Delivery of bailey panels from other District Engineering Offices is scheduled for use in the construction of detour bridges. • IMPASSABLE ROAD: One (1) road section along Dumaguete North road remains inaccessible due to cracks/ cuts, rockfalls, landslides and road slips. Restoration works are ongoing. D. DAMAGED HOUSES (Tab C) • A total of 15,787 houses were damaged (Totally – 6,352 / Partially – 9,435) E. STATUS OF LIFELINES • NGCP restored power transmission services in parts of Negros Oriental affected by earthquake. As of 1:56PM, 11 February 2012 normal operations of the Negros sub-grid was restored after completion of repairs and re-energization of the Bindoy-Guihulngan 69-kV transmission line • As of 9 February 2012, some portions of La libertad and Jimalalud were already energized thru the efforts of the National Grid Corp. of the Philippines (NGCP). Said electricity was being tapped from Bindoy Sub-Station located at Bindoy, Negros Oriental • As of 08 February 2012, port operations in Negros Oriental were back to normal except for Guihulngan port – alternative port going to Guihulngan was at Bolodo Port which is 10 km from city proper • Guihulngan City – water supply system was totally damaged; Electric facilities were already restored • As of 10 February 2012, water and electricity had been restored in Ayungon and in Tayasan • Smart and Globe telecom operations were back to normal in the quake stricken areas • NGCP line crew continued to mobilize parts of power line to energize locations without electricity • Smart Communications set up Libreng Tawag Centers in areas badly hit in Negros Oriental while company personnel were deployed in Guihulngan National High School and City Hall to assist in relief and rescue efforts • Fund raising among TV outlets were conducted in Cebu City for the victims in Negros Oriental 2 • Philippine Amateur Radio Association (PARA) Emergency Services provided HF communications assistance using their ham radio equipment in the NDRRMC Operations Center F. EMERGENCY PREPAREDNESS AND RESPONSE WARNING DISSEMINATION • NDRRMC Emergency Operations Center was activated on 6 February 2012 and alert status was upgraded from WHITE to BLUE ALERT STATUS and on 9 February 2012 upgraded to RED ALERT STATUS in view of the incident, and disseminated Tsunami Bulletins/Alerts to RDRRMCs/OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster risk reduction and management councils from the provincial down to the municipal levels, especially to the coastal areas and communities near Negros and Cebu Islands • Likewise, Operations Centers of RDRRMCs concerned were advised to take all appropriate precautionary measures • DOST-PHIVOLCS disseminated Earthquake and Tsunami bulletins and is closely monitoring the situation for any significant development • Department of Trade and Industry (DTI) issued an order against price increase of prime commodities • Philippine Information Agency (PIA) continuously disseminated all news reports from NDRRMC to all PIA Regional/Provincial Offices nationwide and media organizations for further dissemination to the general public and uploaded situation reports in the PIA Facebook page and Weather Watch COORDINATION MEETINGS • On 7 February 2012 NDRRMC convened an emergency meeting which was presided over by the SND and Chairperson, NDRRMC and attended by representatives of all member agencies • On 8 February 2012, the President and his Cabinet conducted an inspection of Guihulngan City and La Libertad and together with Sec. Ona, visited the Guihulngan District Hospital to personally assess the damage • On the same date, 8 February 2012 at 3:00 PM, NDRRMC meeting was convened Dumaguete City. The meeting was presided over by President Benigno Aquino III and was attended by Sec. Voltaire T. Gazmin (DND), Sec. Corazon J. Soliman (DSWD), Sec. Mario G. Montejo (DOST), Sec. Jesse M. Robredo (DILG), Sec. Gregory L. Domingo 3 (DTI), Sec. Rogelio L. Singson (DPWH), Sec. Mar Roxas (DOTC), Sec. Enrique T. Ona (DOH), Sec. Proceso J. Alcala (DA), Sec. Jose Rene D. Almendras (DOE), Sec. Edwin Lacierda (Presidential Spokesperson), and USEC Benito T. Ramos (Administrator, OCD). The President made the following pronouncements, to wit: The President directed DPWH7 to expedite in rehabilitating damage bridge and roads in quake stricken area and conduct inventory of all public and private infrastructure in consonance with the national building code in Negros Oriental Directing all Local Chief Executives affected by the quake to assist personnel from PHIVOLCS in disseminating earthquake related information to the general public Directed DTI to ensure that basic