Criminal and civil proceedings will be taken as a matter of strict routine against any person and/or institution infringing the copyright of Strategic Environmental Focus (Pty) Ltd and Eskom Eskom Transmission Mercury – Perseus 400 kV transmission line Environmental Impact Report EXECUTIVE SUMMARY INTRODUCTION PD Naidoo and Associates in association with Strategic Environmental Focus (SEF), as independent environmental consultants, were appointed by Eskom Transmission to undertake the appropriate environmental process for the proposed development of a 400 kV transmission line between Vierfontein and Dealesville in the Free State. The process that was followed complies with Sections 21 and 26 of the Environment Conservation Act (Act No. 73 of 1989, as amended). This is the second stage of the EIA process, which involves a comprehensive environmental impact assessment aimed at evaluating all the significant environmental and socio-economic impacts of the proposed transmission line on the surrounding environment. This report investigated the study area, and evaluated various servitude corridors for the transmission line. A preferred corridor for the transmission line was recommended. GENERAL PROJECT DESCRIPTION Eskom proposes to develop a 400 kV transmission line to provide additional capacity to support the 400 kV network supplying the Greater Cape Region south of Bloemfontein. The application entails a proposal to secure the required servitude for the said transmission line in advance, prior to the actual construction of the line. The proposed servitude for the transmission line will be approximately 250 km in length and will occupy about 1375 ha. The underlying philosophy is to develop the transmission line within the selected corridor that takes into account the physical, biological and social environments. To this effect, three feasible alternative corridors within the entire study area were identified. I&APs proposed a fourth alternative during the public participation process. A team of specialists examined all four alternative corridors comprehensively to determine which would have the least physical, biological and socio-economic impacts. One of the proposed alternative corridors will be selected as the preferred corridor wherein the 55 m servitude can be negotiated by Eskom. THE NEED FOR THE MERCURY - PERSEUS 400 KV TRANSMISSION LINE The additional power is needed to electrify the proposed Coega Industrial Development Zone (IDZ), which is situated in the Eastern Cape Province, 20 km from Port Elizabeth. The Coega IDZ will include commercial and industrial activities, foremost of which is a new aluminium smelter that requires guaranteed energy supply. The Eastern Cape has a significant unemployment rate, which is observable in terms of the rural and urban population distribution, with statistics indicating that unemployment is greater in some urban areas. There is therefore a need to promote employment-generating initiatives in the region. To appreciate the need for the new line from a national economic viewpoint, it is necessary to briefly explain the strategic advantages of having a new transmission line to the Eastern i Prepared by Strategic Environmental Focus Eskom Transmission Mercury – Perseus 400 kV transmission line Environmental Impact Report Cape region and the potential long-term impacts of the transmission line through the region. The positive impacts of the transmission line at a regional scale also need to be seen in view of the Coega development. The Coega IDZ is to be implemented in a phased approach, and will include, among others, land uses such as businesses, commercial industrial areas, bulk import/export facilities, metallurgical areas and open spaces. A key requirement for the success of these developments proposals is the supply of power. The existing power supply network to the greater Port Elizabeth area is already considered to be unstable, and load-shedding schemes are installed. The Nelson Mandela Metropolitan Municipality has thus approached Eskom Transmission, in consultation with the Coega Development Corporation (Pty) Ltd (CDC), to provide additional power to supply the proclaimed Coega IDZ and the associated Port of Ngurha. Eskom as a major role player in the Coega Development Corporation (CDC) plans to electrify the Coega Industrial Zone (IDZ) and its associated port in the Eastern Cape, through the establishment of appropriate infrastructure. Aluminium Pechiney, the potential anchor tenant of the Coega IDZ, has recently confirmed its decision to proceed with the construction of a new aluminium smelter. One of the main criteria in the selection of the final site was the availability of guaranteed energy supply. The operation of an aluminium smelter within the Coega IDZ will require approximately 860 MW of electricity. The construction of a 400 kV transmission line will not only meet the energy supply requirements of potential Coega IDZ tenants, but will also strengthen the 400 kV network supplying the Greater Cape Region south of Bloemfontein. This will in turn secure South Africa’s national electricity grid, and in the long run contribute to national macro-economic growth. PUBLIC PARTICIPATION PROCESS A comprehensive public participation process for the EIA was a crucial mechanism that attained several goals. It informed the public and Interested and Affected Parties (I&APs) about the need for the new Transmission