My traditional name is 16 Xwopokton, and I believe I'll explain a little bit 17 more of that later on, but my -- I’m the elected 18 leader, one of the elected leaders in Semiahmoo. 19 Just to open today and if we can set a 20 tone or a blessing that needs to be done so the work 21 at hand distributor done in a good way. But the gathering of the people is 6 the sacredness. 7 So just in that, I'm going to say a 8 short invocation or prayer, whatever you want to call 9 it, and just ask -- and I’ll explain it after, once 10 I’m done, but it’s a small prayer and it’s just to do 11 that, to kind of calm the waves and set the tone a 12 little bit for this morning’s session. 13 (Indigenous language spoken) 14 Great Spirit, I ask you to come down 15 and bless each and every one of us for what we're 16 about to sit and discuss. Remind us of our teachings 17 of honour and respect. With that, I say all my 18 relations. Thank you very much. 19 THE CHAIRPERSON: Thank you, Mr. 20 Chappell. 21 I would now invite the Vancouver 22 Fraser Port Authority for their presentation on the 23 project effects on the Delta community, please. 24 PRESENTATION 25 MR. STEWART: Thank you, Madam Chair. 613-521-0703 StenoTran www.stenotran.com 377 1 Good morning. My name is Cliff Stewart. I’m the 2 Vice-President of Infrastructure with the Vancouver 3 Fraser Port Authority. 4 Thank you for sharing your knowledge, 5 perspectives and input with us. I would like to 6 emphasize that we remain committed to continuing to 7 work with you on the project in a good way, whether it 8 be through the Indigenous Advisory Forum project 9 offsetting or NBA negotiations or the various other 10 consultation phases of the project. 11 Yesterday, the Review Panel heard 12 about the Port Authority's vision to be the world's 13 most sustainable Port, which means delivering economic 14 prosperity through trade, maintaining a healthy 15 environment, enabling thriving communities. We at the 16 Port Authority are proud of the work we do and of the 17 role that we play in driving Canada’s economy in a way 18 that protects the environment. 19 Through this project, we look forward 20 to continuing to work with Port users, all levels of 21 government, indigenous groups, local communities and 22 stakeholders to ensure that Canadians continue to 23 benefit from the Port of Vancouver for generations to 24 come. 25 Over the course of the hearings you 613-521-0703 StenoTran www.stenotran.com 378 1 will hear more about how we have been working to 2 listen and respond to the interests of indigenous 3 groups. 4 Could we just have the presentation 5 up, please? 6 Today I will focus on how the project 7 interacts with the host community of Delta by 8 providing an overview of how we have considered 9 feedback from the community throughout the project 10 planning and in the development of proposed mitigation 11 measures. As you heard yesterday, feedback has been 12 incorporated into our table of commitments, which was 13 recently updated in our April 30 th submission to the 14 Review Panel and which Madam Chair reminded us will be 15 updated throughout and at the end of these hearings. 16 During this presentation, I will 17 describe the project location in relation to the Delta 18 community, an overview of the consultation process, an 19 overview of key comments expressed by the community of 20 Delta, project benefits and ongoing work. 21 I’m on slide 3. As described 22 yesterday, the project includes three main components; 23 a new marine container terminal built on reclaimed 24 land and located in deep subtidal water, a widened 25 causeway widened causeway to accommodate additional 613-521-0703 StenoTran www.stenotran.com 379 1 road and rail infrastructure and to link to the 2 existing rail and highway networks, an expanded tug 3 basin to accommodate the tug boats needed to safely 4 and efficiently assist in the arrival and departure of 5 ships calling at Roberts Bank. 6 The marine terminal would be located 7 5.5 kilometres away from the mainland end of the 8 causeway, further away from shore than the existing 9 terminals. You’ve heard about how this orientation 10 was selected and how it avoids or reduces potential 11 effect to valued components. For example, it avoids 12 effects on sensitive intertidal habitat and moves 13 potential effects of noise and light further away from 14 communities. 15 An important part of our mandate as a 16 Port Authority is to consider the interests of 17 communities in our planning and operations. Existing 18 Port activities in Delta annually supports 4,800 19 direct and indirect jobs, 300 million dollars in wages 20 and just over one billion dollars in economic 21 activity. 22 Of note, with 4,800 Port-related jobs 23 in Delta, existing local Port activity provides jobs 24 to employ about nine percent of Delta’s labour force. 25 In 2018, the Port’s contribution to 613-521-0703 StenoTran www.stenotran.com 380 1 municipal revenues in Delta was over $8.7 million, and 2 included municipal taxes paid by Port tenants at $7.7 3 million, and payments in lieu of taxes of over 900,000 4 paid by the Port Authority to the municipality for 5 vacant Port land. I will speak about the economic 6 impacts of the Roberts Bank Terminal 2 Project later 7 in the presentation. 8 Because of the Port’s significant 9 presence in Delta, we understand how valuable it is 10 for the Port Authority to be accessible to the 11 community, which is why we have a community office in 12 Lander's Trenant Park Square.
