The fourth report of senior pay and perks in UK universities History This is the fourth report on pay and perks at the top of British higher education institutions (HEIs) to be published by the University and College Union (UCU). It forms part of the union’s ongoing campaign for greater transparency in higher education, including the rationale behind senior pay rises. UCU submitted a Freedom of Information (FoI) request to 158 HEIs in October 2017. This followed similar requests submitted in 2016, 2015 and 2014. All requests were designed to shine a light on the arbitrary nature of senior pay and perks in universities, and support the union’s call for reform. The basis for this report The FoI request that forms the basis of this report was sent to 158 (HEIs). It requested details of vice-chancellors’ (or head of institution if known by a different title) salaries and those of other senior post-holders earning over £100,000 at the institution during the academic year of 2016/17 (1 August 2016 to 31 July 2017). It also asked for details of flights, spending on hotels, spending on expenses and if the vice-chancellor was provided with accommodation by the university. Finally, we requested to know whether or not the vice-chancellor was a member of the remuneration committee, and requested a copy of the most recently ratified minutes of the institution’s remuneration committee. Variety of responses The questions on expenditure on flights, hotels, expenses and accommodation for vice-chancellors elicited a huge variation in responses with many institutions deploying exemptions under the Freedom of Information Act to avoid providing data.

In this issue, we outline the findings ofChanging Places, a study led by Professor Simonetta Manfredi that delved into the experiences of women on both corporate and university boards. We also share new developments and networking opportunities from Board Apprentice and the New Schools Network, and introduce a new network for women in STEM careers. Last but not least, we introduce and welcome recent joiners to the HE working group. Our Higher Education 30% Club mission: to increase consensus across the UK higher education sector on the value of diverse and transferable leadership skills, particularly between companies and universities. Our objectives for 2017 We’re undertaking several initiatives this year to build consensus across the UK higher education sector on the value of diverse and transferable leadership skills, particularly between corporates and universities. We’re hosting a workshop, open to the 42 university members of the 30% Club (and hosted by Universities UK at its September conference), to create an action plan based on ideas raised at the launch of Professor Manfredi’s Changing Places research (see following article). One idea up for discussion is a single point of contact to disseminate those research findings. And with support from UCL’s Equality and Diversity team, we’re mapping the landscape of UK organisations with a mission to improve gender diversity in the leadership of UK higher education institutions.

OPEN LETTER to the University of Liverpool concerning threatened redundancies of academic staff In January the University of Liverpool announced 47 redundancies of academic staff. These staff were identified by grant income and citation metrics and sent letters notifying them they had been targeted for redundancies without the opportunity to review the criteria or the specific information held about them. The University has not made allowance for individual circumstances such as workload or sickness which might have affected these metrics, nor has it given any indication of any meaningful plans to make allowance for such factors. The University used a narrow time window over which to calculate these fluctuating metrics, and a proprietary citation metric tool from Elsevier to arrive at field-weighted citation metrics which are, as a consequence, opaque and difficult to review for appropriateness. We write as members of the wider academic community - researchers who collaborate with the University of Liverpool on grants and papers, who read and cite work from Liverpool, examine PhD students, review courses, attend conferences with colleagues from the University of Liverpool. We are dismayed by the University of Liverpool’s actions, which ​ can only have a chilling effect on UK research. Our belief is not just that the redundancies are financially unnecessary and apparently illegal, nor just that they are fundamentally callous and unfair to deploy against staff who have received consistently positive annual appraisals and have been working harder than ever during a global pandemic.

These gender-balanced boards can be found in every Mission Group, in all income quartiles and in all but one region. • In the 166 HEIs in the UK, women are 32% of all governing body members. • Women are less well represented as Chairs and Vice Chancellors than as governing body members. Women chair only 12% of all HEIs in the UK and lead only 17% of them as Vice Chancellors. • Women on boards and advancing women executive leaders are issues in the private, public, HE and third sectors. There is much to be gained from understanding how progress is being made across sectors. • Sourcing female board candidates from across sectors expands the talent pool for everyone and provides important leadership development opportunities for executive women. • Umbrella organisations in the HE sector are grappling with and addressing the issues of women’s leadership representation.

    Open letter University leaders are united in the view that the UK leaving the EU without a deal is one of the biggest threats our universities have ever faced. Our 50,000 EU staff and 130,000 EU students, not to mention the 15,000 UK students studying in Europe, are starting the new year facing significant uncertainty about their futures. Vital research links will be compromised, from new cancer treatments to technologies combatting climate change. The valuable exchange of students, staff and knowledge would be seriously damaged. And we share the concerns of business about the impact of no deal on everything from supply chains to security and travel. It is no exaggeration to suggest that this would be an academic, cultural and scientific setback from which it would take decades to recover. As a sector which contributes over £21 billion to UK GDP every year and supports 944,000 jobs, it is critical to the national interest, to the economy, communities and wider society, that the UK’s universities thrive post-Brexit. To do so, our government must demonstrate the required ambition, put the right measures and guarantees in place, and, crucially, avoid the UK crashing out of the EU without a deal on 29 March. As a matter of urgency, we are also seeking confirmation that the government will replace research funding sources from which we may be excluded at the end of March. In particular, we await explicit assurance that if the UK is unable to participate in the European Research Council and Marie Skłodowska-Curie Actions funding schemes, which support world-leading breakthroughs, that domestic alternatives will be created with the same level of funding.