Line. The process was also the forum through which issues, concerns, needs and requirements of I&APs were elicited as input into the EIA. The public participation process was aimed at allowing the public to participate meaningfully and be involved at an early phase of the environmental process right from the Scoping phase and throughout the EIA. Through a process of stakeholder identification and involvement several I&APs were identified and subsequently notified of the project by various means. A number of public focus group meetings and public meetings were held in the main towns within the study area. These meetings were informative and constructive, giving I&APs an opportunity to raise concerns in a small-group environment. These concerns are addressed within this report. ii Prepared by Strategic Environmental Focus Eskom Transmission Mercury – Perseus 400 kV transmission line Environmental Impact Report The objectives of the public participation process included: • The development of a database of key stakeholders and I&APs; • The facilitation of a focussed public involvement and consultation process to ensure that I&APs contribute meaningfully to the EIA process and share information; • The investigation of the issues, concerns and corridor alternatives raised by I&APs; and • To function as an on-going data-gathering exercise that informs the EIA, the specialist studies, as well as the development of mitigation measures. A Website for the Mercury – Perseus EIA ([email protected]/eia) was set up and made accessible from 4 April 2003. The Website not only provided background information on the EIA process and the project, while allowing I&APs to register their interest / concerns, but also gave them an opportunity to ask questions and provide comments. Minutes of all public and focus group meetings are also available at this Website. A Background Information Document (BID) was developed and distributed to all I&APs. The BID was made available at the Open Days, Focus and Public Meetings throughout the EIA. The document contained information regarding the EIA process, the proposed transmission line and the Team of Consultants involved. Initial Public Meetings The first Open Day / Public Meeting took place on Wednesday 23 April 2003 at Bultfontein, while the second was conducted on Thursday 24 April 2003 at Bothaville. These meetings were the forum for informing the public of the details of the proposed transmission line as well as giving feedback on how issues raised by members of the public would be addressed in the EIA. Invitations to public meetings were sent to all parties registered on the I&AP database. Issues Register Issues and concerns raised by I&APs during the scoping exercise (January to June 2003) were captured in a draft issues register, which was included in Appendix 3 of the Scoping Report (dated 25 June 2003). Comments from potentially affected parties were received from the public throughout the EIA phase of the project. The Issues Register was subsequently updated and incorporated into Appendix A5 of the Draft EIR. After his appointment he was stationed at Gobabis until his health failed. He died from cancer in his home town in Germany on 26/1/1933. MACDONALD, RODERICK (26/12/1874 - Born in Scotland on 26/12/1874 he qualified as a veterinarian at the university of Ontario Vet. College, Canada in 1891. In 1900 he came to South Africa as a Civil Veterinarian attached to the Army veterinary Department to take part in the Boer War. After the war he joined the volunteer corps i n 1903 and after serving as a trooper in its ranks was promoted to Vety Lieutenant on 15/11/1907 and transferred to the East Rand Mounted Rifles (left wing of the Imperial Light Horse).

That is, if one presumes the Rhodesian raiders, acting in the private interest of Rhodes and his fellow conspirators to overthrow the ZAR government, were “British”; and if one assumes a rather loose definition of the battlefield to be described. May 1900 was towards the end of the first year of war. The South African War, also known as the Second or Anglo Boer War had started badly for Britain with a series of setbacks in October and November 1899 that saw British forces besieged at Ladysmith, Kimberley as well as Mafekeng and followed by Black Week, a series of calamities in the Cape and Natal during December 1899: Stormberg (10 December), Magersfontein (11 December) and Colenso (15 December). Over the New Year the British had recovered their posture and early in the year they had launched a general counter-offensive in both the Cape and Natal. By March Bloemfontein had fallen and Imperial forces were poised to move on the ZAR, which they reached in May. “Second Doornkop”, is a controversial battle, one which several writers have condemned as unnecessary. Field Marshal Lord Michael Carver writes in The National Army Museum Book of the Boer War that Lt Gen Ian Hamilton “engaged in what many thought a needlessly direct frontal attack. 95 ” Pakenham goes further saying the attack, when made, took some of its observers aback: “Then to the surprise of one of the brigadiers, (Maj Gen Hutton) and one of the correspondents (Churchill), Hamilton launched his two infantry brigades on a four mile wide frontal attack on the ridge.” 96 Both statements need interrogation; suffice to say the attack forms an integral part of the greater battle of Johannesburg that took place over two days in late May 1900.

