Canarsie Line Power and Station Improvements New York, New York Core Capacity Project Development (Rating Assigned November 2016) Canarsie Line Power and Station Improvements New York, New York Core Capacity Project Development (Rating Assigned November 2016) Summary Description Proposed Project: Heavy Rail Capacity Improvement 6.0 Miles, 2 Stations Core Capacity Capital Cost ($YOE): $408.26 Million (Includes $31.0 million in finance charges) Section 5309 Core Capacity Share ($YOE): $130.00 Million (31.8%) Annual Operating Cost (opening year 2020): $1.10 Million Existing Ridership in the Corridor: 346,700 Daily Linked Trips 106,093,300 Annual Linked Trips Existing Useable Space per Passenger: 5.0 Square Feet Overall Project Rating: Medium-High Project Justification Rating: Medium-High Local Financial Commitment Rating: Medium-High Project Description: The Metropolitan Transportation Authority (MTA) proposes to implement capacity improvements to the Canarsie L Line, which operates between South Brooklyn and Manhattan. Improvements include three new power substations, contact rail, circuit breaker houses, and other upgrades needed to increase capacity on the line. The proposed project also includes enhanced and improved station access at the Bedford Avenue and First Avenue Stations. MTA estimates that when the project is complete, it will increase capacity in the corridor by 10 percent, which meets the requirement in law for Core Capacity projects. Project Purpose: The Canarsie L Line has an average weekday ridership of 400,000. Ridership on the line has increased by over 300 percent since the 1970s, largely due to population growth and changing commute patterns in the neighborhoods served by the line. MTA completed installation of a new signal system and a communications-based train control system in 2007, which allows MTA to operate the current 20 trains per peak hour on the Canarsie L Line. However, MTA cannot add further trains due to traction power constraints. Severe crowding occurs during peak hours at the Bedford Avenue and First Avenue stations, which results in longer dwell times as large volumes of customers enter and leave the trains. The Core Capacity project includes traction power improvements that will allow two additional trains per hour, reduce passenger congestion on board trains, and improve service reliability. The project also includes station improvements that will result in better access, more evenly loaded trains, fewer train delays due to long dwell times and less platform crowding. Project Development History, Status and Next Steps: The project entered Core Capacity Project Development in December 2014. MTA selected the locally preferred alternative and had it adopted into the region’s fiscally constrained long-range transportation plan in September 2015. The project completed the environmental review process with FTA’s approval of a documented Categorical Exclusion in August 2016. MTA has submitted a request to enter Engineering, which is currently under review. MTA anticipates receipt of a Full Funding Grant Agreement in mid-2017, and completion of the project in 2020. Significant Changes Since Last Evaluation (November 2015): The total project cost increased from $273.64 to $408.26 million. The design advanced from the conceptual stage to 100 percent, resulting in additional costs for the Bedford Avenue station improvements and the three power substations. As a result of the cost increase, the finance charges associated with the project increased from $11.1 to $31.0 million. MTA also increased its requested amount of Section 5309 Core Capacity funds from $100.00 to $130.00 million. The Core Capacity funding share decreased from 36.5 percent to 31.8 percent. Commitment of Capital and Operating High • All of the non-Section 5309 Core Capacity funds are committed or budgeted.     ACME FISH EXPANSION DRAFT SCOPE OF WORK FOR A DRAFT ENVIRONMENTAL IMPACT STATEMENT CEQR NO. 20DCP009K July 26, 2019 A. INTRODUCTION This Draft Scope of Work (Draft Scope) outlines the technical areas to be analyzed in the preparation of the Environmental Impact Statement (EIS) for the Acme Fish Expansion project in the Greenpoint neighborhood of Brooklyn Community District (CD) 1 (see Figure 1 for project site location). The Development Site is comprised of Brooklyn Block 2615, Lots 1, 6, 19, 21, 25, 50, and 125 (a.k.a. the proposed rezoning area), comprising a total of 116,756 sf of lot area. The Development Site is the current home of the processing plant and smokehouse for Acme Smoked Fish, a New York City institution founded in 1905 and operated by four generations of the Caslow family. The Development Site also currently includes a stone supplier, and the field office and open storage for a utility construction company. As described in the following section, RP Inlet, LLC (the “Applicant”) seeks a zoning map amendment, zoning text amendment, and Large‐Scale General Development (LSGD) special permits (the “Proposed Actions”). The Proposed Actions would facilitate a new development with approximately 637,250 gsf, comprised of (i) a new and improved 105,600 gsf Acme Smoked Fish processing facility, and (ii) 531,650 gsf of commercial office and retail space (including parking/loading/bike storage spaces). The Acme Smoked Fish processing facility would contain four stories with a maximum building height of approximately 74 feet. There would be a metal louver screen on the roof that is 25 feet high.

