C. STATUS OF ROADS AND BRIDGES AND OTHER PUBLIC AND PRIVATE STRUCTURES (Tab C)

The estimated total cost of damages incurred by both passable and impassable roads and bridges, public buildings, and flood control structures was pegged PHP 365,359,000.00

• IMPASSABLE BRIDGES:

Two (2) bridges in remain impassable due to collapsed span of Martilo Bridge in La Libertad and collapsed center span of Pangaloan Bridge in . Delivery of bailey panels from other District Engineering Offices is scheduled for use in the construction of detour bridges.

• IMPASSABLE ROAD:

One (1) road section along North road remains inaccessible due to cracks/ cuts, rockfalls, landslides and road slips. Restoration works are ongoing.

D. DAMAGED HOUSES (Tab D)

• A total of 13,160 houses were damaged (Totally – 6,249 / Partially – 6,911)

E. STATUS OF LIFELINES

• NGCP restored power transmission services in parts of Negros Oriental affected by earthquake. As of 1:56PM, 11 February 2012 normal operations of the Negros sub-grid was restored after completion of repairs and re-energization of the - 69-kV transmission line • As of 9 February 2012, some portions of La libertad and Jimalalud were already energized thru the efforts of the National Grid Corp. of the (NGCP). Said electricity was being tapped from Bindoy Sub-Station located at Bindoy, Negros Oriental • As of 08 February 2012, port operations in Negros Oriental were back to normal except for Guihulngan port – alternative port going to Guihulngan was at Bolodo Port which is 10 km from city proper • Guihulngan City – water supply system was totally damaged; Electric facilities were already restored • As of 10 February 2012, water and electricity had been restored in and in • Smart and Globe telecom operations were back to normal in the quake stricken areas • NGCP line crew continued to mobilize parts of power line to energize locations without electricity • Smart Communications set up Libreng Tawag Centers in areas badly hit in Negros Oriental while company personnel were deployed in Guihulngan National High School and City Hall to assist in relief and rescue efforts • Fund raising among TV outlets were conducted in City for the victims in Negros Oriental • Philippine Amateur Radio Association (PARA) Emergency Services provided HF communications assistance using their ham radio equipment in the NDRRMC Operations Center

IV. EMERGENCY PREPAREDNESS AND RESPONSE

WARNING DISSEMINATION

• NDRRMC Emergency Operations Center was activated on 6 February 2012 and alert status was upgraded from WHITE to BLUE ALERT STATUS and on 9 February 2012 upgraded to RED ALERT STATUS in view of the incident, and disseminated Tsunami Bulletins/Alerts to RDRRMCs/OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster risk reduction and management councils from the provincial down to the municipal levels, especially to the coastal areas and communities near Negros and Cebu Islands • Likewise, Operations Centers of RDRRMCs concerned were advised to take all appropriate precautionary measures • DOST-PHIVOLCS disseminated Earthquake and Tsunami bulletins and is closely monitoring the situation for any significant development • Department of Trade and Industry (DTI) issued an order against price increase of prime commodities • Philippine Information Agency (PIA) continuously disseminated all news reports from NDRRMC to all PIA Regional/Provincial Offices nationwide and media organizations for further dissemination to the general public and uploaded situation reports in the PIA Facebook page and Weather Watch

COORDINATION MEETING

• On 7 February 2012 NDRRMC convened an emergency meeting which was presided over by the SND and Chairperson, NDRRMC and attended by representatives of all member agencies • On 8 February 2012, the President and his Cabinet conducted an inspection of Guihulngan City and La Libertad and together with Sec. Ona, visited the Guihulngan District Hospital to personally assess the damage • On the same date, 8 February 2012 at 3:00 PM, NDRRMC meeting was convened Dumaguete City. The meeting was presided over by President Benigno Aquino III and was attended by Sec. Voltaire T. Gazmin (DND), Sec. Corazon J. Soliman (DSWD), Sec. Mario G. Montejo (DOST), Sec. Jesse M. Robredo (DILG), Sec. Gregory L. Domingo (DTI), Sec. Rogelio L. Singson (DPWH), Sec. Mar Roxas (DOTC), Sec. Enrique T. Ona (DOH), Sec. Proceso J. Alcala (DA), Sec. Jose Rene D. Almendras (DOE), Sec. Edwin Lacierda (Presidential Spokesperson), and USEC Benito T. Ramos (Administrator, OCD). The President made the following pronouncements, to wit: ‹ The President directed DPWH7 to expedite in rehabilitating damage bridge and roads in quake stricken area and conduct inventory of all public and private infrastructure in consonance with the national building code in Negros Oriental ‹ Directing all Local Chief Executives affected by the quake to assist personnel from PHIVOLCS in disseminating earthquake related information to the general public ‹ Directed DTI to ensure that basic commodities remain in regular prices ‹ Directed AFP and PNP to ensure peace and order in buying and delivering basic goods in affected area ‹ President Aquino assured the victims of the restoration of electricity and water supply over the weekend and apprehend persons releasing false information to the public

