In addition, ,Average Daily Population (ADP) and end-of-month counts are reported for the Community and Residential Juvenile Programs. '..The Prison complex includes New Jersey, East Jersey, Bayside and Northern State Prisons and Mid-State, Southern, Riverfront and the Edna Mahan Correctional Facilities and the Adult Diagnostic and Treatment Center. The Youth Correctional Complex consists of Garden State Reception and Youth Correctional Facility, Albert C. Wagner Correctional Facility and Mountainview Youth Correctional Facility. The Juvenile Facilities include New Jersey Training School for Boys, Lloyd McCorkle Training School for Boys and Girls and Juvenile Medium Security Facility. The Average Daily Population for each major institution reported in Table I includes the number of inmates housed at the main institution plus those inmates who are assigned to each of the respective satellite units and prefabricated modular units, where applicable. Average Daily Population counts for" each of the individual housing units are reported in Tables II through V. Three hundred fifty-three were housed in Contract Halfway Houses, 675 in Community and Residential Programs and 4106 were housed in County Facilities. An additional 527 offenders were involved in the Electronic Monitoring! Home Confinement Program. From Fiscal 1991 to Fiscal 1992 the ADP for the Department as a whole increased 8% from 22,519 to 24,358. The ADP during Fiscal 1992 was greater than the peak populations experienced in 1988 through 1992. The following are the changes within the various correctional complexes or facilities: - The State Prison Complex count increased 7% from 13,214 to 14,204. -The Youth Complex count increased 11 % from 4277 to 4764. -The Juvenile Facilities population decreased 9% from 671 to 609. - The Community and Residential Juvenile Programs decreased 4% from 700 to 675. VOA 107 N See note on page 10. • 3 PRISON COMPLEX AVERAGE DAILY POPULATION • New Jersey State Prison (main and satellites) had an average daily population of 2267 residents during Fiscal 1992, which represented 16% of those offenders housed in all prison facilities. New Jersey Main had an average daily population count of 1865, with Jones Farm minimum security satellite accounting for an additional 196 daily residents. The maximum security Vroom Readjustment Unit maintained an average population of 150 during the 1992 Fiscal Year. The Central Medical Unit had an average daily '~ . count of 56 offenders. Of the 14,204 average daily offenders housed in State Prison Facilities during the year, 2381 or 17% were resident at East Jersey State Prison. The main institution had an average population of 1883, with the minimum security units averaging an additional 498. Bayside State Prison accounted for approximately 14% of the residents housed in the Prison Complex with an average count of 1973. Bayside Main (medium unit) maintained an average population of 994, while the minimum security satellite units housed an additional 831 residents on a daily basis. An average of 148 inmates were housed at the new Bayside Reception Unit. The average population for Mid-State Correctional Facility during Fiscal 1992 represented approximately 4% of those offenders housed in all prison facilities, with an average daily population of 558. The average daily population for Southern State Correctional Facility was 1476 or 1 (lOA, of all offenders housed in Prison Facilities . Riverfront State Prison accounted for 7% of the daily residents housed in the Prison Complex, with an .••• • average daily count of 1040. Northern State Prison accounted for 1:5% of the daily residents housed in the Prison Complex with an average daily count of 2077.
