ALLIANCE MANAGEMENT OF POST-COLD WAR US-ISRAELI RELATIONS CHAU WUN LIONG MPHIL LINGNAN UNIVERSITY 2011 i ALLIANCE MANAGEMENT OF POST-COLD WAR US-ISRAELI RELATIONS by CHAU Wun Liong A thesis submitted in partial fulfillment of the requirements for the Degree of Master of Philosophy in Social Sciences (Political Science) Lingnan University 2011 i ABSTRACT Alliance management in post-Cold War US-Israeli relations by CHAU Wun Liong Master of Philosophy There is always a controversial debate on why the US-Israeli relationship can enjoy lengthy endurance (even after the end of the Cold War). Scholars have traditionally offered explanations through either the strategic role of Israel to the US, or domestic factors including the Jewish lobbies in the US, or the cultural affinities between the two states. However, they tend to emphasize the significance of only one particular dimension, marginalizing possible insights from competitive dimensions. This research aims to offer a different approach to study US-Israeli relations through alliance management theories. Although there are no formal military treaties between the US and Israel, the relationship between the two states is indeed a de facto alliance. Therefore alliance management theories are applicable to the study on the US-Israel relations. A new explanation transcending the boundaries amongst various traditional approaches can be achieved. This research showed phased fluctuations within this bilateral alliance. Critical junctures, including (i) the end of the Cold war, (ii) the 9/11 incident, (iii) US turmoil in post-war Iraq, forced the US to redefine its top interests in the Middle East. The US-Israeli alliance will become more tension-prone when allying partners experience growing conflicting top interests or weakening shared top interests. Successful alliance management between the two states could stabilize the relations in case of high conflicting interests while consolidate the relations in case of low conflicting interests. The agency that is currently protecting them, UNRWA, is under threat. What would the end of UNRWA mean at the European level? This article explains the special situation of Palestinians, the history and role of UNRWA and the consequences that a dissolution of UNRWA would entail. It analyses the situation from an EU perspective, as the CJEU has already delivered several landmark judgments. The article concludes that an abolition of UNRWA would place Palestinians in a better position, as the European Union would be obliged to protect all those persons that currently fall under UNRWA’s mandate and are hence excluded from obtaining refugee status. This is a finding that seems to be totally ignored or at least underestimated by the International Community. Nevertheless, the dissolution of UNRWA might lead to an unprecedented deterioration of the situation of Palestinians living in UNRWA’s operating areas. One of the most prominent recent examples is Russia’s support to the Assad regime in Syria, despite the atrocities the Assad regime committed against its own people. This raises the question: What legal obligations do States have to refrain from assisting other States in committing grave interna- tional crimes? This Article argues that much like there is an oft-cited responsibility to pro- tect (R2P), which obligates States to protect the human rights of people in other countries when their own governments are unwilling or unable to do so, there is an analogous duty to refrain (D2R) from aiding and abetting other States who commit grave violations of human rights, like genocide and crimes against humanity.

    Isratin: The One-State Solution to the Israeli-Palestinian Conflict Ken-Ben Chao War in the 20th Century Mr. John Bickel January 6, 2011 An anxious crowd of two hundred and fifty people gathered and waited outside the Tel Aviv Museum on May 14, 1948. Within the next thirty-two minutes, the State of Israel was formally established. After nearly two millennia in exile, the Jewish homeland was reborn. The next day, Egypt, Syria, Lebanon, and Iraq attacked Israel, prompting the 1948 Arab-Israeli War. Within the next sixty years, several other wars would be fought over the Israeli-Palestinian question. Today, the Israeli-Palestinian Conflict, or Arab-Israeli Conflict, remains a critical obstacle to world peace and stability in the Middle East. Though peace talks have been in progress for decades, numerous issues continue to obstruct success in the negotiations. If a viable solution to the Israeli-Palestinian Conflict is not created and implemented, the conflict will continue to plague the region with terrorism and war. Despite many proposed solutions, obstacles such as Jerusalem, the Israeli settlements, and Palestinian terrorism impede significant progress in the peace talks. With the numerous issues regarding the Israeli-Palestinian Conflict, the best solution is a gradual reintegration of Palestinians into the Holy Land, a relaxation of tensions between the various factions, and the beginning of serious negotiations towards an eventual one-state solution. History In order to fully comprehend the Israeli-Palestinian conflict, an understanding of the region’s bloody history must first be attained. The origin of the Israeli-Palestinian Conflict goes as far back as the Biblical era.

However, as I am a missionary sent from Brazil to train new Portuguese-speaking Mozambican leaders, my supervisor and I agreed that researching how to apply the principles of Missio Dei in migrant communities in the North West Province could produce relevant and practical material. This research could help my avocation, as well as future missionaries and churches who want to operate in this same region.

