Resolutions to Censure the President: Procedure and History Updated February 1, 2021 Congressional Research Service https://crsreports.congress.gov R45087 Resolutions to Censure the President: Procedure and History Summary Censure is a reprimand adopted by one or both chambers of Congress against a Member of Congress, President, federal judge, or other government official. While Member censure is a disciplinary measure that is sanctioned by the Constitution (Article 1, Section 5), non-Member censure is not. Rather, it is a formal expression or “sense of” one or both houses of Congress. Censure resolutions targeting non-Members have utilized a range of statements to highlight conduct deemed by the resolutions’ sponsors to be inappropriate or unauthorized. Before the Nixon Administration, such resolutions included variations of the words or phrases unconstitutional, usurpation, reproof, and abuse of power. Beginning in 1972, the most clearly “censorious” resolutions have contained the word censure in the text. Resolutions attempting to censure the President are usually simple resolutions. These resolutions are not privileged for consideration in the House or Senate. They are, instead, considered under the regular parliamentary mechanisms used to process “sense of” legislation. Since 1800, Members of the House and Senate have introduced resolutions of censure against at least 12 sitting Presidents. Two additional Presidents received criticism via alternative means (a House committee report and an amendment to a resolution). The clearest instance of a successful presidential censure is Andrew Jackson. The Senate approved a resolution of censure in 1834. On three other occasions, critical resolutions were adopted, but their final language, as amended, obscured the original intention to censure the President. -
First Phase Lifting of Mass Suspension
Mass in Church during COVID Pandemic: 1st Phase of Return 1 (Version of May 14, 2020) These directives are promulgated by the Archbishop of Santa Fe for the early lifting of the suspension of publicly-attended Mass General: Attendance limited to 10% of building capacity (per fire marshal assessment). Dispensation from Sunday obligation remains for all. Safety/ common good is priority. Coordination with staff will be essential, as will be clear and detailed communication to the people. Local pastors can make these directives more stringent as necessitated by local conditions; however, they cannot make them less strict. Reopening will be accomplished in phases. The Archbishop/Vicar General will continue to offer live stream/recorded Mass each Sunday and weekdays, and parishes are encouraged to do so as well. Social distancing/masks/increased cleaning are mandatory. Each measure presents an additional layer of protection, which individually may be insufficient. Cleaning staff should be present to disinfect commonly-touched surfaces after each Mass (pews, door handles, rails, etc.) Have on hand ample cleaning supplies, and masks if possible. Persons over 60 and with compromised immune systems should be pre-advised that they are at increased risk and be encouraged to remain home. Communicate that these guidelines are for the safety of lives and health for themselves and neighbors, and that continued opening depends on everyone’s cooperation. The Archdiocese remains responsive to changes in conditions/requirements, and will revise these instructions periodically as necessary. In Churches No open holy water present. There may be a dispenser for people to fill bottles if desired. -

Portier, Ph.D. Yves Congar’s theology of the laity and ministries is unified on the basis of his adaptation of Christ’s triplex munera to the laity and his specification of ministry as one aspect of the laity’s participation in Christ’s triplex munera. The seminal insight of Congar’s adaptation of the triplex munera is illumined by situating his work within his historical and ecclesiological context. The U.S. reception of Congar’s work on the laity and ministries, however, evinces that Congar’s principle insight has received a mixed reception by Catholic theologians in the United States due to their own historical context as well as their specific constructive theological concerns over the laity’s secularity, or the priority given to lay ministry over the notion of a laity. -

Before that time, only one bishop served within an ecclesial province as sole spiritual leader of that region. Those clerics who hold this dignity are properly entitled “Titular Bishops” whom the Holy See has simultaneously assigned to assist a local Ordinary in the exercise of his episcopal responsibilities. The term ‘Auxiliary’ refers to the supporting role that the titular bishop provides a residential bishop but in every way, auxiliaries embody the fullness of the episcopal dignity. Although the Church considers both Linus and Cletus to be the first auxiliary bishops, as Assistants to St. Peter in the See of Rome, the first mention of the actual term “auxiliary bishop” was made in a decree by Pope Leo X (1513‐1521) entitled de Cardinalibus Lateranses (sess. IX). In this decree, Leo confirms the need for clerics who enjoy the fullness of Holy Orders to assist the Cardinal‐Bishops of the Suburbicarian Sees of Ostia, Velletri‐Segni, Sabina‐Poggia‐ Mirteto, Albano, Palestrina, Porto‐Santo Rufina, and Frascati, all of which surround the Roman Diocese. -

