GREATER READING: A CALL TO ACTION To: The Greater Reading Community The Initiative for a Competitive Greater Reading (ICGR) was started by several local business leaders in response to a challenge – and a commitment of support – by local elected political leaders. These early initiators recognized and stated that they wanted something differ- ent, something real, and something that would make an impact toward creating an exciting and vibrant future for the Greater Reading region. Our approach was based on a simple principle – quality of life begins with a healthy economy. Put more simply, we needed to provide jobs for our residents. And, given our recent history of losing so many jobs, this required us to begin to think about doing some things differently. The good news is that we found a widespread interest in bringing about the necessary changes. What we found lacking initially, at least, was the necessary consensus on priorities. The Initiative for a Competitive Greater Reading set about to change this. Our region is unique in many ways. Sure, we have our problems and challenges. Who doesn’t? But we took account of these, dealt with them and focused most of our efforts on a very real set of opportunities. This we called “dealing with reality”. And “dealing with reality” implies, first, that we recognize things as they actually are, not as we wish they might be or as we might remember them. Among today’s realities, we all need to accept and come to terms with the following: - The region cannot be successful without a vibrant urban core. -

EXECUTIVE SUMMARY PENNSYLVANIA Public Transportation Annual Performance Report Fiscal Year 2009-10 April 30, 2011 Dear Fellow Pennsylvanians: It has been a productive and exciting year in public transportation! Pennsylvania invested more than $1.2 billion, providing more than 430 million trips, meeting the needs of commuters, business travelers, seniors, persons with disabilities and others. We identified opportunities for delivering more service with less money to maximize the investment of state and other public funding. We have evaluated transit agency management through performance reviews; ensured compliance through on-site agency reviews; enhanced the quality of life through energy initiatives, technology, and human service transportation services; and established a framework for continued improvements. Highlights of fiscal year (FY) 2009-10 include: • Assessed transit agency performance to improve efficiency and effectiveness. • Piloted Human Services Transportation projects designed to contain cost increases, test alternative approaches to providing service, and improve customer service. • Secured additional federal dollars for technology, hybrid buses, and “state of good repair” capital projects. • Advanced Keystone Corridor improvements—grade crossings and station improvements to increase safety, speed, and ridership. • Distributed $766 million in operating funds and more than $330 million in capital funds. Pennsylvania’s public transportation is moving toward the future, in part with additional and critically needed resources provided by Act 89 of 2013, the far-reaching funding plan that put transit on a more solid footing. The Commonwealth is very fortunate to have a world class transportation system, which adds value to the lives of millions of Pennsylvanians every day. This report shows you how transportation operates throughout our state. Innovations in public transportation help seniors travel safely to the grocery store, allow individuals to book shared ride trips online, and cost effectively get hardworking Pennsylvanians to jobs that drive our economy. This year, the Annual Performance Report reflects the advancements that have taken place, including regionalization and the implementation of cutting-edge scheduling software, solutions that streamline transportation systems and save Pennsylvanians money, while continuing to offer a superior customer product.
