Opposition Business 10.1 Government’s Plan A is working Councillor Millican to move “This Council notes that the latest figures from the OECD shows that the UK economy is on the up and provides more evidence that the UK’s hard work is paying off and the country is on the path to prosperity. Council recognises however that the best measure of the recovery is actually how people feel about the economy. Council therefore welcomes the news that consumer and business confidence are improving and that fourth quarter spending by consumers will see the biggest increase since 2007 as predicted by market research specialist Verdict. Council equally welcomes the 13% decrease in the number of Ealing residents claiming Job Seekers Allowance compared to a year ago as published on 14 November. Council therefore thanks the Chancellor George Osborne for sticking to his Plan A: growing the economy, lowering the deficit and inflation and creating jobs. This is the only credible and sustainable way to raise the living standards for hardworking Ealing borough families and ensuring that the Government lives within its means.” Page 2 of 266 2 11. Notice of Motions 11.1 CPZ Charges must not exceed costs Councillor Taylor to move This Council reconfirms the decision of Cabinet on Tuesday 5th July 2011 to accept recommendation 1 from the Controlled Parking Zones Specialist Scrutiny Panel 2010/11, namely: “That the Council, when considering the financing of CPZs, should seek to do the following: (a) minimise the cost base associated with CPZs; and (b) ensure that permit charges are set at levels which recover these costs, but do not exceed them.” Furthermore, this Council will test the figures in detail at a future meeting of the Overview and Scrutiny Committee”. 11.2 Street Drinking - More Enforcement of the Controlled Drinking Zones Councillor Isobel Grant to move “This Council notes that the presence of street drinkers often causes real fear and concern. The anti-social behaviour, noise, litter and general nuisance associated with street drinkers can adversely affect the quality of life for other residents and users of our streets and parks. This Council therefore pledges to use its resources to work more closely with the Police and the voluntary sector to identify drinking hot spots and rigorously enforce the Borough’s Controlled Drinking Zones in an effort to end the street drinking culture.” 11.3 Leader of the Council Must Be Above Reproach Councillor Millican to move This Council notes with regret that the Leader of the Council used his office to facilitate an introductory planning meeting for the Labour GLA Member with senior Council officers. This Council believes that the Leader’s action has damaged the credibility and reputation of the Council’s Planning Department. This Council reminds the Leader of the Council that the weight of his office requires his actions to be above reproach. Page 3 of 266 3 11.4 Rising Energy Prices Councillor Tailor to move “The council notes that all the big six energy companies have now announced price rises which is increasing pressure on families this winter especially as living standards fall. Council notes that these prices rises within weeks of each other mean that competition in this industry is failing consumers. The council notes that the Government’s response to these prices increases is to tell people that they should put on a jumper. Council welcomes Ed Milliband’s policy of freezing energy prices as a first step in reforming the energy industry”. 11.5 Shaping a Healthier Future Councillor Bell to move The council notes that whilst the Secretary of State said that there would be A&Es at Ealing and Charing Cross Hospitals he went on to state that these services would be of a "different shape or size" and despite repeated questioning by MPs he offered no details on what this meant other than to say that they would be "implemented by local commissioners following proper public engagement and in line with the emerging principles of the Keogh review of A&E services." It has since been confirmed by SAHF Medical Director Dr Mark Spencer that Ealing and Charing Cross Hospitals will be smaller A&Es and are "unlikely to take blue flashing lights" ambulance cases. Also as local hospitals Ealing and Charing Cross will not have Intensive Care Units (ICUs) and other essential back up emergency services and it is clear that only patients with minor injuries will be able to be treated at these so called A&Es. The council therefore condemns the Secretary of State’s announcement as spin. The claim that these A&Es have been saved is simply dishonest and designed to deceive local residents. The council also condemns the Secretary of State's decision to close paediatric inpatient services and maternity services at Ealing that will mean there will be nowhere in the borough for Ealing mothers to have their babies and they will have to travel much further to give birth with all the attendant safety concerns that this will bring. The council thanks everyone who has taken part in the campaign to save our local hospitals to date and resolves to continue to campaign to save the A&Es at Ealing and Charing Cross hospitals and believes that these A&Es should provide a full emergency service that accepts blue light cases as this is the only true meaning of an A&E. Page 4 of 266 4 Council calls on NHS NW London to engage in proper engagement and consultation with the public, service users, staff and relevant Councils as recommended by the IRP in making decisions about future A&E services at Ealing and Charing Cross. Council welcomes the IRP recommendation that A&E departments at Ealing and Charing Cross hospitals must be sustained until any new service is decided on and implemented. Council also resolves to closely monitor the provision of primary care and out of hospital services promised by SAHF and notes the IRP recommendation that the "NHS's implementation programme must demonstrate that, before each substantial change, the capacity required will be available and safe transition will be assured". Council further resolves to oppose the implementation of the Secretary of State's decisions if these services are not in place as the worrying precedent of Chase Farm in Enfield shows is likely to be the case. 11.6 Affordable and Social Housing in London and Ealing Councillor Malcolm to move "Ealing Council notes that there is a pressing need for a step-change in the rate of affordable home building in London and Ealing. Ealing Council also notes that, using GLA-owned land, the Mayor of London could build around 50,000 affordable homes on this land across London. Making this land available at a discounted value for the development of affordable homes would provide the effective subsidy needed to enable a high proportion of these homes to be available at social rents, as opposed to higher ‘affordable’ rents. Ealing Council agrees that the Mayor of London should borrow against the GLA’s £11.2 billion annual revenue stream, under prudential borrowing rules, to enable tens of thousands of additional affordable homes. Ealing Council also agrees that the Chief Executive of Ealing Council writes to the Mayor of London to ask that he takes action to ensure that the rate and number of affordable and social homes increases.” Councillor 12.
