by chopper • Philippine Amateur Radio Association (PARA) Emergency Services provided HF communications assistance using their ham radio equipment in the NDRRMC Operations Center • Bryant Lao of the Chamber Volunteer Group dispatched two (2) rescue teams composed of two (2) personnel per team and one (1) rescue van • Amity Public Safety Academy dispatched a rescue team, provided one (1) water purification system, and assisted in the reconstruction of temporary foot bridges • Philippine Mine Safety and Environment Association (PMSEA) provided water purifier, water tanks and water plastic bottles • World Food Programme transported two (2) mobile storage tents and two (2) generator sets in Cebu City on 9 February 2012