But very few rely on long term past perspectives, which could result in a precious opportunity to suggest innovative configurations related to specific institutional environments. On the other hand, historiography is a subject of growing interest in IS. Nonetheless, if many studies have already been carried out on the history of the technology or computer industries, very few have dealt with organizational IS history. This is regrettable, as it would give researchers a unique opportunity to understand long term IS dynamics and to grasp historical IS archetypes. Here, the author outlines a history of the IS of one of the oldest organizations in the world: the Roman Curia (the headquarters of the Catholic Church located within the Vatican). -

I wish to acknowledge the presence of His Beatitude Patriarch Joseph Absi, as well as the many other prelates and dignitaries here this evening. I thank the Right Reverend Philip Raczka, Cathedral Rector and Vicar General, for his hospitality. In a special way, I greet my brother, Bishop Nicholas Samra, and express to him the spiritual closeness, paternal affection, and heartfelt congratulations on this occasion in your life and priestly ministry – the celebration of thirty years of episcopal ministry and fifty years of priestly service! Your Excellency, fifty years ago, you were ordained as a priest and anointed with the oil of gladness, committing yourself wholeheartedly to the service of the People of God, promising to offer sacrifice to God for them. Twenty years later, you received the fullness of Holy Orders, deepening your commitment to pasture Christ’s sheep. You certainly have taken that commitment seriously. Indeed, as priests and bishops, our whole life is an oblation to God and a constant striving to imitate Christ, the Good Shepherd. How and why has Pope Francis restricted the Latin Mass? “Chin up, it’ll work itself out,” I told my friend, Michelle. She was “despondent” at the news Pope Francis had abrogated Summorum Pontificum — the law by which Pope Benedict XVI liberalized the use of the 1962 liturgical books — and in fact had told me she “hadn’t felt such grief” since her father passed a little more than a year-and-a-half ago. My friend is a cantor at her very ordinary parish. She loves to sing for the Lord, and she teaches others to sing for him in the way the Church prescribes. She’s middle-aged and never married. She lost her mother too soon, and cared for her father until he went the way of all flesh. The Church is the center of her life. My friend is hurt. She is hurt in her sentiments, sure, but she is also hurt in her person — a loyal daughter of the Church, who has suffered alongside many of her fellows in personal devotion to an ancient and venerable form of public prayer, and now discovers the man to whom she has looked as a father in God is displeased with her attachment and suspicious of her loyalty to him. She isn’t wrong to feel that way, and she’s far from the only one. She reads a lot of the blogs and visits a lot of the websites that traffic in “news” about traditional worship, of interest to the communities devoted to traditional forms. Through the years, I’ve encouraged her to pay less attention to them. -

The changes that occurred in the 1960s indicated that exercising the right of patronage, based on the principles out- lined in the Constitution, was impossible, and the peaceful establishment of the principles of bilateral relations could only be indicated through an inter- national agreement. The Concordat signed by Argentina in 1966 removed the national patronage, but the changes to the content of the Constitution were introduced only in 1994. The aim of the study is to show the concordat agreement concluded in 1966 by Argentina with the Holy See as an exam- ple of an international agreement. The main focus is the presentation of concordat standards for the institution of patronage. Due to the subject and purpose of the study, the work uses methods typical of social sciences in the legal science discipline. The dogmatic-legal method is the basis for consideration of the Concordat as a source of Argentine law, and as an aux- iliary method, the historical-legal method was used to show the historical background of the presented issue. -

Onb~ Boo~. 1976 240 pp. $10.95. This work, rich in content, grew out of a series of lectures given by the author at Harvard Divinity School in the Spring of 1974. It is a valuable, thought provoking contribution to Theology. The main theme, as the title indicates, is the concern that Theology must be liberated, i.e. liberated from being merely an academic dicipline into an instrument of human liberation, in the tradition of Jesus and the Old Testament prophets, able to face the reality of the religious and social political situation in everyday life. It is primarily the methodological approach that needs to be re-examined, and the author offers his own special methodology which he calls "the hermeneutical circle," and defines as "the continuing change in our interpretation of the Bible which is dictated by the continuing changes· in our present-day reality, both individual and societa1." He first tests "the hermeneutical circle" on four sample attempts of Harvey Cox's Secular City, Marx and his critique of religion, Weber on Calvinism and Capitalism and Cone's Black Theology of Liberation, and further analyzes with great mastery the contemporary scene of European, North and Latin American theology, suggesting how a theological challenge can be put to the traditional theological methodology. He clearly shows that there is no point of return for liberation theology in Latin America.