3 • USEC Benito T Ramos together with OCD7RD Morante and other OCD7 personnel extended financial assistance to beneficiaries of the earthquake victims • NDRRMC released a total of PHP 305,000.00 financial assistance to the injured and the relatives of the deceased (PHP 280,000.00 for dead victims and PHP 25,000.00 for five (5) injured in Guihulngan)

DAMAGE ASSESSMENT AND NEEDS ANALYSIS

• The NDRRMC and Humanitarian Country Team (HCT) conducted a Joint Damage and Needs Assessment (DANA) on 13 February 2012 to the areas affected by 6.9 Magnitude Earthquake particularly Guihulngan, La Libertad, Jimbalalud and Tayasan, Negros Oriental utilizing two (2) UH-1H helicopters of Philippine Air Force

DENR-MGB • On 9 February 2012, DENR-MGB together with OCD7, conducted a briefing to provide overview on the situation of the terrain of Brgy. Planas, Guihulngan and Brgy. Solonggon, La Libertad • Dir. Loreto Alburo provided team of geologist and mining engineers to conduct site assessment on the areas affected by earthquake induced landslides • Sent two (2) geologists to Brgy Vive, Ronda Cebu to conduct geological survey on the reported presence of surface land cracks believed to be earthquake induced land movement

Department of Public Works and Highways • Composite Inspectorate Team from Central Office (Bureaus of Construction, Maintenance and Research and Standards) was formed and deployed from 8 - 11 February 2012 to conduct inspection and investigation of national roads and bridges and public buildings

OCDRC V • Joint OCD-RDRRMC-V/Albay Mercy Mission arrived in Guihulngan City on 10 February 2012 from Dumaguete City via PAF Huey chopper, met with City Mayor Ernesto Reyes and OCD VII Regional Director Minda Morante, established command post at the oval of the Negros State University and conducted DANA

Armed Forces of the Philippines (AFP) • Units from the AFP namely CENCOM Operation (U3) , four (4) PAF choppers from Western and Eastern Command, 302 nd IB, 703 rd CDC, 7 th RCDG, ARESCOM and PA based in Negros Oriental were deployed to conduct Search and Rescue/Retrieval Operation • During a retrieval operations at Solongon, La libertad, Pvt Danny Faige PA and Pvt Marlon V Vera Pa were able to recover a cash amounting to PhP 70,000.00 and turned over to its owner while 1Lt Deles, CO 32 nd Div Recon Company, that troops were able to recover several rounds of live ammunition of M16 riffle at the retrieval site

4 Philippine National Police (PNP) • PNP Regional Headquarters VII dispatched SAR Team composed of PPSC, 30 RMG, 48 RPS B VII and other Local Police Station personnel to conduct search and rescue operations in Negros Oriental • PNP PRO7 provided transport services for DSWD-VII relief goods and assisted in the repacking of the said items • PNP Guihulngan, Dumaguete, Jimalalud, La Libertad, Bindoy, Tayasan and Ayungon were deployed and fielded personnel in their area of operations to assist in the evacuation, rescue and relief operations, road and bridge repair and provide security

Philippine Coast Guard (PCG) • Directed BRP Davao del Norte (SARV-3504) stationed in , and BRP Pampanga (SARV-003) stationed in Caticlan, Aklan proceeded to Guihulngan, Negros Oriental to transport 20PCG/ PCGA, 17 DSWD, 21 LGU, 4 PRC, 4 PMS, 6 CGSOG divers, rescue equipment and relief goods • On 8 February 2012 at 4:00 AM, BRP Davao del Norte departed the Port of Dumaguete for the Port of Bolado, Guihulngan City to unloading assorted relief goods and bottled water. Also disembarking were SAR teams from the 211 th and 204 th PCGA Squadron, and PRC. The same ship left the Port of Bolado for Dumaguete City carrying one patient named Florencia Bustamante, 87 years old and a resident of Larena Street in Guinghulngan. The ship also carried one (1) cadaver, four (4) PMS Manila personnel, and four (4) PCGA personnel • On 9 February 2012, BRP Pampanga (SARV-003) loaded by construction materials as well as relief goods from PNRC to be transported to Guihulngan Port • On 9 February 2012 at 1:30 PM, PCG Helo 1636 departed Dumaguete Airport to conduct aerial survey together with three (3) PHIVOLCS personnel at the vicinity of Ayungon, Tayasan, Jimalalud, La libertad and Guihulngan Negros Oriental

