GUARDIAN POLITICS IN IRAN: A COMPARATIVE INQUIRY INTO THE DYNAMICS OF REGIME SURVIVAL A Dissertation submitted to the Faculty of the Graduate School of Arts and Sciences of Georgetown University in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Government By Payam Mohseni, M.A. Washington, DC June 22, 2012 Copyright 2012 by Payam Mohseni All Rights Reserved ii GUARDIAN POLITICS IN IRAN: A COMPARATIVE INQUIRY INTO THE DYNAMICS OF REGIME SURVIVAL Payam Mohseni, M.A. Thesis Advisor: Daniel Brumberg, Ph.D. ABSTRACT The Iranian regime has repeatedly demonstrated a singular institutional resiliency that has been absent in other countries where “colored revolutions” have succeeded in overturning incumbents, such as Ukraine, Georgia, Serbia, Kyrgyzstan and Moldova, or where popular uprisings like the current Arab Spring have brought down despots or upended authoritarian political landscapes, including Egypt, Tunisia, Yemen, Libya and even Syria. Moreover, it has accomplished this feat without a ruling political party, considered by most scholars to be the key to stable authoritarianism. Why has the Iranian political system proven so durable? Moreover, can the explanation for such durability advance a more deductive science of authoritarian rule? My dissertation places Iran within the context of guardian regimes—or hybrid regimes with ideological military, clerical or monarchical institutions steeped in the politics of the state, such as Turkey and Thailand—to explain the durability of unstable polities that should be theoretically prone to collapse. “Hybrid” regimes that combine competitive elections with nondemocratic forms of rule have proven to be highly volatile and their average longevity is significantly shorter than that of other regime types. -

Contemporary Interpretations of Christian Freedom and Christian Democracy in Hungary paper, I attempt to present this concept, as well as the Christian origins and approaches to the concept of legal-political freedom, and today’s interpretation of Christian democracy. My the- sis is that all Christian governance is necessarily democratic, but not all democratic governance is Christian. It is specifically animated by the following research question: What are the effects of bringing religion into the public sphere in new democracies, especially those whose theological values are considered to be hostile to democratic precepts? My analysis presents a theory for modeling the dynamics which are created when states allow hostile religions more access to the political and public spheres during moments of democratization (or lesser forms of political liberalization) by a) allowing religious political parties to contest elections and b) biasing religion-state arrangements in favor of religion. Drawing from more than eighteen months of field research in Italy and Algeria, I test the mechanisms of my theory through in-depth case studies in both a Catholic and Islamic setting and then use cross-national data on religion-state arrangements by Grim and Finke (2006) and Fox (2008) to statistically explore the theory‟s wider explanatory weight. Richardson Professor Goldie Shabad ___________________________ Adviser Department of Political Science ABSTRACT Most theories about the negative relationship between Islam and democracy rely on an interpretation of the Islamic political tradition. More positive accounts are also anchored in the same tradition, interpreted in a different way. While some scholarship relies on more empirical observation and analysis, there is no single work which systematically demonstrates the relationship between Islam and democracy. This study is an attempt to fill this gap by defining Islam empirically in terms of several components and democracy in terms of the components of democratic culture— social capital, political tolerance, political engagement, political trust, and support for the democratic system—and political participation. The theories which assert that Islam is inimical to democracy are tested by examining the extent to which the Islamic and democratic components are negatively associated. Indonesia was selected for this research as it is the most populous Muslim country in the world, with considerable variation among Muslims in belief and practice. Two national mass surveys were conducted in 2001 and 2002. This study found that Islam defined by two sets of rituals, the networks of Islamic civic engagement, Islamic social identity, and Islamist political orientations (Islamism) does not have a negative association with the components of democracy. -

However, this article reveals the reworking of political Catholicism’s historical commitment to a balance of two powers—an ancient Imperium and Sacerdotium—to justify change to this position. A secular democratic faith became a key insight in political Catholicism in the 20th century, as it wedded human rights to an evolving cosmopolitan Catholicism and underlined the growth of Christian democracy. This article argues that the thesis of Christian democracy held a central post-war motif that there existed a prisca theologia or a philosophia perennis, semblances of a natural law, in secular modernity that could reshape the social compact of the modern project of democracy. However, as the Cold War ended, human rights became more secularized in keeping with trends across Europe. The relationship between political Catholicism and human rights reached a turning point, and this article asks if a cosmopolitan political Catholicism still interprets human rights as central to its embrace of the modern world. Introduction The arrival of a cosmopolitan Catholic rights-based tradition in the early 20th century has problematized histories of human rights and political Catholicism. The history of human rights is often presented as a secular affair, while research in political Catholicism tends to steer clear of the development of international law. -

How should the church maintain its prophetic, alien voice in our culture, given society’s significant commitment to liberal, capitalist democracy? e must be wary of allying Christian faith too intimately with cul- ture and politics. Our faithfulness should not be reduced to any Wparticular political, cultural, or social program, since inevitably these will fail to realize fully God’s justice, grace, and promise. As Chris- tians we perennially struggle with the tension between relevance and identity. Christ placed the church in the world and commissioned it to go forth into the world in order to disseminate the good news of salvation; consequently, the church must strive to be relevant to whatever culture it inhabits so as to gain a hearing and, thereby, fulfill Christ’s mission. Yet, in the need for relevancy, the church must never compromise its identity; it must distinguish itself as different from the world for the purpose of main- taining a prophetic or critical edge. For how can the church denounce any evil, violence, or oppression resident in society, if it is so immersed in the secular that its voice sounds like every other worldly voice? How can the church speak against sin, if it partners with those earthly principalities and powers that propagate sin? In our culture many Christians have sought to correlate their biblical and theological traditions with a significant commitment to freedom, de- mocracy, and capitalism.
