Hence, tsunami alerts for the Philippines are cancelled. • Tsunami Bulletin No. 01 as of 12:31 PM, 06 February 2012 ALERT LEVEL #2: BE ON ALERT FOR UNUSUAL WAVES People are advised to stay away from the shoreline. People should not go to the coast to watch the tsunami People whose houses are very near the coastal areas of Negros and Cebu Islands are strongly advised to be watchful D. AFFECTED POPULATION (Tab A) • The total number of population affected in 106 barangays/ 7 municipalities/ 2 cities/ 1 province in REGION VII is 21,076 families / 93,397 persons • The total number of population currently served inside and outside evacuation centers is 17,788 families / 88,940 persons The total number of population currently served inside 46 evacuation centers is 5,997 families / 30,005 persons The total number of population currently served outside evacuation centers is 11,791 families / 58,935 persons E. STATUS OF ROADS AND BRIDGES AND OTHER PUBLIC AND PRIVATE STRUCTURES The estimated total cost of damages incurred by both passable and impassable roads and bridges including several other government and private structures was pegged at PHP 364,309,000 ( Negros Oriental-PhP363,409,000; Cebu-PhP900,000) • IMPASSABLE BRIDGES: A total of two (2) bridges in Negros Oriental (La Libertad: 1; Jimalalud: 1) remain impassable due collapsed span, damaged approaches, collapsed abutment, collapsed center span, twisting, mis-aligned spans and collapsed pier. • IMPASSABLE ROAD: One (1) road section along Dumaguete North road remain inaccessible due to cracks/ cuts, rockfalls, landslides and road slips G. DAMAGED HOUSES (Tab C) • A total of 2,993 houses were damaged (Totally – 1,421 / Partially – 1,572) 2 H. STATUS OF LIFELINES • Per agreement forged during a meeting between the affected local chief executives and local electric cooperatives, electricity will be restored in a week time starting 08 February 2012 • As of 9 February, some portions of La libertad and Jimalalud were already energized thru the efforts of the National Grid Corp. of the Philippines (NGCP). Said electricity was being tapped from Bindoy Sub-Station located at Bindoy, Negros Oriental • As of 08 February 2012 port operations in Negros Oriental are back to normal except for Guihulngan port – alternative port going to Guihulngan is at Bolodo Port which is 10 km from city proper • Guihulngan City – water supply system was totally damaged; Electric facilities are down • Ayungon, Tayasan and Guihulngan all in Negros Oriental – No water and electricity • Smart and Globe telecom operations are now back to normal in the quake stricken areas • NGCP line crew continue to mobilize parts of power line to energize locations without electricity I. COST OF ASSISTANCE (Tab D) • To date, the government had so far provided PHP 23,465,260.46 worth of relief assistance in terms of food and non-food items, medicines and financial assistance to the affected population out of the combined resources from the NDRRMC, DSWD, LGUs and DOH. SUSPENSION OF CLASSES • DepEd7 reported that classes at all levels in the region has resumed except those located at the stricken areas in Negros Oriental L. ACTIONS TAKEN NDRRMC • NDRRMC Emergency Operations Center was activated and alert status was upgraded from WHITE to RED ALERT STATUS in view of the incident, and disseminated Tsunami Bulletins/Alerts to RDRRMCs/OCD Regional Centers concerned through SMS and facsimile for further dissemination to their respective local disaster risk reduction and management councils from the provincial down to the municipal levels, especially to the coastal areas and communities near Negros and Cebu Islands 3 • Likewise, Operations Centers of RDRRMCs concerned were advised to take all the following appropriate precautionary measures: Alert all residents living in coastal areas of Regions V, VI, VII and IX for possible evacuation Effect the dissemination of the tsunami bulletins/advisories to the Local Chief Executives, Civil Defense Coordinators and RDRRMC Members through SMS, fax and other means of communication Communicate with all local TV and Radio Stations to ensure widest public information dissemination of Tsunami Bulletins/Alerts Undertake continuous monitoring in their respective area of responsibility (AOR) Instruct to submit report on actions taken thereof • A NDRRMC meeting was convened at 3:00 PM 8 February 2012 in Dumaguete City. The meeting was presided over by President Benigno Aquino III and was attended by Sec. Voltaire T. Gazmin (DND), Sec. Corazon J. Soliman (DSWD), Sec. Mario G. Montejo (DOST), Sec. Jesse M. Robredo (DILG), Sec. Gregory L. Domingo (DTI), Sec. Rogelio L. Singson (DPWH), Sec. Mar Roxas (DOTC), Sec. Enrique T. Ona (DOH), Sec. Proceso J. Alcala (DA), Sec. Jose Rene D. Almendras (DOE), Sec. Edwin Lacierda (Presidential Spokesperson), and USEC Benito T. Ramos (Administrator, OCD) • The President and his Cabinet conducted an inspection of Guihulngan City and La Libertad yesterday, 8 February 2012 • The President together with Sec. Ona visited the Guihulngan District Hospital to personally assess the damage • The President directed DPWH7 to expedite in rehabilitating damage bridge and roads in quake stricken area and conduct inventory of all public and private infrastructure in consonance with the national building code in Negros Oriental • Directing all Local Chief Executives affected by the quake to assist personnel from PHIVOLCS in disseminating earthquake related information to the general public • Directed DTI to ensure that basic commodities remain in regular prices • Directed AFP and PNP to ensure peace and order in buying and delivering basic goods in affected area • President Aquino assured the victims of the restoration of electricity and water supply over the weekend and apprehend persons releasing false information to the public • USEC Benito T Ramos together with OCD7RD Morante and other OCD7 personnel extended financial assistance to beneficiaries of the earthquake victims Department of Social Welfare and Development (DSWD) • The region has a standby funds of PhP 1,189,680.56 and stockpile of relief commodities composed of 3,344 family food packs (PhP 812,157.60) , food (PhP 715,549.70) non-food (PhP 3,101,195.88) ready for augmentation to the local government units • PhP2,405,119.00 worth of food and non-food items delivered to Guihulgan and La libertad thru Navy boat (NAVFORCEN) as of 4:00 PM, 07 February 2012 composed of 2,000 family food packs (PhP2,405,119.00), 160 boxes of can goods; 2,000 water bottles; 2,632 pieces of laundry soap; 318 blankets; 40 tents; 275 pieces of mosquito nets; 336 pieces of mats; 200 pair of slippers; 2,264 pieces of toothpaste • PhP2,094,796.60 worth of assorted items compose of: 20 units of 220v generators, 11 tents, 2,500 mats, 2,500 blankets, 2,500 family size “kalderos”, 2,500 family size “sandoks”, 2,500 water jugs, 2,500 plastic plates, 1,981 bottled water and 2,500 drinking glasses from DSWD Central Office to Dumaguete City via PAF C130 • DSWD-CO augmented the Field Office VII standby fund in the amount of PhP7M • Repacking of relief goods is ongoing in Cebu City • Coordinated with the DOH for the joint conduct of stress debriefing • Provided 480 sacks of NFA rice to victims in the municipalities of Bindoy, Jimalalud, La Libertad, Tayasan and Guihulngan City, all of Negros Oriental • Provided the amount of PHP10,002,787.50 for the cash-for-work program to the affected areas such as the LG of Guihulngan and La Libertad 4 Department of Public Works and Highways • Composite Inspectorate Team from Central Office (Bureaus of Construction, Maintenance and Research and Standards) was formed and deployed from Feb 8 - 11 to conduct inspection and investigation of national roads and bridges and public buildings • Utilized heavy equipment such as payloader, backhoe and dumptruck fro clearing operations • DPWH Task Force installed “reflectorized” warning signs and other informative and directional signs to assist motorists • Regional and District Office Disaster Team undertook assessment and monitoring of national roads and bridges, public buildings and other flood control measures for immediate action to be taken • Continue to provide updates on the status of affected roads and bridges Department of Interior and Local Government (DILG) • DILG 7 Coordinated with NDRRMC and provided updates on the status of their AOR Initiated the evacuation of residents of Brgys Tinaogan and Domolog, Munipality of Bindoy Department of Health (DOH) • As of 09 February 2012 , five (5) medical teams were already deployed: o A 3-man team (1 doctor and 3 nurses) deployed on Feb. 7 that conducted rapid health assessment at Guihulngan District Hospital and establish an advanced medical post o A 6-man technical assistance team (1 dentist, 4 nurses, 1 admin aide) deployed on Feb. 9 to Guihulngan District Hospital o A 10-man team (4 doctors, 4 nurses, 1 driver) from Vicente Sotto Memorial Medical Center to augment operations at Guihulngan District Hospital o A 5-man team (2 doctors, 1 nutritionist, 1 sanitary engineer, 1 MHPSS) from CHD V deployed on Feb.