Schoeman University of Pretoria etd - McLeod AJ (2004) Abstract of: “The psychological impact of guerrilla warfare on the Boer forces during the Anglo- Boer War” The thesis is based on a multi disciplinary study involving both particulars regarding military history and certain psychological theories. In order to be able to discuss the psychological experiences of Boers during the guerrilla phase of the Anglo-Boer War, the first chapters of the thesis strive to provide the required background. Firstly an overview of the initial conventional phase of the war is furnished, followed by a discussion of certain psychological issues relevant to stress and methods of coping with stress. Subsequently, guerrilla warfare as a global concern is examined. A number of important events during the transitional stage, in other words, the period between conventional warfare and total guerrilla warfare, are considered followed by the regional details concerning the Boers’ plans for guerrilla warfare. These details include the ecological features, the socio-economic issues of that time and military information about the regions illustrating the dissimilarity and variety involved. In the chapters that follow the focus is concentrated on the psychological impact of the guerrilla war on the Boers. The wide range of stressors (factors inducing stress) are arranged according to certain topics: stress caused by military situations; stress caused by the loss of infrastructure in the republics; stress caused by environmental factors; stress arising from daily hardships; stress caused by anguish and finally stressors prompted by an individuals disposition.

Syntax of place names Dictionary Place Names Bibliography PREFACE Onomastics, or the study of names, has of late been enjoying a greater measure of attention all over the world. Nearly fifty years ago the International Committee of Onomastic Sciences (ICOS) came into being. This body has held fifteen triennial international congresses to date, the most recent being in Leipzig in 1984. With its headquarters in Louvain, Belgium, it publishes a bibliographical and information periodical, Onoma, an indispensable aid to researchers. Since 1967 the United Nations Group of Experts on Geographical Names (UNGEGN) has provided for co-ordination and liaison between countries to further the standardization of geographical names. To date eleven working sessions and four international conferences have been held. In most countries of the world there are institutes and centres for onomastic research, official bodies for the national standardization of place names, and names societies.

    Cape colonial and Afrikaner rebel Japie Neser: Cape colonial and Afrikaner rebel, 1899-1902 and beyond André Wessels Department of History University of the Free State and Visiting Fellow UNSW@ADFA Canberra [email protected] Samevatting Jacob Petrus (“Japie”) Neser (1873-1959) is een van die minder bekende Kaapse koloniale rebelle en bevelvoerders van die Anglo-Boereoorlog wat vanaf 1899 tot 1902 in Suid-Afrika gewoed het. Dit is die doel van hierdie artikel om in besonder die fokus op die doen en late van ‘n gewone rebel, wat later tot ‘n offisiersrang bevorder is, te plaas, ten einde sy optrede aan ‘n breër leserspubliek bekend te stel, en tegelyk ook die aard van die guerrillastryd in die Kaapkolonie tydens die oorlog te belig. Neser het teen die einde van Oktober 1899 by die Boeremagte aangesluit en aan die Colesbergfront geveg. Nadat die Boeremagte aan die Kaapkolonie onttrek het, het Neser na die Transvaal gegaan, waarna hy na die Oranje-Vrystaat teruggekeer het en in September- November 1900 ’n spioenasietog na die noordoostelike Kaapkolonie onderneem het. In Desember 1900 het hy weer eens na die Kaapkolonie teruggekeer, dié keer as deel van genl. JBM Hertzog se invalsmag. Later is hy as veldkornet in die rebellekommando van kmdt. Hendrik Lategan aangestel en met verloop van tyd is hy in bevel van sy eie kommando Kaapse rebelle geplaas. Deur swart en bruin persone wat aan die kant van die Britte geveg het, na gevangeneming summier tereg te stel, het Neser ’n gevreesde maar ook hoogs omstrede bevelvoerder geword. Gevolglik, toe vrede gesluit is, het Neser in selfopgelegde ballingskap na Europa uitgewyk ten einde vervolging te ontduik.