    GR:EEN-GEM DOCTORAL WORKING PAPERS SERIES Multiple Principles for Multilateral Interventions: The Ideational Divergences between EU and China Abstract The efficiency and credibility of UN multilateral framework on international intervention is challenged by the fact that international actors hold contrasting positions and principles. The 1 paper first displays recent cases of Darfur, Libya and Syria, in which the EU and its member states are more inclined to intervene when a humanitarian crisis occurs, whereas China often falls behind and occasionally runs counter to a proposal for intervention in the UN. The conventional wisdom often attributes their policies to the pursuit of material national interests. However, after the further investigation of their preferred principles: Non-Interference in Domestic Affairs and Responsibility to Protect, I suggest that, only take ideational factors such as norms and principles into account we can resolve empirical anomalies in specific cases where China or EU lacks sufficient economic and geopolitical motivations. Its scars — economic, psychological and political — can long outlast its immediate impact on mortality and health. Famines are a hallmark of economic backwardness, and were thus more likely to occur in the pre- industrialized past. Yet the twentieth century suffered some of the most devastating ever recorded. That century also saw shifts in both the causes and symptoms of famine. This new century’s famines have been ‘small’ by historical standards, and the threat of major ones seemingly confined to ever-smaller pockets of the globe. Are these shifts a sign of hope for the future? INTRODUCTION Words will never fully convey the horrors of famine, although many ac- counts, such as the following excerpt from Patrick Walker’s description of Scotland in the 1690s (cited in Cullen, 2010: 123), have tried hard: Deaths and burials were so many and common that the living were wearied in the burying of the dead. I have seen corpses drawn in sleds, many got neither coffin nor winding-sheet...I have seen some walking about the sun-setting, and tomorrow about six a-clock in the summer morning found dead in their houses, without making any stir at their death, their lead lying upon their hand, with as great a smell as if they had been four days dead, the mice or rats having eaten a great part of their hands and arms. Thich Nhat Hanh Over the years, I have given many public talks on the Palestinian- Israeli conflict. After discussing the formation of apartheid in Israel and its unethical nature, I have at times received responses implying that I hate the “Jewish people.” I have all too often witnessed occasions in which some pro-Israeli supporters quickly label you as an anti-Sem- ite at the slightest hint of language that speaks critically of Israel, as if such language is a condemnation of all Jews. Similarly, this equating of Zionism with the “Jewish people” has lately seeped into Palestinian and Arab discourse, which is surprising given the fact that traditionally activists have consciously attempted to disentangle the two concepts. Some Palestinians may even think that you are a traitor if you show up in Arab East Jerusalem with a Jewish friend wearing a yarmulka, as I noticed on one occasion during my last visit to the region. Indeed, this defensive “knee-jerk” reaction of identifying criticism of state policy as an attack on your own identity has become the rule rather than the exception when it comes to the Israeli-Palestinian conflict.

    Nigeria Page 1 of 52 September 1996 Vol. 8, No. 3 (A) NIGERIA "PERMANENT TRANSITION" Current Violations of Human Rights in Nigeria SUMMARY Despite its stated commitment to return Nigeria to elected civilian rule by October 1, 1998, the military government continues to violate the rights of Nigerians to free political activity, including freedom of expression, assembly and association, freedom of movement, and freedom from arbitrary detention and trial. Its security forces in Ogoniland and elsewhere persist in a longstanding pattern of human rights abuses. Head of state General Sani Abacha continues to hold in arbitrary detention the presumed winner of the June 12, 1993 elections, Chief M.K.O. Abiola. Nigerians are deeply skeptical that this military government, after setting aside the fairest elections ever held in their country, will hand over power to a civilian government when it has promised to do so. Nigeria appears to be in a state of permanent transition, still governed by the armed forces a decade after a program to restore democracy was first announced by General Ibrahim Babangida. Recent reforms announced by the government-including the restoration of a right to appeal to a higher court in some cases where it had been denied, the repeal of a decree preventing the courts from granting writs of habeas corpus in favor of detainees without charge, and the creation of a human rights commission-have had no effect in practice, and do not begin to address the need for fundamental reform and renewal. The transition program announced on October 1, 1995, is already slipping behind schedule, while the conditions that have been set for political participation seem designed to exclude the great majority of credible and committed pro-democracy activists.

    2008: Vol. 2, No. 3 (Fall - Winter) The National Council on U.S.-Arab Relations is pleased to provide the fifth edition of the Council Chronicle, the Council's newsletter. The Chronicle seeks to keep the Council's supporters informed and updated by presenting news and special reports on the Council's year-round educational programs, events, and activities. For new readers interested in learning more about the Council's vision and mission, together with the means it utilizes to pursue both, a statement to this effect appears at the end of this issue as well as on the Council's Web site at www.ncusar.org. About the National Council on U.S.-Arab Relations Founded in 1983, the National Council is an American educational, non-profit, non-governmental organization dedicated to improving American knowledge and understanding of the Arab world. The Council's vision for the U.S.-Arab relationship is one that rests on a solid, enduring foundation of strategic, economic, political, commercial, and defense cooperation, strengthened continuously by exchanges of present and emerging leaders among Americans and Arabs alike. The Council's mission is educational. It seeks to enhance American awareness and appreciation of the multi-faceted and innumerable benefits the United States has long derived from its relations with the Arab world. It endeavors to do this through leadership development, people-to-people programs, academic seminars, an annual Arab-U.S. policymakers' conference, specialized publications, and the participation of American students and faculty in Arab world study abroad and Arabic language learning experiences as well as intensive year-round and summer university student internships, combined with an academic seminar in the nation's capital.

Cover photo © Victoria Ivleva-Yorke The Coalition to Stop the Use of Child Soldiers was formed in May 1998 by leading non- governmental organizations to end the recruitment and use of child soldiers, both boys and girls, to secure their demobilization, and to promote their reintegration into their communities. It works to achieve this through advocacy and public education, research and monitoring, and network development and capacity building. The Coalition’s Steering Committee members are: Amnesty International, Defence for Children International, Human Rights Watch, Jesuit Refugee Service, Quaker United Nations Office – Geneva, International Save the Children Alliance, International Federation Terre des Hommes, and World Vision International. The Coalition has regional representatives in Africa, Asia, Americas and Middle East and national networks in about 30 countries. The Coalition unites local, national and international organizations, as well as youth, experts and concerned individuals from every region of the world.