Metro Manila Development Authority (MMDA) • Sent 20-man SAR Team facilitated by OCD-NCR for the airlift of “response tools” through the C130 of the AFP

OTHER GROUPS • City Watch/ DESAR dispatched a rescue team on February 27 • On-going retrieval operations to landslide affected municipalities by: 18-member search and rescue team from Carmen Copper Corporation ; 8-man team from Apex Mining Corporation ; 12-man team from Philex Mining Corporation; 11-man team from Philippine Saga Mining Corporation ; PMSEA-(MNLA), Quarry Ventures Phils (Cebu), and Apo Cement (Cebu) • Bryant Lao of the Chamber Volunteer Group dispatched two (2) rescue teams composed of six (6) personnel per team and one (1) rescue van • Amity Public Safety Academy dispatched a rescue team, provided one (1) water purification system, and assisted in the reconstruction of temporary foot bridges

Department of Social Welfare and Development (DSWD) • To date, the government had so far provided PHP 26,944,851.61 worth of relief assistance in terms of food and non-food items, medicines and financial assistance to the affected population out of the combined resources from the NDRRMC, DSWD, LGUs and DOH. 5 • DSWD NROC relief items was transported thru Philippine Air Force C-130 Aircraft, Philippine Navy and Philippine Coast Guard Vessels • The Russian Government thru DSWD donated the following goods, 450 boxes of canned meat, 150boxes of canned fish and 100 sacks of sugar • GMA Kapuso Foundation, Inc will be distributing relies supplies to 500 affected families of Brgy Hinakpan, Guihulngan Negros Oriental • Bacolod Chamber Volunteer Fire Brigade and Sagip Kapamilya ABS-CBN Cebu conducted relief operations

OCDRC VI • CDRRMC Bacolod provided four (4) boxes sardines, thirteen (13) boxes noodles, thirty- two (32) boxes mineral water and one (1) BFP firetruck

OCDRC VII • PDRRMC Cebu sent PhP 2.8 M worth of relief commodities to quake stricken areas identified by the Provincial Social Welfare and Development Office namely, Guihulngan City, Tayasan, Jimalalud, Bindoy and La libertad in Negros Oriental • PDRRMC Negros Oriental provided basic food commodities and medical personnel to affected areas • CDRRMC City distributed sacks of rice, mineral waters and tents to evacuees

B. WATER SANITATION AND HYGIENE (WASH)

Department of Health (DOH) • DOH-HEMS activated White Code Alert and mobilized assorted drugs and medicines and cadaver bags for the victims of landslide in Tayasan, Negros Oriental • CHD VII Medical Team conducted a rapid health assessment in Guihulngan, Negros Oriental last 6 February 2012; provided medicines and personnel to affected areas; • CHD V deployed one (1) stainless steel water tank and one (1) water purifier to Negros Oriental by the NAVFORSOL gunship Antonio Luna. The Guihulngan District Hospital Medical Team transferred two (2) patients to the Vicente Sotto Memorial Medical Center via helicopter • Established medical posts at two (2) evacuation centers, namely: Guihulngan National High School and Governor William Villegas Memorial Hospital. As of February 9, 187 consultations have been conducted at Guihulngan National High School • The evacuation centers are constantly being supplied with water by rationing fire trucks • Toilets and “portalets” have also been made available at evacuation centers

• MAYNILAD WATER and MWSS provided water treatment plant • Philippine Mine Safety and Environment Association (PMSEA) provided water purifier, water tanks and water plastic bottles

OCDRC V • Joint OCD-RDRRMC-V/Albay Mercy Mission augmented on the provision of Water and Sanitation service (WATSAN), psychological and medical intervention by personnel from OCD V, NAVFORSOL (PN), TOG V (PAF), 901 st Infantry Brigade (PA), DOH-CHD V, APSEMO, APSWDO, DSWD V, APHO, AMDGO and BFP. As of 12 February 2012, services rendered by the are as follows: ‹ Medical Team served 74 patients, 50 psycho-social support and 1 patient referred for admission ‹ WATSAN, with 1 unit of Water Filtration Unit (33,000 liters capacity), in partnership with Fire Departments of Caltrava, San Carlos City, Victorias City and Talisay City provided 18,400 liters to 9 Brgys. with 20,199 populations and 816 persons in Guihulngan National High School

6 C. CAMP MANAGEMENT • On 9 February 2012 the World Food Programme transported two (2) mobile storage tents and two (2) generator sets in Cebu City
