What is Act 1? The Taxpayer Relief Act of 2006, also called “Act 1,” requires all school districts to place a referendum ques- tion on the May 15, 2007 primary ballot. If approved, there will be a partial tax burden shift away from tax on owner occu- pied residential real estate to a tax on earned income effective July 1, 2007. To qualify, the property owner must have filed an application with York County Assessment Office by March 1, 2007. Applications filed after that date will be considered for the following fiscal year.

The Board of School Directors forwarded proposed language to the York County Board of Elections based on Tax Study Com- mission recommendations. The Board of Elections accepted the intent of the School Board’s resolution, but eliminated some of the explanatory wording. The ballot question will read. Student Transportation Information The student transportation system is a massive operation, involving 38 vehi- cles (31 buses, 6 mini-buses, and one lift mini-bus) to transport over 3,400 students daily. The process of assembling the 2007-08 student transporta- tion system has already begun.
