This paper aimed at identifying the tourism potentials that can be developed into community-based tourism, identifying the factors inhibiting community-based tourism in Lembata, and creating effective models for the development of Community based tourism in Lembata. The research design used in the current research was descriptive qualitative. The procedure was based on research and development principles, that is by applying Board and Gall theory. the adaptation and modifications stages are as follows, collecting data in the field, analyzing the data,formulating a model of development of community-based tourism in Lembata. The techniques of collecting data were observation, interviews, and documentation. The techniques of analysis data were data reduction, data presentation, and conclusion. Data obtained from observations, interviews with key informants, and documentation during the activities. The results showed that the role of tourism companion consists of various contributions summarized in four roles, namely as a facilitator, as an educator and motivator, as a liaison as well as a coordinator and mediator, and as an implementer of monitoring and evaluation of each mentoring program being implemented. This is caused by the number of whale mammals in sea waters that have begun to diminish and approach extinction. This is the reason behind the author's writing about "Criminal Law Policy in Whale Mammal Protection in Lembata District", which is a normative juridical text to answer 1) what is the policy of Pope Mammal arrest according to the Lamalera indigenous people; and 2) whether the Whale Mammal arrests carried out by the Lamalera indigenous people in Lembata District do not conflict with Indonesia's national legal policies. Based on research in the field, it was found that first, the capture of whale mammals by the indigenous people of Lamalera in Lembata Regency was designated as an intangible cultural heritage (WBTB), with criterion 1) Pope Mammal capture should not violate existing legal provisions, namely Whale Mammals females may not be stabbed, nor do they catch the Whale Mammals in protected zonanisai sea (prohibited); 2) if there are found to be people who violate the regulations as mentioned in the first point, then law enforcement officials must carry out criminal prosecution for the intended violation.

Appropriate efforts should be made to ensure the drinking water supply in the area. A water supply-demand analysis is needed to determine the condition of water sources (surplus or deficit). Water supply is determined based on rainfall data, while water demand is calculated based on domestic, non- domestic and irrigation needs, including evapotranspiration. Evapotranspiration is calculated using the Thornthwaite method. The results showed that a water deficit would exist in the Lembata Regency in 2033 for seven months per year (May to November), although the amount of accumulated water in one year would still be surplus. Therefore, it is recommended to store water in a raw water reservoir during the rainy season for use during the dry season. The minimal total reservoir capacity is 95,000,000 m3, and the reservoir should be spread among watersheds in Lembata. The raw water reservoirs need to be lined with a geomembrane to prevent lost water from seeping into the soil.

Malaria is a disease that causes many deaths, immediate breakthrough efforts are needed and acceptable which can reduce the number of mosquito bites and decide on malaria parasites in the patient's body, namely through efforts to take malaria medicine and the use of insecticide treated bed nets. The purpose of this study was to determine the description of compliance of the using of bed nets and malaria drug intake of malaria patients working area of Waipukang Public Health Center, Lembata Regency, East Nusa Tenggara Province in 2018. Method. The type of research design in this study was a cross-sectional study design. The study was conducted in Lembata District, Waipukang Public Health Center area in Maret - Mei 2018. The population in this study was positive malaria patients with laboratory tests, as well as families of patients in the Waipukang Health Center area, Ille Ape District, Lembata District. The number of samples is 30 people, 15 cases of malaria patients and 15 families of patients. Results. The results showed that malaria patients who obediently took malaria drug as much as 60% (9 people), while those who did not obidient taking malaria drug were 40% (6 people). Malaria patients and families who used the mosquito nets at home as much as 53% (8 people) while 47% (7 people) do not comply with mosquito nets.

The location of research was done deliberately with the consideration that the Village of Tagawiti is one of the peanut producing villages. Respondent as many as 50 family’s leader which elected using Slovin formula. Kinds of data collected were primary and secondary data. Obtained data were analyzed as qualitatively and quantityvely. The income of formula was of I = TR-TC was used to answer first aim about peanut farming income, R/C Ratio Analysis was used to answer the second aim, and while multiple linear regression analysis was used the third aim.