commodities remain in regular prices Directed AFP and PNP to ensure peace and order in buying and delivering basic goods in affected area President Aquino assured the victims of the restoration of electricity and water supply over the weekend and apprehend persons releasing false information to the public • USEC Benito T Ramos together with OCD7RD Morante and other OCD7 personnel extended financial assistance to beneficiaries of the earthquake victims • NDRRMC released a total of PHP 375,000.00 financial assistance to the injured and the relatives of the deceased (PHP 280,000.00 for dead victims and PHP 95,000.00 for injured victims) DAMAGE ASSESSMENT AND NEEDS ANALYSIS • The NDRRMC and Humanitarian Country Team (HCT) conducted a Joint Damage and Needs Assessment (DANA) on 13 February 2012 to the areas affected by 6.9 Magnitude Earthquake particularly Guihulngan, La Libertad, Jimbalalud and Tayasan, Negros Oriental utilizing two (2) UH-1H helicopters of Philippine Air Force DENR-MGB • On 9 February 2012, DENR-MGB together with OCD7, conducted a briefing to provide overview on the situation of the terrain of Brgy. Planas, Guihulngan and Brgy. Solonggon, La Libertad • Dir. Loreto Alburo provided team of geologist and mining engineers to conduct site assessment on the areas affected by earthquake induced landslides • Sent two (2) geologists to Brgy Vive, Ronda Cebu to conduct geological survey on the reported presence of surface land cracks believed to be earthquake induced land movement – moved to declare the said area as “NO HABITATION ZONE” after classification as “very critical for landslide susceptibility” • Maintains close observation of saturated ground or seeps and sunken/ displaced surfaces which revealed upon initial assessment, ground cracks that extend to about 400 aerial meters along the ridge in length, trending northeast to southeast Department of Public Works and Highways • Composite Inspectorate Team from Central Office (Bureaus of Construction, Maintenance and Research and Standards) was formed and deployed from 8 - 11 February 2012 to conduct inspection and investigation of national roads and bridges and public buildings OCDRC V • Joint OCD-RDRRMC-V/Albay Mercy Mission arrived in Guihulngan City on 10 February 2012 from Dumaguete City via PAF Huey chopper, met with City Mayor Ernesto Reyes and OCD VII Regional Director Minda Morante, established command post at the oval of the Negros State University and conducted DANA • As of 6:00 PM 15 February 2012, Albay SAR team pulled out of the landslide area because there were no longer any signs of survivors 4 RDRRMC VII • Guihulngan City Engineers went to Brgy Tinayunan, Guihulngan, Negros Oriental to conduct assessment study on the observed presence of water damming which makes the area prone to flooding • LGU Ronda Cebu complied with the recommendation of MGB7 and ordered the evacuation of five (5) affected families in Brgy. Vive, Ronda, Cebu • OCD VII together with NGAs and Guihulngan City Mayor Reyes offered memorial services to the dead at the landslide area in Brgy Planas, Guihulngan City, Negros Oriental • The Office of the Sangguniang Panlunsod held a special session last 13 February 2012 at the Rizal Park and passed a resolution declaring Barangay Planas in Guihulngan City as a memorial ground for all those who perished during the February 6, 2012 earthquake SEARCH, RESCUE AND RETRIEVAL OPERATIONS (Tab D) ASSETS DEPLOYED UNIT Other PERSONNEL

Historical background and perspective The Philippines has more than two decades of experience in coastal resources management (CRM) and marine conservation, particularly in community-based initiatives, from which other countries in the region are drawing. However, a reservoir of lessons learned have not as yet been applied and translated significantly into improved environmental status nor to an uplifted socio-economic status of poor coastal communities. It has been reported that only 19% of community-based coastal resources management programs and projects implemented between 1984 and 1994 were successful (Pomeroy and Carlos 1997). These findings lead to the question of what is causing this low rate of success. Is there a need for a shift in the CRM model being followed? Or should these projects and programs simply need more time to mature and produce tangible results? A project implemented by the University of Rhode Island Coastal Resources Center looked at the contextual and intervention factors that affect the success of community-based marine protected areas (MPAs) in the Philippines which are a common or oftentimes the major intervention of coastal management programs.