    Chapter 18: Transit and Pedestrians A. INTRODUCTION This chapter evaluates the potential impacts of the proposed project on transit and pedestrian facilities within the transportation study area. As described in Chapter 1, “Project Description,” the proposed project would result in the development of residential, retail/commercial, community facility uses, and open space along the East River waterfront. It should be noted that subsequent to the publication of the DEIS, the City Environmental Quality Review (CEQR) Technical Manual has been updated. To reflect the updated methodologies in the CEQR Technical Manual, the transit analyses in the FEIS have been revised accordingly. Therefore, the detailed transit analyses presented in this chapter are conducted pursuant to the new 2010 CEQR methodologies, using the specific criteria and procedures developed as part of the update. Furthermore, subsequent to the publication of the DEIS, the Metropolitan Transportation Authority-New York City Transit (NYCT) has restructured the bus service in the study area, resulting in changes to the B61and Q59 bus routes. Specifically, the B61 bus route has been replaced by B62 bus route in the study area and the terminus for the Q59 bus route in Brooklyn has been extended to Williamsburg Bridge Plaza instead of the Broadway/Kent Avenue intersection as analyzed in the DEIS. Moreover, due to the reconfiguration of Kent Avenue into a one-way northbound roadway from a two-way north-south roadway (discussed in detail in Chapter 17, “Traffic and Parking”), the Q59 bus route in the study area has been modified by shifting the southbound bus operations from Kent Avenue to Wythe Avenue between Grand Street and Broadway.

    Brooklyn Market Report MID-1ST QUARTER 2015 REPORT Building 77 - Renderings Looking Ahead Brooklyn Navy Yard’s Building 77 - City Plans to Repurpose Former Ammunition Depot Although quietly hiding behind most of the headlined activity within the borough, the Brooklyn Navy Yard has been anything but inactive. November brought the announcement of the city’s plans to invest $140 million to create a hub for private manufacturing and entrepreneurship out of the former ammunition depot Building 77 — a 17-story, 960,000-square-foot building that represents about 25% of the Navy Yard’s total existing building stock. Due to lack of space availability, the city is working to pick up the pace to redevelop space and meet the needs of a waiting list of prospective tenants that has reportedly reached 100. Building 77 is expected to demand asking rents ranging from $20-$40 per square foot, but anticipated city and state incentives could further reduce effective rents. The Brooklyn Navy Yard Development Corporation is currently marketing the building’s penthouse space comprised of a total of 150,000 square feet spread across Building 77 - Rendering top fl oors 14 and 15 offering 360º views of Lower Manhattan, and a 20,000-square-foot rooftop deck at an asking rent of $40 per square foot. • 3.5 Million – Total leasable square feet currently online. • 20 Acres – The approximate area within the complex’ 300 acres that is currently undeveloped. • 7,000 Employees – Total number of people currently spread across the 330 tenants at the complex of which about 70% of the tenant roster has been there for over 10-years, with a projected increase to 14,000 by 2020.
