Tropical Cyclone Owen, 9 - 17 December 2018 Disaster Recovery Funding Arrangements event – Tropical Cyclone Owen, 9 - 17 December 2018 The Disaster Recovery Funding Arrangements (DRFA) is a jointly funded program between the Australian Government and state and territory (state) governments, through which the Australian Government provides financial assistance to support state governments with disaster recovery costs. Assistance has been activated in response to Tropical Cyclone Owen for the area formally defined as: “Communities within North and Far North Queensland affected by Tropical Cyclone Owen and associated rainfall and flooding, 9 – 17 December 2018”. Contact the Queensland Reconstruction Authority (QRA) on 1800 110 841 or via www.qra.qld.gov.au. Reconstruction of Essential Public Assets (including Emergency Works and Immediate Reconstruction) Reconstruction of Essential Public Assets are works undertaken by local governments and state agencies to reconstruct damaged essential public assets to pre-disaster function. Emergency Works To assist local governments and state agencies to undertake urgent activities necessary following an eligible disaster to temporarily restore an eligible essential public asset to enable it to operate/be operated at an acceptable level of efficiency to support the immediate recovery of a community. Immediate Reconstruction Works To assist state agencies or local governments to immediately and permanently reconstruct damaged essential public assets to pre-disaster function immediately after the eligible disaster.     NASA-NOAA's satellite tracks a stronger Tropical Cyclone Owen nearing landfall 14 December 2018 Infrared Imaging Radiometer Suite (VIIRS) instrument provided a visible image. VIIRS showed the center was surrounded by powerful storms. Clouds and storms from Owen's eastern side stretched over Queensland. At 10 p.m. AEST (local time, Queensland) or 7 a.m. EST, Owen was a Category 3 storm with maximum sustained winds near the center of 120 kilometers (75 miles) per hour. It was located near 15.3 degrees south and 140.6 degrees east, estimated to be 120 kilometers west southwest of Pormpuraaw and 160 kilometers (99 miles) north northwest of Gilbert River Mouth. Owen is moving east at 31 kph (19 mph). ABM said "Severe tropical cyclone Owen is expected to continue shifting eastwards into the early hours of Saturday as a low end Category 3 system. Owen is forecast to make landfall about the southeast Gulf of Carpentaria coast, between Gilbert River Mouth and Pormpuraaw, in the very NASA-NOAA's Suomi NPP satellite passed over the early hours of Saturday, Dec. 15."     Customer Service Advice from Telstra Delay due to extreme weather events in the Gulf Country, Peninsula, Northern Goldfields and Upper Flinders, North Tropical Coast and Tablelands and Herbert and Lower Burdekin Districts of Queensland The Gulf Country, Peninsula, Northern Goldfields and Upper Flinders, North Tropical Coast and Tablelands and Herbert and Lower Burdekin Districts of Queensland were impacted by extreme weather on or about Friday 14 December 2018 through to Sunday 16 December 2018. An interruption to Telstra’s normal operations has occurred leading to delays in installation and repair activities. As many as 2,150 Telstra services are impacted in the area bounded by and including, but not limited to, the area starting at Cape York following the QLD coastline to the Elim Beach Campground, following the QLD coastline south past Cairns, Lucinda, Townsville and Ayr to Abbot Point then southwest to Mount Wyatt. From Mount Wyatt the area turns northeast past Crimea to Wairuna, southwest to Bellfield then northwest to Croydon. The area turns west past Four Ways and Gidya to QLD/NT border, following the border north to the Gulf of Carpentaria and continues following the coastline easterly back to Cape York. All suburbs and towns, off shore islands and coastal areas serviced by Telstra within these boundaries are encompassed in this exemption. How will this affect you? In times of climate change, it is essential that we understand natural climate variability that occurs in Australia. Looking back as far as we can is essential to understand how climate is likely to behave in the future. Studying coastal climate through this chronology is one element of the process. Analysis of the records has already given an indication that east coast climate fluctuates between phases of storminess and drought that can last for decades. Although records are fragmentary and not suitable for statistical analysis, patterns and climate theory can be derived. The dependence on shipping for transport and goods since European settlement ensures a good source of information on storms that gradually improves over time.

    Severe Tropical Cyclone Vivienne 6 – 12 April 1994 Perth Tropical Cyclone Warning Centre Bureau of Meteorology A. Summary A low that formed in the Timor Sea on 6 April rapidly developed as it moved to the southwest. Vivienne reached peak intensity of 80 knots (category three) on 8 April well to the north of the Western Australian coastline but from then on development was hampered by wind shear and gradually weakened being downgraded to a tropical low over open waters on 11 April. There was no report of significant impact associated with tropical cyclone Vivienne. B. Meteorological Description Tropical cyclone Vivienne formed from a tropical low that had moved westward across the Timor Sea. The cyclone intensified rapidly during the afternoon and night of 7 April, reaching maximum intensity on the morning of 8 April when located well to the north of Broome. Its development from this time onwards was hampered by vertical wind shear. Vivienne moved on a west southwesterly path parallel to the WA coastline. During the period prior to cyclogenesis severe tropical cyclone Owen was moving westward at comparable longitudes along 10°N. The increased westerly flow about the Equator due to Owen may have been a factor in increasing the cyclonic shear across the developing low. Following formation, Vivienne moved along a southwesterly track around the northwest flank of the high-level anticyclone. Although the 500 hPa flow across the system was northerly, the flow below and above this level was more easterly. As the centre moved southwestward, an elongation of the high-level cloud occurred during 8 and 9 April, indicative of an increase in shear over the system.

DISCUSSION Tropical Cyclones Tropical Cyclone Owen Weather On Sunday, Tropical Cyclone Owen formed in the Coral Sea. The latest official advisory (0600 GMT) indicated sustained winds of 53 mph, although latest satellite data suggests that these could be nearer 63 mph. Owen has been moving slowly to the southeast, but is now forecast to turn towards the west. As it drifts slowly west, Owen is forecast to dissipate into a tropical low over open waters during the next couple of days. Discussion The track of Owen continues to be fairly uncertain, although the official track guidance and vast majority of solutions now take the feature slowly and erratically westwards in the direction of Australia. This track will take Owen into a region of strong vertical wind shear, with dry medium level air being advected into the systems western flank from the Australian Continent. Both these factors will cause the system to decay over open waters. Expected Impacts Owen will generate rough seas, posing a risk to small maritime craft and producing dangerous surf along beaches. Heavy rainfall from the much weakened remnants of the system may impact parts of northern Queensland later next week.
